In Mombassa, Kenya, a previously un-known group called the Government of Universal Palestine in Exile–Army of Palestine, thought to be connected to al-Qa‘ida, stages a dual attack marking the 55th anniversary of the 1947 UN partition res., firing 2 missiles at an Israeli charter jet carry-ing 261 Israeli tourists leaving Mombassa airport, missing the plane; simultaneously, 3 suicide bombers detonate a car bomb outside the lobby of an Israeli-owned hotel, killing 3 Israeli tourists, 10 Kenyans (an 11th dies on 12/18), injuring 80, causing extensive damage. Hrs. later in Beit She’an in n. Israel, 2 AMB mbrs open fire on, toss grenades at a crowd of voters outside the local Likud polling station, killing 6 Israelis, wounding 20 before being fatally shot by Israeli police. Sharon convenes a security mtg. to discuss responses; once again does not invite Netanyahu (see 11/21). In Hebron, a 4-yr.-old Palestinian is fatally wounded by IDF gunfire in his home. (the child eventually reaches the hospital); bulldozes 66 dunams of land s. of Khan Yunis. additional land nr. the Egyptian border with Rafah. 4 Palestinian residents of East Jerusalem plead guilty to direct involvement in a series of bombings in the city, including the 7/31/02 Hebrew University attack. The IDF fatally shoots a 16-yr-old Palestinian boy in Tulkarm r.c.; halts an ambulance outside Jenin, detains 2 Palestinian dialysis patients returning fr. treatment (1 blind; 1 paraplegic, wheelchair bound) on suspicision of being wanted men, releases them after 10 hrs.; fires on Palestinian nr. Bayt Hanun, wounding 2; demolishes 7 Palestinian homes (1 in Jenin, 3 in Jenin r.c., 3 Rafah); bulldozes greenhouses in Rafah; raids a school in Jenin, arresting a school guard for not having an ID (confiscated by IDF in 6/02); digs trenches around Jenin, Nablus to prevent Palestinians fr. leaving or entering except through 3 IDF checkpoints. Sharon accuses Ben-Eliezer of cynically maneuvering to win reelection as Labor party head in party voting on 11/19; threatens to dismiss Labor party MKs fr. the coalition government, force early elections if they vote against. The IDF directs machine gun fire at residential areas of Rafah r.c. to disperse stone throwing youths, hitting several homes and a school, killing 1 Palestinian bystander, wounding 14, including 9 children; conducts arrest raids in Hebron; bulldozes 100 dunams of olive groves s. of Hebron. Some 2,000 Jewish settlers gather at Havat Gilad to protest the IDF's removal of the unauthorized settler outpost, the 1st inhabited enclave (2 families) to be removed by the IDF in the past wk.; 10s of settlers throw stones at, slash tires of reporters vehicles, Palestinian vehicles, a PRCS truck but do not assault soldiers; most settlers leave in the evening, saying the IDF agreed to allow settlers to stay at the site during daylight hrs. The IDF fires on stone-throwing Palestinian youths in Bayt Lahia, Jenin, Rafah r.c. (killing a 12-yr.-old Palestinian girl inside her house); kills 1 Palestinian nr. Tulkarm who was allegedly en route to stage a suicide bombing; fires on a busload of university students in Jenin, wounding 8; conducts arrest raids in Hebron, Nablus, Ramallah, Tulkarm. 2 Palestinians die of injuries received in the 10/7 IDF attack on Khan Yunis, which Sharon describes as a "success" despite the fact that the IDF failed to capture or kill 2 Hamas mbrs. targeted in the attack. A Hamas suicide bomber detonates a device on a bus in Tel Aviv, killing 5 Israelis, injuring more than 50. Sharon convenes his cabinet, which unanimously decides to launch Operation Matter of Time to "isolate” Arafat, calls for the immediate extradition of around 20 wanted Palestinians (including Force 17 head Mahmud Damara, PA General Intelligence chief Tawfiq Tirawi) allegedly among the 200 Palestinians hiding in Arafat's offices (8 surrender in the evening). A suicide bomber detonates a device in an unlicensed gambling club in the Rishon Letzion suburb of Tel Aviv, killing 15 Israelis, injuring 57. Hamas's military wing claims responsibility, but the political wing will not confirm. The IDF conducts arrest raids in Tulkarm city, detaining about 40 Palestinians; bulldozes a Palestinian home, fatally shoots a Palestinian boy in Rafah; begins work on Jewish settler bypass roads nr. Khan Yunis, nr. Nablus. In Bethlehem, the siege of the Church of the Nativity continues, with Italy complaining it has not been consulted on the 5/6 agmt. In Washington, Sharon, Bush hold talks on PA reform, barely touch on the idea of a peace conference. They agree that the priority should be halting Palestinian violence, restructuring the PA, unifying the PA security services. Sharon also says that it is "premature" to discuss a Palestinian state, Israel will never agree to withdraw to 1967 lines; suggests Israel will not resume political talks until Arafat has been removed fr. power. Bush say he will send CIA dir. Tenet to the region to help rebuild the PA security forces. Sharon returns to Israel in light of the Rishon Letzion bombing. Retaliating for the firing of Qassam-2s on 3/5, the IDF launches air, land, sea strikes on PA targets across the West Bank and Gaza, striking and partially demolishing Arafat's residence in Gaza City and a UNRWA school for the blind, among other sites. The IDF also shells the PA compound in Ramallah while Arafat is meeting with EU special envoy Miguel Moratinos; they are not injured.
