Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and later near Jabaliya refugee camp, causing no damage or injuries. Unidentified persons in Gaza fire several mortar shells at IDF troops patrolling along Gaza’s northern border, causing no injuries. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). Unidentified persons stab to death an IDF soldier at a bus station in Arad, southern Israel (on 12/4, the Shin Bet will announce the arrest of 2 Bedouin Palestinians in connection with the stabbing). (HA, TOI 12/4)

IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. They arrest 11 more Palestinians during latenight raids in and around Tubas, Hebron, and Bethlehem, and patrol near Nablus, Qalqilya, and Hebron. (MNA, WAFA 11/1; PCHR 11/2; PCHR 11/9)

At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

In the West Bank, Israeli forces confiscate a Palestinian garbage truck during a raid nr. Nablus. IDF troops arrest 4 Palestinians during late-night raids nr. Nablus and patrol nr. Hebron during the day. In East Jerusalem, at least 700 Jewish settlers tour Haram al-Sharif in the morning to commemorate Tisha B’Av. Israeli police remove 9 who attempt to pray at the sanctuary. Israeli forces conduct an arrest raid in Shu‘fat, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Jabaliya r.c., causing no damage or injuries. In s. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. The atmosphere at Haram al-Sharif remains tense; Muslim worshippers continue praying and protesting outside the sanctuary throughout the day. Israeli forces violently disperse them after the 5th prayer of the day, injuring at least 37 (3 seriously). Separately, IDF troops shoot and kill a Palestinian in Tuqu‘ village nr. Bethlehem after he allegedly attempts to stab 1 of them at a checkpoint; no Israeli soldiers are injured. The killing sparks minor clashes in the village (there are no serious injuries). The IDF returns late at night to interrogate the alleged killer’s family, and threatens punitive demolition of their home. IDF troops also arrest 1 Palestinian during a raid nr. Salfit and patrol during the day nr. Hebron and Qalqilya. Israeli forces issue stop-work orders to 3 homes under construction in Dura village nr. Hebron. In Gaza City, more than 2,000 Palestinians rally in support of exiled Fatah leader Dahlan, lending further credence to rumors that Egypt has facilitated an agreement between Dahlan and Hamas. (AP 7/20)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In the West Bank, Israeli settlers throw stones at a Palestinian school in Burin village nr. Nablus, causing no injuries or damage; uproot around 90 grapevine seedlings outside Bethlehem; and assault a Palestinian taxi driver nr. Jerusalem. The IDF patrols nr. Qalqilya, Ramallah, and Hebron during the day. In East Jerusalem, Dep. Knesset Speaker Moshe Feiglin tours Haram al-Sharif with a group of right-wing Jewish activists in the morning. In West Jerusalem, 2 Jewish Israelis assault and moderately injure a Palestinian taxi driver. In s. Israel, Israeli forces demolish a home in the Bedouin community Umm Batin nr. Beersheba. Ahead of his 2d meeting with U.S. envoy Greenblatt this week, Israeli PM Netanyahu says, “We are in the midst of a process of dialogue with the White House and our intention is to reach an agreed-upon policy regarding settlement construction. Agreedupon for us, of course, not just for the [U.S.] side.” Netanyahu and Greenblatt then make progress on the issue, pledging to continue contacts next week, according to a joint statement. Separately, Greenblatt meets with leaders of the Yesha Council, an umbrella organization for settlement municipalities. (HA, JP 3/16; JP 3/17)

Hamas announces the formation of a new comm. to administer Gaza. It will comprise mbrs. of the Hamas-affiliated Palestinian Legislative Council bloc and other senior officials. “Hamas has not formed a substitute govt. to replace the [PA] consensus govt.,” according to senior Hamas official Salah Bardawil. “A governmental administrative comm. was formed, not an actual govt. [The comm.] aims to organize the work of state institutions, and any minister from Ramallah is welcome to come to Gaza and do his job, and the comm. will be at his service,” he adds. (ALM 3/22)

Israeli DM Lieberman names the Palestinian National Fund a terrorist organization due to its “continuous and sustained support of entities responsible for serious terrorist activity against Israel.” The PA fund is primarily used to disburse payments to Palestinians imprisoned in Israel on terrorismrelated charges, and to assist prisoners’ families. PA pres. Abbas calls the move “an Israeli attempt to impede, destroy, and belittle” the ongoing U.S.-led peace-making effort. (JP, TOI 3/16)

IDF troops evacuate 9 homes slated for demolition in the West Bank settlement of Ofra and disperse hundreds of settler youths gathering to protest the move; 11 soldiers sustain light injuries and 2 settlers are arrested. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Netanyahu criticizes the report, calling OPE a “great success.” (HA, JP, TOI 2/28)

IDF troops conduct raids in Nablus, arresting 3 Palestinians and sparking minor clashes; 2 Palestinians are shot and injured. They also conduct overnight raids in Jenin r.c., arresting 2 Hamas affiliates and sparking a brief firefight; 1 Israeli soldier and 3 Palestinians are injured. Additional IDF raids in Abud village nr. Ramallah spark more clashes. No one is seriously hurt, and the IDF closes the village’s main entrance. After reports of stone-throwing outside Beita village nr. Nablus, the IDF seals the village’s main entrance (they will unseal it on 1/30). The IDF arrests 8 Palestinians on late-night raids nr. Qalqilya, Hebron, and Ramallah, and patrols nr. Hebron and Nablus during the day. Israeli forces uproot 500 olive trees nr. Hebron. An armed Palestinian opens fire on IDF troops nr. Qalqilya, causing no injuries. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Qalandia r.c. and demolish 13 residential and agricultural buildings in bedouin communities nr. al-‘Izzariya. IDF troops shoot and kill a Palestinian during an overnight raid in al-Fara‘a r.c. nr. Tubas. The man’s family says the soldiers opened fire on the man after he shouted at them, thinking they were petty thieves. An IDF spokesperson says that the soldiers opened fire because the man was approaching them with a knife. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving bedouin communities nr. Tubas. IDF troops arrest a Palestinian who allegedly attempts to stab them at an intersection nr. Hebron, and assault an elderly Palestinian woman during a raid in Kafr Qaddum nr. Qalqilya. They also arrest 5 Palestinians during late-night raids in Jenin and nr. Nablus and Hebron, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli forces conduct raids in Jabal Mukabir, notifying 13 mbrs. of the family of al-Qunbar, the Palestinian driver who rammed a group of Israelis on 1/8, that their residency status has been revoked. Meanwhile, Israeli forces arrest 9 Palestinians during raids in Issawiyya and elsewhere in Jabal Mukabir. Along Gaza’s border, IDF troops open fire on Palestinian agricultural areas nr. al-Maghazi r.c., causing no serious damage. In Israel, Israeli forces demolish 11 Palestinian homes in Qalanswa because they lacked proper building permits, sparking minor clashes with residents of the area; 1 Palestinian is arrested. Hamas, the PLO, and Islamic Jihad Movement in Palestine (PIJ) officials meet in Beirut to discuss the possibility of holding a meeting of the Palestine National Council (PNC), which has not convened since 2009. They conclude that it is necessary for them to hold a PNC meeting with all factions represented and to implement existing reconciliation agreements. (JP 1/10; JP 1/18)

In the West Bank, Israeli forces demolish 11 residential structures in the bedouin village of Khan al-Ahmar nr. Jerusalem, displacing 87 people. Israeli authorities order the reopening of a road nr. Bethlehem that had been closed 2 weeks ago for security reasons, according to the IDF. IDF troops arrest 23 Palestinians, issue 1 arrest summons, assault 2 Palestinians, and confiscate personal property during late-night raids nr. Salfit, Hebron, Nablus, Ramallah, Qalqilya, and Jenin, and patrol nr. Qalqilya, Salfit, and Hebron during the day. In East Jerusalem, Israeli forces arrest 8 Palestinians during raids in the Old City and Issawiyya. Along Gaza’s border, IDF troops open fire on Palestinian agricultural fields nr. Wasel Abu Yousef announces plans for Russia to host a Hamas-Fatah reconciliation after the 1/15 peace conference in Paris. “The Palestinian leadership wants to demonstrate that it is working on both the peace process through the Paris conference and reconciliation by way of the Moscow meeting,” he adds.
