The Israeli Housing Min. issues tenders to construct 232 new housing units in the ultra-Orthodox West Bank settlement of Emmanuel, even though the settlement is losing residents at the rate of 5% a year. Housing Min. figures show that 1,688 (75%) of the 2,178 tenders for public construction issued between 1/02 and 9/02 were for housing in the territories. Israeli atty. gen. Elyakim Rubinstein asks the Central Elections Comm. to bar MK Azmi Bishara’s National Democratic Alliance (NDA) fr. participating in the 1/03 elections on the grounds that they advocate that Israel should be a state for all its citizens, which implicitly contradicts Israel’s founding principle as a Jewish state, and because they support armed attacks against Israel (a charge Bishara, NDA deny). In Mombassa, Kenya, a previously un-known group called the Government of Universal Palestine in Exile–Army of Palestine, thought to be connected to al-Qa‘ida, stages a dual attack marking the 55th anniversary of the 1947 UN partition res., firing 2 missiles at an Israeli charter jet carry-ing 261 Israeli tourists leaving Mombassa airport, missing the plane; simultaneously, 3 suicide bombers detonate a car bomb outside the lobby of an Israeli-owned hotel, killing 3 Israeli tourists, 10 Kenyans (an 11th dies on 12/18), injuring 80, causing extensive damage. The Labor party elects Haifa mayor Amram Mitzna as its candidate for PM in the 1/28/03 elections. Mitzna takes 54% of the vote over fmr. Israeli DM Benjamin Ben-Eliezer’s 38% and Labor mbr. In retlatiation for the IDF assasination of its military head Sawalha on 11/9, Islamic Jihad gunmen ambush a detail of IDF soldiers, border police, Jewish settler security officials nr. the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron, killing 4 IDF soldiers, 5 border police, 3 settler guards, injuring 15 soldiers, police, guards in what the IDF terms a “well planned ambush” that included positioning snipers on nearby hilltops; during the 3 hr. exchange of gunfire at least 3 Islamic Jihad mbrs. are also killed. The IDF, Israeli government initially claim that all of those killed and injured were civilian worshipers en route fr. Sabbath prayers at the holy site; later admit that the group targetted was all military or paramilitary, that Islamic Jihad mbrs. allowed the group of Jewish worshipers to pass without incident mins. before the ambush. The IDF launches Operation Vanguard in response to the 10/21 Hadera bombing, sending 100s of troops (including 90 snipers), heavy vehicles into Jenin town and r.c., where the bombers lived. A fmr. U.S. defense official corroborates rumors that Israeli special forces recently conducted a covert reconnaissance mission in w.
