In the West Bank, Israeli forces punitively seal shut the Yatta home of a Palestinian imprisoned on charges related to a 6/2016 attack on Israelis in Tel Aviv. Israeli forces demolish a Palestinian home in Ni‘lin overnight. Israel Defense Forces (IDF) troops arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Nablus. The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. IDF troops violently disperse Palestinians marching through Bethlehem to mark the 100th anniversary of the Balfour Declaration. There are no serious injuries in the ensuing clashes. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

In the West Bank, IDF troops arrest 3 Palestinians during raids nr. Nablus, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces assault 6 Palestinians during an arrest raid in Silwan, 2 of whom they arrest. They arrest 3 more Palestinians during a late-night raid in Abu Dis. Israeli settlers assault several Palestinian children in Silwan as well, causing no serious injuries. In Israel, Israeli forces demolish the Bedouin village al-‘Araqib for the 115th time since 2010. The Jerusalem Municipality approves the construction of 800 new settler units in East Jerusalem over the next mo. Hours later, the White House releases a statement: “Pres. Trump has publicly and privately expressed his concerns regarding settlements, and the administration has made clear that unrestrained settlement activity does not advance the prospect for peace. At the same time, the administration recognizes that past demands for a settlement freeze have not helped advance peace talks”. (AP, TOI, WHPO 7/6)

In the West Bank, IDF troops patrol nr. Nablus, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They conduct further patrols nr. Hebron and Ramallah; and arrest 9 Palestinians during late-night raids nr. Hebron, Ramallah, and Nablus. In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. Israeli forces demolish a Palestinian home under construction in Issawiyya as well as 2 rooms in a Palestinian home in Silwan; arrest 7 Palestinians during raids in Hizma and Issawiyya; and shut down a dept. of the Arab Studies Society in Bayt Hanina because of alleged affiliation with the PA (it will be reopened on 3/16). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In West Jerusalem, Israeli forces violently disperse Palestinians protesting Israeli demolitions of Palestinian property outside the finance ministry’s headquarters; there are no serious injuries. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. IDF troops deliver demolition orders to more than 40 homes and a makeshift school in the Bedouin community Khan al-Ahmar n. of Jerusalem, arrest 11 Palestinians during latenight raids nr. Ramallah, Jenin, Hebron, Nablus, and Qalqilya; shoot and injure 2 Palestinians during an arrest raid nr. Ramallah; and patrol during the day nr. Nablus and Hebron. Israeli forces seal the entrances to 4 villages nr. Ramallah without explanation. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. The Egyptian army announces that it has discovered and destroyed a “central tunnel” leading from the n. Sinai Peninsula into Gaza that it claims was being used by a “terrorist group.” (MNA 2/20)

At Israel’s weekly cabinet meeting, PM Netanyahu says that the new Trump admin. shares Israel’s view of regional threats to Israel, and strategies for Israel to improve its relations with select Arab states. Netanyahu also says that the govt. will need to find a new housing solution for the 40-odd families that were evacuated from the illegal Amona settlement outpost, since Trump might oppose the plan to build a new settlement. Sinai Province of the Islamic State (SPIS) fighters launch rockets into Israel from n. Sinai late at night. Israel’s Iron Dome missile defense batteries intercept 3 of them; others land in open areas nr. Eilat. No Israelis are injured. SPIS last launched rockets into Israel in 7/2015 (see JPS 45 [1]). Later, 2 Palestinians are killed and at least 5 are injured in an air strike targeting the smuggling tunnel they are working in nr. Rafah. The IDF denies carrying out the strike. Palestinian eyewitnesses say they saw an Israeli aircraft launch it, and Palestinian security sources say it was a retaliation for the rocket barrage. (HA, JP 2/8; HA, MNA, WAFA 2/9)

Nablus overnight. Meanwhile, IDF troops arrest 5 Palestinians during raids nr. Hebron and Ramallah, and patrol nr. Hebron. In East Jerusalem, Israeli forces demolish a 2d Palestinian building in Bayt Hanina in as many days. They also assault and arrest 4 Palestinian youths in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. the Erez border crossing. IDF troops also open fire on Palestinian agricultural lands nr. Rafah and Bayt Hanun, causing no serious damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. In Washington, PA intelligence chief Majid Faraj leads a Palestinian delegation in their first face-to-face talks with Trump admin. officials. According to a Palestinian source, they discuss diplomatic issues, particularly Trump’s pledge to move the U.S. embassy in Israel to Jerusalem. (AP 2/9; HA, TOI 2/10)

In the West Bank, Israeli forces demolish 11 residential structures in the bedouin village of Khan al-Ahmar nr. Jerusalem, displacing 87 people. Israeli authorities order the reopening of a road nr. Bethlehem that had been closed 2 weeks ago for security reasons, according to the IDF. IDF troops arrest 23 Palestinians, issue 1 arrest summons, assault 2 Palestinians, and confiscate personal property during late-night raids nr. Salfit, Hebron, Nablus, Ramallah, Qalqilya, and Jenin, and patrol nr. Qalqilya, Salfit, and Hebron during the day. In East Jerusalem, Israeli forces arrest 8 Palestinians during raids in the Old City and Issawiyya. Along Gaza’s border, IDF troops open fire on Palestinian agricultural fields nr. Wasel Abu Yousef announces plans for Russia to host a Hamas-Fatah reconciliation after the 1/15 peace conference in Paris. “The Palestinian leadership wants to demonstrate that it is working on both the peace process through the Paris conference and reconciliation by way of the Moscow meeting,” he adds.
