The IDF cracks down on Palestinian refugee camps in the West Bank, and several Palestinians are injured and 2 others are killed during the ensuing clashes. First, the IDF clashes with stone-throwers during a late-night raid in Qalandia r.c. nr. Ramallah, and 2 Palestinian drivers are killed after they allegedly attempt to ram Israeli forces amid the chaos; 4 Palestinians are injured, and 3 Israeli soldiers are lightly injured. Further clashes break out during IDF raids in Dahaysha r.c. nr. Bethlehem, injuring 10 Palestinians. Meanwhile, IDF troops conduct raids and house searches in Jenin r.c. and 1 village nearby, ‘Askar r.c. and 3 villages nr. Nablus, Hebron and 3 villages nearby, and Tulkarm, arresting 12 Palestinians; patrol in Qalqilya and 1 village nearby, as well as 4 villages and al-Fawar r.c. nr. Hebron. They also assault and injure 4 Palestinians at a checkpoint nr. Ramallah; open fire on a Palestinian car at the same checkpoint before assaulting and temporarily detaining the driver. Along Gaza’s border, IDF troops open fire on Palestinian farmers working e. of Dayr al-Balah, causing no damage or injuries. In East Jerusalem, Israeli forces arrest a Palestinian in the Old City when she is found with a screwdriver; arrest 5 Palestinians on raids and patrols in Ras al-Amud, the Old City, and Jabal Mukabir. In Israel, a Palestinian armed with a hammer attacks his Jewish Israeli boss and a fellow Palestinian employee at a construction site in Modi’in, injuring both. In East Jerusalem, Israeli forces kill 2 Palestinians in separate incidents. First, Israeli forces shoot and kill a Palestinian after he stabs and injures an Israeli police officer nr. the Damascus Gate to the Old City. Israeli forces then temporarily shut down all entrances to Nablus, home of the alleged attacker. In the evening, Israeli forces violently disperse Palestinians protesting the morning’s killing, in Ras al-Amud, firing at protesters with live ammunition. A 17-year-old Palestinian is shot and taken to a medical center in Silwan, where he succumbs to his injuries; Israeli forces raid the center in an attempt to retrieve the boy’s body and question the Palestinian medical staff. Also nr. Ras al-Amud, Israeli police arrest a Palestinian after he allegedly stabs and injures a Nepalese woman on a bus. Meanwhile in the West Bank, IDF troops violently clash with Palestinians protesting outside a settlement nr. Ramallah, in a village nr. Hebron, in Bethlehem, and at Palestine Technical University in Tulkarm; at least 12 Palestinians are injured. The IDF conducts a raid in a village nr. Ramallah, sparking clashes with stone-throwers wherein 3 Palestinians are injured. Israeli forces take pictures and measurements of the Hebron-area homes of Palestinians who were shot and killed on 11/22 and 11/23 during confrontations with Israeli settlers and the IDF. They also conduct late-night raids and house searches in 2 villages nr. Jenin, 3 nr. Hebron, 1 each nr. Tulkarm and Nablus, arresting 9 Palestinians; patrol in Tulkarm, Qalqilya, and 2 villages and al-Fawar r.c. nr. Hebron. Israeli settlers spray racist graffiti on a Palestinian car nr. Bethlehem. In response to the EU’s new labeling guidelines for products imported from Israel’s settlements (11/11), the Israeli govt. announces that PM Netanyahu has ordered all Israeli contacts with EU bodies involved in the peace process to be suspended, including EU-sponsored projects for the Palestinians and all Foreign Ministry contacts with the EU. Tension in East Jerusalem continues to escalate surrounding Jewish holidays and access at Haram al-Sharif. After Palestinian youths spend the night in al-Aqsa Mosque, the Israeli police and Islamic Waqf officials spend the morning attempting to negotiate their exit, but the talks fail to produce an agreement. Then, 150 Israeli police officers raid Haram al-Sharif, evacuating Palestinians from al-Aqsa Mosque and sparking clashes with stone- and firebomb-throwing Palestinian youths for the 2d day in a row; 1 Israeli policeman and 22 Palestinians are injured, including 3 seriously. The Israeli authorities close all but 3 entrances to the sanctuary and later bar all Palestinian worshippers. Israeli forces also arrest 9 Palestinians on late-night raids in the Old City, Jabal Mukabir, Ras al-Amud, and Abu Dis. In a related development, the Israeli authorities announce they will close Hebron’s al-Ibrahimi Mosque, known to Jews as the Cave of the Patriarchs, to Muslim worshippers on 9/29 and 9/30 to accommodate Jewish access during the Jewish holiday Sukkoth. In Gaza, a Hamas fighter dies in a smuggling tunnel accident. A Palestinian in Gaza City is injured when he accidentally detonates an unexploded Israeli munition. In the West Bank, IDF troops conduct late-night raids and house searches in 1 village each nr. In Gaza, telecom operator Jawwal reopens following an agreement with Hamas; there are no details released. In the West Bank, Palestinian assailants shoot and injure an Israeli settler nr. Qalqilya. IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron, arresting 2 Palestinians; patrol during the day in 2 villages nr. Hebron, ‘Ayn al-Sultan r.c. and 1 village nr. Jericho. In East Jerusalem, an Israeli police jeep rams a Palestinian girl, moderately injuring her. Senior Fatah official Amin Maqboul says that the PLO’s talks on forming a new consensus govt. continue, despite Hamas’s objections to the process. Maqboul says that Hamas has demanded that any new govt. pay the salaries of all employees of the Hamas-run govt. in Gaza and describes the demand as among several “preconditions that widen the gap between the Gaza Strip and West Bank.” (MNA 7/6)

In the West Bank, Israel Defense Forces (IDF) troops violently disperse hundreds of Palestinian and international activists marching through a village nr. Nablus to commemorate Nakba Day, injuring 2 international journalists and 1 Palestinian. The IDF also conducts latenight raids and house searches in Hebron, Bethlehem, and 1 village nr. Jenin, arresting 1 Palestinian and issuing arrest summons to 2; patrols in 2 villages and al-Fawar refugee camp (r.c.) nr. Hebron, 3 nr. Ramallah, and 1 each nr. Tulkarm and Qalqilya. In East Jerusalem, Israeli forces raid a home in Issawiyya late at night, arresting 2 Palestinians. Earlier in the day, 2 synagogues in Pisgat Ze’ev are damaged in suspected arson attacks by Palestinians. A Palestinian throws a molotov cocktail at Israeli settlers in Ras al-Amud, causing no injuries. Israeli settler youths then throw stones at Palestinians in the area. On 2 occasions off the coast of Gaza nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops conduct raids in Bayt Jala village nr. Bethlehem, disrupting Palm Sunday celebrations. The IDF also conducts raids and house searches in 3 villages nr. Nablus, 1 village nr. Ramallah, and Jenin, arresting 18 Palestinians; patrols in 2 villages each nr. Jenin and Ramallah, and 1 village each nr. Qalqilya and Jericho. Israeli forces deliver a demolition notice to a warehouse nr. Jenin. An Israeli settler rams a herd of Palestinian-owned sheep with his car nr. Qalqilya, injuring 29 of them. In East Jerusalem, Israeli forces assault a group of Muslim worshippers at Haram alSharif, then they detain 3. Israeli forces also demolish part of a Palestinian’s home in the Old City; conduct house searches and raids in Ras al-Amud, Shu‘fat, and the Old City, arresting 9 Palestinians. Reps. of the Joint List and Palestinian activists conclude their 4-day march from unrecognized villages in the Negev to Pres. Rivlin’s residence in Jerusalem. Although he had earlier agreed to greet them, he is in Singapore for a state funeral. EU amb. to Israel Lars Faaborg-Andersen says that the EU is not currently reassessing its policies regarding the Israeli-Palestinian conflict, despite the recent reports that it is considering new sanctions on Israel’s settlements as an incentive for a new round of peace negotiations. In the West Bank, the IDF conducts a house search and raid in Jericho, arresting 2 Palestinians; patrols in Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Jenin. Israeli settlers park a group of mobile homes on Palestinian land nr. Nablus, establishing a new settlement outpost. Elsewhere, Palestinians in a village nr. Ramallah say that the Israeli authorities have informed them that they are planning on opening a major road e. of the city, having kept it closed since 2001 (Israeli forces will open the road on 5/25). Israeli authorities also inform farmers nr. Salfit that they plan to demolish 20 olive trees in the area. In East Jerusalem, Israeli forces and settlers surround and attempt to evacuate a Palestinian-rented home in the Old City, but the tenants’ lawyer secures a stay on a 3/15 eviction order until 5/2015; small clashes break out. Israeli PM Netanyahu says that if he is chosen to serve a 3d consecutive term as PM, there will be no Palestinian state, responding to the confusion on 3/8 when his office refuted a Likud Party statement that said he was disavowing his 2009 Bar Ilan speech, in which he 1st came out in favor of the 2-state solution. Palestinian amb. to Iraq Ahmad Aqil says that the Iraqi Higher Judicial Council has issued a res. applying equal status as Iraqi citizens to Palestinian refugees in Iraq—except for full Iraqi nationality. While it is consistent with existing law protecting the rights of Palestinian refugees that passed under Saddam Hussein, those laws were not thoroughly enforced after his overthrow and around 22,000 Palestinians left Iraq. Egypt’s Court of Urgent Matters designates Hamas as a terrorist organization, banning it from Egypt, after having declared the group’s armed wing, IQB, as such on 1/31. Palestinians throw stones at IDF troops patrolling nr. Ramallah, injuring 1. In East Jerusalem, unknown assailants throw bottles at Israeli settlers’ buildings in Shaykh Jarrah and Ras al-Amud, causing damage but no injuries. Later, unknown assailants burn 6 Palestinianowned cars in Silwan and Abu Tor. Israeli forces conduct arrest raids and house searches in Ras al-Amud. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. On the sidelines of the security conference in Munich, U.S. Secy. of State Kerry meets with reps. of the 3 other mbrs. of the Middle East Quartet. In a statement, they call for a resumption of peace negotiations and for all parties to avoid actions that may “prejudice final status issues.” (REU, TOI, YA 2/8)

Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. The order follows the 2/5 publication of a report in the Daily Mail on EU funding of Palestinian projects that do not have the correct licenses under Israeli law. (DM 2/5; TOI 2/6; WAFA 2/8)

On the sidelines of a security conference in Munich, reps. of the P5+1 and Iran discuss Iran’s disputed nuclear program ahead of their end of 3/2015 political accord deadline. U.S. Secy. of State Kerry and Iranian FM Zarif also meet to discuss how sanctions would be lifted under a possible deal and how many centrifuges Iran would be permitted to keep operational.
