PA Pres. Abbas’s spokesperson Nabil Abu Rudayna says that the Palestinians reject any Israeli plan to retain a security presence on any part of the West Bank or East Jerusalem in the event of an agreement to establish a Palestinian state. Abu Rudayna specifies that this is applicable to the Jordan Valley. (JP 10/17)

Syrian dep. PM Qadri Jamil says that an international conference known as “Geneva 2” is planned for 11/23–24, but this is denied by UN Peace Envoy Lakhdar Brahimi who says that no date has yet been set. (REU 10/17)

An unnamed Obama administration official says that the U.S. is contemplating an easing of sanctions through unfreezing funds if Tehran takes specific steps to curb its nuclear program. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 2 villages nr. Jenin and al-Fawar and al-‘Arub r.c. nr. Hebron, the IDF attacks a funeral procession, sparking clashes where 2 Palestinians are injured by rubber-coated metal bullets. In East Jerusalem, Israeli troops demolish residential and agricultural structures in al-Za’ayem village, displacing around 35 people. The 5 permanent mbrs. of the UNSC meet at Russia’s UN mission to discuss the contents of a new res. on the securing and dismantling of Syria’s chemical weapons. Meanwhile, U.S. Secy. of State John Kerry and Russian FM Sergey Lavrov speak by phone the day before heading to Geneva for talks with experts about the practicalities of the Russian proposal. Three attacks including 2 car bombs kill 11 people and injure more than 15 in the Sinai, as the army continues its offensive against Islamist militants, including Ansar Bayt al-Maqdis. The dead include 9 Egyptian officers targeted at the intelligence headquarters in Rafah. U.S. Amb. Joseph Macmanus tells a meeting of the IAEA that there are “troubling developments” in Iran’s nuclear program amid concerns that Tehran is stalling on achieving any progress in negotiations with the international community. Iran’s FM Mohammad Javad Zarif says that Iran’s nuclear work could take place under international safeguards but would not just go away. (REU 9/11)

U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in London, their 1st such talks since direct negotiations recommenced. Earlier, Kerry holds talks with Arab League officials—including the FMs of Egypt, Qatar, and Saudi Arabia—in Paris, after which Kerry affirms the “commitment” of both sides to “continuing the talks.” The Arab League’s Peace Initiative Cmte. also expresses support for U.S. efforts to promote the direct talks. Meanwhile, Israeli officials protest Palestinian media leaks concerning the talks in complaints made to Washington. (AFP, JTA 9/8)

Following discussions in Paris, U.S. Secy. of State John Kerry says that Arab League ministers have agreed on the need for an international response to the alleged use of chemical weapons by the Asad regime. Kerry says that a number of countries immediately signed the statement produced at the G20 talks, but only names Saudi Arabia. (AFP 9/8)

In the West Bank, the IDF shoots and injures a number of Palestinians in various clashes. Outside al-Jalazun refugee camp (r.c.) nr. Ramallah, Palestinians throw stones over the perimeter fence in the direction of the Beit El settlement, and IDF troops shoot and wound 9 with live ammunition, none seriously. In the Abu Dis neighborhood of East Jerusalem, Palestinians open a small hole in the separation wall during protests marking Nakba Day (5/15), and IDF troops respond by opening fire with rubber-coated metal bullets, causing a few, non-serious injuries. In al-‘Arub r.c. nr. Hebron, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets after residents throw stones at an army patrol. In Bayt Umar village nr. Hebron, the IDF shoots and wounds 1 Palestinian with a rubber-coated metal bullet, in clashes sparked by an army patrol. In addition, there are also clashes between Jewish settlers and Palestinians, after the settlers set fire to lands of Nablus area villages. Israel’s Shin Bet security service reports that 12/2012 saw a 400% increase in what the organization classifies as ‘‘terrorist attacks’’ in the West Bank and East Jerusalem. Israeli media promote the statistics as reinforcing recent remarks by IDF col. Yaniv Alaluf that a 3d intifada is already underway. Shin Bet also says that Palestinians fired 1 mortar from the Gaza Strip during the whole of 12/2012. (ToI 1/7)

U.S. pres. Barack Obama nominates Republican Chuck Hagel as his next defense secretary and counterterrorism adviser and John Brennan as head of the CIA. Hagel is expected to meet opposition over his record on Israel and Iran, while Brennan has faced criticism by human rights groups over his views on mistreatment of prisoners during interrogations. The Lebanese army says that the U.S. has given 200 armored vehicles to Lebanon in order to support the armed forces’ ability to respond to crises. (REU 1/7)

In the West Bank, Jewish settlers uproot around 190 olive trees in Qusra village nr. Nablus and attack villagers. Settlers also enter Bayt Umar village nr. Hebron, set fire to a car and spray ‘‘price-tag’’ graffiti. The IDF clash with residents of al-Nabi Salih village nr. Ramallah and Salfit, injuring 2 in the latter. Israeli television reports that Israeli PM Benjamin Netanyahu stands behind his 6/2009 statement of support for the two-state solution, though without directly quoting from the PM. The UK newspaper the Guardian cites reports by the UN and a coalition of Israeli human rights groups on settler violence during the olive harvest that notes that 850 trees were vandalized in the harvest’s 1st week. An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. During the day, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the evening, Palestinian gunmen inside Gaza fire into Israel, hitting a parked civilian vehicle, but causing no injuries. Late at night, Israeli warplanes and helicopters carry out 3 air strikes on Khan Yunis and Rafah in s. Gaza, causing no reported casualties. The targets include a training site used by the al-Ansar Brigades (military wing of a small faction called al-Ahrar Movement, which was formed shortly after Hamas’s 2007 takeover of Gaza by disaffected Fatah members who aligned themselves with Hamas), and 2 open areas used by rocket-launching teams. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Tulkarm in the afternoon; and in Qalqilya, 1 nearby village, and 1 village nr. Jenin late at night. The IDF also bulldozes a plot of Palestinian agricultural land outside Qalqilya and conducts late-night arrest raids, house searches in Bayt Umar. Jewish settlers stone Palestinian cars driving nr. Hebron. Jewish settlers also enter a Palestinian area (exact location not reported) to pray at a local religious site without proper coordination with the IDF; the IDF intervenes to remove the settlers. Israel’s Jerusalem municipal authorities demolish 4 Palestinian shops nr. Damascus Gate in the Old City; the shops were the target of an arson attack the previous week, but had already been slated for demolition in 2/2010 as part of a municipal infrastructure development project. Late at night, Israeli warplanes make 2 air strikes on an IQB training site nr. Gaza City, causing no injuries. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; conducts other daytime patrols in 1 village each nr. Tulkarm and Ramallah; and conducts late-night patrols in ‘Ayn Bayt al-Ma’ r.c. and 2 villages nr. Jenin and Ramallah. Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In addition, OCHA reports that during the period, several Palestinian rockets fired toward Israel fell short or exploded prematurely, killing 2 Palestinian children (a baby and a 5-yr.-old) and injuring 19 Palestinians (including 4 children ages 3–12). Furthermore, 2 armed Palestinians were killed and 26 were injured when a building that had been hit by the IDF collapsed while they were inspecting the damage. Meanwhile, in the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; 1 village each nr. Jericho and Ramallah in the afternoon; and Ni‘lin and 1 village nr. Salfit late at night. The IDF also conducts late-night arrest raids, house searches nr. Hebron, Salfit. Palestinian, Israeli, and international activists take part in a nonviolent demonstration against Israeli land confiscations and settlement expansion in Bayt Umar nr. A day after announcing the arrest of a suspect in the 5/1 shooting that resulted in the death of Jenin governor Moussa, masked PASF officers ambush, blindfold, shackle, and detain fmr. Jenin al-Aqsa Martyrs Brigade (AMB) leader Zakariya Zubeidi, accusing him of involvement in the shooting. (WP 5/14)

A Turkish official says that Turkey has blocked NATO from inviting Israel to participate in a NATO summit planned for Chicago in 5/2012 as part of a NATO outreach program to boost ties with nonmember states. NATO officials deny that the issue was ever discussed. Israel does not comment. (WP 4/24)

A senior Palestinian official speaking anonymously says that Israeli and Palestinian negotiators plan to meet soon, for the 1st time since 1/25/12 in Amman. Meanwhile, Netanyahu holds a rare news conference, saying that he still hopes to reach a peace deal with the Palestinians based on a 2-state solution. He states: “I don’t want a binational state. . . . For as long as it depends on me, we will ensure the Jewish and democratic character of Israel.” (WT 4/4) Netanyahu calls on the Israeli military to delay the eviction of the Jewish settler families who moved into a Hebron house several days ago without securing the proper permits, saying they should be allowed to remain in the house until their case is heard in court; the settlers ignore the IDF’s 4/2/12 eviction orders. The International Criminal Court (ICC) rejects a PA request to sign the ICC’s founding treaty (the Rome Statute), reaffirming that only internationally recognized states can join the court. The ruling means the automatic rejection of a PA request for the ICC to form a permanent war crimes tribunal to investigate Israeli actions during its 2008–9 Operation Cast Lead offensive against Gaza. The only alternative is for the UNSC to ask for a tribunal. (NYT, WP 4/4)

Late in the evening, IDF troops on the c. Gaza border e. of Gaza City fatally shoot a knife-wielding Palestinian teenager who approaches the border fence; his family says the boy had made comments about wanting to avenge the death of his sister, who was killed during Israel’s Operation Cast Lead assault on Gaza in 2008–9. In the West Bank, OCHA reports that the IDF has removed 5 barriers, gates, and unmanned checkpoints nr. Nablus and Tulkarm that have been in place since 2000–2, greatly improving movement between Nablus and Bayt Dajan and Zawata, and among Tulkarm, Izbat Shufa, and Shufa. The IDF patrols in 2 villages each nr. Ramallah and Tulkarm and 1 each nr. Jericho and Jenin in the morning; conducts rare daytime arrest raids, house searches nr. The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination.
