In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. The Lebanese army said it had exchanged smoke grenades with Israeli forces while working to remove “infringements” placed by Israeli forces on the Lebanese side of the Blue Line. A similar incident occurred on 9/23. (HA 9/27)

In the West Bank, 2 Israeli soldiers were injured after being hit by a vehicle in Huwwara; 1 Palestinian man was arrested in relation to the incident. Israeli settlers raided Kafr Thulth, throwing stones at Palestinians and Palestinian property and setting 1 vehicle on fire; 1 Palestinian was also injured by a baton round fired by Israeli forces who intervened to aid the settlers. Israeli settlers also raided Ein Samiya, uprooting trees and throwing stones at Palestinian vehicles. Israeli forces issued notifications that Israel will seize 42 dunams (10.3 acres) of land in Sarta and Bruqin to expand a settler road. Israeli forces also seized 1 tractor in Beit Furik. 24 Palestinians were arrested during late-night raids in al-Mughayyir, Aqabat Jaber refugee camp, Tuqu, Hebron, Beit Umar, Dahariya, and Deir al-Ghusun. A 2-year-old boy who was critically injured by Israeli forces on 6/1 succumbed to his wounds. The PA condemned the killing, saying that 28 Palestinians children had been killed by Israeli forces since the beginning of 2023. Israel handed over the body of 1 Palestinian man killed by Israeli forces on 4/24 to his family in East Jerusalem and ordered the family to limit the number of participants at the funeral to 25. (WAFA 6/5)

Hamas political bureau head Ismail Haniyeh and other high-ranking officials met with Egyptian intelligence chief Abbas Kamel in Cairo, discussing reconciliation. PA prime minister Mohammad Shtayyeh met with Kamel last week. Islamic Jihad secretary-general Ziyad al-Nakhalah also met with Kamel in Cairo. It was reported that the Hamas and Islamic Jihad leadership were invited to Egypt to discuss Egyptian president Abdel Fattah El Sisi’s plan to develop Gaza, including increasing Egyptian electricity supply, rebuilding infrastructure, building a port, and developing a gas field. Israeli prime minister Benjamin Netanyahu met with representatives from Palestinian parties in the Knesset and local council to discuss the rising murder rates in those communities. Netanyahu said he agreed to form a ministerial committee, that he would chair, to address the issue. 89 Palestinians have been killed in Israel in mostly gun-related violence in 2023. U.S. secretary of state Antony Blinken spoke at the annual AIPAC conference in Washington D.C., saying that the Biden administration is committed to normalizing relations between Israel and Saudi Arabia, but that such a deal is “not a substitute for progress between Israelis and Palestinians.” Blinken will travel to Saudi Arabia in the coming days to promote a normalization deal. U.S. senator Chris Van Hollen (D-MD) said in a statement that the U.S. Security Coordinator for Israel and the PA’s report on the killing of Al Jazeera journalist Shireen Abu Akleh contains important insights and that it should be released to the public. In the West Bank, 1 Israeli soldier was lightly injured with a shot to his hand during a late-night raid in Bruqin. Israeli forces shot and injured 1 Palestinian during a raid in Aida refugee camp. Israeli forces also razed 4 dunams (1 acre) of land planted with olive trees in as-Samu. 18 Palestinians were arrested during late-night raids in Hebron, Jenin, Silwad, and Nablus. In Tel Aviv, Israeli employees of Israel Railways denied an Israeli woman entry to the train platform because she was wearing a t-shirt from the organization Looking the Occupation in the Eye. PA president Mahmoud Abbas declared a 30-day state of emergency to combat the Covid-19 pandemic as cases started to rise. (WAFA 8/25)

The Israeli state prosecutor closed an investigation into the killing of 1 Palestinian man who was stabbed to death by an Israeli settler on 6/21 at a settlement outpost outside of the Ariel settlement, claiming that the settler could have acted in self-defense. (HA 8/25; AJ, MEMO 8/26)

Israel indicted Islamic Jihad leader in the West Bank Bassam al-Saadi on charges of membership, support, and activity in a terrorist organization. (HA, REU, WAFA 8/25)

PA representative to the UN Riyad Mansour told reporters that his team is having talks with members of the UN security council about renewing the PA bid for full membership at the UN. (MEE 8/26; AX 9/7)

In Syria, Syrian state media and Russian forces reported that the Syrian air defense had intercepted 2 of 4 Israeli-fired cruise missiles and 7 of 16 guided aerial bombs in Syria. UNRWA commissioner-general Philippe Lazzarini told the UN security council that the UNRWA is facing an existential threat given its chronic underfunding and coordinated attacks to delegitimize the agency. (MEE 8/26)

In the West Bank, Israeli settlers vandalized 15 olive trees in Artas. Israeli settlers with military escort also forced Palestinian farmers to leave their land in Kisan. Elsewhere, Israeli settlers vandalized Palestinian-owned vehicles in Bruqin. Israeli authorities issued a military order seizing more than 658 dunams (163 acres) of Palestinian-owned land in al-‘Ubaydiyya. 10 Palestinians were arrested, including 4 near the separation barrier and 6 during raids in Hizma, Hebron, al-‘Arub refugee camp, and Nablus; clashes erupted during the raid in Hizma, leading to tear-gas related injuries. Demonstrations against Israeli prime minister Benjamin Netanyahu continued for the 37th Saturday in a row. Protesters were demanding Prime Minister Netanyahu’s resignation over Israel’s COVID-19 response, handling of the Israeli economy, and the corruption cases against him. (HA 3/6; WAFA 3/7)

Lebanese caretaker prime minister Hassan Diab threatened to resign to pressure politicians to form a government. Diab’s threat came as Lebanon entered the 5th day of mass protest as the country is facing a deep financial crisis in parallel with its political crisis. (HA, REU 3/6; AJ 3/7)
