At least 8,000 people are missing in rubble, including 1,700 children. 389 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. U.S. State Department spokesperson Matthew Miller tweets that Palestinians must be able to return to their homes and must not be pressed to leave Gaza. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. Israeli settlers also threw stones at Palestinians harvesting olives in Kafr Thulth, injuring 2. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Haaretz reported that the Israeli Justice Ministry’s pardons department had approached the family of Mohammed Abu Khdeir, who was killed by 3 Israeli settlers in 2014, asking about the family’s stance on reducing the sentence of the 3, 2 of whom were sentenced to life in prison. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. 30 diplomats from EU countries, the UK, Canada, and Norway toured the Jenin refugee camp to inspect the damage done by Israel during its assault on the camp earlier in the week. The tour was made at the request of UNRWA. In the West Bank, Israeli forces conducted 10 airstrikes on Jenin before beginning a large-scale ground force invasion with more than 1,000 soldiers, killing 8 Palestinians, injuring at least 50 others, and causing extensive damage to infrastructure and homes. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. Jenin suffered widespread power, internet, and water outages as a result of the Israeli damage. The Palestinian Red Crescent said it was having trouble reaching the many injured in the camp. Israel dubbed the attack ‘Operation House and Garden.’ Palestinians protested the Israeli attack in many towns and cities throughout Palestine. Israeli forces also shot and killed 1 Palestinian during a protest in Ramallah against the Israeli attack in Jenin. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. The U.S. national security council spokesperson said that the U.S. supported “Israel’s security and right to defend its people against Hamas, Palestinian Islamic Jihad, and other terrorist groups.” U.S. ambassador to Israel Tom Nides also attended a U.S. embassy event with Israeli prime minister Benjamin Netanyahu as the attacks were unfolding. It was reported that the Hamas and Islamic Jihad leadership were invited to Egypt to discuss Egyptian president Abdel Fattah El Sisi’s plan to develop Gaza, including increasing Egyptian electricity supply, rebuilding infrastructure, building a port, and developing a gas field. U.S. secretary of state Antony Blinken spoke at the annual AIPAC conference in Washington D.C., saying that the Biden administration is committed to normalizing relations between Israel and Saudi Arabia, but that such a deal is “not a substitute for progress between Israelis and Palestinians.” Blinken will travel to Saudi Arabia in the coming days to promote a normalization deal. The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. The Israeli state prosecutor closed a probe into the Israeli police’s killing of 1 Palestinian citizen of Israel near the Haram al-Sharif compound on 3/31. Israeli police claimed that no cameras caught the incident as the police officers’ body cameras were turned off and that the incident happened in a blind spot for surveillance cameras. Palestinians have contested the police’s narrative and several organizations have questioned the notion that no camera would have caught the incident given that the area is heavily surveilled. 13 Democrats in the U.S. House of Representatives, headed by Jamaal Bowman (D-NY), and Bernie Sanders (D-VT) in the Senate wrote a letter to U.S. president Joe Biden and Secretary of State Antony Blinken urging them to shift U.S. policy on Israel-Palestine. The letter mentioned the worsening violence, Israel’s “further annexation of land, and denial of Palestinian rights.” The group also said that U.S. taxpayer money should not be used for Israeli settlement projects and the U.S. should investigate if U.S. military aid violates the Leahy Law. Israel released Maher Younis, the second-longest serving Palestinian prisoner, from the Eshel prison. Members of Nizar Banat’s family called on the ICC to investigate the killing of Banat by PA security forces in June 2021. Banat was killed while being arrested by PA security officers. 14 security officers were later arrested but none of them have been convicted in relation to the killing. In an interview with NPR, Israeli prime-minister elect Benjamin Netanyahu said that he will not agree to a Palestinian state with full sovereignty. “[M]y formula is very simple . . . . The only peace that will hold is one that we can defend. And the one that we can defend is one in which the Palestinians have all the powers to govern themselves, but none of the powers to threaten our life, which means that security, in whatever political arrangements we'll have realistically will have to remain in Israel's hands.” The PA called Netanyahu’s remarks unacceptable. Unilever said the legal dispute between it and its subsidiary Ben & Jerry’s over the sale of the license to manufacture and sell the ice cream company’s products in Israel had been resolved but did not offer any details. Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. Israeli forces also shot and injured 3 Palestinians during a raid in Beit Umar. Elsewhere, Israeli forces assaulted 1 Palestinian woman during a house raid in Hebron, causing bruises. 1 Palestinian man was released from prison on the condition that he does not enter his own land for 30 days. An Israeli military court said that video evidence of the incident on 9/12 where the man allegedly assaulted a settler complicated the narrative told by the Israeli settlers. The video shows that the man was approached by armed Israeli settlers in al-Twana before they assaulted him, breaking both his arms. 1 Israeli settler was injured in the incident. (HA 9/22)
