The wk.-long UN World Conference Against Racism (WCAR) opens in Durban, South Africa. Of the 166 countries participating, only Canada, Israel, the U.S. do not sent high-level delegations to protest efforts by Arab states to condemn Israel's treatment of the Palestinians as racist.
