Palestinians across Israel and the oPt observe a general strike in commemoration of the Nakba and in mourning for the 58 Palestinians killed in Gaza on 5/14. Thousands march in their funeral processions, and thousands more gather along the border fence for a 2d consecutive day of Great March of Return protests. Israeli forces violently disperse these demonstrations, as well as smaller protests in East Jerusalem, Hebron, Ramallah, Bethlehem, and at the Qalandia checkpoint; 2 Palestinians are killed and 12 are injured. Meanwhile, IDF troops arrest 20 Palestinians during late-night raids near Ramallah, Nablus, Jericho, Jenin, Hebron, and Bethlehem; and patrol near Hebron and Salfit. Two Palestinians succumb to injuries sustained during the deadly violence in Gaza on 5/14. The 4 deaths today bring the death toll stemming from Israel’s response to the protests on 5/14 to 60 and the overall death toll stemming from the Great March of Return to 106. (MNA, TOI, WAFA, 5/15)

The Egyptian authorities open the Rafah border crossing in both directions for the 4th consecutive day. (AP 5/18; OCHA 5/24)

The Israeli authorities temporarily reopen the Kerem Shalom border crossing, having kept it closed since 5/12, after Palestinians set fire to a nearby pipeline. There are reports of Palestinian activists turning back 4 truckloads of medical supplies provided by the IDF. The organizers of the Great March of Return later confirm that they rejected medical supplies from “the executors of Monday’s massacre against the innocent.” (AP, TOI 5/15; MNA, JP, TOI 5/16)

PA president Abbas recalls PLO envoy in Washington Husam Zomlot in protest at the opening of the U.S. embassy in Jerusalem and the U.S. decision to block the UNSC from making a statement condemning the Israeli violence on 5/14. (WAFA, YA 5/15; HA, WAFA 5/16)

The Turkish Foreign Ministry orders Israeli ambassador Eitan Naeh to leave Turkey in protest of the killings in Gaza on 5/14. In response, Israel’s Foreign Ministry orders the Turkish consul in Jerusalem to return home. Turkey recalled its ambassadors from Israel and the U.S. in the wake of the killings on 5/14. IDF troops shoot and injure a Palestinian youth at a bus stop outside the Kiryat Arba settlement near Hebron, allegedly after he attempts to stab a settler. They leave the injured youth lying on the ground without receiving treatment before arresting him and taking him to a hospital in Israel. In a video released later, the youth can be heard pleading for water and explaining that he was attempting to commit suicide. Israeli forces demolish 8 homes and 6 retaining walls in Steih Dyouk village near Jericho. They also arrest a Palestinian living outside Yatta near Hebron before demolishing his home. The IDF arrests 7 Palestinians and issue 1 arrest summons during late-night raids in and around Nablus, Hebron, Tulkarm, and Salfit, and patrols near Jenin and Hebron. Israeli settlers uproot 27 olive trees on Palestinian land outside Burin village near Nablus. Meanwhile, PASF troops conduct a raid in Yatta overnight, sparking a brief firefight with the wanted Palestinians and their affiliates; 1 Palestinian is killed and another is seriously injured. In East Jerusalem, Israeli forces demolish a building in Silwan and a 2-story apartment building in Ras al-Amud, and arrest 1 Palestinian during a late-night raid in Qalandia refugee camp. The UN’s World Tourism Organization announces that the Palestinian bid for membership has been postponed until the body’s next meeting in 2019. The PA reportedly decided to suspend its bid following heavy U.S. pressure, according to a senior Israeli official. (HA, TOI 9/13)

Israeli police shoot and kill a Palestinian in an alleged ramming attack in Shu‘fat r.c. The police say that they opened fire on the vehicle, killing 1 man, a passenger, and injuring the driver, only after failing to stop it and make an arrest. The Israeli police will, on 9/6, retract their accusation that the incident was a ramming attack, and instead blame the deceased’s brother-in-law, the driver, for causing his death by driving erratically. (The driver will be charged with manslaughter and driving under the influence on 9/15.) Elsewhere in East Jerusalem, Israeli forces arrest a Palestinian at Haram al-Sharif when she is found to be carrying a knife, and arrest 3 more Palestinians during late-night raids in Qalandia r.c. In the West Bank, IDF troops patrol in a village n. of Nablus, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They arrest 10 Palestinians during raids and house searches nr. Nablus, Hebron, Ramallah, and Salfit; and patrol nr. Jenin, Qalqilya, Nablus, and Tulkarm during the day. Abbas addresses the UNGA and officially submits the papers requesting full UN member-state status. UN secy.-gen. Ban Ki-Moon immediately sends the application to the UNSC. Rotating UNSC head, Lebanese amb. Nawaf Salam, says he will distribute it to UNSC mbrs. on 9/26. (NYT, WP, WT 9/24)

Netanyahu also addresses the UNGA session, calling on Abbas to resume talks immediately in New York, again without giving details on the basis or goal of talks. (WP 9/24) Within 3 hrs. of Abbas’s speech, the Quartet issues a vague statement calling on Israel and the Palestinians to return to talks within a month, with the objective of reaching a final agreement within a year. While Quartet special envoy Blair heralds this as “breakthrough,” UN and U.S. officials say the idea is to delay UNSC consideration of the Palestinian application to the UN on the assumption that if talks are “underway and making progress,” the UNSC would put off a vote in hopes that the parties could reach negotiated agreement. In the West Bank, 1,000s of Palestinians gather in Ramallah’s Clock Tower Square after dark to watch Abbas’s UN address televised live and celebrate the application for statehood. Similar rallies are held across the West Bank, but are banned in Gaza by Hamas authorities, who are angry that Abbas did not consult with Hamas over the process. Observers note (e.g., NYT, WP 9/24) that the “festive mood was tempered with resentment at . . . Obama’s firm stance against the initiative.” One Palestinian on the street states (WP 9/24): “We are choking on the American double standard. America supported the movements for freedom in Egypt, Tunis, Libya and Yemen, but this stops when it comes to the Palestinian people. We are asking, why?” During the day, the regular weekly protest against the separation wall in Bil‘in, al-Nabi Salih, and Ni‘lin are turned into rallies in support of the UN statehood initiative; in al-Nabi Salih, Palestinian demonstrators burn Israeli flags and posters of Obama. Similar small rallies are held at Qalandia r.c. The IDF fires rubber-coated steel bullets, tear gas, and percussion grenades at the demonstrators, causing no serious injuries. Meanwhile, nr. Kiryat Arba settlement in Hebron, a Palestinian boy is killed in a hit-and-run by a vehicle with Israeli plates. Later in the day in the same area, a Jewish settler man and his infant son, residents of Kiryat Arba, die in a car crash; the IDF says it was an accident, but local settlers accuse the army of covering up a murder, claiming that vengeful local Palestinians stoned the vehicle causing it to crash. The IDF denies the claims and expresses concern that settlers are attempting to provoke violence on the eve of Abbas’s UN speech. Meanwhile, unarmed Palestinians patrolling the outskirts of Qusra village in the n. West Bank (subject of numerous recent attacks by Jewish settlers fr. Esh Kodesh outpost) throw stones at a group of armed Jewish settlers that try to enter the village, sparking a clash; the IDF intervenes, firing tear gas and live ammunition at the Palestinians, killing 1 Palestinian and wounding 7. The IDF also patrols in 2 villages nr. Ramallah and Salfit in the morning, in Jericho in the afternoon, and in al-Bireh, 2 villages nr. Salfit, and 1 nr. Tulkarm late at night. The IDF makes a brief incursion into n. Gaza nr. Bayt Lahiya, firing indiscriminately but causing no apparent damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 3 villages w. of Ramallah in the evening. The IDF imposes a curfew on Kafr Haris village nr. Salfit and escorts 100s of Jewish settlers into the village to pray at a Jewish shrine; settlers vandalize Palestinian homes as they leave. In 2 separate incidents, the IDF prevents 10s of Jewish settlers protesting against the Palestinian statehood bid fr. entering Palestinian villages—Ya‘bad nr. Jenin and Asira Qibliyya nr. Nablus (see 9/19). In the Asira Qibliyya incident, settlers fr. Yitzhar clash with local Palestinians; the IDF intervenes, firing tear gas at the Palestinians, hitting a 14-yr.-old Palestinian in the back with a canister, moderately injuring him. Dozens of Palestinians march to the Qalandia crossing to Jerusalem, where they rally in support of the Palestinian statehood bid at the UN; they burn tires and throw stones and bottles at IDF soldiers, who reply with tear gas; a Palestinian teenager is hit in the head with a tear gas canister and moderately injured. Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. Before the new cease-fire goes into effect, the PFLP and other unidentified Palestinians fire 1 Grad and 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israel does not respond. Israeli DM Barak authorizes construction of a kindergarten in Hebron’s Beit Romano settlement, home to some of the most extremist Jewish settlers. Meanwhile, Jewish settlers uproot olive trees in Qasra village nr. Nablus; when local Palestinians try to drive them away, IDF troops intervene, firing tear gas and live ammunition at the Palestinians, seriously injuring 1. The IDF also patrols in Kafr al-Dik village nr. Salfit. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, al-Ma‘sara, and Ni‘lin, as well as at the Qalandia crossing into Jerusalem. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries, and arrest 2 Palestinians. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. During the day, the IDF raids Jayyus village nr. Qalqilya, firing tear gas and stun grenades at stone-throwing youths who confront them, causing no injuries, and raids and searches several homes in ‘Azun, making no arrests. In the evening, the IDF conducts synchronized raids into 3 villages nr. Salfit, searching homes but making no arrests. Late at night, the IDF enters Qalandia r.c., opening fire with live ammunition on stone-throwing Palestinians who confront them, killing 2 Palestinians and wounding 1. Israel says it has now detained 118 foreign activists who attempted to enter through Ben-Gurion Airport as part of the Welcome to Palestine air flotilla; some activists have made it through airport security and today join separation wall protests n. of Jerusalem. Suspected Tawhid and Jihad mbrs. fire 3 Qassam rockets fr. Gaza toward Israel; 2 land harmlessly inside Israel, 1 lands harmlessly in Gaza. In retaliation, the IDF carries out an air strike on a smuggling tunnel on the n. Gaza border and on a brick factory e. of Gaza City, causing no reported injuries. IDF troops on the n. Gaza border nr. Bayt Lahiya fire warning shots at a mentally handicapped Palestinian woman who approaches the border fence, wounding her. In the West Bank, the IDF patrols in 2 villages nr. Qalqilya and Ramallah in the afternoon; conducts late-night arrest raids, house searches nr. Qalqilya and Salfit. Palestinians accompanied by Israeli and international activists stage nonviolent demonstrations in Nabi Salih and Qalandia r.c. nr. Jerusalem to protest the separation wall and settlement activities. On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. In the West Bank, the IDF clashes with up to 200 stone-throwing Palestinian protesters at the Qalandia crossing (using tear gas and percussion grenades to disperse them) and blocks Palestinian marchers fr. approaching Elon Moreh settlement nr. Nablus. In Gaza, Hamas-affiliated police block 10s (possibly 100s) of demonstrators fr. approaching the Erez crossing. Overall, protests are much smaller than the Nakba Day demonstrations on 5/13–15, with no protests reported in Egypt, Jordan, or Lebanon. Meanwhile, the IDF conducts morning patrols in 4 villages nr. Qalqilya, Salfit, and Tulkarm; conducts late-night arrest raids, house searches in ‘Azun and Nur Shams r.c. By this date, the IDF has also arrested Fatah PC mbr. Hussam Khader in a raid on Nablus. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Israel responds with at least 3 air strikes on Hamas training sites in Dayr al-Balah, Gaza City, and Khan Yunis, causing collateral damage to 6 homes but no reported injuries. In the West Bank, the IDF conducts patrols in Jericho and 3 villages nr. Qalqilya and Tulkarm; conducts late-night arrest raids, house searches in Nabi Salih, arresting an organizer of the weekly demonstrations against the separation wall. Palestinians and international activists demonstrate against construction of settlements and the separation wall at the Qalandia crossing and in Bayt Umar. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians (including 2 journalists) and 1 international activist. Jewish settlers fr. Taffuh settlement s. of Nablus attempt to seize Palestinian agricultural lands e. of Salfit but are removed by the IDF. Jewish settlers fr. Karnei Shomron settlement nr. In the West Bank, the IDF patrols Qalandia r.c. nr. Ramallah, firing rubbercoated steel bullets, sound bombs, tear gas at stone-throwing Palestinians who confront them, wounding 1 (possibly a bystander); fires rubber-coated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2); conducts late-night raids, house searches nr. Nablus, Jenin, and Salfit, arresting 5 Palestinians. (PCHR 9/17)

On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. Unidentified assailants fire 2 Katyusha rockets (the 1st in 6 mos.) fr. Lebanon into Israel, causing no reported damage or injuries. In retaliation, the IDF fires at least 14 missiles toward the port of Tyre and sends fighter jets across the border; no casualties are reported in either attack. (NYT, WP 9/12; JPI 9/24)

In Gaza, Palestinian workers replace the Gaza power plant’s damaged batteries with modified car batteries, allowing the plant to resume operation (see 11/24). In the West Bank, the IDF fires on Palestinians protesting outside Qalandia r.c. against recent IDF arrests there, seriously wounding 1 teenager; conducts late-night arrest raids, house searches in Nablus and Balata r.c., in and around Tulkarm r.c., and in villages around Hebron, Nablus, and Ramallah (raids within each area are synchronized). Jewish settlers vandalize a Palestinian ambulance nr. Salfit. Jewish settlers fr. Beit Shalom and Kiryat Arba attack a 61-yr.-old Palestinian woman, vandalize several homes; the IDF observes but does not intervene. (OCHA 11/26; PCHR, WT 11/27; PCHR 12/4)

When AMB, Islamic Jihad fire 9 rockets into Israel, causing no damage or injuries, the IDF shells n. Gaza for the 1st time since the 11/26 cease-fire went into effect, wounding 4 Islamic Jihad mbrs. preparing to fire a rocket into Israel, also killing 1 Palestinian bystander and wounding 2; Israel says the strike was not intended to signal a change of policy or an escalation. The IDF also sends bulldozers into Gaza w. of Rafah to level land along the border fence. In the West Bank, IDF demolishes 3 Palestinian businesses, an animal pen in Barta‘a nr.
