At a press conference in Rio de Janeiro, Israeli prime minister Benjamin Netanyahu says that the Trump administration is unlikely to circulate its long-awaited Palestinian-Israeli peace plan before Israel’s elections on 4/9. “In their estimation elections are the time when it will have the least chance of succeeding,” he says. A Fatah spokesperson accuses Hamas of arresting 500 Fatah activists and officials in Gaza as Fatah’s Gaza branch prepares for celebrations marking the party’s 54th anniversary. The Hamas-run Interior Ministry in Gaza rejects the accusation, claiming that only 38 Fatah leaders have been summoned “to maintain order.” Later, Hamas security forces in Gaza prevent Fatah activists from symbolically lighting a torch at an anniversary celebration. Israeli settlers assault and injure a Palestinian shepherd working his land near Nablus. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The application, if accepted by the UN Security Council, would see Palestine’s status upgraded from non-member observer state. Later, Israel’s Ambassador to the UN Danny Danon says that Israel and the U.S. are already working together to “stop the [new Palestinian] initiative.” (JP, WAFA 12/26; TOI 12/27)

PA security forces seal off the entrances to the Palestinian Legislative Council building in Ramallah, preventing Hamas officials from holding a planned press conference. A PA official says that although Hamas claims they were attempting to hold a press conference, their true intention was to open a session of the PLC in protest of the 12/22 announcement of a new round of PLC elections. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. According to the Israeli NGO Peace Now, an expanded Givat Eitam would “block Bethlehem from the south, and prevent any development in the only direction that has not yet been blocked by settlements.” (HA, PCN, TOI 12/26)

Haaretz reports that Israeli prime minister Benjamin Netanyahu has asked the IDF to declare an end to Operation Northern Shield, but to continue detecting and demolishing the cross-border tunnels allegedly built by Hezbollah. Some senior defense sources say that Netanyahu no longer has a political reason for a formal operation in the north now that he is running for re-election. Meanwhile, the IDF announces that it has uncovered and demolished a 5th cross-border tunnel and the Knesset votes to dissolve itself, officially triggering snap elections. In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly stabs and injures 2 Israeli police officers in the Old City. Separately, Israeli forces arrest 22 Palestinians allegedly involved in a Hamas-affiliated wedding in the Old City. In the West Bank, armed Palestinians open fire on IDF troops setting up a mobile checkpoint outside the Ofra settlement, killing 2 soldiers and critically injuring 2 more. After the shooting, the IDF shuts down all roads leading into Ramallah and conducts extensive raids in the area searching for the assailants; 40 Palestinians are arrested. Meanwhile, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israelis outside al-Bireh, lightly injuring 1. Some Palestinian witnesses say that the initial collision appeared to be an accident. IDF troops later conduct raids in al-Bireh, arresting 5 Palestinians and sparking clashes; 2 Palestinians are injured. They also arrest 28 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Bethlehem, and Nablus; and patrol near Tulkarm, Hebron, Nablus, and Ramallah. Israeli settlers throw stones at Palestinian vehicles driving near Nablus, damaging 7 and sparking minor clashes between their IDF escort and Palestinians in the area; there are no reported injuries. Later, the IDF shuts down several checkpoints south of Nablus to secure the area for a settler protest against recent Palestinian violence. Some of the settler protesters throw stones at Palestinian homes in the area; 2 Palestinians are injured and there is no major damage reported. Amid an uptick in Israeli violence against Palestinians in the West Bank, PA president Mahmoud Abbas accuses Israel of creating a climate of incitement through repeated incursions into major Palestinian cities. “Our constant policy is to reject violence, incursions and settlers’ terror and that incitement should stop and not to create an atmosphere that contributes to the aggravation of the situation.” Israeli prime minister Benjamin Netanyahu, for his part, announces plans to promote the retroactive authorization of thousands of Israeli settler homes in the West Bank, the construction of 82 new homes in the Ofra settlement, and the establishment of 2 new settlement industrial zones in response to the violence. “They are thinking of uprooting us from our land, but they will not succeed,” he says. According to a senior Israeli official, Netanyahu also conveyed a message to Hamas threatening to break the cease-fire in Gaza if violence in the West Bank continues. In the evening, approximately 1,000 right-wing Israeli protesters gather outside Netanyahu’s residence in Jerusalem to call for his resignation, burn pictures of Abbas, and push for the IDF to “crush the terrorist authority,” as one protester puts it. IDF troops shoot and kill a Palestinian amid clashes sparked by an overnight arrest raid in Tulkarm (a video of the incident will circulate later in the week showing that Israeli soldiers shot the man in the back). Elsewhere in the West Bank, Israeli forces demolish 5 Palestinian commercial buildings in Haris village near Salfit. IDF troops arrest 10 Palestinians and issue 1 arrest summons during late-night raids near Bethlehem, Salfit, Ramallah, Tulkarm, Jerusalem, and Tubas; and patrol near Bethlehem and Hebron. Israeli forces demolish 4 Palestinian makeshift commercial structures outside Haris village near Salfit. In East Jerusalem, Israeli forces demolish a Palestinian home under construction in Jabal Mukabir, another in Sur Bahir, and 2 small commercial facilities in Bayt Hanina. A Palestinian demolishes his own small parking garage in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Hanun. Hours after the IDF announces that it yesterday launched Operation Northern Shield to uncover and demolish “attack” tunnels built by Hezbollah and leading into northern Israel, Israeli prime minister Benjamin Netanyahu says there has already been “operational successes” in the operation. “Whoever tries to harm the State of Israel will pay a heavy price,” he says. “We will continue with further actions—public and clandestine—in order to safeguard the security of Israel.” IDF officers predict it will likely take several weeks to locate and demolish all of the tunnels. Hamas reportedly orders the protesters to stay away from the fence so as not to provoke any escalation of violence. Nevertheless, IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, and Jabaliya refugee camp; 60 Palestinians are injured. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian youths approaching the border fence near Bayt Lahiya, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians at a Friday protest against the Israeli occupation in 3 villages near Ramallah (Ras Karkar, al-Mughayyir, and Bil‘in) and Kafr Qaddum near Qalqilya; 4 Palestinians are injured. In the West Bank, Israeli settlers puncture the tires of 4 Palestinian vehicles and leave racist graffiti on nearby walls in al-Mughayyir near Ramallah. IDF troops arrest 15 Palestinians during late-night raids near Bethlehem, Ramallah, Hebron, and Bethlehem; and patrol in and around Nablus, Tulkarm, Qalqilya, and Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Jabaliya refugee camp, causing no damage or injuries. The Israeli bombardment of Gaza continues for a 3d day in a row, with air strikes and artillery fire reported across the region. Two Palestinians are killed by Israeli drone strikes near Gaza City and Bayt Lahiya, at least 20 more are injured in other strikes throughout the day, and at least 1 residential building in Gaza City is destroyed. The Israeli authorities also shut down the Erez border crossing and bar Palestinian fishermen from the sea. With the violence ongoing in Gaza, Egyptian, UN, and Norwegian mediators work to de-escalate the situation. In the early afternoon, the main Palestinian factions in Gaza reportedly agree to a cease-fire brokered by those international mediators. It’s unclear if Israel is party to the agreement or what the terms are. Shortly after the first reports of a cease-fire, Israel’s security cabinet concludes a 7-hour meeting about the situation in Gaza and decides to resume the air strikes in Gaza “as necessary.”

The Israeli Air Force then strikes several sites across Gaza, killing 1 Palestinian near Jabaliya refugee camp and injuring 3 near Khan Yunis. Hours later, the security cabinet reportedly agrees to a cease-fire along the lines of the agreement that ended Israel’s assault on Gaza in the summer of 2014, and an uneasy calm returns to Gaza in the evening. “The situation remains very precarious and can blow up again,” says a foreign source involved in the talks. “Israel reserves its freedom to operate,” says a senior Israeli official who also confirms that the cabinet agreed to the cease-fire. The Palestinian factions, including Hamas, later release a joint statement indicating their commitment to the cease-fire “as long as Israel doesn’t break it.” Meanwhile, hundreds of right-wing Israelis gather in Sderot to protest the cease-fire. After Hamas fighters fire an anti-tank missile at an IDF bus near Kibbutz Kfar Aza, critically injuring an Israeli soldier, Israeli forces continue the assault on Gaza that began last night, striking approximately 100 Hamas and other armed groups’ sites across Gaza; 3 Palestinians are killed and at least 20 more are injured. The strikes destroy 4 residential buildings, 5 commercial buildings, 3 tunnels, 1 intelligence compound, and the headquarters of al-Aqsa TV in Gaza City. Meanwhile, armed groups in Gaza retaliate by launching more than 300 rockets and other projectiles into southern Israel, injuring approximately 70 Israelis and destroying several Israeli buildings. Initially reported as an Israeli civilian casualty, a West Bank Palestinian is killed when a rocket hits the building in Ashqelon where he was staying (2 women in the building are injured as well). Around mid-day, there are reports that the Israeli authorities have stopped working with Egyptian and UN mediators to de-escalate the violence. During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Dozens of Palestinians gather in central Hebron to call for the Israeli authorities to return the corpses of their loved ones who were killed in confrontations with Israeli troops. The Israeli authorities are reportedly withholding 33 such corpses. Elsewhere in the West Bank, IDF troops arrest 3 Palestinians during raids near Bethlehem; and patrol near Jenin, Tulkarm, and Qalqilya. After sealing the entrances to Tuqu‘ near Bethlehem, Israeli forces fire tear gas and rubber-coated steel bullets toward Palestinian students at a high school in the village, 8 Palestinians are injured. Al-Akhbar reports that Israel and Qatar have agreed to establish a trade route between Cyrpus and Gaza to be monitored by international forces. Hamas reportedly consented to the same surveillance system as is used at the Rafah border crossing, including cameras, international inspectors, and computer networking. No party to the alleged deal confirms any of the reported details. Meanwhile, Israeli prime minister Benjamin Netanyahu defends his decision to allow Qatari funds into Gaza to pay civil servants in the Hamas-run government. “I am doing what I can in coordination with the southern communities to restore peace and prevent a humanitarian crisis,” he says. “Right now, this is the right step. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in 2 villages near Ramallah (Jabal al-Risan and Ras Karkar) and Kafr Qaddum near Qalqilya; 5 Palestinians are injured and 6 are arrested. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are lightly injured and 1 is arrested. Elsewhere in the West Bank, IDF troops injure 4 Palestinians during clashes sparked by an arrest raid in ‘Askar refugee camp near Nablus; arrest 6 Palestinians during additional raids near Hebron, Bethlehem, Tulkarm, and Jenin; and patrol near Nablus and Tulkarm. Israeli forces demolish the outer wall of a Palestinian cemetery and the foundation of a planned multi-purpose center near Jenin. Israeli settlers enter the grounds of Palestinian high school in Urif village near Nablus, throwing rocks and sparking minor confrontations with the students; there are no reported injuries or arrests. The organizing committee behind the Great March of Return announces that the protests will resume on 11/9 as planned, but that the demonstrations will be quieter and protesters again will stay away from the border fence, as they largely did during the protests on 11/2. Meanwhile, The Hamas-run Finance Ministry in Gaza pays partial salaries to civil servants across the region. The payment is reportedly made in connection with developments in the ongoing Egyptian effort to broker a de-escalation of violence. (HA 11/8)

After meeting with PA foreign minister Riyad al-Maliki in Brussels, Belgian foreign minister Didier Reynders tweets that Belgium is upgrading the status of the Palestinian mission in Brussels, a significant step toward recognition of the State of Palestine. The specific nature of the upgrade is unclear. Reynders and al-Maliki also sign a joint declaration affirming their intention to further develop bilateral relations in a variety of ways. PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. He also denies that PA president Abbas discussed the issue with Egyptian president Abdel Fattah al-Sisi in their meeting on 11/3. (WAFA 11/6)

Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. After meeting with Egyptian intelligence officials in Gaza, the various political factions in Gaza agree to stop launching incendiary kites and balloons into Israel and to stop protesters from setting fire to tires, according to a senior Hamas official. “Friday’s events will be quiet,” adds a member of the Great March of Return organizing committee. The protests on 11/2 are set to proceed no less than 500 meters away from the border fence. Today’s agreement comes amid ongoing Egypt-mediated talks on a possible long-term cease-fire between Hamas and Israel. Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings with Gaza to be re-opened, days after he ordered them closed in response to escalating violence along Gaza’s border on 10/17. He also says he will consider re-allowing transfers of Qatari-funded fuel for Gaza’s only power plant (he ordered them to halt after a bout of violence on 10/12). Israeli prime minister Benjamin Netanyahu postpones for “a short time” the planned evacuation and demolition of Jerusalem-area Bedouin village Khan al-Ahmar. According to sources in Netanyahu’s office, the prime minister wants to give more time for the ongoing negotiations on relocation sites, including a new proposal from the residents. The residents reportedly offered to move 500 meter north to the outskirts of Anata refugee camp “The amount of time to achieve this consent will be determined by [Israel’s cabinet],” he says. “I will convene it today. It will make a decision. The timetable will be short. Jordan’s King Abdullah announces that earlier today he informed the Israeli government that he does not intend to renew 2 annexes of the 1994 Jordan-Israel peace treaty. The annexes specifically stipulated that Jordan would lease 2 areas of land along the Israel-Jordan border to Israel for a period of 25 years. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. Israel’s High Court of Justice rules in favor of Lara Alqasem, the U.S. student who the Israeli authorities denied entry into Israel on 10/2 and have detained ever since over her support for BDS. “Since the appellant’s actions do not raise satisfactory cause to bar her to entry to Israel, the inevitable impression is that invalidating the visa given to her was due to the political opinions she holds,” the court’s ruling reads. “If this is truly the case, then we are talking about an extreme and dangerous step, which could lead to the crumbling of the pillars upon which democracy in Israel stands.” (EI, HA, MNA, TOI 10/19)

In the evening, Israel’s security cabinet convenes for 5 hours to discuss the situation in Gaza. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. The Australian press reports that Australian prime minister Scott Morrison recently told Israeli prime minister Netanyahu that he is considering following the U.S. lead and moving the Australian embassy in Israel to Jerusalem. “I am saying I’m open to considering it,” Morrison reportedly said. Amid escalating violence along Gaza’s border fence, Israeli prime minister Benjamin Netanyahu says that if the attacks from Gaza don’t stop, Israel will offer a “different” response. “Hamas apparently didn’t get the message,” he says, referring to the last round of Israeli air strikes in Gaza. “If they don’t stop the attacks against us, they will be stopped in a different way and it will be painful—very painful.” Later, Israel’s security cabinet reportedly decides to wait and see if Hamas will heed Netanyahu’s warning before ordering a broader assault on Gaza. Israeli defense minister Avigdor Lieberman says that he will not allow any more Qatari-funded fuel transfers to Gaza until all violence along Gaza’s border is “entirely” over. “As long as the violent protests continue on the Gaza border, including the launching of incendiary balloons and kites and the burning of tires near Israeli towns, the fuel and gas for the Gaza Strip will not be renewed.” Lieberman ordered the transfers to stop on 10/12. Meanwhile, Hamas leader Ismail Haniyeh says that the protests and other resistance activities along Gaza’s border will continue until the “siege on Jerusalem, [Haram al-Sharif] and all the lands of Palestine is lifted.” (TOI 10/13)

A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

Qatar’s Foreign Ministry announces a $150 million donation to help “alleviate the humanitarian crisis in the besieged Gaza Strip.” Most of the money, $90 million, is reportedly slated to help pay the salaries of the Hamas-run government’s civil servants. The rest was previously reported and designated for fuel purchases for Gaza’s only power plant. The UN Development Program is set to help distribute the aid. The announcement comes a day after the first shipment of Qatari-funded diesel fuel for Gaza’s only power plant entered Gaza. (MNA, YA 10/11)

Dozens of Arab and Jewish Americans gather outside the PLO office in Washington to protest the Trump administration’s order to close the office by today (the office formally closed on 9/13, but employees were permitted to remain until today). After Israeli, Palestinian, and other Arab diplomats reach a compromise, UNESCO’s Executive Board passes 2 texts relating to Jerusalem and the Palestinian education system, respectively. The texts are critical of Israel, referring to “Israeli army violations against Palestinian universities and schools” and other aspects of the occupation, but the most critical language from previous drafts was removed. Rather than advancing the texts for a vote from the full body, the board shifts them into a non-binding annex, which is then approved by consensus. “I would like to commend the spirit of dialogue and the sense of responsibility that led to this result,” says UNESCO director general Audrey Azoulay. “A trend towards consensus is now emerging. It is based on the presence of all parties around the table at UNESCO and, of course, on their goodwill.” Israel and the U.S. are still set to withdraw from UNESCO on 12/31. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. The shipment was previously blocked on 10/4, allegedly due to PA president Abbas’s interference, and it is reportedly going forward today without PA approval. A UN spokesperson says that 7 more truckloads of fuel are set to enter Gaza on 10/10, with the goal of 15 truckloads entering per day. “In addition to other long-term efforts underway to increase the energy supply, additional fuel for the Gaza Power Plant remains the fastest and most immediate way to increase electricity and help alleviate the humanitarian and related public health needs on the ground,” the spokesperson says. Meanwhile, Israeli prime minister Benjamin Netanyahu blames PA president Mahmoud Abbas for “suffocating” Gaza. “I am trying to find a solution that will restore quiet and security,” he says. “I am not interested in getting into needless wars.” A Hamas spokesperson rejects allegations that Hamas will benefit from the $60 million that Qatar recently pledged to support Gaza. “The funds that came from Qatar through international associations are directed to the Gaza power plant in a move to partially ease [the burden] on Gazans in terms of electricity,” he says. “Hamas has absolutely nothing to do with the money.” (MNA, HA, HA, JP, TOI, YA 10/9)

A U.S. State Department spokesperson comments on the case of U.S.-Palestinian student Lara Alqasem, who the Israeli authorities denied entry to Israel and have detained since 10/2. “We are aware of her case. Our embassy is providing consular access as we would to all American citizens,” she says. “Ultimately it is up to the government of Israel to decide who it wants to let into the country.” Later, Israel’s Strategic Affairs Minister Gilad Erdan says he would reconsider allowing Alqasem entry if she publicly condemns the BDS movement.
