Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and later near Jabaliya refugee camp, causing no damage or injuries. Unidentified persons in Gaza fire several mortar shells at IDF troops patrolling along Gaza’s northern border, causing no injuries. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). In the West Bank, Israeli forces punitively seal shut the Yatta home of a Palestinian imprisoned on charges related to a 6/2016 attack on Israelis in Tel Aviv. Israeli forces demolish a Palestinian home in Ni‘lin overnight. Israel Defense Forces (IDF) troops arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Nablus. The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. Similar orders have been issued for a Bedouin village in the northern Jordan Valley and other villages near Jerusalem, but none has been enforced yet. (HA, MNA, WAFA 11/17; TOI 11/18)

IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

Israeli forces conduct an arrest raid in Shu‘fat, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Jabaliya r.c., causing no damage or injuries. In s. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. The atmosphere at Haram al-Sharif remains tense; Muslim worshippers continue praying and protesting outside the sanctuary throughout the day. Israeli forces violently disperse them after the 5th prayer of the day, injuring at least 37 (3 seriously). Separately, IDF troops shoot and kill a Palestinian in Tuqu‘ village nr. Bethlehem after he allegedly attempts to stab 1 of them at a checkpoint; no Israeli soldiers are injured. The killing sparks minor clashes in the village (there are no serious injuries). The IDF returns late at night to interrogate the alleged killer’s family, and threatens punitive demolition of their home. IDF troops also arrest 1 Palestinian during a raid nr. Salfit and patrol during the day nr. Hebron and Qalqilya. Israeli forces issue stop-work orders to 3 homes under construction in Dura village nr. Hebron. In Gaza City, more than 2,000 Palestinians rally in support of exiled Fatah leader Dahlan, lending further credence to rumors that Egypt has facilitated an agreement between Dahlan and Hamas. (AP 7/20)

Tensions remain high at Haram al-Sharif, as Palestinians hold a “day of rage” across the oPt. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

The Jerusalem Municipality approves the construction of 800 new settler units in East Jerusalem over the next mo. Hours later, the White House releases a statement: “Pres. Trump has publicly and privately expressed his concerns regarding settlements, and the administration has made clear that unrestrained settlement activity does not advance the prospect for peace. At the same time, the administration recognizes that past demands for a settlement freeze have not helped advance peace talks”. (AP, TOI, WHPO 7/6)

The Israeli press reports that the Israeli PM’s office approved a plan to increase the municipal boundaries of Qalqilya, which would allow the construction of approximately 14,000 new Palestinian homes in Area C of the West Bank. (It will be reported that only approximately 5,000 new homes could be built in the space allotted.) PM Netanyahu’s office later confirms that the plan was presented in 2016 and approved by the cabinet. The Samaria Regional Council pledges to file a formal petition against the plan. Israel’s Knesset advances a bill that would deduct from the monthly transfers of tax revenues to the PA a sum equal to the amount that the PA pays to Palestinians convicted of serious crimes against Israelis and their families. It will now be sent to the Knesset Comm. on Foreign Affairs and Defense to prepare it for its 1st reading. (JP, MNA, TOI 6/14)

In the West Bank, an Israeli settler shoots and injures a Palestinian after Palestinian youths throw rocks at passing vehicles outside Ramallah. The IDF then arrests the injured Palestinian and closes the entrance to nearby Silwad village. Palestinian businesses in Tulkarm hold a 1-day strike and Palestinian protesters shut down the United Nations (UN) office in Ramallah in solidarity with the 1,500-plus Palestinian prisoners observing the Dignity Strike and to protest the organization’s alleged inaction on their behalf. Israeli forces demolish the inner walls of a home nr. Hebron. IDF troops arrest 8 Palestinians and confiscate 1 car during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces violently disperse Palestinians demonstrating in Qalandia and Sheikh Jarrah in solidarity with the Dignity Strikers; 1 Palestinian is injured and arrested. Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Israeli press says that the construction was approved years ago, but later frozen because of pressure from former U.S. pres. Barack Obama. The plans are reportedly to be unveiled in 5/2017. In the West Bank, IDF troops violently disperse Palestinians gathering outside Ofer Prison in solidarity with the 1,500-plus Palestinian prisoners on hunger strike; 1 protester is injured. Later, a number of Israeli settlers hold a barbeque outside the prison to taunt the hunger strikers. Elsewhere, IDF troops arrest 3 Palestinians during raids nr. Jericho and in Hebron, and patrol nr. Ramallah during the day. An Israeli settler driver allegedly rams a Palestinian youth nr. Bethlehem, moderately injuring her. Late at night, hundreds of settlers visit a Jewish holy site nr. Salfit. Their IDF escort had established checkpoints prior to the visit, blocking Palestinian traffic in the area. In East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking clashes with stone-throwing Palestinian students; there are no serious injuries. The Israeli govt. and PA sign an agreement to allow Palestinian mobile service providers to offer 3G to their customers in the oPt. The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) releases a statement explaining that the deal is meant to strengthen the Palestinian economy. Prior to today’s agreement, the Israeli authorities were barring Palestinian companies from offering 3G due to security concerns. In 11/2015, Israel and the PA signed a similar agreement to enable 3G access in the oPt, but it was never implemented. (MNA 4/5)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, Israeli settlers throw stones at a Palestinian school in Burin village nr. Nablus, causing no injuries or damage; uproot around 90 grapevine seedlings outside Bethlehem; and assault a Palestinian taxi driver nr. Jerusalem. The IDF patrols nr. Qalqilya, Ramallah, and Hebron during the day. In East Jerusalem, Dep. Knesset Speaker Moshe Feiglin tours Haram al-Sharif with a group of right-wing Jewish activists in the morning. Ahead of his 2d meeting with U.S. envoy Greenblatt this week, Israeli PM Netanyahu says, “We are in the midst of a process of dialogue with the White House and our intention is to reach an agreed-upon policy regarding settlement construction. Agreedupon for us, of course, not just for the [U.S.] side.” Netanyahu and Greenblatt then make progress on the issue, pledging to continue contacts next week, according to a joint statement. Separately, Greenblatt meets with leaders of the Yesha Council, an umbrella organization for settlement municipalities. (HA, JP 3/16; JP 3/17)

Hamas announces the formation of a new comm. to administer Gaza. It will comprise mbrs. of the Hamas-affiliated Palestinian Legislative Council bloc and other senior officials. “Hamas has not formed a substitute govt. to replace the [PA] consensus govt.,” according to senior Hamas official Salah Bardawil. “A governmental administrative comm. was formed, not an actual govt. [The comm.] aims to organize the work of state institutions, and any minister from Ramallah is welcome to come to Gaza and do his job, and the comm. will be at his service,” he adds. (ALM 3/22)

Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. PA pres. Abbas calls the move “an Israeli attempt to impede, destroy, and belittle” the ongoing U.S.-led peace-making effort. (JP, TOI 3/16)

In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. Fighters launch 2 rockets from Gaza toward Israel, which fall short of the border, causing no damage or injuries. The Fatahaffiliated al-Aqsa Martyrs Brigades claims responsibility for the attack, the group’s first since Israel’s 2014 assault on Gaza. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement.
