The Jenin AMB takes responsibility for the fatal shooting of an IDF soldier sitting inside his tent at an IDF base outside nearby Mevo Dotan settlement. Palestinians fire 4 mortars at Morag, causing no damage or injuries. A Palestinian wounded in the IDF’s 10/11 attempted assassination of Khalil dies of his injuries. AMB mbrs. in Jenin temporarily take over the local Palestinian Council (PC) and PA tax offices, demanding pay raises, pensions for the children Palestinians killed during the intifada; after several hrs., they agree to leave, but the offices remain locked. A team of Egyptian doctors visits Arafat, who has been suffering severe flulike symptoms since 10/12, in his Ramallah compound, sparking rumors that he is serious ill. The doctors conclude that he is suffering from an intestinal virus and gallstones. Arafat suffered a similar bout of gallstones in 2003. (WT 10/19)

The IDF fatally shoots 5 Palestinians in incidents across the Gaza Strip: 2 are killed attempting to cross the border fence into Israel, 2 are killed while allegedly planting a roadside bomb, 1 is fatally shot nr. a Jewish settlement. The IDF also shells residential areas of Khan Yunis, seriously injuring a 3-yr.-old and 6-yr.-old in their beds; fires on residential areas, stone-throwing Palestinians in Balata r.c., Bayt Furik; arrests 70 Palestinians harvesting olives nr. Bayt Jala; conducts arrest raids, house searches in Bethlehem, Dura, al-Khadir, Nabi Salih nr. Ramallah, Silwad, Tulkarm. A Palestinian dies of injuries received a wk. earlier in Rafah. At midday in Gaza City, PA preventive security officers, PA military intelligence officers exchange gunfire, toss grenades at each other, leaving 1 preventive security officer seriously injured, 3 others lightly injured; later in the day, the same group exchanges fire again, leaving 2 people injured; Fatah, PA officials meet later to contain the crisis, the reasons for which are unknown. The IDF continues operations in Bayt Hanun and Jabaliya r.c. launched on 9/28, expands into Bayt Lahiya; occupies buildings as sniper posts; shells, fires on residential areas, killing 1 stone-throwing Palestinian youth, 4 armed Palestinian (including 1 Hamas mbr., wanted PRC mbr. Mosad Baradi), and 1 Palestinian bystander, wounding around 60. Palestinians target military vehicles with roadside bombs, antitank rockets, causing no injuries. Despite the maneuvers, Hamas fires a Qassam rocket at Sederot, killing 2 Israeli children, wounding 5; Sharon says that operations in n. Gaza will be expanded as a result. Late in the evening, the IDF carries out 2 missile strikes at Jabaliya r.c., killing 3 Palestinians and destroying an Islamic charitable organization. The IDF continues its search for tunnels in Rafah (it has found only 3 since operations began on 10/10), demolishing another 9 Palestinian homes, firing on Palestinians allegedly planting a roadside bomb, killing 2 Hamas mbrs., 1 Palestinian bystander. The IDF also fires on stone-throwing children in Tulkarm (killing a 14-yr.-old Palestinian boy), residential areas of Khan Yunis. Unidentified Palestinians detonate a roadside bomb outside Erez crossing as a U.S. emb. convoy (carrying the cultural attache, en route to interview Fulbright scholarship candidates) passes, destroying 1 of 4 armored cars, killing 3 U.S. security officers, wounding 1 U.S. diplomat; the convoy passes along a route and at a time a CIA detail involved in monitoring road map progress usually passes through the area, despite mos. of warnings fr. the PA of the dangers of routine movements, conspicuous bodyguards. After a yr. of gunfire, stone-throwing, physical assaults, vandalism by local Jewish settlers, 150 Palestinian residents of Yanun in the West Bank evacuate their village, move to neighboring Aqraba, marking the 1st time that harassment by settlers has forced out an entire village; Yanun's mayor says he has protested settler violence to the Israeli authorities for 4 yrs. without results. The IDF also fires on residential areas of Hebron, Gaza City (killing 1 Palestinian); conducts arrest raids in of Beitunia, Burkin, Hebron (reportedly detaining 5 mbrs. of a cell that has staged roadside bombings in the area), Qabatya, Tulkarm, al-Yamun; fires tank shells at residential areas of Gaza, leaving 1 Palestinian woman clinically dead (the IDF claims it was responding to mortar fire). In Ramallah, the IDF surrounds, fires shells a building where it claims some of the wanted Palestinians who hid in Arafat's offices during the siege are located; demands their surrender. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt.
