In the West Bank, Israeli forces raze Palestinian land near Hebron to make space for the expansion of a nearby settlement. The IDF arrest 1 Palestinian during a late-night raid near Bethlehem, and patrol near Hebron and Qalqilya during the day. In East Jerusalem, Israeli forces arrest 4 Palestinians during raids in the Old City. Approximately 300 Israeli settlers, accompanied by several members of Knesset (MKs), establish a synagogue in Silwan, while Israeli forces cordon off the area, restricting Palestinian movement. U.S. pres. Donald Trump’s senior advisor and son-in-law Jared Kushner meets with Israeli PM Benjamin Netanyahu in the morning in Tel Aviv. He says that Trump is “committed to finding a solution that will bring prosperity and peace” to the region. Netanyahu’s office later says that the meeting was “effective and significant.” No further details are made public. Kushner later discusses the Trump administration’s peace efforts with Palestinian Authority (PA) pres. Mahmoud Abbas in Ramallah. He reportedly says that the Trump administration is planning to present a peace plan to the Palestinians and Israelis within 3–4 months, and asks Abbas to refrain from unilateral moves in international fora in the meantime. After the meeting, the PA releases a statement: “The PA and the U.S. delegation had a productive meeting focused on how to begin substantive Israeli-Palestinian peace talks. In the West Bank, IDF troops arrest 12 Palestinians during late-night raids near Hebron, Salfit, Bethlehem, and Ramallah. In East Jerusalem, Israeli forces arrest a Palestinian at a light rail stop, allegedly for carrying a knife. They also arrest 2 more Palestinians during late-night raids in Silwan. Approximately 130 Israeli settlers tour Haram al-Sharif in the morning. Off Gaza’s coast, Israeli naval forces target Palestinian fishing boats near Bayt Lahiya for a 3d day in a row, firing on them on 2 separate occasions (they cause no damage or injuries). In the West Bank, Israeli forces impose a curfew on Kafr Haris near Salfit, arrest 1 Palestinian during a raid in the village, then escort approximately 1,000 Israeli settlers to perform religious rites at a site nearby. IDF troops arrest 9 Palestinians and issue 1 arrest summons during raids near Nablus, Ramallah, Hebron, and Bethlehem, and patrol near Jenin and Hebron. Mohammed Tahsin al-Bazam, a Palestinian man, is killed in the Swedish town of Limmared. The Swedish police (8/21) will report that “several people wearing masks entered the apartment through a balcony and shot the man inside. They disappeared after the shooting as quickly as they arrived.” Palestinians in Gaza, including the local Fatah branch, accuse Israel’s spy agency, the Mossad, of assassinating the man. Late at night, Israeli forces carry out the punitive demolition of the Kobar home of the Palestinian who killed 3 settlers at the nearby Halamish settlement on 7/21. Israeli settlers set fire to a large swathe of Palestinian land nr. Nablus, damaging hundreds of citrus trees. Israel’s Min. of Justice announces that the state prosecutor’s office has opened an investigation into the killing, by an Israeli, of 2 Jordanians at the Israeli Embassy in Amman on 7/23. In c. Israel, Israeli police arrest a West Bank Palestinian after he allegedly stabs and seriously injures an Israeli in Yavne. The IDF then raids the alleged attacker’s Yatta home and imposes a lockdown on the village, blocking all entrances and exits. Elsewhere in the West Bank, Israeli forces raid a civil investigations office in c. Hebron, confiscating equipment and detaining the 30-odd employees. The office reportedly opened following a recent agreement between local Palestinian and Israeli authorities. IDF troops arrest a Palestinian allegedly armed with a knife at the Gush Etzion junction; arrest 8 more Palestinians, and issue 1 arrest summons during late-night raids in and around Hebron, Ramallah, Nablus, Bethlehem, Qalqilya, and Tubas. Israeli forces conduct an arrest raid in Shu‘fat, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held.
