In East Jerusalem, for the 4th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israel limited the number of Palestinians from the West Bank who were allowed to partake in the 1st Friday prayers of Ramadan at the Haram al-Sharif to 10,000, requiring all to have been vaccinated for the COVID-19 virus. Israel also closed the Damascus Gate plaza; 6 Palestinians were reported injured, including 4 who were hospitalized. 1 Palestinian was arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles, on 2 different occasions, west of Bayt Lahiya; no injuries were reported. Israeli forces and Palestinians clashed during a late-night raid in ‘Aqabat Jabir refugee camp, leading to tear-gas related injuries. 4 Palestinians were arrested, including 2 during late-night raids in and around Tubas and al-Bireh, and 2 were arrested at a checkpoint south of Nablus. In East Jerusalem, Israeli forces tampered with loudspeakers at the Haram al-Sharif compound, making them unusable for the call for prayer; the violation of the status quo agreement was condemned by Jordan’s foreign minister and the PA presidency. Israeli forces also prevented iftar meals to be delivered to Palestinian worshipers at the Haram al-Sharif compound. 1 Palestinian was arrested during a late-night raid in al-Tur. 1 Israeli-owned ship was said to have been attacked off the coast of the UAE. Israeli sources blamed Iran, saying the ship had sustained minor damage from an unmanned drone or missile strike. Iran also announced that it would escalate its uranium enrichment to 60 percent in response to the Israeli attack on the Natanz nuclear facility. Under the Joint Comprehensive Plan of Action (JCPOA) agreement, Iran is only allowed to enrich uranium to 3.67 percent purity. Israeli forces also violently dispersed a protest in Bayt Dajan, injuring 3 with rubber-coated bullets and others suffered tear-gas related injuries. Meanwhile, Israeli soldiers sprayed pepper spray at a 13-year-old Palestinian boy in Hebron who had asked them to help him find his stolen bike; the Israeli soldiers subsequently refused to help him receive aid at a hospital. 5 Palestinians were arrested, including 4 during house raids in and around Hebron, Bayt Umar, and Zabbuba, and 1 at the Qalandia checkpoint. The U.S. lifted sanctions on ICC officials Fatou Bensouda and Phakiso Mochochoko, who were sanctioned by the Trump administration in June 2020 in retaliation for their work on the probe into war crimes committed in the occupied Palestinian territory and Afghanistan. Secretary of state Antony Blinken said, “[w]e continue to disagree strongly with the ICC’s actions relating to the Afghanistan and Palestinian situations . . . We maintain our longstanding objection to the court’s efforts to assert jurisdiction over personnel of non-States Parties such as the United States and Israel. We believe, however, that our concerns about these cases would be better addressed through engagement with all stakeholders in the ICC process rather than through the imposition of sanctions.” Secretary Blinken spoke with Israel’s foreign minister Gabi Ashkenazi before the announcement. During the call, Blinken told Foreign Minister Ashkenazi that the U.S. believes Israelis and Palestinians should have equal measurers of freedom security, prosperity, and democracy. The EU said that Iran and the U.S. will hold indirect talks in Vienna on 4/6. The meeting comes as the EU and the Joint Comprehensive Plan of Action signatories are trying to get the U.S. back into the 2015 Iran nuclear agreement and Iran to start complying with the agreement again. In the West Bank, Israeli forces shot and injured 1 Palestinian, using live ammunition, during a late-night raid in Tubas. Israeli forces also shot and injured 1 Palestinian as Israeli settlers toured Joseph’s Tomb in Nablus; others suffered tear-gas related injuries. Elsewhere, Israeli forces confiscated 30,000 NIS ($9,126) from a family in Dura during a house raid. 3 Palestinians were arrested during raids in Bayt Umar, Yatta, and Tubas. In East Jerusalem, Israeli forces prevented a Palestinian family from celebrating the release of a family member who had spent 11 years in Israeli prison and arrested the former detainee’s brother. A Palestinian man arrested last year by Hamas for participating in a Zoom meeting with Israeli peace activists told AP that he had been tortured and forced to divorce his wife, the daughter of an exiled Hamas official. The man was released in October of 2020, after 6 months in prison. (AP 4/1)

The possible kingmaker in the Israeli elections, Ra’am (United Arab List) chairman Mansour Abbas held a press conference, where he told Jewish-Israelis and Palestinian-Israelis to find common ground rather than focusing on the 2 groups’ differences. Benjamin Netanyahu ally and chairman of the Otzma Yehudit (Jewish Power) party Itamar Ben-Gvir said Abbas was trying to portray himself as a “cute bear,” but that he sanctifies infant killers. Jordan sent a letter of complaint to the Israeli foreign ministry condemning the Israeli violation of the status quo of the Jerusalem holy sites. Jordan particularly pointed out that Israel continues to allow Jewish worshipers on the Haram al-Sharif compound, which violates the status quo agreement. Saudi foreign minister Faisal bin Farhan Al Saud said during an interview that “the normalization of Israel’s status within the region would bring tremendous benefits to the region as a whole,” but that Saudi normalization of Israel depends on the creation of a Palestinian state. (AJ 4/2)

In the West Bank, Israeli forces violently dispersed a Land Day rally in Sabastiyya, leading to tear-gas related injuries. 10 Palestinians were arrested, including 8 during raids in and around Yasuf, Qarawat Bani Hasan, Jenin, Ramallah, and Hebron, and 2 were arrested at a checkpoint near Jenin refugee camp. In East Jerusalem, Israeli forces raided the home of a former Palestinian prisoner released on 3/29, after 20 years in prison, and assaulted his relatives who were preparing for a reception in celebration of his release; the Israeli forces arrested the former detainee again, and he was rereleased on 3/31 and warned not to hold a reception. The U.S. state department released its annual report on human rights abuses and continued the Trump administration’s practice of not referring to the Palestinian territories as occupied in the section on Israel. Instead, the section was called “Israel, West Bank and Gaza.” A state department official said the language reflected the department’s “practices generally. We also believe it is clearer and more useful for readers seeking information on human rights in those specific areas.” (ALM 3/31)

Haaretz reported that Israeli prime minister Benjamin Netanyahu is ignoring a request made by Jordan to have Israel supply water, as Jordan is experiencing a water shortage. Israel provides Jordan with water as agreed in the 2 countries’ peace agreement and Israel sometimes provides Jordan with extra water when Jordan is experiencing droughts. Prime Minister Netanyahu’s decision to ignore Jordan’s request is reportedly in retaliation for Jordan’s decision to close its airspace to him for a planned trip to the UAE after Israel complicated a planned visit by Jordan’s crown prince to the Haram al-Sharif compound on 3/10, which the crown prince ultimately canceled. In the West Bank, 4 Israeli settlers attacked 1 Palestinian farmer working his land in al-Khadir; the man was later taken to a hospital for treatment of his injuries. Israeli forces raided Salfit, leading to tear-gas related injuries. 26 Palestinians were arrested during late-night raids in and around Bayt Kahal, Hebron, Dheisheh refugee camp, al-Mughayyir, Tell, and Nablus. In East Jerusalem, Israeli forces handed the former Grand Mufti of Jerusalem Shaykh Ekrima Sabri a notice banning him from traveling for 2 months. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. Elsewhere, Israeli settlers toured a site near Luban al-Sharqiyya, leading to clashes between the settlers’ military escort and Palestinians, causing tear-gas related injures. Israeli forces shot and killed 1 Palestinian man during a protest in Bayt Dajan; the man, who is an imam at a local mosque, was shot in the head. Israeli forces also violently dispersed Palestinian protesters in ‘Ayn al-Bayda, causing injuries from physical assault with rifle butts. 2 Palestinians were arrested, including 1 during a house raid in Tura and 1 at a checkpoint near Jenin. In East Jerusalem, Israeli forces violently dispersed an anti-eviction protest in Shaykh Jarrah, causing injuries. In the West Bank, Israeli settlers masked and armed with clubs attacked a Palestinian family of 10, including 8 children, as they were working their land south of Hebron; the 2 parents were evacuated to a hospital in Hebron; the settlers also vandalized the family’s vehicle. B’Tselem circulated a video of the incident; the family later said that it had filmed the whole incident because Israeli authorities had said it needed proof that settlers were frequently trespassing on their property. Israeli settlers also threw stones at Palestinian homes near Yatta. Elsewhere, Israeli settlers raided Burin, throwing stones at Palestinian homes; when Palestinians confronted the settlers, Israeli forces intervened, injuring 1 Palestinian with live ammunition and others with tear gas. Israeli settlers also threw stones at a Palestinian house in Huwwara. Israeli forces raided Silwad, leading to clashes with Palestinians; no injuries were reported. Israeli forces also leveled land near Nablus in preparation for expansion of the Rahalim settlement. In East Jerusalem, Israeli police prevented over 300 Palestinians from entering the Haram al-Sharif compound for Friday prayers and arrested 4 for being in East Jerusalem without a permit. In Gaza, 1 Palestinian was arrested for attempting to enter Israel by the Gaza fence east of al-Bureij. 5 Democrats in the U.S. senate wrote a letter to U.S. secretary of state Antony Blinken urging him to pressure Israel to provide vaccines to all Palestinians in the occupied territories, citing international law. The letter was signed by Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Tom Carper (D-DE), Sherrod Brown (D-OH), and Jeff Merkley (D-OR). 12 members of the house of representatives led by Rashida Tlaib (D-MI) and Mark Pocan (D-WI) also sent a letter to Secretary Blinken urging him to rescind the Trump administration’s “peace plan” and to pressure Israel to stop violations of international law. In the West Bank, a large group of Israeli settlers threw stones at 2 Palestinian farmers near Dayr Istya. Israeli forces raided Burin, leading to clashes with Palestinians; tear-gas related injuries were reported. Israeli forces also delivered demolition orders for 10 structures in Jib and 1 agricultural structure in al-Walaja. 1 Palestinian was injured by an explosive device left behind by Israeli forces in the Masafer Yatta area. 5 Palestinians were arrested in Jenin and Hebron. PA prime minister Mohammed Shtayyeh said that West Bank hospital intensive care units are at 100% capacity due to a sharp increase in severe COVID-19 cases. 1,693 new cases of the virus and 13 deaths were reported in the West Bank, while 135 new cases were reported in Gaza. (REU, WAFA 3/9)

In the West Bank, Israeli forces claimed that it had stopped 2 stabbing attempts, including 1 in Tubas where 1 Palestinian man was shot after allegedly trying to stab a soldier. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. Russia mediated in a prisoner swap between Israel and Syria where 1 Israeli woman who had entered Syria a couple of weeks prior was released to Israel in exchange for 2 Syrian nationals, nullifying a sentence given to a Druze woman in the Israeli-occupied Golan heights. According to Axios, Israel had meant to exchange 1 Syrian prisoner who had 14 years left of a sentence, but he opted to finish his sentence in Israeli jail rather than going to Syria. Israeli forces then arrested 2 Syrian shepherds in the buffer zone who were then released in the prisoner swap. Haaretz reported that the prisoner exchange deal included an undisclosed clause which could potentially anger the Israeli public. Later reports suggested that Israel has promised to provide hundreds of thousands of COVID-19 vaccines to the Syrian government as the undisclosed clause. 2 days later, the Israeli military removed a gag order revealing that the secret clause was that Israel would pay for millions of the Russian-made vaccine Sputnik V on behalf of the Syrian government. Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. Israeli forces punitively demolished 1 house by explosion in Tura belonging to the family of 1 Palestinian accused of killing 1 Israeli settler on 12/21/2020, displacing a family of 6, including 4 children; clashes erupted during the demolition, leading to the hospitalization of 1 elderly Palestinian who suffered tear gas inhalation and damage from the explosion was reported at 4 other houses in the vicinity. Israeli forces also delivered stop-work notices for 11 houses and 1 playground in Yasuf. Elsewhere, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work by the separation barrier near Barta‘a. Israeli forces also seized 1 residential tent in Khirbet al-Rakiz, 1 tent near Susiya, and 1 tent used as a health care unit east of Yatta. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. 14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. The U.S. said it will rejoin the UN Human Rights Council as an observer after the Donald Trump administration left the UN body, citing anti-Israel bias in 2018. The Biden administration wants to rejoin as a full member at an unset date. (NYT 2/7; TOI 2/8)

In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. Former secretary of state John Kerry said the U.S. supports East Jerusalem as a future capital of Palestine during the Barack Obama administration. Lastly, Secretary Blinken said that the Biden administration would consider supporting the return of the Golan Heights to Syria if Bashar al-Asad was no longer in power.
