An Israeli court hands down a 9-yr. jail sentence to Israeli Palestinian Ameer Makhoul, who pled guilty in 10/2010 to spying on behalf of Hizballah as part of a plea deal. In the West Bank, the IDF patrols in 4 villages (2 nr. Jenin, 1 nr. Qalqilya, 1 nr. Tubas), fences off a plot of Palestinian agricultural land nr. ‘Azun village nr. Qalqilya, denying access to farmers. Jewish settlers fr. Itamar settlement nr. Nablus beat a Palestinian shepherd grazing his flock nr. the settlement, forcing him to flee; the settlers gather the sheep and set fire to them, killing 12 and maiming 7. Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Palestinians (possibly AOI mbrs.) fire 3 mortars and 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols without incident in Jinsafut village nr. Also in Gaza, 10,000s of Palestinians turn out for a rally commemorating Islamic Jihad’s 23d anniversary. Addressing the crowd by telephone from Damascus, the movement’s head, Abdallah Shallah, denounces the PA for having resumed direct talks with Israel, calls any formal agreement with Israel “forbidden religiously and politically,” and says the duty of all Palestinians should be to “eliminate” Israel. In the West Bank, the IDF patrols in and around Tulkarm twice during the day, making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 10s suffer tear gas inhalation and 7 Palestinians are moderately injured. Jewish settlers from Shvut Rachel settlement nr. Inside Israel, 100s of Israeli police escort 10s of right-wing Jewish extremists chanting “death to terrorists” on a march through the Israeli-Palestinian town of Umm al-Fahm in a show of force, sparking stone-throwing clashes with Palestinian residents; Israeli police respond with tear gas, stun grenades, and batons; 10 people are arrested, and around 24 injured (including 2 Israeli Arab MKs). At his weekly cabinet session, Netanyahu confirms “intensive contacts” are underway with the U.S. on an incentives package to restart peace talks “in such a way that it cannot be halted in a few weeks or months.” On or around this date, Netanyahu sends his chief negotiator Molcho back to Washington with new proposals for an incentives package; no details are released (IGPO 10/24; WP 10/25; NYT 10/27)

Israeli municipal authorities in Jerusalem approve a modified development plan for the Western Wall area that will involve underground tunnels, car parks, bus and police stations, Talmud and tourism centers, and opening of a new gate in the ancient wall around Jerusalem to provide access for Jewish settlers fr. the Silwan area. Palestinian residents of Silwan protesting the new moves clash with IDF troops who enter the neighborhood to disperse them, firing rubber-coated steel bullets, tear gas, and stun grenades, seriously wounding an 11-yr.-old Palestinian boy. Islamic Jihad fires 3–4 mortars fr. Gaza toward Israel, with only 1 landing inside Israel; no damage or injuries are reported on either side of the border. Gaza’s power plant receives a fuel shipment from Israel allowing the plant’s 2d turbine (shut down on 10/22) to resume operation; rolling blackouts drop back down to 4–6 hrs./day. The IDF makes a day-long incursion into s. Gaza to level lands along the border fence e. of al-Qarara to clear lines of sight. In the West Bank, the IDF conducts arrest raids, house searches nr. Jenin in the afternoon and nr. Qalqilya late at night. Jewish settlers fr. Keddumim heavily damage a Palestinian vehicle that breaks down on the road nr. the settlement. In the West Bank, the IDF beats and fires rubber-coated steel bullets at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion, moderately injuring 1 American activist. Israeli naval vessels intercept a catamaran of Jewish activists off the Gaza coast, escorting it to Ashdod port without incident (see 9/26). The IDF carries out air strikes on a group of armed Palestinians preparing to fire a rocket into Israel from an area nr. al-Bureij r.c. in c. Gaza (killing 3 Islamic Jihad mbrs.) and on the Nussayrat r.c. home of a Gaza Education Min. employee, causing heavy damage but no injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the evacuated settlement sites near the border, wounding 1 deaf Palestinian. In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

As the quarter opens, Israel has eased (as of 6/2010) its blockade on Gaza, replacing the blanket ban on imports with two lists of prohibited and regulated items, allowing in more (and more varied) food items, construction materials, and commercial goods, but keeping imports only slightly above subsistence and continuing to bar exports. The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya (northern) and Rafah (southern) coasts, and 3 nautical miles elsewhere—placing 17% of Gaza’s total landmass, including 35% of its viable agricultural areas, and 85% of the maritime areas allocated under the Oslo accords off-limits to Palestinians. In the West Bank, Israel’s easing of restrictions on Palestinian movement between major population centers (which began in summer 2009) continues, and IDF operations are relatively few. Today, IDF troops on the s. Gaza border e. of Khan Yunis fire on a group of Islamic Jihad mbrs. burying explosive devices nr. the border fence, killing 1 Islamic Jihad mbr.; the Palestinians return fire, lightly wounding 1 IDF soldier. Hrs. later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in al-‘Arub refugee camp (r.c.) and 2 villages nr. Hebron. Jewish settlers fr. Shvut Rachel nr. Nablus uproot 100 nearby Palestinian olive trees. The U.S. summons Israeli amb. Michael Oren and national security advisor Uzi Arad to a 4-hr. mtg. at the White House to discuss how to “contain fallout” fr. the flotilla raid and to find ways for Israel to ease the siege of Gaza without harming Israeli security. Separately, U.S. Secy. of State Hillary Clinton phones Israeli DM Ehud Barak to urge Israel to be very careful about what it says and does in the coming days to defuse the situation as quickly as possible. In light of the 5/31 flotilla incident, Egypt says it will open its border with Gaza indefinitely as of 6/2 for unlimited travel for humanitarian purposes, though import of goods will remain restricted per Israeli demands. Overnight, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing damage but no injuries. In response, the IDF carries out 2 air strikes and fires 7 tank shells on the launch site nr. Abasan in s. Gaza, killing 2 armed Palestinians; then sends troops 400 m into Gaza to clear lines of sight in the area. Later in the day, Islamic Jihad mbrs. fire 2 Qassam rockets fr. n. Gaza into Israel, causing no damage or injuries; the IDF shells the launch site, killing 3 Islamic Jihad mbrs. Meanwhile, IDF troops on the s. Gaza border for unknown reasons fire into al-Shuka neighborhood in Rafah, wounding a 71 yr.-old-Palestinian woman inside her home. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials inside the Erez industrial zone, causing no reported injuries. The UN reports that in the previous wk., Hamas authorities in Gaza for unstated reasons shut down 6 Palestinian NGOs and confiscated some of their property; UN special coordinator for Middle East peace Robert Serry expresses concern over the impact on Palestinian civil society. The UN also reports that in the previous wk., 6 Palestinians were killed, 12 injured when a gas canister being smuggled through a tunnel on the Rafah border exploded; 1 Palestinian was killed and 2 were injured in a separate tunnel collapse. In Gaza, Islamic Jihad says that Hamas-affiliated police have recently detained several of its fighters as well as mbrs. of other factions and made them sign pledges that they would not stage cross-border attacks on Israel. In the West Bank, an IDF military order goes into effect under which anyone living in the West Bank without a proper Israeli permit (not clarified) could face expulsion within as little as 3 days or face 7 yrs. in prison. Early in the morning, IDF troops on the Gaza border e. of Gaza City open fire and direct artillery strikes on armed Palestinians operating nr. Juhur al-Dik village, killing 1 armed Palestinian and hitting a Palestinian home and lightly injuring 3 girls (ages 5–12), then making a brief incursion 400 m into the area. Around the same time, IDF troops on the n. Gaza border nr. Bayt Lahiya make a brief incursion to arrest 6 Palestinians collecting scrap material fr. destroyed homes and a brick factory nr. the border (they are released after 12 hrs. of questioning). Several hrs. later, the IDF makes an air strike on Gaza killing Islamic Jihad mbr. Faris Jabir, who Israel claims was part of a squad preparing an attack on the Qarni border crossing. (Palestinians notably do not claim his death as an assassination.) In the West Bank, the IDF bulldozes 6 wells and 5 agricultural storehouses nr. the separation wall northwest of Hebron, confiscating electrical generators and irrigation equipment. Two yrs. after Israel’s High Court ruled that a section of the separation wall in Bil‘in must be rerouted, the IDF begins work to move the barrier; residents welcome the change but stress that it falls far short of their demands that the wall be removed altogether. Israeli authorities find 2 explosive devices washed up on Israeli beaches; no injuries are reported. Islamic Jihad says that, in cooperation with the AMB and PRCs, it released a total of 8 devices in Gaza’s waters in retaliation for Israel’s alleged assassination of Hamas cmdr. Mabhuh. The IDF says 2 explosions off the coast on 1/29 may be related. IDF troops on the Israeli side of the Erez crossing fire into the Erez industrial zone to drive away Palestinians searching the rubble for scrap metal. Later in the afternoon, IDF troops on the Gaza border e. of Gaza City fire on residential areas inside the Strip for no apparent reason, causing no injuries. Netanyahu and his cabinet approve plans to build 2 barriers rigged with surveillance equipment along approximately half of Israel’s 150-mi. border with Egypt to prevent illegal border crossings; 1 segment will be nr. the Rafah border with Gaza, the other will be nr. Elat; construction is expected to take several years and cost NIS $1 b. In the afternoon, unidentified Palestinians fire 4 mortars toward Israel, but all land inside Gaza, causing no damage or injuries. In the evening, the IDF carries out an air strike on a group of Islamic Jihad mbrs. nr. the c. Gaza border e. of Dayr al-Balah as they are preparing to fire a rocket into Israel, killing 3 Islamic Jihad mbrs. (including senior field cmdr. Awad Abu Nasir). In the West Bank, the IDF demolishes the only elementary school, 11 Palestinian homes, 10 animal pens, and a greenhouse in Khirbat Tana, displacing at least 120 Palestinians (mostly children) and marking the apparent first stage of Israel’s implementation of a 2/09 court order to raze the village (see 12/10/09); demolishes another Palestinian home in al-Tur nr. East Jerusalem; conducts late-night house searches in several villages around Jenin and nr. Hebron and Tubas, making no arrests; conducts similar late-night searches in the al-Bustan quarter of Silwan in East Jerusalem, beating and detaining 4 Palestinian children (ages 11–13) for 11 hrs. of questioning before releasing them.
