(Israel attempted to assassinate Batran during OCL, making an air strike on his home, killing his wife and 5 of his children.) Later in the day, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, damaging a vacant daycare facility. The IDF responds with 2 additional air strikes on a smuggling tunnel and an open area in s. Gaza. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites and in the Erez industrial zone, wounding 3 Palestinians. In the West Bank, the IDF conducts late-night house searches in and around Hebron, summoning several Palestinians for interrogation; fires tear gas and stun grenades at Palestinian, Israeli, and international activists taking part in weekly nonviolent demonstrations against land confiscation and settlement expansion nr. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Nablus set fire to 100 olive trees and large tracks of agricultural land; IDF soldiers initially fire tear gas and stun grenades at Palestinian civil defense workers who attempt to put out the fire, but finally let the firefighters pass more than half an hour later, after the PA liaison dept. intervenes. Unidentified Palestinians fire 5 rockets (possibly including 1 manufactured rocket), 2 mortars fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in Salfit and 2 villages n. of Tulkarm during the day, making no arrests; conducts synchronized late-night patrols in 6 villages nr. Hebron, withdrawing without incident. Palestinians and international activists take part in weekly nonviolent demonstrations against land confiscation and settlement expansion nr. Karme Tzur settlement nr. Gaza n. of Bayt Hanun, firing 5 flechette rounds at a group of Palestinians preparing to fire a rocket, killing 2 Islamic Jihad mbrs., wounding 8 Palestinian bystanders (including 5 children between the ages of 4 and 9), and damaging 5 Palestinian homes. In the West Bank, the IDF makes a predawn incursion into Khirbat Qays village nr. Salfit, patrolling streets but making no arrests; makes a morning incursion into Qalqilya, raiding a workshop and arresting 1 Palestinian; demolishes 2 Palestinian homes under construction, 3 shops, and 1 barn nr. In 2 separate incidents on the Rafah border, 1 Palestinian is fatally electrocuted in a smuggling tunnel, 4 are injured in a tunnel collapse. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. Husni Mubarak, and the crown prince of Abu Dhabi Shaykh Muhammad bin Zayid al-Nahayan to press Israel and the Palestinians to resume direct talks. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. Israel reports that a Libyan ship that had threatened to run the Gaza blockade (see 7/11) has diverted toward the Egyptian port of al-Arish, defusing a potential crisis; the Egyptian Red Crescent Society will take the goods to Gaza through the Rafah terminal. (Israel had been urging Egypt and Italy to intervene with Libya to encourage it to divert the boat.) Meanwhile, IDF troops on the c. Gaza border shell residential areas of Gaza Valley village after spotting “suspicious figures” in the area, hitting 1 home, killing 1 Palestinian woman and wounding 3 civilians in and around the house. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. IDF Maj. Gen. (ret.) Giora Eiland, who headed the Israeli military’s internal inquiry into the 5/31 Gaza flotilla incident, releases brief excerpts of his classified 100-page final report to the IDF chief of staff concluding that overall the “the entire operation is estimable,” praising soldiers for their “professionalism, bravery, and resourcefulness.” While the report faults planning for the operation as inadequate (relying “excessively on a single course of action . . . while no alternative courses of action were prepared”), it deems the use of live fire on the passengers “justified.” (IFM 7/12; NYT, WP 7/13; JPI 7/23)

Israel says it will prevent a Libyan ship carrying 2,000 tons of food and medical supplies, organized by the Qaddafi Foundation (run by Libyan leader Mu‘ammar Qaddafi’s son), fr. running the Gaza blockade. In Gaza, unidentified assailants break into the Palestinian Liaison Office on the Gaza side of the Erez crossing, stealing copies of medical referral documents and communications equipment used to coordinate transit through the crossing with the Israeli Liaison Office on the Israeli side. In the West Bank, the IDF conducts synchronized evening patrols in 3 villages nr. Tulkarm, making no arrests; patrols in a 4th village nr. Tulkarm late at night, making no arrests. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in, Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving 10s suffering tear gas inhalation, injuring 2 Palestinians, and arresting 1 Palestinian, 1 Israeli, 1 international activist. In an effort to show positive movement on the peace process in advance of Netanyahu’s 7/6 meeting with Obama, Israel releases its new guidelines for the entry of goods to Gaza in keeping with its 6/20 cabinet decision, issuing 2 lists of (1) prohibited goods, which include all weapons and munitions, and (2) restricted “dual use” items with military or terrorist applications (including many common chemicals and fertilizers, optical equipment, knives). Israel also itemizes 19 permitted construction goods allowed for import only for PA or internationally supervised projects.
