U.S. Ambassador to Israel Samuel Lewis ends 8-year tour of duty [JTA 6/3]. Council of Jewish Settlements in West Bank calls for official action to deport Palestinians released 20 May [JTA 6/3]. Council Chair Yisrael Har'el says harassment tactics used againsthem by settlers igenerating sympathy for Palestinians among some Israelis. Wives of Jewish underground defendants end 13-day hunger strike after receiving order from rabbi to desist and assurances Knesset bill will be introduced to grant defendants clemency. Defendants tell court attempted Temple Mount sabotage was intended only "to frighten," not kill. Summer visiting season for relatives to West Bank residents begins. 2,500 visitors will be allowed to cross Allenby Bridge per day, up from 1,250; 1,100 over Damiya Bridge, up from 800 [JP 6/3]. Israeli settlers in West Bank and Gaza meet at Pesagot near Ramallah to discuss how to torpedo the envisaged peace talks with Jordan and how to force out of the country Arabs freed May 20 [JP 6/3]. Rejecting Hussein Plan and U.S. overtures, Shamir and Likud want direct talks with non-PLO/PNC-Jordanian or Jordanian-Palestinian delegation. Peres and Labor party take "wait and see" position on delegation that includes PNC members.

Arab Countries: Red Cross evacuates 29 from Burj al-Barajinah [FT 6/3]. 93 Palestinians taken to hospitals in Druze-held mountain town of Shuwayfat. Shi'a militiamen take 5 Palestinians from ambulances, later let them be evacuated.

Other Countries: Sec. of State Shultz sends message to P. M. Peres seeking Israeli backing for projected American talks with Jordanian-Palestinian delegation as step toward direct talks with Israel [NYT 6/3]. U.S. accepts PNC representation idelegation. Shultz says he is glad PLO has accepted UN resolutions 242 and 338 but says U.S. needs public statement before considering talking to PLO [JTA 6/3]. He opposes Hussein's proposal of Soviet participation in peace talks. 

Military Action:

Italian MNF attacked 4 times in Beirut, returns fire; IDF completes massive military exercise in South Lebanon and Golan Heights, Arens tells IDF in eastern Lebanon to be patient; 500 Iranian Revolutionary Guards reportedly arrive in Baalbeck.

Casualties:

1 Italian soldier wounded in Beirut; in South Lebanon, Dutch UNIFIL soldier stabbed.

Israel/ Occupied Territories: After talks in Cairo, Trade Ministry Director General says Egyptians promised to resume issuing licenses for import of Israeli goods; indictments for conspiring to incite hostility between Muslims and Jews, other acts, filed against 29 Jews in connection with Temple Mount incident; head of Islamic Committee in Jerusalem asks UN Secretary General to protect al-Aqsa from further attacks; fourth school in 10 days closed in Beit Sahour after students demonstrate, raise Palestinian flag.

Palestinians/ Lebanese: PLO Executive Committee meets in Tunis.

US and Other Countries: US Ambassador to Israel Samuel Lewis gives Shamir detailed, written proposals for security arrangements in South Lebanon as part of agreement for Israeli troop withdrawal; Pentagon releases US Marine Corps Commandant letter to Defense Secretary Weinberger saying that IDF has been deliberately threatening lives of US officers in Lebanon, reveals previously classified incidents; Garter, in Damascus, says Reagan Administration suggestion that Syria has become puppet of Soviet Union is ridiculous.

Israel/ Occupied Territories: Major Haddad, in testimony before Commission of Inquiry, denies his militiamen were involved in massacre, says three militiamen caught in fight involving IDF and Druze forces near Beirut at time were far from camps and in Beirut on private visit, says on Friday, September 17, he flew to Beirut on IDF aircraft to offer condolences to Gemayel family, visited Jounieh, then returned by car to Marjayoun, accuses Saeb Salam of covering up for Phalangists on orders from Saudi Arabia by blaming Haddad forces; Foreign Ministry official Hana Bar-On testifies he relayed US official's report on "irregularities" in Beirut camps to Begin's military secretary, Colonal Azriel Nevo, Friday evening, September 17; political storm rages over New York Times opinion piece that implies Labor Party leaders want US to reduce aid to Israel as means to pressure Begin but Peres denies Labor Party supports cut in US aid; two leaders of Gush Emunim settlement of Qiryat Arba charged with destroying possible clues to unsolved bombings that crippled two Palestinian Mayors in 1980, trial is set for December 9; 25,000 Israeli settlers now estimated living in occupied territories, is twice as many as in 1980, five times as many as in 1977; Knesset finance committee defers decision on funding 9 new settlements (Labor Party criticizes 8 planned for West Bank, and IDF outposts in territories being turned over to right-wing Kach).

US and Other Countries: Habib leaves several days early for Mideast in wake of cancellation of Begin-Reagan meeting, as State Department expresses concern at lack of progress on troop withdrawals; Shultz meets with Habib, Veliotes, Fairbanks, M. Charles Hill and Samuel W. Lewis to review lack of progress on peace plan; Britain announces Arab League mission planned to arrive next week has been postponed to December, and it will continue to refuse inclusion of PLO representative in delegation; West German Chancellor Helmut Kohl, in New York, tells US Jewish leaders he intends to strengthen West German relations with Israel, and supports Camp David process.
