In the West Bank, Jewish settlers uproot around 190 olive trees in Qusra village nr. Nablus and attack villagers. Settlers also enter Bayt Umar village nr. Hebron, set fire to a car and spray ‘‘price-tag’’ graffiti. The IDF clash with residents of al-Nabi Salih village nr. Ramallah and Salfit, injuring 2 in the latter. In both cases, clashes begin after forces enter the communities and are met with protests and stonethrowing. The IDF patrols in 1 village nr. Tulkarm in the afternoon, and in 3 villages nr. Jenin and 1 village each nr. Qalqilya and Tulkarm at night; conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village each nr. Bethlehem and Jenin at night. The Palestinian Central Bureau of Statistics says that the population of Palestinians around the world totalled 11.6 m. in 2012, with 2.7 m. in the West Bank, 1.7 million in the Gaza Strip, 1.4 million in Israel, and around 6 million in the Middle East and worldwide. (MNA 12/31)

Israeli television reports that Israeli PM Benjamin Netanyahu stands behind his 6/2009 statement of support for the two-state solution, though without directly quoting from the PM. Earlier, Likud MK Tzipi Hotovely said that the PM’s 2009 statement had been a tactical maneuver designed to placate the international community. (ToI 12/31)

In the West Bank, the IDF raids a school nr. Yalla village in the south Hebron Hills area, detaining students, teachers, and international activists. The IDF also raids Bayt Umar village nr. Hebron in the afternoon, firing tear gas at stone-throwing Palestinians; at night, the IDF raids and imposes a curfew on Azun village nr. Qalqilya that lasts until the next day, and conducts house searches and arrest raids in 2 villages nr. Nablus and Balata r.c. The UK newspaper the Guardian cites reports by the UN and a coalition of Israeli human rights groups on settler violence during the olive harvest that notes that 850 trees were vandalized in the harvest’s 1st week. A PA spokesperson tells the Independent (UK) that international donors have provided only 40% of pledged aid for 2012, meaning that 150,000 PA employees have been warned that it is not known when they will receive their 9/2012 salaries. (Independent 10/10)

Hebron at night; conducts house searches and arrest raids in 5 villages nr. Hebron at night. A Palestinian teenager attacks a Jewish settler nr. Beitar Ilit settlement, injuring him. The IDF makes a brief incursion into s. Gaza to level land and clear lines of sight along the border fence e. of al-Qarara. OCHA reports that in the previous week or so, 5 Palestinian children were injured when they accidentally triggered unexploded IDF ordnance that they found near Gaza’s al-Bureij r.c. OCHA also reports that since 6/24, Israel has allowed Gazans to export 2 truckloads of garments to both Jordan and Britain. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; conducts other daytime patrols in 2 villages nr. Ramallah; patrols in 2 villages nr. Ramallah late at night (firing rubber coated-steel bullets, tear gas, and percussion grenades to disperse stone-throwing Palestinians who confront them in 1 instance, causing no reported injuries); and conducts late-night arrest raids, house searches in Bayt Umar and Hebron, and nr. An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. During the day, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the evening, Palestinian gunmen inside Gaza fire into Israel, hitting a parked civilian vehicle, but causing no injuries. Late at night, Israeli warplanes and helicopters carry out 3 air strikes on Khan Yunis and Rafah in s. Gaza, causing no reported casualties. The targets include a training site used by the al-Ansar Brigades (military wing of a small faction called al-Ahrar Movement, which was formed shortly after Hamas’s 2007 takeover of Gaza by disaffected Fatah members who aligned themselves with Hamas), and 2 open areas used by rocket-launching teams. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Tulkarm in the afternoon; and in Qalqilya, 1 nearby village, and 1 village nr. Jenin late at night. The IDF also bulldozes a plot of Palestinian agricultural land outside Qalqilya and conducts late-night arrest raids, house searches in Bayt Umar. Jewish settlers stone Palestinian cars driving nr. Hebron. Jewish settlers also enter a Palestinian area (exact location not reported) to pray at a local religious site without proper coordination with the IDF; the IDF intervenes to remove the settlers. Israel’s Jerusalem municipal authorities demolish 4 Palestinian shops nr. Damascus Gate in the Old City; the shops were the target of an arson attack the previous week, but had already been slated for demolition in 2/2010 as part of a municipal infrastructure development project. Late at night, Israeli warplanes make 2 air strikes on an IQB training site nr. Gaza City, causing no injuries. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; conducts other daytime patrols in 1 village each nr. Tulkarm and Ramallah; and conducts late-night patrols in ‘Ayn Bayt al-Ma’ r.c. and 2 villages nr. Jenin and Ramallah. Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In addition, OCHA reports that during the period, several Palestinian rockets fired toward Israel fell short or exploded prematurely, killing 2 Palestinian children (a baby and a 5-yr.-old) and injuring 19 Palestinians (including 4 children ages 3–12). Furthermore, 2 armed Palestinians were killed and 26 were injured when a building that had been hit by the IDF collapsed while they were inspecting the damage. Meanwhile, in the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; 1 village each nr. Jericho and Ramallah in the afternoon; and Ni‘lin and 1 village nr. Salfit late at night. The IDF also conducts late-night arrest raids, house searches nr. Hebron, Salfit. Palestinian, Israeli, and international activists take part in a nonviolent demonstration against Israeli land confiscations and settlement expansion in Bayt Umar nr. Hebron; the IDF fires tear gas and percussion grenades to disperse them, causing no injuries; 3 Palestinians are arrested. Bethlehem attack a Palestinian farmer working his land nearby, beating him and damaging his bulldozer and car; the IDF intervenes, ordering the Palestinian to leave. Jewish settlers fr. Bat Ayin nr. A day after announcing the arrest of a suspect in the 5/1 shooting that resulted in the death of Jenin governor Moussa, masked PASF officers ambush, blindfold, shackle, and detain fmr. Jenin al-Aqsa Martyrs Brigade (AMB) leader Zakariya Zubeidi, accusing him of involvement in the shooting. (WP 5/14)

A Turkish official says that Turkey has blocked NATO from inviting Israel to participate in a NATO summit planned for Chicago in 5/2012 as part of a NATO outreach program to boost ties with nonmember states. NATO officials deny that the issue was ever discussed. Israel does not comment. (WP 4/24)

A senior Palestinian official speaking anonymously says that Israeli and Palestinian negotiators plan to meet soon, for the 1st time since 1/25/12 in Amman. Meanwhile, Netanyahu holds a rare news conference, saying that he still hopes to reach a peace deal with the Palestinians based on a 2-state solution. He states: “I don’t want a binational state. . . . For as long as it depends on me, we will ensure the Jewish and democratic character of Israel.” (WT 4/4) Netanyahu calls on the Israeli military to delay the eviction of the Jewish settler families who moved into a Hebron house several days ago without securing the proper permits, saying they should be allowed to remain in the house until their case is heard in court; the settlers ignore the IDF’s 4/2/12 eviction orders. The International Criminal Court (ICC) rejects a PA request to sign the ICC’s founding treaty (the Rome Statute), reaffirming that only internationally recognized states can join the court. The ruling means the automatic rejection of a PA request for the ICC to form a permanent war crimes tribunal to investigate Israeli actions during its 2008–9 Operation Cast Lead offensive against Gaza. The only alternative is for the UNSC to ask for a tribunal. (NYT, WP 4/4)

Late in the evening, IDF troops on the c. Gaza border e. of Gaza City fatally shoot a knife-wielding Palestinian teenager who approaches the border fence; his family says the boy had made comments about wanting to avenge the death of his sister, who was killed during Israel’s Operation Cast Lead assault on Gaza in 2008–9. In the West Bank, OCHA reports that the IDF has removed 5 barriers, gates, and unmanned checkpoints nr. Nablus and Tulkarm that have been in place since 2000–2, greatly improving movement between Nablus and Bayt Dajan and Zawata, and among Tulkarm, Izbat Shufa, and Shufa. Obama and Netanyahu meet at the White House to discuss Iran. Obama reiterates that the U.S. wants time for diplomacy to work but has left all options, including a military strike, on the table. He also says that Israel has the right to act in its own national interests. Afterward, Netanyahu tells a cheering AIPAC audience that sanctions have done nothing to slow Iran’s progress toward achieving a nuclear weapon and warns that time for diplomacy is running out. Observers say (WP 3/6) Obama’s statement “could easily be considered green light for Israeli action. After 6 mos. of negotiation with the UN, Israel permits the 1st 2 truckloads of Palestinian exports to the West Bank (date bars for distribution to needy children through the UN’s World Food Program) since the beginning of the siege in mid-2007; the UN notes that this does not mark the resumption of regular trade between Gaza and the West Bank. Israeli PM Netanyahu wins the Likud primaries with 75% of the vote. Some analysts (e.g., WP 2/2) see the move to hold a snap primary as strengthening Netanyahu’s base in preparation for possibly calling early elections in 10/2012 (a year ahead of schedule) to give the opposition less time to organize. However, others note (e.g., WP 2/1) that Netanyahu’s only challenger, ultranationalist settler Moshe Feiglin, made a strong showing, indicating that many Likud supporters feel Netanyahu is “too soft on peacemaking with the Palestinians.” (WP 2/1, 2/2)
