In the West Bank, a group of 20 Israeli settlers attacked Palestinians planting olive tree saplings in Sinjil, injuring 1 with live ammunition and 5 others by physical assault; the settlers also vandalized 5 vehicles nearby. Israeli settlers also assaulted 4 Palestinians with pepper spray and damaged Palestinian-owned property near Burin. Elsewhere, Israeli settlers erected a settlement outpost on a tract of land outside of Birin. Israeli forces shot and killed 1 Palestinian minor after the minor allegedly lightly injured an Israeli soldier with a hammer at a checkpoint in Beitin. Israeli forces also raided Balata refugee camp, firing tear gas from drones and injuring 4 with baton rounds. 9 Palestinians were arrested during late-night raids in Jenin refugee camp, Nablus, Qalandia refugee camp, Biddu, and Surif. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan. Israeli forces violently arrested 1 Palestinian man walking to the Haram al-Sharif compound in the Old City, beating him and kneeling on his neck; the man’s nose was broken and needed 4 stiches to his forehead after the attack. Israel police said it had arrested a 19-year-old Palestinian man in possession of an assault rifle in Jaffa and that he allegedly admitted to wanting to commit an attack. The man did not resist the arrest. (HA, JP 9/8)

Israel legalized the Mitzpe Dani settlement outpost near Deir Dibwan and approved plans to expand the settlement with 114 new housing units. (WAFA 7/19)

Israeli defense minister Benny Gantz ordered Israeli police and military forces to prevent followers of the Nachala settlement organization from setting up settlement outposts in the West Bank, as the organization had publicly announced its plans to erect settlement outposts for months. In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces shot and injured 1 Palestinian minor at a checkpoint near Ras Kaskar. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. The alleged torture included stress positions, solitary confinement, sleep and food deprivation, and denial of bathroom access. (HA 5/23; HA 5/24)

Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz later reported that Saudi Arabia directly approached Israel in 2017 about the status of the 2 islands because a transfer of the 2 required Israeli approval due to the Israeli-Egyptian peace agreement of 1979. In the West Bank, some 45 Israeli settlers attacked 3 Palestinians with stones, clubs, and pepper spray in Kisan; 1 of the Palestinian victims underwent surgery for his injuries to his head. Israeli settlers also assaulted 1 Palestinian shepherd near Yatta, causing bruises. Israeli forces shot and killed 1 Palestinian and injured 3 others during a raid in Aqabat Jaber refugee camp. Israeli forces also shot and injured 1 Palestinian during a raid in Qabatiya. Elsewhere, Israeli forces confiscated 1 concrete mixer in Rujeib. Haaretz reported that Israel, on 4/21, turned away Palestinians who refused to hand over their ID cards to Israeli police at the Haram al-Sharif compound. The Palestinians who did hand over their ID cards had to collect them at Israeli police stations after leaving the compound. The Association for Civil Rights in Israel criticized the policy, saying it undermined the right of freedom of worship. (HA 4/26)

Haaretz also reported that the number of Palestinians held by Israel on administrative detention had reached a 5-year high at 579. Haaretz said that in March and April alone, 109 Palestinians were placed in administrative detention. (HA 4/26)

The U.S. state department spokesperson Ned Price said in a response to a question about Israel’s terrorist designation of 6 Palestinian rights organizations from October 2021 that the U.S. is reviewing the material provided by Israel. Spokesperson Price further stated that the U.S. has made clear to Israel that it is important “that independent civil society organizations in the West Bank and in Israel must be able to continue their important work.” (DOS 4/26; AA 4/27)

In the West Bank, Israeli settlers set up caravans near Qusra. Israeli settlers also threw stones at commercial structures and vehicles in Burqa, causing damage. Israeli forces delivered stop-work orders for 1 house and electricity cables in al-Twana. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Rafah; no injuries were reported. In Israel, 2 Palestinian citizens of Israel opened fire on Israelis in Hadera, killing 2 Israeli soldiers and wounding 5 others, including 1 soldier, before being shot and killed by Israeli undercover police. Israel said that the 2 attackers were affiliated of ISIS. 5 Palestinian citizens of Israel were arrested during subsequent raids in Umm al-Fahm under suspicion of having prior knowledge of the attack. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. The Israeli Coordinator of Government Activities in the Territories announced that Israel will approve up to 20,000 work permits for Palestinians in Gaza for workers in construction and agriculture. The International Committee of the Red Cross in Israel also announced that Israel will allow family visits by Palestinians in Gaza to Palestinian prisoners in Israeli prisoners, for the 1st time since March 2020. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. Abbas warned Blinken that the PA may rescind its recognition of Israel and end security cooperation if Israeli unilateral actions are not curbed. Abbas also criticized the U.S. and its allies for its double standards in not applying sanctions against Israel for its violations of international law as they have done against Russia. The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 1st day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. Among the subjects discussed at the summit were the perceived threat from Iran and the U.S.’s efforts to reenter the Iran Nuclear deal. The 1st day of the summit coincided with the 20th anniversary of the Arab Peace Initiative. Secretary Blinken also met with Israel’s prime minister Naftali Bennett, who shortly after, tested positive for the COVID-19 virus. In the West Bank, Israeli forces raided al-Ibrahimi Mosque and prevented Muslim worshippers from entering the mosque. Israeli forces also sealed the entrance to Nabi Saleh. Elsewhere, Israeli forces dismantled and seized 2 residential structures in al-Muarajat, displacing 12. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 1 with a rubber-coated bullet. 9 Palestinians were arrested, including 8 during late-night raids in Sa‘ir, Yatta, as-Samu, and Tell; 1 was arrested at a checkpoint near Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian stabbed and injured 1 Israeli soldier and 1 Israeli settler while being arrested in relation to a car-torching incident in Ras al-Amud. In Gaza, 2 Palestinians were arrested in the vicinity of the Gaza fence. In Israel, 1 Palestinian citizen of Israel was attacked by 4 Israeli Jewish people, who yelled “death to Arabs,” used pepper spray through the window of his vehicle, and vandalized his vehicle in Beersheba. The man was placed in house arrest after receiving treatment at a hospital, despite a judge saying that the Palestinian man was clearly attacked 1st by the Israelis. A Jewish vigilante militia set up by a former Israeli police officer was formally launched in the Naqab desert. The militia, The Barel Rangers, says it will patrol the Naqab to protect Jewish residents against Palestinian attacks. (AJ 3/24; MEE 3/26)

In the West Bank, Israeli settlers vandalized 80 olive trees and saplings in Yasuf. Israeli settlers also vandalized some 50 olive tree saplings in Surif. Israeli forces violently dispersed Palestinian protesters in Hebron protesting against settler attacks on herders in the South Hebron Hills. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 1. In East Jerusalem, Israeli police violently dispersed Palestinians protesting a settler incursion in Sheikh Jarrah and MK Itamar Ben-Gvir’s announcement that he will reopen his makeshift outdoor office in Sheikh Jarrah. Settlers threw stones and sprayed pepper spray at Palestinians. 2 Israeli settlers were injured, including 1 who was hit by a stone and 1 who was hit by a car; the driver of the car said he accidentally hit the settler after being sprayed with pepper spray by a settler. 6 Palestinians were arrested. The chairperson of Sudan’s transitional sovereignty council and de facto leader of the country since the coup in October 2021, Abdel Fattah al-Burhan, told Sudanese TV that meetings between Sudanese and Israeli officials were part of security and intelligence cooperation between the 2 countries and not political. In the West Bank, Israeli settlers threw stones at Palestinian vehicles at a checkpoint near Burqa; 1 Israeli settler was arrested by the Israeli forces, but Israeli police released him shortly after he was handed to them. Israeli settlers also threw stones at 2 Palestinian sisters herding sheep in Kisan. Elsewhere, Israeli settlers raided Sabastia, using pepper spray on Palestinians. Israeli forces demolished parts of 1 Palestinian home and razed 7 dunams (1.7 acres) of land in al-Ramadin. In East Jerusalem, Israeli forces violently dispersed Palestinians, throwing stones and snowballs at Israeli forces in al-Tur; 22 Palestinians were arrested. Israeli forces also shot 1 Palestinian minor with a rubber-coated bullet and arrested him after he allegedly threw a stone at a police car. 1 million doses of Russian-made Sputnik COVID-19 vaccines entered Gaza through the Rafah crossing. The 1 million doses of the Sputnik vaccine were donated by the UAE. The PA health ministry said that about 30% of Gaza’s population is vaccinated against the COVID-19 virus. Almost 2 million doses of COVID-19 vaccines have been delivered to Gaza since the start of the pandemic in early 2020. (HA 1/27)

The autopsy performed after the death of an 80-year-old Palestinian American man in Jiljilyya on 1/12 found that the man died of a heart attack caused by “external violence.” The man had been detained by Israeli forces who gagged, blindfolded, and cuffed him. Director of the Crisis and Conflict division of Human Rights Watch (HRW) Lama Fakih said that Amnesty International’s security lab had verified that her phone was infected with the NSO Group’s Pegasus spyware 5 times between April and August 2021. Director Fakih was 1st alerted to the spyware infection by the company Apple on 23 and 24 November. Axios reported that a cable sent from the Israeli foreign ministry to Israeli embassies told its employees that it was a top priority to delegitimize the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. Lebanon signed a deal to purchase electricity from Jordan via Syria. The deal is expected to give Lebanon 2 hours of additional electricity a day within 2 months. It is expected that the World Bank will finance the deal. (AP, MEMO, REU 1/26)

UK secretary of education Nadhim Zahawi said that protesters chanting “From the river to the sea, Palestine will be free” could face prosecution in the UK, as he views the chant as related to Hamas.
