The IDF opens fire on a Jenin market full of children on their way to school, fatally shooting an 18-yr.-old Palestinian, wounding 23; fires on a group of Palestinians throwing stones, Molotov cocktails at APCs patrolling central Tulkarm in search of wanted AMB mbrs., killing 1 Palestinian bystander, wounding 18; fires on Palestinians firing a mortar at Nisanit settlement (no damage), killing 1 Palestinian bystander, wounding 9; fatally shoots an armed Islamic Jihad mbr., dressed in an IDF uniform, attempting to infiltrate Netzarim settlement; searches, blows up a clearly marked UN World Food Program (WFP) warehouse in Gaza, containing 500 metric tons of food to feed 38,000 needy Palestinians for 1 mo.; bars a Palestinian heart-attack victim fr. fr. reaching a hospital in Azariyya, allowing him to die. YESHA settlers council chmn. Bentzi Liberman says that settlers are planning to set up new neighborhoods (15+n50 units each) in 14 settlements, expand construction in 10s of settlements in the run-up to 1/28/03 elections. After Friday prayers 30 Palestinians inside the al-Aqsa Mosque compound pelt officers outside the complex with stones in protest of Bush's decision to sign legislation requiring U.S. recognition of united Jerusalem as Israel's capital. Some 50 Israeli police storm the Haram al-Sharif/Temple Mount, fire tear gas and stun grenades at Palestinian worshipers leaving al-Aqsa Mosque. The IDF fatally shoots 1 Palestinian at a checkpoint in Barata nr. Hebron; fires on residential areas of Jenin, wounding at least 3, including a 15-yr.-old Palestinian hit inside his home, barred evacuation to a hospital, bleeds to death (the IDF admits that soldiers violated open-fire regulations); fires on a Palestinian taxi breaking curfew in Nablus, seriously injuring the driver, a 12-yr.-old Palestinian bystander; conducts arrest raids in Dura, Hebron; bulldozes a PSF post, more than 23 dunams of Palestinian land nr. Khan Yunis. An IDF soldier is shot, wounded in Nablus. Palestinians fire 4 mortars at Gush Katif settlement block in Gaza, an antitank missile at an IDF outpost, causing no damage. The IDF fatally shoots 1 Palestinian biking too closed to Gush Katif settlement. Nr. Shaykh Ajlin in Gaza, the IDF conducts an "intensive operation" to halt arms smuggling after seeing suspicious barrels in the sea; the DMin. later says the barrels contained refrigerators. Late in the evening, the IDF fires 2 shells at bedouin encampment in Shaykh Ajlin, killing 4 Palestinians, injuring 8, prevents ambulances fr. reaching the wounded for 40 mins. The IDF also fires on residential areas of Jenin r.c., killing 1 Palestinian inside his home. In the compound of the Beit El municipal court, 5 Israeli border policemen seriously beat 2 Palestinians, stopping only when they realize the prisoners families, lawyers, IDF soldiers have arrived; 1 Palestinian requires hospitalization. Jewish settlers establish 4 new settlement outposts (1 nr. Elon Moreh, 2 nr. Har Bracha, 1 nr. Itamar). Late in the evening, Palestinians fire 5 mortars at an IDF post, a Jewish settlement in Gaza, causing no damage. Citing the alleged arms smuggling operation today and the mortar fire on 8/27, Ben-Eliezer indefinitely postpones a mtg. with Yahya set for today to discuss the stalled Gaza First proposal; says the PA must first assert security control in the Strip before the IDF would redeploy. The IDF shells residential areas of Jenin r.c. Palestinians fire 2 Qassam 2 rockets fr. Gaza into Israel and several mortars fr. Gaza at settlements inside the Strip, causing no damage or injuries. An Israeli dies of injuries received in the 7/17 bombing, bringing the death toll of the attack to 4. An Israeli military court extends the detention without charge of a Palestinian photographer for Agence France-Press, who was taken into custody by the IDF at a West Bank checkpoint on 4/24; a Palestinian photographer for Reuters detained by the IDF on 4/30 is also still in custody. Hamas gunmen clash with IDF troops nr. Dugit settlement in Gaza, killing 2 IDF soldiers, wounding 4; at least 1 Hamas mbr. is killed. The soldiers were searching for Hamas mbrs. who had planted a car packed with mortars, launchers, 330 lb. of explosives nr. Dugit in a plot to ambush an IDF unit. The IDF makes arrest raids into Jenin, shelling residential areas, destroying 3 workshops; fires in the air, directs tear gas at some 200 Palestinian women, children attempting to cross a closed checkpoint nr. The IDF openly assassinates wanted AMB Nablus cmdr. Mahmud Titi, firing rockets at him in Balata r.c., also killing 2 AMB mbrs, 1 Palestinian bystander, seriously damaging a nearby home. Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. The IDF also bars a Palestinian woman needing kidney dialysis, a Palestinian man suffering a heart attack fr. crossing checkpoints to reach hospitals, allowing them to die; conducts house-to-house searches, directs heavy gunfire at residential areas in Salfit, detaining 100s of Palestinian men aged 15 to 50, arresting 13 PSF mbrs.; conducts arrest raids in Burkin (firing several shells at the home of a Hamas mbr.), Hebron, Husan, Nahalin, Tulkarm. In Gaza, the IDF shuts the main north and south road, claiming the action is in response to Palestinian mortar fire at Gaza settlements. The IDF also begins issuing magnetic cards to al-Mawasi residents; only residents with cards will be allow to cross through the al-Mawasi checkpoint. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him. Sharon meets with his cabinet, which agrees to intensify attacks on Palestinians in response to escalating violence. The IDF stages massive aerial, naval assaults on PA targets in the West Bank and Gaza, leaving a total of 16 Palestinians dead, including 2 Hamas mbrs. allegedly preparing to fire mortars in Gaza. The IDF also makes incursions into Nablus, killing 9 Palestinians, occupying an apartment building, confining 130 residents to a single floor, allegedly ordering some Palestinian men to stand at the windows as human shields. The IDF again shells Arafat's Ramallah compound, hitting a room adjacent to where he is taking shelter, injuring 1 bodyguard; also shells 2 PSF buildings in Gaza City, 1 in Jenin; further tightens restrictions on Palestinian movement, even barring young children who had passed through checkpoints in the morning fr. walking home fr. school. In Tel Aviv, Israel DM Benjamin Ben-Eliezer holds a secret mtg. with PSF Gaza head Muhammad Dahlan, Arafat financial adviser Muhammad Rashid to discuss the escalating violence. The sides agree to a CIA request to hold a secret trilateral security comm. mtg. on 2/23. (NYT 2/22)

In Jenin, the Israel Defense Force (IDF) assassinates local Hamas leader Nazih al-Siba' using a remote controlled explosive device; 1,000s of Palestinians take to the streets to protest against Israel. A Popular Front for the Liberation of Palestine (PFLP) suicide bomber infiltrates a Karnei Shomron settlement in the West Bank, detonating a device in a food court, killing 3 Jewish settlers, injuring more than 20. The IDF responds with missile strikes against targets in Nablus. Palestinians fire 1-2 Qassam-2 rockets, 2 mortars at IDF positions in Gaza and across the border inside Israel, causing no damage. In response, the IDF conducts raids into areas controlled by the Palestinian Authority (PA) around Bureij, killing 2 Palestinians and injuring 12, destroying a PA Preventive Security Force (PSF) training base, several PSF posts. The IDF directs shells/heavy machine gun fire at residential areas of Khan Yunis, Qarni, Rafah, Wadi al-Silqa; occupies a Palestinian home, bulldozes land in Dayr al-Balah; conducts arrest raids in Dayr al-Balah, Dayr al-Sharaf, Hebron, Tal; fires on a Palestinian boat off Gaza, wounding 1 fisherman; places new roadblocks on the roads linking Nablus with Qalqilya, Tulkarm. Palestinians fire 3 mortars at Gush Katif settlement causing no damage. In Jenin, a mob of more than 1,000 Palestinians enraged by reduced sentences handed down by a judge, storms a makeshift PA security courtroom and executes 3 Palestinians convicted of murdering a popular PSF officer over an intrafamily feud; 100 PSF officers surrounding the building are unable to fend off the mob. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial. In New York, Ben-Eliezer says that Arafat is not a partner for peace; urges the U.S. to open talks with more "realistic" Palestinians who could form an alternative leadership. He also alleges that Israel has new intelligence information that al-Qa`ida mbrs. have been relocating to Lebanon to join forces with Hizballah; says he will encourage the U.S. to target Hizballah in its war on terror when he meets with officials in Washington on 2/6. Senior Fatah mbr. Imad Assaf is seriously injured in a mysterious explosion in Dahaysha; the PA accuses Israel of attempting to assassination him. Palestinians fire 2 mortars at a Jewish settlement in Gaza, causing no damage. In response, the IDF directs heavy machine gun fire on residential areas of Khan Yunis, Rafah (leaving 1 Palestinian clinically dead). The IDF also fires tear gas, concussion grenades to disperse a peaceful protest by Palestinians, international peace activists in Ramallah; conducts arrest raids in Osrin, firing on Palestinian homes; bulldozes Palestinian agricultural land along secondary roads in the Bethlehem, Jenin areas; imposes closures on 10 villages around Ramallah. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians."
