In the West Bank, IDF troops and intelligence units raid the homes of 3 local Islamic Jihad leaders in Jenin to “discuss the current political situation” and to question them on their recent detention by PA security forces (PASF); also raid and search the Dura home of elected Palestinian Council (PC) mbr. Shaykh Nayif Mahmud al-Rajub; conducts late-night house searches nr. Bethlehem. The IDF also demolishes a printing press in Issawiyya nr. Israel allows Gazans to export 2.4 tons of strawberries and 25,000 cut flowers, marking Gaza’s first exports since 4/2010; exports of these commodities are permitted through the end of the quarter. In 3 separate incidents, IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in fmr. settlement sites and the demolished Erez industrial zone, wounding 3. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in and around Salfit and in 4 villages nr. Jenin, 3 nr. In retaliation for Israel’s assassination of an AOI mbr. on 11/3, the PRCs fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, the IDF makes 2 air strikes destroying a smuggling tunnel on the Rafah border (causing no injuries) and hitting a Hamas target in Khan Yunis (lightly injuring 1 Palestinian in a home nearby). In the West Bank, the IDF patrols without incident in 2 villages nr. Qalqilya, 1 nr. In the morning, Israeli drones make an air strike on a car driving w. of Gaza City, assassinating Army of Islam (AOI) senior mbr. Muhammad al-Nemnem, wounding 2 bystanders; Israel later accuses Nemnem of involvement in “attacks against Israeli and U.S. targets in the Sinai Peninsula.” The IDF makes a brief incursion into c. Gaza e. of al-Bureij r.c. to level land and clear lines of sight; an Israeli tank fires a shell at the surrounding area, but no damage or injuries are reported. In the West Bank, the IDF patrols without incident in al-Yamun village in the afternoon; conducts late-night arrest raids, house searches in and around Hebron and in Nabi Salih. In East Jerusalem, Israeli security forces conduct early morning arrest raids, house searches in Silwan, detaining 5 Palestinians (including 4 children ages 13–16). Of note: Israel prevents fmr. PA PM and negotiations adviser Ahmed Qurai‘ from crossing into Jordan via the Allenby crossing, citing a previously unannounced decision by the government that from now on only Pres. Abbas and PM Fayyad would receive special treatment; Israeli security officials say the decision had to do with Qurai‘’s recent statements denouncing Israel’s settlement policy. The PASF for the 1st time arrests a Palestinian for selling goods made in a Jewish settlement, enforcing the PA’s 4/2010 law prohibiting the sale of settlement-produced products (see Quarterly Updates in JPS 156–57); the defendant is jailed in Bethlehem pending trial. Earlier in the day, unidentified Palestinians fire 1 mortar fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in demolished buildings nr. the border fence n. of Bayt Lahiya, wounding 1. In the West Bank, IDF troops and intelligence units raid the homes of 2 local Hamas leaders and 1 local Islamic Jihad leader in Jenin, stating they had not come to arrest the men but to speak with them; the intelligence officers’ questions focus on relations between the PA and Hamas, the prospects for national reconciliation, Israeli-Palestinian negotiations and prospects for peace, the PA dismissal of Hamas mbrs. fr. public jobs, and the financial and political bans on Hamas. The IDF also bulldozes 18 d. of Palestinian agricultural land in Issawiyya nr. Gaza municipal officials are forced to shut down 1 of 2 turbines at Gaza’s power plant; rolling blackouts spike from 4–6 hrs./day to 16 hrs./day. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the demolished industrial zone, wounding 1. In the West Bank, Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, al-Ma‘sara nr. Bethlehem, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters and occupy 1 Palestinian home in Nabi Salih as an observation post; 10s of demonstrators suffer tear gas inhalation, 2 Palestinians and 3 international activists are arrested (the internationals are quickly released), and a Palestinian home in Nabi Salih is set on fire by a tear gas canister. The IDF makes 2 brief incursions into Gaza to clear lines of sight along the border e. of Jabaliya r.c. in the n. and al-Qarara in the s., exchanging gunfire with Palestinians in the s., causing no reported injuries. In the West Bank, the IDF patrols without incident in Bayt Liqya and Jit nr. Qalqilya during the day and in Jinsafut village nr. Qalqilya late at night; conducts late-night house searches nr. Hebron, making no arrests. Israel releases Hamas-affiliated Palestinian Council mbr. Ali Romanin, who was detained by the IDF in 2006 as a bargaining chip following the capture of IDF soldier Gilad Shalit. Jewish settlers fr. Beitar Ilit nr. Bethlehem set fire to 30 d. of nearby Palestinian agricultural land, damaging at least 600 trees. OCHA (10/22) reports that in the previous week an ailing 2-yr.-old Palestinian girl fr. Secy. of State Clinton races to broker a deal with Israeli officials to extend the settlement freeze 1 day before it is scheduled to expire, while Mitchell meets with Abbas in New York to urge him not to walk away from peace talks immediately if Netanyahu allows the freeze to expire. On the ground Jewish settlers begin positioning construction equipment in some settlements. In addition, Jewish settlers in Revava settlement nr. Salfit seize 30 d. of Palestinian agricultural land, raze crops, and install 2 mobile homes as a “new quarter” of the settlement. Jewish settlers fr. Nokdim settlement nr. Bethlehem place 3 mobile homes on nearby Palestinian land. Jewish settlers fr. Barqan settlement nr. Salfit raze adjacent Palestinian land to expand the settlement’s industrial zone. Jewish settlers fr. Givat Ze’ev settlement enter Beitunia town nr. Ramallah and make preparations to celebrate the Sukkoth holiday; the IDF removes them. (NYT, WP 9/26)

Meanwhile, Israeli-Palestinian clashes in Issawiyya, which began on 9/22, taper off by the end of the day, leaving a total of 99 Palestinians (including 17 children) and 9 Israelis injured (7 lightly, 2 moderately), and 70 Palestinians under arrest; during the rioting, Palestinians set fire to or damage 8 Israeli cars and vandalize an Israeli tourist information center. In the West Bank, the IDF patrols in Iraq Burin village nr. Nablus in the afternoon, firing tear gas and stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries; fires rubber-coated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation and 2 Palestinians and 3 Americans are injured. An Egyptian hospital reports that an armed Palestinian transported to Egypt for treatment has died of injures sustained in the 9/14 IDF shelling nr. Gaza Valley village. Unidentified Palestinians fire a Qassam rocket fr. Gaza toward Israel, but it lands inside the Strip, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Bethlehem, in al‘Arub r.c. nr. Hebron (detaining 1 Palestinian teenager on charges of throwing stones, releasing him later in the day after his family pays a $400 fine), and nr. Jenin. U.S. special envoy Mitchell ends a 2-day visit to the region aimed at securing Israeli and Palestinian agreement to resume direct peace talks by 9/1 based on a letter of assurances fr. the Quartet. After separate talks with Abbas in Ramallah and Netanyahu in Jerusalem he is unusually upbeat and says he is optimistic that direct talks will resume soon, but gives no details. He leaves Dep. Asst. Secy. of State for Near Eastern Affairs David Hale in the region to continue discussions and finalize details of a Quartet statement. (State Dept. daily press briefing, WT 8/11; see also WP 8/10)

The IDF announces that for the month of Ramadan (8/10–9/10) it is extending operating hours at some checkpoints along the separation wall in the Bethlehem, Jenin, and Ramallah to facilitate travel to Jerusalem; removing earthen mounds along 3 routes in Nablus, Ramallah, Hebron to improve traffic flow; and issuing an additional 200 visitor permits for nationals of select Arab countries to enter the West Bank. Israel has also, however, limited Palestinian access to Jerusalem during Ramadan to men over 50 and women over 45 years of age. Meanwhile, the IDF conducts late-night arrest raids, house searches in Hebron, nr. Ramallah. As a goodwill gesture to mark the start of Ramadan, Hamas authorities in Gaza release 100 Fatah-affiliated prisoners, while the PA in the West Bank releases 8 Hamas-affiliated prisoners (MNA 8/11; PCHR 8/12, 8/19; OCHA 8/20)

In East Jerusalem, some 200 Palestinians protesting the settler incident in Silwan on 6/26 and the Jerusalem Planning Commission’s 6/21 preliminary approval for the rezoning and demolition of 22 Palestinian homes demonstrate outside the settlers’ Beit Yonatan apartment building. The Palestinians throw stones, bricks, and Molotov cocktails at Israeli police who attempt to disperse them, leaving 6 policemen injured. In the evening, 10s of Jewish settlers break into the al-Rajabi quarter of Silwan, clashing with local Palestinians and opening fire indiscriminately, causing no serious injuries; IDF troops intervene, firing rubber-coated steel bullets and tear gas at the Palestinians, seriously injuring 1 and lightly injuring 10. Meanwhile, Israel begins construction of 20 new housing units for Jews at the Shepherd Hotel site in East Jerusalem’s Shaykh Jarrah neighborhood. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinians and international activists staging a weekly nonviolent demonstration against the separation wall nr. Bethlehem (10s suffer tear gas inhalation); conducts late-night arrest raids, house searches in Hebron, nr. Nablus. In the 2d such incident in Gaza since 3/2010 (see Quarterly Update in JPS 156), Hamas-affiliated police raid the Palestine Islamic Bank, presenting a warrant for the seizure of all the money ($16,000) fr. the account of a Hamas-affiliated educational organization whose assets had been frozen by the PA, taking the money at gunpoint when the teller refuses. In the West Bank, Palestinian gunmen open fire on an IDF border police vehicle nr. Hebron, killing 1 Israeli border police officer and wounding 3 in the first fatal shooting attack against Israelis in the West Bank in over 1 yr.; a claim of responsibility and threat of more attacks are issued by a group calling itself the Freedom Flotilla Martyrs. Also in the West Bank, the IDF conducts 3 separate synchronized late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c., al-Far‘a r.c. and Tammun village nr. Overnight, the Israeli navy acting on “prior intelligence” fatally shoots 5 al-Aqsa Martyrs Brigades (AMB) mbrs. diving off the Gaza coast and the Palestinian fisherman manning their boat, wounding and capturing 2 other AMB divers. The AMB claims the men were unarmed and on a training mission; Israel claims they were en route to Israel to stage an attack. Later in the day, the IDF carries out an air strike on the n. Gaza border area, seriously wounding 1 Hamas mbr. preparing to launch a Qassam rocket. IDF troops on the s. Gaza border fatally shoot 2 armed Palestinian teenagers who infiltrate the border fence nr. Abasan; the IDF claims they are mbrs. of Hamas’s armed-wing, the Izzeddin al-Qassam Brigades (IQB). The IDF sends troops 800 m into Abasan to raze a Palestinian house under construction, a poultry farm, and 2 dunams (d.; 4 d. = 1 acre) of agricultural land planted with olive and palm trees to clear lines of site. Later, IDF troops and armed Palestinians exchange fire across the Gaza border, leaving 1 IDF soldier wounded. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in and Ni‘lin nr. Ramallah, Dayr Nizam/al-Nabi Salih in the north central West Bank, and Bayt Jala and al-Ma‘sara nr. Bethlehem. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation, injuring 5 Palestinians, and arresting 11 Israelis and internationals (including an Israeli journalist). In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). Ansar al-Sunna, a Salafist militant group opposed to Hamas, fires a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. The IDF responds with air strikes on 2 open areas along the s. Gaza border and on a Hamas training site in central Bayt Hanun in n. Gaza; no casualties are reported, but significant damage to surrounding civilian buildings is noted in Bayt Hanun. U.S. special envoy George Mitchell arrives in the region for 2 days of indirect Israeli-Palestinian talks, marking the first full round of “proximity talks” since their launch on 5/9. The sides continue to differ on the agenda for talks and which issues should be negotiated first. (CSM, IFM, WP 5/20; WSJ 5/21) 

As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, most imports except limited humanitarian and consumer goods and small amounts of construction materials for UN-supervised projects, and most crossborder transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya and Rafah coasts, and 3 nautical miles elsewhere. In the West Bank, the IDF raids Palestinian municipal inspector offices in al-Gazzazin in Hebron’s old city, sealing the office and evicting the staff (unarmed police who maintain public order); fires tear gas to disperse Palestinian, Israeli, and international activists conducting a nonviolent march to the separation wall outside Bayt Jala nr. Bethlehem, arresting 8 demonstrators. In Gaza, batonwielding, Hamas-affiliated police beat and evict Palestinians fr. at least 25 homes in s. Proximity talks begin with 1 day of Mitchell shuttling between Israeli and Palestinian negotiators, securing Israeli and Palestinian pledges to refrain from actions that hinder peace as talks move forward and starting discussion on more substantive issues. Late in the day, he returns to Washington, praising the positive atmosphere of the first day of talks. From Washington, the U.S. warns that “if either takes significant actions during the proximity talks that we judge would seriously undermine trust, we will respond to hold them accountable and ensure that negotations continue.” (CSM, IFM 5/9; HA, NYT, WP 5/10)

The IDF carries out 2 air strikes on 2 smuggling tunnels on the Rafah border in retaliation for rocket fire on 5/8, causing no injuries. IDF troops on the n. Gaza border nr. Bayt Lahiya fire on Palestinian farmers working their land 500 m fr. the border fence, forcing them to leave but causing no injuries.
