The IDF assassinates wanted Hamas mbrs. Shaman Subuh, Mustafa Baqash in Jenin; demolishes 8 Palestinian homes, 3 brick factories, a dairy farm and damages 18 other homes in Rafah; demolishes 1 home, 3 blacksmith shops in Hebron; fires on residential areas of Khan Yunis; bulldozes part of the Silwan Sports Club in East Jerusalem; makes arrest raids in Anabta, Nablus. Israel lifts the curfew on Bethlehem for Christmas, says it will provide free public transportation to any Christian Arabs in Israel or the territories who want to visit the city in the next few days. The Israeli Housing Min. issues tenders to construct 232 new housing units in the ultra-Orthodox West Bank settlement of Emmanuel, even though the settlement is losing residents at the rate of 5% a year. Housing Min. figures show that 1,688 (75%) of the 2,178 tenders for public construction issued between 1/02 and 9/02 were for housing in the territories. Tenders for 28 units in Beitar Ilit, 102 units in Efrat's Givat Hazayit, 76 new units in Ariel, all in the West Bank, were also issued recently. (HA 12/24)

Gaza attempting to sneak into Israel across the Egyptian border, plotting to kidnap an IDF soldier, take him to Gaza, hold him hostage for the release of detained Hamas cmdrs.; fatally shoots a Palestinian in Khan Yunis when he leaves his home during curfew to tend to a donkey wounded by IDF shelling; bulldozes 14 Palestinian homes, 7 greenhouses in Rafah; fires on residential areas of Brazil r.c., seriously injuring 2 Palestinian girls; detains for 5 hrs. 6 Palestinian journalists working for foreign news agencies covering a clash in Nablus btwn. IDF soldiers, stone-throwing Palestinians; conducts arrest raids in Bethlehem, Jaba, Nablus. In East Jerusalem, 5 Jewish settlers attack, beat a Palestinian shop owner, threaten to occupy his store. An Israeli court convicts 4 East Jerusalem Palestinians for participation in 8 Hamas attacks, including the 7/02 Hebrew University bombing; 3 other East Jerusalem Palestinians are indicted on charges of plotting attacks on Israelis, including downing a helicopter nr. the Knesset. In the 1st bombing since 8/4/02, an Islamic Jihad suicide bomber detonates a device at a bus stop in a Umm al-Fahm in Israel, killing 1 Israeli policeman, wounding a 2d policeman, 1 Israeli Arab. An AMB gunman ambushes a Jewish settler vehicle nr. Jenin, killing 1 Jewish settler, injuring a Rumanian worker; a 2d Jewish settler is found murdered in East Jerusalem; an alleged Palestinian collaborator is found murdered, apparently by Hamas. The IDF fatally shoots a Palestinian at a roadblock, claiming he attempted to run over soldiers; conducts house-to-house searches in Rafah, bulldozing 1 Palestinian home, firing on an UN delegation touring earlier damage; bulldozes 2 Palestinian homes in Abu Dis, belonging to the families of suicide bombers; demolishes 34 residential units in a General Union of Palestinian Workers housing project in `Ayn Sinya nr. Ramallah; fires on residential areas of Bayt Hanun, barring an ambulance fr. retrieving at least 1 injured Palestinian; bulldozes, paves over 5 dunams of agricultural land nr. IDF tanks fire shells at 2 Palestinians “moving suspiciously” near Brakha settlement, killing them. The IDF raids a Palestinian radio station in Nablus, confiscating all equipment; demolishes a Palestinian house in Rafah without warning, while its residents are sleeping (6 are injured before they manage to flee); fires on residential areas of Ramallah; raids, demolishes an Islamic charitable society orphanage in Bayt Awla nr. Hebron that houses 300 children under 12. Jewish settlers seize a Palestinian house in East Jerusalem, nr. Jabal Mukabir, claiming they own the structure, which will be the basis of a new enclave. The Israeli High Court rules that the government can banish to Gaza the West Bank relatives of Palestinians accused of staging attacks on Israelis only in "extreme cases" where "that person, by his own deeds, constitutes a danger to the security of the state." The ruling argues that such forced transfer constitutes "assigned residence" under Articles 41 + n43 of the Fourth Geneva Convention, is there for legal under international law. The court thus upholds an 8/12 military court order to expel to Gaza for 2 yrs. the brother, sister of senior AMB mbr. Ali Ajuri (assassinated 8/6/02) for allegedly aiding in the staging of the 7/17/02 Tel Aviv bombing; overrules an order to expel another Palestinian for lending a car, food to his brother, Naseer Assida, without knowing he was (allegedly) plotting the 7/16/02 ambush of a settler bus; Assida has not been captured. The IDF continues operations in Balata r.c., Nablus for the 5th day; blows up an alleged bomb-making factory, raids and damages a medical center in Balata r.c. In new Askar r.c., the IDF conducts house-to-house searches, breaking through walls; bulldozes 4 cars; damages 22 stores, a medical center. The IDF also sends tanks into al-`Ayn r.c., `Ayn Bayt Hilma r.c., calling on men ages 15-45 to turn them selves in, detaining 100s; conducts arrest raids in al-Bireh, Khan Yunis, Qalqilya (also confiscating files fr. the Qalqilya Charity Comm., Islamic Club), Tulkarm; shells residential areas of Rafah, destroying 1 Palestinian home, damaging 6; bulldozes 50 dunams of Palestinian land nr. Khan Yunis, areas around the Gaza airport. The IDF, Shin Bet also raid the Arab Chamber of Commerce in Jerusalem, arrest 6 Palestinian employees for violating the closure of the building imposed in 8/01. Israel seizes 30 dunams of Palestinian land along the Green Line nr. Issawiyya for creation of buffer zones, 120 dunams in the Jabal Mukabir neighborhood of East Jerusalem for Jewish housing, a tourists complex. Overnight, Palestinians detonate 2 roadside bombs nr. The PA High Court rules that the PA has no legal ground to hold PFLP head Saadat, must release him immediately. In response, the IDF sends tanks toward Jericho, where Saadat is being held; declares the Jericho area a closed military zone; warns it will kill Saadat if he is freed. Arafat quickly convenes the Executive Authority (EA), the PA's cabinet, which over turns the court decision. The U.S. announces it has just scheduled a mtg. btwn. Bush, Sharon at the White House on 6/10, after a visit by Egyptian pres. Husni Mubarak. Israeli officials say Sharon asked for the mtg. out of concern that Israel's views were being overshadowed by the "near-constant stream" of Arab visitors to Washington. The IDF sends additional tanks, troops into Bayt Jala and Bethlehem, fatally shooting at least 1 Palestinian. The IDF also fatally shoots 2 Palestinians in Gaza; a 4th Palestinian dies in a mysterious explosion in Anata; a 5th Palestinian dies of injuries received on 3/15. In Kefar Saba nr. Tel Aviv, an AMB mbr. with a handgun fires on a crowd, killing 1 Israeli, injuring 12 before being shot dead by police, bystanders. An Israeli bus driver coming fr. Ma'ale Adumim stops at an Israeli checkpoint into Jerusalem, warns border police of a suspicious passenger on board. Israeli border police scuffle with and detain a Palestinian passenger wearing an explosive device, which is defused by bomb experts. Later, a Hamas gunman dressed as an IDF soldier infiltrates a home in the West Bank settlement of Hamra, fatally shoots 2 Jewish settlers, 1 IDF soldier, wounds 4 settlers before being shot dead by soldiers. In response, IDF F-16s bomb 2 prisons in Nablus, injuring 11 Palestinians. During the strikes, wardens release 25 Hamas, Islamic Jihad prisoners (including 2 of Israel's most wanted, Islamic Jihad mbrs. Mahmud Tawalba, Ali Safuri) for their safety but keep 103 suspected collaborators in custody. The IDF also captures a vegetable truck on Jenin-Nablus road loaded with 8 Qassam-2 missiles and a launcher; fatally shoots 1 Palestinian who threw a hand grenade at an IDF post on the Rafah border; demolishes 3 Palestinian homes in Bayt Hanina and Shu`fat; arrests 3 Palestinian fishermen off the Gaza coast, confiscates their boats. The IDF also raids, confiscates the files of, and closes the East Jerusalem offices of 2 NGOs that represent Palestinian interests: the Arab Studies Society's Land Research Center, the Welfare Association's Multisectoral and Technical Offices. In a report to Congress, CIA Dir. George Tenet identifies several "terrorist groups"--including Hamas, Islamic Jihad, the PFLP--that have no ties to al-Qa`ida but could be future U.S. targets because they have "displayed anti-U.S. sentiments" and have threatened U.S. interests overseas. (WP 2/10)
