Israel closes the Rafah border to prevent Haniyeh fr. returning to Gaza, alleging that Haniyeh’s delegation intended to bring in some $30 m. in cash donations collected during his 16-day regional tour. In response, 10s of Hamas mbrs. raid the Rafah crossing, exchanging fire with expelling Presidential Guard mbrs. guarding the post, occupying the transit hall on the Palestinian side of the border, later trading fire with Egyptian border police, leaving 15 Palestinians (mostly Hamas mbrs.) injured. Late in the evening, Israel allows Haniyeh to cross Rafah without the money, which is escorted to the Arab League by 2 Hamas officials under an arrangement brokered by Egyptian intelligence chief Omar Sulayman. Suspected Fatah mbrs. fire on Haniyeh’s convoy as it crosses into Gaza in an apparent assassination attempt, killing Haniyeh’s bodyguard, wounding his son and a political adviser, more than 10 other Palestinians; Hamas accuses fmr. PA security chief and powerful Fatah PC mbr. Muhammad Dahlan of orchestrating the attack; Dahlan denies responsibility. Separately in Gaza, PA security forces arrest PRC mbr. In the West Bank, a Palestinian stabs, wounds a private Israeli security contractor at Qalandia checkpoint outside Jerusalem. The IDF conducts arrest raids, house searches in ‘Askar r.c., Balata r.c., Tulkarm r.c. and nr. Bethlehem, Hebron, Jenin, Nablus, Qalqilya; begins work on a new segment of the separation wall s. of Tulkarm that will isolate 2,000 d. of Palestinian land btwn. the wall and the Green Line. In Gaza, the Israel Defense Forces (IDF) pulls out of al-Shuka nr. Rafah, ending a 3-day incursion, during which 7 Palestinian homes were destroyed, roads and water networks were damaged; makes an air strike on the homes of a mbr. of the Popular Resistance Comms. (PRCs) in Jabaliya refugee camp (r.c.), a mbr. of the Hamas-dominated Executive Support Force (ESF) in Rafah (also destroying 3 neighboring houses) after warning the residents to leave; makes air strikes destroying another home in Rafah, 1 in Bayt Lahiya, a workshop in Khan Yunis also giving advanced warning; bulldozes 3 homes nr. the Sufa crossing in Rafah; sends bulldozers into Abasan nr. Nablus, firing on residential areas, killing an off-duty PA policeman in his home; conducts arrest raids, house searches in and around Hebron (searching several mosques and hospitals looking for arms caches, finding none; surrounding several mosques, interrogating worshippers as they leave dawn prayers) in Balata r.c., Ramallah (targeting the AMB), and nr. Nablus in cars with Palestinian license plates, raids a home, arrests 2 Palestinians; conducts arrest raids, house searches in Balata r.c. An unidentified Palestinian throws a homemade bomb at a group of ESF mbrs. in Rafah, injuring 4; soon after unidentified gunmen fatally shoot a Fatah mbr. nearby. The IDF sends troops, tanks, bulldozers into n. Gaza to occupy border areas nr. Bayt Hanun (the Shurrab Farm area), Bayt Lahiya to deter Palestinian rocket fire. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. Qalqilya drive into Kafr Qaddum village, threaten Palestinians with a gun, enter and search a Palestinian home. In Gaza City, unidentified gunmen fatally shoot senior PA intelligence official Brig. Gen. Jad Tayih (the intelligence services’ international coordination chief), his 4 bodyguards yards fr. In Gaza, IDF troops in Dahaniyya airport fire tank shells at al-Shuka village, killing a 14-yr.-old Palestinian boy, wounding another Palestinian who strays near the border fence; sends troops, drones into Abasan nr. Khan Yunis, conducting arrest raids, demolishing 2 Palestinian homes, damaging a 3d house, bulldozing 79 d. of agricultural land and a water network, wounding 1 Palestinian. In the West Bank, the IDF patrols in Tamun; conducts arrest raids, house searches in and around Nablus, in Tulkarm town and r.c., nr. Hebron and Jenin. A 9-yr.-old Palestinian boy is injured in Balata r.c. when he accidentally detonates unexploded IDF ordnance. A Jewish settler driving nr. Qalqilya deliberately hits and injures a 10-yr.-old Palestinian girl walking home fr. school; the IDF arrests the driver. The High Court of Israel rejects 7 Palestinian petitions regarding the route of the separation wall northwest of East Jerusalem, accepting the existing plan, stating that “the purpose of the construction of the wall is to protect the lives of Israeli citizens from terrorist attacks, so its expected benefit is great” and that Palestinian needs had been adequately addressed. The IDF continues operations in Gaza City, shelling, firing on, and using drones to fire missiles at any group of Palestinians in the eastern part of the city, killing at least 4 Palestinian civilians, wounding at least 12. Also in Gaza, the IDF fatally shoots a Palestinian who approaches the n. Gaza border fence. In the West Bank, the IDF raids Balata r.c. nr. Nablus, fatally shoots 2 AMB mbrs. in what may be an assassination; conducts arrest raids, house searches in and around Nablus, and nr. Bethlehem, Jenin, Qalqilya. Of note: The Israeli prison authority transfers jailed Fatah tanzim leader and elected PC mbr. Marwan Barghouti fr. Haradim penitentiary nr. Tel Aviv to Nafha prison in the Negev; Palestinians alleged he was moved to isolate him fr. other Palestinian prisoners. The Israeli human rights group B’Tselem reports a “substantial increase” in the past 2 mos. of IDF soldiers beating, mistreating, humiliating Palestinians during encounters in the West Bank. The IDF also shells residential areas of al-Shuka, destroying 1 Palestinian home. In the West Bank, the IDF sends troops into the industrial zone nr. Hebron, searches 20 industrial facilities, holding workers for several hrs.; conducts arrest raids, house searches in Balata r.c., Nablus and nr. Hebron, Jenin. Jewish settlers fr. Kiryat Arba attack Palestinian homes in Hebron for a 2d day. Nr. Jenin r.c., Palestinian gunmen fatally shoot a Palestinian whom they accuse of being a collaborator; no group takes responsibility. The Israeli cabinet accepts (24–0, with 1 abstention) UN Res. 1701, but separately Israeli DM Peretz warns that “there is no situation in which Hizballah fires at [Israeli] forces that we will not retaliate,” and Israeli officials warn that the IDF will continue to destroy Hizballah assets in areas it controls until those areas are handed over to the Lebanese army or UNIFIL. In anticipation of the 8/14 truce, both Israel and Hizballah intensify attacks. The IDF escalates air and artillery strikes, particularly on s. Beirut (leveling an area of several 100 sq. yds., including 8 apartment buildings); also hits 50 villages and towns across s. Lebanon, focusing on areas around Tyre (targeting gas stations), Ali al-Nahri in the Biqa‘ Valley, Tiri in s. Lebanon; expands ground offensives in an attempt to take control of as much land as possible by the truce deadline, engaging in major clashes outside Tyre, in Aita alSha‘b, Bint Jubayl, and Rashaf in central s. Lebanon, and in Dayr Sirin, al-Ghanduriyya, Khiyam, Qantara further northwest; shoots down 2 Hizballah drones heading for Israel. At least 20 Lebanese civilians, 2 Lebanese soldiers, 5 IDF soldiers are killed, and 25 IDF soldiers are wounded. Hizballah fires 220–250 rockets into n. In Gaza, IDF troops occupy the Dahaniyya airport, seal the Rafah crossing (reopened on 8/10), raze large areas of agricultural land, destroy several greenhouses and sites used by the PA security forces, blow up what it says is a smuggler’s tunnel. In the West Bank, the IDF raids 2 hospitals in Hebron, conducts random ID checks on the streets in search of wanted Palestinians, but makes no arrests; patrols in, fires on residential areas of Azun, Jenin; conducts arrest raids, house searches in Balata r.c., nr. Bethlehem. Jewish settlers fr. Kiryat Arba attack Palestinian homes in Hebron. Unidentified gunmen shoot, wound a PA General Intelligence officer in Gaza City. (OCHA 8/16; PCHR 8/17)

Hizballah, the Lebanese government endorse UN Res. 1701, Hizballah says it will maintain its “natural right to resist” in keeping with international law as long as IDF troops “are practicing an occupation and acts of aggression” inside Lebanon. Meanwhile, the IDF continues heavy air and artillery strikes across Lebanon, mostly targeting infrastructure and roads, including destroying electricity plants nr. Sidon, a Lebanese army base in the Biqa‘ Valley, 2 homes nr. Bint Jubayl (killing at least 15 Lebanese civilians); air strikes are concentrated around Sidon and Tyre (cutting electricity to Tyre), in the north btwn. Akkar and Arida, and in central s. Lebanon nr. Bint Jubayl. The IDF also rapidly expands ground offensives in the south, sending in additional troops and artillery, with heavy clashes reported in the Bint Jubayl area, in Ghanduriyya and Dayr Sirin s. and w. of Marja’uyun, and s. of Tyre. Hizballah continues to fire rockets into n. Israel (hitting targets in Kiryat Shimona, Ma’alot, Safad and nearby Amirim) and downs an IDF helicopter, killing 5 IDF soldiers (including Israel’s 1st female combat fatality). The casualty toll during the day includes 24 IDF soldiers dead (2 when an IDF tank rolls over them) and 70 wounded, and at least 26 Lebanese civilians, 1 Lebanese soldier killed; the IDF claims to have killed 50 Hizballah mbrs. in the previous 24 hrs. Israel announces that it will evacuate to s. Israel within 24 hrs. some 15,000 Israelis from the north who cannot afford to leave on their own, suggesting that the IDF intends a major escalation against Lebanon. The IDF shells n. Gaza, wounding a 7- yr.-old Palestinian in Um al-Nasser nr. Bayt Lahiya; demolishes 2 Palestinian homes nr. Nablus for being built without permits; conducts arrest raids, house searches nr. Nablus and in Balata r.c. (clashing with local gunmen, wounding 2), Jalazun r.c. nr. Ramallah, Qabatya, Qalqilya; razes 2 poultry farms in Walaja nr. Bethlehem for construction of the separation wall. The High Court of Israel approves the route of a wall segment around Shavei Shomron settlement northwest of Nablus that will require confiscating 53 d. of Palestinian land, uprooting 350 olive trees. In a formal protest to Israel, UNRWA notes that the IDF has barred access to Jerusalem fr. the West Bank for 4 days, which the agency says is unprecedented, hindering the movement of its personnel, undermining humanitarian operations.
