In the West Bank, Israeli settlers set up a tent near Qaryut. Israeli settlers also threw stones at Palestinian farmers and set a car on fire in ‘Asira al-Qibliya. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Qalqilya. Israeli forces also razed land, uprooting 120 olive and almond trees in Qusra. Elsewhere, Israeli forces raided ‘Asira al-Qibliya, injuring 15 with tear gas. Palestinian militants from al-Ayyash Battalion launched an improvised rocket at Israel from Jenin before it exploded near the launch site. The launch was said to be retaliation for the settler tour of the Haram al-Sharif compound (see below). In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound for the third time this year. Ben-Gvir was joined by Naqab and Galilee development minister Yitzhak Wasserlauf and some 1,780 other settlers. Hamas, the PA, Morocco, and Jordan condemned the touring of the compound. Palestinians were prevented from entering the compound during the incursion. 16 Jews were arrested at the compound for praying at the site. Hours after National Security Minister Ben-Gvir toured the Haram al-Sharif compound, Bahrain said it had to postpone a visit by Israeli defense minister Yoav Gallant, citing King Hamad bin Isa al-Khalifa’s schedule. (HA 7/28; HA 7/30)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammed bin Salman in Jeddah, discussing Saudi-Israeli normalization. The New York Times reported that King Salman had intervened to insist that a deal would have to include concessions to Palestine. Later on 7/28, President Biden said at a campaign event that “[t]here is a rapprochement maybe under way” in relation to the Saudi-Israel normalization talks. In the West Bank, Israeli settlers and American activists from the American Evangelical Archeological Institute carried out excavations at an archeological site at Jabal ‘Aybal in Area B and transferred soil and artifacts to the Shavei Shomron settlement. Israeli settlers also attacked 2 homes and let their cattle graze on Palestinian crops in Arab al-Kaabneh. Elsewhere, Israeli settlers set fire to crops and olive trees in al-Lubban ash-Sharqiya. Israeli settlers also demolished parts of the Old Market in Hebron, which has been closed off to Palestinians since 1983. 6 Palestinians were arrested during late-night raids in Nablus, Hebron, Yatta, and Turmus ‘Ayya. In East Jerusalem, an Israeli settler shot and injured a 60-year-old Palestinian woman at a light rail station north of Sheikh Jarrah, claiming she had tried to stab him with a knife. Israeli settlers also toured the Haram al-Sharif compound. 2 Palestinians were arrested during raids in Shu’fat refugee camp. U.S. president Joe Biden criticized the Israeli government for being too extreme in its West Bank policies in an interview with CNN, saying that the U.S. is in regular contact with Israel to “tamp down what is going on,” and calling the Netanyahu government the “one of the most extreme” he has seen. Biden also said that the PA had lost its credibility. On normalization, he said Israel and Saudi Arabia are “a long way from” normalizing relations, saying that normalization depends on “what is asked of us for them [Saudi Arabia] to recognize Israel,” confirming that Saudi Arabia is asking for a civilian nuclear program and security guarantees. Haaretz reported that the Biden administration is seeking measures from Israel to strengthen the PA to help the normalization process. But U.S. officials told Haaretz that they think the far-right ministers in the Israeli government would oppose any gestures toward the Palestinians. The officials also said that the PA does not trust the U.S. to follow through on ensuring that the promises are kept. (CNN, HA, HA, REU 7/9)

The Israeli security cabinet approved measures to “act to prevent the collapse of the Palestinian Authority,” but did not detail how Israel would prevent this. Finance Minister Bezalel Smotrich abstained in the vote and National Security Minister Itamar Ben-Gvir voted against the measures. In return for preventing the PA from collapsing, Israel is demanding that the PA “[r]efrain from acting against Israel in the international legal and political arena . . . from paying the families of terrorists and murderers, and from illegal building in Area C.” PA prime minister Mohammed Shtayyeh called the Israeli demands unacceptable. In the West Bank, Israeli settlers erected barbed wire fencing near Rujeib. Israeli forces shot and injured 4 Palestinians with baton rounds during a raid in Kafr Qaddum. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Beit Umar. 2 Palestinian children were arrested in Hebron and a shepherd was arrested while grazing his sheep near Deir Istiya. 30 diplomats from EU countries, the UK, Canada, and Norway toured the Jenin refugee camp to inspect the damage done by Israel during its assault on the camp earlier in the week. The tour was made at the request of UNRWA. EU representative to Palestine Sven Kühn von Burgsdorff said during the tour that the EU is “concerned about the deployment of weaponry and weapons systems which question the proportionality of the military during the operation.” (AJ, HA, WAFA 7/8)

Israeli national security minister Itamar Ben-Gvir said that Israeli settlers who shoot at Palestinians when suspecting a crime will no longer have their weapons temporarily confiscated by Israeli forces. (WAFA 7/9)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 and causing damage. Israeli settlers also vandalized citrus and almond trees and other property near Kafr ad-Dik. Israeli forces shot and killed 1 Palestinian man after he shot and killed an Israeli soldier near the Kedumim settlement, west of Jit. Hamas claimed responsibility for the killing of the soldier, citing Israel’s massive attack on Jenin on 7/3 and 7/4. Israeli forces also razed a road and seized a tent and a vehicle near Duma. Elsewhere, Israeli forces opened fire at a Palestinian vehicle traveling near Haris, causing damage. Israeli forces also demolished 2 residential structures in Wadi Abu Hindi, displacing 13 Palestinians. 7 Palestinians were arrested during late-night raids in Ramallah, Kafr Ni’ma, Silat ad-Dhahr, Tura, Yatta, and Qalqilya. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Silwan and al-Eizariya. The Jerusalem District Court acquitted an Israeli police officer for the killing of the 32-year-old autistic Palestinian man Eyad al-Hallaq who was shot and killed in East Jerusalem on 5/30/2020. Al-Hallaq’s parents called the acquittal a “disgrace.” The police officer was subsequently reinstated and send on a commanders’ course. The police officer ignored al-Hallaq’s counselor who told him that al-Hallaq had special needs. After the acquittal, Israeli national security minister Itamar Ben-Gvir was filmed calling al-Hallaq’s mother a terrorist when she confronted him outside of the court. The Jenin Brigades issued a statement saying “[i]t is heart-breaking that we are being fatally stabbed in the back by our own people, the PA security services, which committed an act on Tuesday that no fighter or defender of this land would accept,” referring to a PA arrest of 2 Palestinians who were wanted by Israel. The UAE said it would donate $15 million to UNRWA and Algeria said it would donate $30 million to the PA to help rebuilt Jenin refugee camp after the 2-day long Israeli invasion of the camp on 7/4 and 7/5, which caused wide-spread damage to Palestinian property. (ALM, AP, HA, WAFA 7/6; HA, NA 7/8)

New Hampshire governor Chris Sununu signed an anti-BDS executive order barring the state from investing in companies that boycott Israel. The executive order was signed at a ceremony attended by Israeli ambassador to the UN Gilad Erdan. (MDW, MEE 7/7)

In the West Bank, Israeli settlers with a military escort raided Deir Dibwan, setting fire to trees; 1 Palestinian was injured by live ammunition fired by Israeli forces during the raid. Israeli settlers also threw stones at Palestinian vehicles near Beitin and Hebron. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. Israeli forces also shot a 5-year-old Palestinian boy in the eye with a rubber-coated bullet in Bizarya; the boy’s eye was later removed at a hospital. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Meanwhile, Israeli forces seized 1 excavator in Dahariya. 11 Palestinians were arrested during late-night raids in Askar refugee camp, Bethlehem, Abu Nuyaim, Beit Umar, Dura, and Tulkarm; 2 Palestinians were injured by Israeli live ammunition during the raid in Askar refugee camp. Representatives from 20 EU countries visited Turmus ‘Ayya to express condolences to the victims of the Israeli settler attack on 6/21. In a statement the countries said as the occupier Israel is obligated to protect Palestinians and prosecute the violent settlers. (WAFA 6/23; HA 6/24)

Israeli national security minister Itamar Ben-Gvir told Israeli settlers at the partly resettled Evyatar settlement outpost that the settlers should “[r]un to the hilltops” and build settlements “in all the hills around.” Ben-Gvir also called for the Israeli military to “launch a military operation, take down buildings and eliminate terrorists. Not just one or two, but dozens and hundreds and if needed, thousands.” Later on 6/25, Prime Minister Benjamin Netanyahu said such calls to grab land are “unacceptable to me.” (HA, WAFA, WAFA 6/23; WAFA 6/24; CNN 6/25)

U.S. national security adviser Jake Sullivan spoke with his Israeli counterpart Tzachi Hanegbi, expressing concern about Israeli settler attacks on Palestinian villages. Several Democratic members of the U.S. House of Representatives, including pro-Israel representatives, condemned the settler attacks, as did the Anti-Defamation League and the American Jewish Committee. Morocco also officially canceled the second summit of the normalization organization the Negev Forum, citing “uncomfortable diplomatic relations.” The summit, scheduled to be held in Rabat, has been postponed since March. UN human rights commissioner Volker Türk criticized the Israeli usage of “advanced weapons” in the West Bank this week, saying it was adding to volatility of the situation. For the first time since the Second Intifada, Israel used drones and helicopters to attack Palestinians in the West Bank. (AJ, WAFA 6/23)

In the West Bank, 1 Israeli settler and Israeli forces shot and killed 2 Palestinians who allegedly shot and killed 4 Israeli settlers and wounded 4 others at a gas station near the Eli settlement east of al-Lubban ash-Sharqiya. Israeli settlers subsequently raided al-Lubban ash-Sharqiya, setting fire to 30 cars and 10 homes. Israeli settlers also raided Huwwara setting fire to 20 cars, throwing stones at Palestinian vehicles, and attacking Israeli forces. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Nablus and Za‘atra. Israeli settlers, including Religious Zionism Party MK Zvi Sukkot, also entered the evacuated Evyatar settlement outpost in an attempt to resettle it. Israeli forces issued demolition notices for 3 homes and an agricultural building in al-Karmel. Israeli forces also closed several checkpoints near Jenin, Salfit, Ramallah, and Nablus. In East Jerusalem, Israeli authorities demolished 1 Palestinian house in Silwan. Israeli forces raided the Haram al-Sharif compound, forcing overnight worshippers at al-Aqsa Mosque to leave in order to facilitate settler tours of the compound in the morning. In response to the killing of the 4 settlers, Israel revoked travel permits for all Palestinians sharing the last names of the 2 alleged perpetrators. Israeli national security minister Itamar Ben-Gvir demanded that the Israeli government respond to the killing of the 4 Israeli settlers by assassinations by airstrikes, demolitions, deportations, and death penalty. U.S. ambassador to Israel Tom Nides tweeted that he was “[d]eeply concerned about the civilian deaths and injuries that have occurred in the West Bank these past 48 hours, including that of minors,” referring to both Israeli settler and Palestinian casualties. This led to criticism from Israeli ambassador to the U.S. Michael Herzog, who said that the “balanced” statement was disrespectful to the Israeli settler casualties. UN Human Rights Council Commission of Inquiry member Miloon Kothari said the commission would continue its investigation, calling the rise in Israeli settler violence disturbing and a means of Israeli annexation. (AJ, REU 6/20)

In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds with pepper spray in al-Hama. 1 person rammed an Israeli soldier in Huwwara, lightly injuring the soldier. Israeli forces subsequently forced shops in Huwwara to close and set up flying checkpoints in the town. Israeli forces also razed 30 dunams of land planted with onions and eggplant and damaged water pipes in Nu’eima and a tract of land in ‘Asira al-Qibliya. Meanwhile, Israeli forces notified Palestinians in Tell, Jit, and Far’ata that Israel will seize 14.5 dunams (3.6 acres) to expand the Havat Gilad settlement outpost. In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, saying in a statement “[a]ll the threats from Hamas will not help them, we are in charge of Jerusalem and all of the land of Israel.” Ben-Gvir did not coordinate the tour with the Islamic Waqf. In response to National Security Minister Ben-Gvir’s tour of the Haram al-Sharif compound, the PA said that he “will not bring about Israeli sovereignty over the complex,” warning that Ben-Gvir may ignite a religious war. The Israeli cabinet held a meeting in the controversial “Western Wall Tunnels” built under the Muslim Quarter of the Old City of Jerusalem. Agreements were made at the meeting to allocate $16 million to the settler organization Western Wall Heritage Foundation and $8 million to the settler organization Elad Foundation. Ahead of the cabinet meeting, Finance Minister Bezalel Smotrich forced through the removal of a discussion of a 5-year plan to improve life in East Jerusalem. Haaretz reported that the members of the Negev Forum will meet in Morocco on 6/25 and that Israel and the U.S. are working to add “an African country with a Muslim majority” to the summit. Israel’s Channel 13 News reported that Morocco, Egypt, Bahrain, and the UAE had asked Israel and the U.S. to change the forum’s name to something not related to Israel. Al Monitor reported that Israeli foreign minister Eli Cohen believed that a breakthrough in Saudi-Israeli normalization can reached before the end of 2023. However, according to Israeli officials Saudi Arabia could demand a settlement freeze and commitments to Muslim control over the Haram al-Sharif compound. In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. In Gaza, Israeli forces violently dispersed Palestinians protesting against the Flag March along the Gaza fence, injuring 5 with baton rounds and causing tear-gas related injuries. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. 6 Democratic members of the U.S. House of Representatives held a press conference outside of the Capitol building criticizing the Biden administration and their colleagues for not holding Israel accountable for the killing of Al Jazeera journalist Shireen Abu Akleh last year and for human rights violations against Palestinians in general. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. In the assassination of Bahtini, Israeli forces fired 2 missiles at his home in al-Sha’af neighborhood of Gaza City, killing him, his wife and child, and 2 others in a neighboring building, including 1 child; 6 others were injured, including 3 children and 2 women. In response to Israel’s attack on Gaza (see above), Hamas spokesperson Hazem Qassem said, “[w]e do not accept that this is an attack specifically directed at the Islamic Jihad. From Hamas' point of view, this is an attack against the Palestinian people, and therefore there will be a proportionate response whose details will be determined by the joint operations room of all factions.” The PA called the Israeli attacks “organized state terrorism.” Egypt, Turkey, and Jordan’s foreign ministries issued statements condemning Israel’s attack on Gaza and Nablus. Following Israel’s attack on Gaza (see above), National Security Minister Itamar Ben-Gvir announced that his Jewish Power party would return to the Knesset. Ben-Gvir and his party started boycotting the Knesset on 5/3 after what he called a “lenient” response by the Israeli government to the protest that occurred after the Adnan Khader died in an Israeli prison on 5/2. Ben-Gvir called the attack “a nice start” and said it was time for “policy change in Gaza.” The assassinations and larger operation were approved by Prime Minister Benjamin Netanyahu and Attorney General Gali Baharav-Miara on 5/5 but were not presented to the security cabinet. The Committee to Project Journalists issued a report saying that Israel has not held anybody accountable for the killing of 20 Palestinian and foreign journalists since 2001, creating a “chilling effect” on press freedoms. EU ambassadors to Israel announced that they will not participate in the EU Europe Day event in Tel Aviv because of Israeli national security minister Itamar Ben-Gvir’s insistence on participating and speaking at the event. The decision was made at an emergency meeting where only the Hungarian and Polish representatives did not oppose participating in the event. The EU delegation issued a statement saying, “we have decided to cancel the diplomatic reception, as we do not want to offer a platform to someone whose views contradict the values the EU stands for.” Ben-Gvir insisted on 5/7 that he will attend to voice criticism of the EU stance on the Palestinian-Israeli conflict. Israeli national security minister Itamar Ben-Gvir publicly complained that the Israeli response to the rockets fired at Israel after the death of Khader Adnan on 5/2 was too “lenient.” Prime Minister Benjamin Netanyahu subsequently issued a statement saying that Ben-Gvir can leave the government if he does not accept the decisions made. In protest Ben-Gvir’s party held a meeting in Sderot near the Gaza fence instead of attending proceedings in the Knesset. (HA 5/3; HA, HA 5/4)

U.S. State Department spokesperson Vedant Patel told reporters that the U.S. has been seeking accountability for the Israeli killing of Al Jazeera journalist Shireen Abu Akleh by asking Israel to review its rules of engagement. The Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) released a report saying that a strategic shift by the parties and the international community is necessary to reverse the negative trajectory of the PA. UNSCO proposed that a policy change that would include “addressing the continuing drivers of conflict and instability;” “strengthening Palestinian institutions and addressing the challenge of Palestinian governance;” “improving access, movement, and trade and thereby creating space for the Palestinian economy to grow;” and “better aligning the framework of economic and administrative relationships with the economic transformations of the past decades.” (WAFA 5/2; UNSCO 5/3)

Israeli prime minister Benjamin Netanyahu, National Security Minister Bezalel Smotrich, and Finance Minister Itamar Ben-Gvir met to discuss the government’s response to the upcoming Supreme Court ruling on the demolition of Khan al-Ahmar. The meeting followed calls by Smotrich and Ben-Gvir for the government to end its responses to the Supreme Court related to the matter. On 4/24 the Israeli government issued a brief saying that it should be up to the government to decide when Khan al-Ahmar will be demolished, calling on the Supreme Court to reject the petition demanding the demolition and displacement of the Palestinians living there. Israeli forces issued orders that it will seize 20 dunams (4.95 acres) of Palestinian-owned land for a military zone near Ni‘lin. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, Kafr Ni‘ma, Beit Liqya, Nablus, and Hebron; 6 were injured during the raids in Dheisheh refugee camp and Kafr Ni‘ma. Shabtai told Ben-Gvir that there is nothing they can do about the high murder rate among Palestinian citizens of Israel, “[t]hey kill each other. That is their nature. That is the mentality of the Arabs.” MK Ayman Odeh, leader of the Hadash party, called on Shabtai to resign while MK Mansour Abbas, leader of the United Arab List, called on him to apologize. Israelis protested against the Israeli government’s plans to overhaul the judicial system. The protests escalated after Israeli defense minister Yoav Gallant was fired by Prime Minister Benjamin Netanyahu on 3/26 following Gallant’s calls for a freeze on the legislation. The Israel airports trade union closed down Ben-Gurion International Airport for all incoming and outgoing flights. Later other unions followed, closing down several embassies around the world. Israeli president Isaac Herzog also issued a statement directed at Netanyahu calling on him to freeze his pursuit for control over the judicial branch of government. Later in the day Netanyahu survived 2 no-confidence votes in the Knesset, 59-53 and 60-51. In the evening Netanyahu announced a pause to his government’s plans “to give a real opportunity for real dialogue.” To appease National Security Minister Itamar Ben-Gvir, who had threatened to resign if the legislation was paused, Netanyahu promised him that he will establish a national guard under Ben-Gvir’s command. The White House banned U.S. federal agencies from using commercially available spyware that poses national security and human rights risks. The executive order follows a report that more than 50 U.S. government employees in 10 countries have been targeted by spyware. The UAE informed the UN Security Council that it will not call a vote on a draft resolution to demand that Israel ceases its settlement activity. Instead the Security Council members are set to vote on a statement condemning Israeli settlement activity. Part of the deal made by the U.S. involved the PA not pursuing action against Israel in international organizations until August while Israel would not expand more settlements and legalize more settlement outposts beyond the 9 settlement outposts that Israel said it would legalize on 2/12. The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. Younis was driven to a train station in Ra’anana where a passerby helped him reach his family. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel.
