A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. Turkish media reported that 7 people in Turkey had been arrested by Turkish police in coordination with the National Intelligence Organization for spying on Palestinians in the country on behalf of the Mossad. (HA, MEE 12/14)

In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. In the West Bank, some 32,000 Israeli settlers raided Hebron, chanting racist slogans, vandalizing property, including 2 mosques, assaulting Palestinians with pepper spray, and injuring 1 Palestinian minor with a stone to her head. Israeli forces had forced Palestinians to close their shops in Hebron in preparation for the settler march. 2 Israeli settlers, including 1 off duty soldier, were arrested on 11/20 for attacking 1 Israeli soldier during the march. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

In the West Bank, 1 member of the Lion’s Den, Tamer al-Kilani, was killed when an explosive device planted in a motorcycle exploded in Nablus. The Lion’s Den said al-Kilani was the victim of an Israeli assassination. Israeli settlers sprayed pepper spray at 2 Palestinians in Huwwara. Israeli forces fired tear gas near a school in Kharbatha Bani Harith, causing tear-gas related injuries among students and staff. Commenting on Israeli settler attacks against Israeli soldiers in recent weeks, prime minister Yair Lapid said he would not allow “criminal militias in the State of Israel” during a cabinet meeting. Defense minister Benny Gantz also said that Israel will not accept the attacks. The cabinet approved the appointment of Herzl Halevi as new IDF chief of staff during the meeting. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. Acting UN humanitarian coordinator for the occupied Palestinian territories Lucia Elmi said 2022 had been the deadliest year on average for Palestinians in the West Bank and East Jerusalem since 2006. Coordinator Elmi said at least 105 Palestinians, including 26 children, had been killed, up by 57% compared to the monthly average in 2021. (WAFA 10/19)

Israeli defense minister Benny Gantz issued a statement saying that Israel will not supply air defense systems to Ukraine. Media reported that while Israel is under pressure to support Ukraine in their effort to repel Russian forces, the Israeli government is afraid that Russia will retaliate by supplying S-400 air defense systems to Syria and Iran. PA prime minister Mohammed Shtayyeh said Arab and Islamic countries had donated $39.5 million for developmental projects in Palestine through the Islamic Development Bank. (MEMO 10/20)

1 Palestinian man was released from prison on the condition that he does not enter his own land for 30 days. An Israeli military court said that video evidence of the incident on 9/12 where the man allegedly assaulted a settler complicated the narrative told by the Israeli settlers. The video shows that the man was approached by armed Israeli settlers in al-Twana before they assaulted him, breaking both his arms. 1 Israeli settler was injured in the incident. (HA 9/22)

Israel’s defense minister approved issuing an additional 1,500 work permits to Palestinians in Gaza, raising the number to 17,000. (HA 9/22)

Israel released the imam of the Great Omari Mosque in Lydda, Sheikh Yousef al-Baz, from house arrest. Al-Baz was arrested on 6/17 over claims of incitement. (MEMO 9/23)

A boat carrying between 120 and 150 refugees capsized off the coast of Syria. By 9/24, at least 94 were confirmed dead. Many of the deceased were Palestinian refugees from Lebanon. (REU 9/23; REU, WAFA 9/24)

At the UNGA, Israeli prime minister Yair Lapid said that he supports a 2-state solution and underscored that an Israeli prime minister had not voiced support for a 2-state solution at the UNGA “for many years.” Prime minister Lapid said his condition for a 2-state solution is that “a future Palestinian state will be a peaceful one. That it will not become another terror base from which to threaten the well-being, and the very existence of Israel. That we will have the ability to protect the security of all the citizens of Israel, at all times.” Lapid also called for more Arab and Muslim countries to normalize relations with Israel. Israeli alternate prime minister Naftali Bennett used his veto to pull Israel out of the EU Creative Europe funding program over the EU demand that funds would not be used for artists in West Bank, East Jerusalem, and Golan Heights settlements. When the Israeli government provisionally approved partaking in the EU program in June, it also said it would set up a scheme to compensate the occupied areas excluded by the EU. (HA 9/23)

A study commissioned by Meta found that its platforms Facebook and Instagram had silenced some of their Palestinian users during Israel’s May 2021 assault on Gaza and subsequent unrest in Israel and East Jerusalem. “Meta’s actions in May 2021 appear to have had an adverse human rights impact… on the rights of Palestinian users to freedom of expression, freedom of assembly, political participation, and non-discrimination, and therefore on the ability of Palestinians to share information and insights about their experiences as they occurred,” the study found. Israel police said it had arrested a 19-year-old Palestinian man in possession of an assault rifle in Jaffa and that he allegedly admitted to wanting to commit an attack. The man did not resist the arrest. (HA, JP 9/8)

The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz reported that Israel, on 4/21, turned away Palestinians who refused to hand over their ID cards to Israeli police at the Haram al-Sharif compound. The Palestinians who did hand over their ID cards had to collect them at Israeli police stations after leaving the compound. The Association for Civil Rights in Israel criticized the policy, saying it undermined the right of freedom of worship. (HA 4/26)

Haaretz also reported that the number of Palestinians held by Israel on administrative detention had reached a 5-year high at 579. Haaretz said that in March and April alone, 109 Palestinians were placed in administrative detention. (HA 4/26)

The U.S. state department spokesperson Ned Price said in a response to a question about Israel’s terrorist designation of 6 Palestinian rights organizations from October 2021 that the U.S. is reviewing the material provided by Israel. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. No elections were held in Gaza as Hamas boycotted the elections, and in East Jerusalem Israel prevented elections from taking place. Lebanese media reported that 4 Israeli officers were killed in the attack, while Iraqi and American sources said that there were no casualties. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a letter from Israeli foreign minister Yair Lapid to Israeli prime minister Naftali Bennett, Lapid warned that if the Israeli government legalized the Evyatar settlement outpost, it “could have serious diplomatic consequences and damage foreign relations, first and foremost from the United States,” saying that the U.S. has already made this clear to him. The autopsy performed after the death of an 80-year-old Palestinian American man in Jiljilyya on 1/12 found that the man died of a heart attack caused by “external violence.” The man had been detained by Israeli forces who gagged, blindfolded, and cuffed him. Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November.
