Israel bombed al-Shifa Hospital, killing at least 13, and bombed the Indonesian and al-Rantisi Children’s hospitals, causing damage. Israeli snipers opened fire at al-Quds Hospital’s ICU unit, killing 1 and injuring 28, mostly children. Israeli airstrikes on al-Buraq School north of Gaza City killed more than 50 people sheltering there. Israel claimed its forces assassinated Hamas members Ahmed Musa, Omar Alhandi, and Muhammad Khalot in Jabalia refugee camp. Rockets were fired from Gaza, injuring 2 in Tel Aviv. The Gaza Ministry of Health said at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 174 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel adjusted the Israeli death toll from 10/7 from 1,400 to 1,200, including 33 children. 5,431 people have injured since 10/7. 42 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Around 30,000 people fled northern Gaza to the south. No one was evacuated from Gaza to Egypt. The Indonesian Hospital said it had stopped all surgeries due to a lack of fuel and Israeli attacks. Al-Shifa Hospital director Muhammad Abu Salmiya called Israeli claims that the hospital hosts Hamas fighters and infrastructure “utter lies,” saying UN personnel frequent the hospital and could attest to this. Saudi crown prince Mohammed bin Salman condemned Israeli attacks on Gaza at the African-Saudi summit in Riyadh. A joint statement by the participating countries said Israeli attacks needed to stop and called for an end to the occupation. (REU, WAFA 11/10)

French president Emmanuel Macron said there was no justification for Israel’s killing of civilians in Gaza, urging Israel to stop and calling for a ceasefire. In response, Prime Minister Netanyahu placed the blame for civilian death on Hamas, insisting on calling the group “Hamas-ISIS” several times. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. Bombardments also caused mass casualties in az-Zawaidah and Tel as-Sultan. In Lebanon, Hamas claimed responsibility for firing 16 rockets near Haifa. Israel said it attacked the launch sites. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The amount Israel earmarked for Gaza was $140 million a month. PA president Mahmoud Abbas spoke with Austrian chancellor Karl Nehammer, calling for an immediate ceasefire. (HA, REU, WAFA, WAFA 11/6)

The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. South Africa recalled its ambassador to Israel, calling Israeli actions in Gaza “genocide.” The deputy speaker of the Bahraini parliament said the parliament wants to cancel the country’s normalization deal with Israel. (AJ, AJ, AP, HA, HA, REU 11/6; HA 11/7; NYT 11/8)

The UAE said it would establish a field hospital in Gaza and that 5 aircraft carrying the necessary equipment were en route to Egypt. France said it was in talks with Egypt to set up a field hospital in the Sinai to treated wounded Palestinians from Gaza. (AJ, HA 11/6)

The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. The U.S. insisted the council call for “humanitarian pauses” while other states demanded a call for a “humanitarian ceasefire.” UN secretary-general Antonio Guterres launched a $1.2 billion humanitarian appeal to help 2.7 million Palestinians in Gaza and the West Bank and said Gaza was becoming “a graveyard for children.” (AJ, AP, AX, HA, NYT, UNOCHA, WAFA, WAFA 11/6; AJ, HA 11/7)

U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. U.S. State Department deputy spokesperson Vedant Patal said in response to Netanyahu’s comments that Gaza will remain Palestinian land and that the U.S. does not support reoccupation. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza. Haaretz reported that U.S. officials told the newspaper that Secretary Blinken got the impression that Israel does not have a strategy for what to do when its war on Gaza ends. In the West Bank, Israeli settlers shot and killed 4 Palestinians and injured 9 others in Qusra. Israeli settlers also raided Shaab Forsa in the Masafer Yatta area, destroying solar panels and water tanks and uprooting fruit trees. Elsewhere, Israeli settlers attacked Palestinian vehicles traveling near Burqa, damaging 3. Israeli forces shot and killed a Palestinian at a checkpoint near Bayt Jala. Israeli forces also shot and killed a Palestinian minor in Bani Na’im. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Hebron, Beit Fajjar, Abud, Fawwar refugee camp, al-Bireh, Huwwara, Beit Furik, Arrabah, Nabi Salih, al-Khader, Deir Istiya, and Burin, injuring 21 with live ammunition, including at least 1 minor, 3 with baton rounds, and many others with tear gas. Israeli forces also raided Idhna and Beit Umar, arresting 18. 35 Palestinian families, comprising 214 people, began fleeing the Wadi as Seeq and al-Mu’arajat communities near Ramallah after continued settler attacks. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces attacked the home of Izzeddin al-Qassam commander Mohammed Deif killing several of his relatives, including his children, and assassinated Islamic Jihad commander Mousa Nasser in Beit Lahiya. Gaza’s sole power plant ran out of fuel in the afternoon. The Gaza Ministry of Health said at least 1,100 Palestinians have been killed and 5,339 have been injured in Israeli airstrikes on Gaza since 10/7 as of 2 p.m. 28 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 5 children, and 427 have been injured. In addition, 1,500 Palestinian militants are reported to have been killed by Israeli forces in Israel since 10/7. The Gaza Ministry of Health said 60% of injured Palestinians are children and elderly. UNRWA said 11 of its workers have been killed in Israeli airstrikes and the Red Crescent said 5 of its members have been killed since 10/7. Israeli media reported that as of 9 a.m., more than 1,200 Israeli and foreign nationals had been killed and 3,192 injured. The UN reported that 338,934 Palestinians have been displaced since 10/7 and 4,625 housing units in Gaza have been destroyed while 32,000 had been damaged. The Arab League released a statement after a meeting of its members’ foreign ministers, calling for an immediate ceasefire, condemning the targeting of civilians, urging Israel to lift its blockade on Gaza, and calling for negotiations between the PLO and Israel for a just peace. (WAFA 10/11)

German foreign minister Boris Pistorius said Germany had allowed Israel to use 2 of its Heron combat drones and that Israel had requested ammunition from Germany, which was under review. (AJ 10/11; AP 10/12)

Iranian president Ebrahim Raisi and Saudi crown prince Mohammed bin Salman spoke about the situation in Gaza. According to the Saudi Press Agency, bin Salman said that he stands firm toward supporting the Palestinian cause. It was the first time the 2 leaders have spoken to each other. Israeli prime minister Benjamin Netanyahu met with National Unity Party leader Benny Gantz, agreeing to form an emergency unity government and a war cabinet. The war cabinet will consist of Netanyahu, Gantz, and Defense Minister Yoav Gallant, with former military chief of staff Gadi Eizenkot of the National Unity Party and Strategic Affairs Minister Ron Dermer as observers. Opposition leader Yair Lapid did not join the emergency government, reportedly because he wants National Security Minister Ben-Gvir and Finance Minister Bezalel Smotrich removed. Gallant said “[w]e will wipe Hamas off the face of the earth,” and Netanyahu said “[e]very member of Hamas is a dead man,” and compared Hamas to ISIS. U.S. president Joe Biden gave a speech to Jewish American leaders, telling them “I never really thought I would see, have confirmed pictures of terrorists beheading children.” The White House later told the Washington Post “[t]he president based his comments about the alleged atrocities on the claims of Netanyahu’s spokesman and media reports from Israel,” noting that Biden and his team have not seen pictures or confirmed the reports. Hamas denied the report, calling it “Zionist slander and lies” and rejecting that Palestinians beheaded children and assaulted women. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. Iranian president Ebrahim Raisi said on 5/23 that the assassination is being investigated and that Iran will revenge the killing. The New York Times reported later, on 5/25, that Israel had told the U.S. that it was behind the assassination of Khodaei. An Israeli court suspended the forced eviction of the Salem family in Sheikh Jarrah, postponing it due to Israeli police’s concern that the eviction could cause violence, as it was scheduled to coincide with the start of Ramadan. Elsewhere, Israeli forces demolished 3 Palestinian-owned structures near al-Ramadin; 1 Palestinian journalist working for WAFA was assaulted and another Palestinian was detained during the demolition. Israeli forces also demolished 25 produce stands near al-Jalama checkpoint north of Jenin. 32 Palestinians were arrested during late-night raids, including 21 in al-Am‘ari refugee camp, 1 Palestinian was also was bitten by a police dog. PA forces opened fire at a sit-in protest in front of the education directorate headquarters in Tubas, injuring 2 with live ammunition bullet shrapnel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. The Tubas governor said that an investigation into the incident was underway and that it was the action of 1 individual. 11 others were arrested during late-night raids in Qalqilya, Qatanna, Tuqu‘, and Sa‘ir. In East Jerusalem, Israeli forces punitively demolished the family home, in Shu‘fat refugee camp, of 1 Palestinian man who was killed after killing 1 Israeli settler and injuring 4 others in the Old City on 11/21/2021. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. The visit would be the 1st since the Syrian civil war. Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Activists have, through different methods of civil disobedience, obstructed the work at the factory over an 18-month period. During that time, 36 activists have been arrested by English police. In the West Bank, Israeli settlers vandalized some 70 olive trees in Khillat al-Dabe in Masafer Yatta. The Hebron Rehabilitation Committee said Israeli forces prevented its workers from renovating 12 Palestinian-owned homes in the al-Jabari area of Hebron. 12 Palestinians were arrested during raids in Bethlehem, Tuqu‘, Beit Fajjar, Beit Sahour, al-Am‘ari refugee camp, Beita, Bayt Dajan, and Rujeib. In East Jerusalem, 1 Palestinian minor, facing eviction by Israeli settlers, allegedly stabbed an Israeli settler in her neighborhood in Sheikh Jarrah; the settler was lightly injured. The Palestinian girl was found in a nearby school 1 hour later and was arrested by Israeli forces; she denied involvement. Israeli forces also arrested 3 other people at the school and raided the girl’s home, arresting her mother. Israeli settlers toured Sheikh Jarrah, chanting “death to Arabs.” Israeli forces later closed off Sheikh Jarrah, preventing activists and journalists from entering the neighborhood. 5 Palestinians were arrested in Isawiya. The Israeli Jerusalem municipality advanced early-stage plans for a new Israeli settlement in East Jerusalem near Bayt Safafa, to be called Givat Shaked. The plans for the new settlement include 473 settler units, 2 schools, and synagogues. Jordan rescinded its submission to the Academy Awards, also known as the Oscars, and apologized after pressure from Palestinians who called the film Amira offensive. The film depicts a Palestinian girl who is ostracized from her community after she discovers that she was conceived by sperm from an Israeli prison guard and not the Palestinian prisoners she thought was her father. Israeli defense minister Benny Gantz claimed, in response to a formal query by members of the Meretz party, that the 6 rights organizations he had declared terrorist organizations on 10/22 had PFLP members who did not work for them on their payroll. Lebanon’s labor minister Mustafa Bayram said Lebanon would ease restrictions on what professions Palestinian refugees in the country are allowed to work. Labor Minister Bayram’s office quickly sought to clarify that the changes would be within the confines of the current Lebanese legislation. The legislation does not allow much leeway for substantial changes to the rules banning Palestinians from certain jobs. Bayram, who is from the Amal party, was quickly shunned by Lebanese politicians from other parties, who said he does not have the authority to make any changes on the issue. Gebran Bassil of the Free Patriotic Movement called the comments “‘naturalization in disguise’ of the Palestinians . . . there shouldn’t be any stealing of jobs from Lebanese under the current circumstances.” Bayram eventually completely retracted his initial statement, saying that there will be no changes.
