Israeli forces also shoot and injure a Palestinian man during a raid in Beit Fajjar. Elsewhere, Israeli forces arrest 20 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Salfit, Tulkarm, and Jenin. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. The meeting was canceled by Israeli prime minister Benjamin Netanyahu on 3/26 after the U.S. chose not to veto a ceasefire resolution at the UN Security Council. The Washington Post reports that the U.S. has raised allegations of beatings and torture of Palestinian prisoner Marwan Barghouti with Israel. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Human Rights Office (OHCHR) releases a statement calling on Israel to halt all planned evictions and demolitions in the al-Bustan neighborhood in Silwan. The OHCHR says the demolitions could constitute a war crime. (OHCHR 3/11)

The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. The UK Home Office grants a Palestinian citizen of Israel asylum, assessing that there is a risk he will be persecuted in Israel. In his asylum application, the Palestinian man said that Israeli apartheid systematically oppresses Palestinians and that he was at heightened risk of persecution due to his pro-Palestinian activism and anti-Zionist views. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp and open fire on Palestinian shepherds working near Dayr al-Balah, causing no injuries. IDF troops also shoot and injure a Palestinian collecting stones and gravel near Gaza City. In the West Bank, Israeli forces demolish a water well Umm al-Nir near Hebron. IDF troops arrest 6 Palestinians during late-night raids near Bethlehem, Nablus, and Hebron; and patrol near Nablus, Jenin, and Salfit. An Israeli settler succumbs to injuries sustained in the shooting attack near Salfit on 3/17. Meanwhile, Israeli prime minister Benjamin Netanyahu visits the site of the 3/17 shooting and announces the construction of 840 new housing units in the nearby Ariel settlement. “Tomorrow, we will begin building 840 housing units in Ariel in a new neighborhood as was approved two years ago,” he says. Unidentified assailants assault and seriously injure a Fatah spokesperson in Gaza near his home in Bayt Lahiya. Later, a senior Fatah official in Gaza says that the assailants broke the man’s arms and legs and that Hamas was behind the “assassination attempt.” Hamas, for its part, denies the accusation and pledges to conduct a full investigation into the incident. The attack comes amid ongoing popular protests against Hamas and the high cost of living in Gaza and rising tensions between Hamas and Fatah. (HA, JP 3/19)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (1 fisherman is arrested and his boat is confiscated). In the West Bank, Israeli settlers raze a swath of Palestinian land to set up an illegal settlement outpost near Nablus. Also near Nablus, settlers also uproot 33 olive trees from a Palestinian grove and throw stones at Palestinian vehicles, causing no reported damage or injuries. Israeli forces demolish a Palestinian barn and uproot a number of nearby trees outside al-‘Arub refugee camp near Hebron. PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Hours after the Israeli Air Force bombed several Hamas sites across Gaza, Israeli prime minister Benjamin Netanyahu says that Hamas should not expect Israel to abstain from a full-scale assault on Gaza because there is an Israeli election coming up on 4/9. “I suggest to Hamas—don’t count on it,” he adds. “We will do everything necessary to restore security and quiet to the area adjacent to the Gaza Strip and to the south in general.” (TOI 3/10)

In response to an Israeli television personality saying that Israel is a country for all its citizens, Israeli prime minister Netanyahu says that Israel is a state for Jews alone. “Israel is not a state of all its citizens. According to the Nation-State Law that we passed, Israel is the nation-state of the Jewish People—and them alone.” (HA 3/11)

IDF troops violently disperse the demonstrations, injuring 5 protesters. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. They also deliver stop-work orders to a Palestinian home under construction in western Hebron; confiscate heavy equipment from a construction site in southern Hebron; and uproot approximately 300 olive tree seedlings from a Palestinian grove north of the city. Meanwhile, IDF troops arrest 3 Palestinians during late-night raids near Jenin, Hebron, and Salfit; and patrol in and around Tulkarm, Hebron, and Ramallah. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. In the West Bank, IDF troops violently disperse dozens of Palestinians gathering in Nablus to protest the detention of several Fatah activists earlier this week; 5 Palestinians are reportedly injured. They violently disperse another protest in central Nablus against the Israeli occupation (1 Palestinian is injured); fire sound bombs and tear gas at Palestinian minors returning from school in central Hebron; arrest 17 Palestinians during late-night raids near Ramallah, Bethlehem, Qalqilya, Hebron, Tulkarm, and Jenin; and patrol in and around Nablus, Jenin, Tulkarm, Salfit, and Hebron. Israeli forces seize a tractor from a Palestinian farm outside Bardala in the northern Jordan Valley. The Israeli authorities release the PA’s governor in Jerusalem, Adnan Ghaith, from detention, but they also ban him from entering the West Bank for 2 weeks. Ghaith was arrested during a raid on his home on 11/24. Israel’s cabinet approves NIS 700 million (approximately $187 million) in funding for a plan to “strengthen the civilian resilience” of communities in southern Israel surrounding Gaza. “They are steadfast and we support them,” Prime Minister Netanyahu says. (TOI 12/2)

The PA Ministry of Agriculture imposes a ban on purchases of lamb from Israel. The move comes amid a drop in lamb prices, and ministry officials say it is an effort to protect Palestinian lamb sellers. (TOI, TOI, WAFA 12/19; TOI 12/27)

IDF troops open fire on a group of Palestinian minors allegedly damaging Gaza’s border fence near al-Maghazi refugee camp; 1 of the Palestinians is killed  In the West Bank, IDF troops conduct raids in Jenin refugee camp overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents of the area; 2 Palestinians are injured. They also confiscate surveillance cameras during a raid in al-Bireh and patrol near Ramallah, Jenin, and Hebron. Israeli forces demolish a Palestinian residential building in al-Zayim village near Jerusalem. Unidentified persons open fire on an Israeli bus near Ramallah, injuring 2 Israeli settlers. Israeli settlers verbally and physically assault Palestinian schoolchildren in central Hebron, sparking minor confrontations. Separately, settlers slash a number of tires on Palestinian-owned vehicles and leave racist graffiti on nearby walls in Kafr al-Dik near Salfit. Vehicles bearing $15 million in cash pass through the Erez border crossing into Gaza. The money was reportedly provided by Qatar, approved for transfer by Israel, and set to help Hamas pay the salaries of civil servants in Gaza and support Gazan families struggling to meet their basic needs. The transfer is yet another indication of progress in the Egypt- and UN-mediated efforts to broker a “calm” or some sort of cease-fire between Israel and Hamas. It is reportedly the first of 6 planned monthly transfers. (JP 11/8; NYT 11/9)

Al-Hayat reports that PA president Mahmoud Abbas has given in to Egyptian pressure and agreed to stop working against the Egyptian effort to broker a “period of calm” between Israel and Hamas. According to Palestinian sources, Abbas has agreed not to impose new sanctions on Gaza and to resume fully paying PA employees in Gaza. The Egyptian plan is reportedly to mediate a period of calm lasting 2 to 3 weeks, then to broker some kind of reconciliation between Hamas and Fatah, and then to resume talks on a long-term cease-fire between Israel and a newly unified Palestinian side. Later, a senior PA official says he is unaware of any change in Abbas’s position, as the al-Hayat report indicates. “Abbas agreed with the Egyptian president that there was a need to alleviate the suffering of our people in the Gaza Strip,” the official says. “But [Abbas] also emphasized that Hamas was not authorized to reach any agreement with any party on behalf of the Palestinians." Meanwhile, senior Israeli defense officials say that PA president Mahmoud Abbas was enraged at the UN plan to transfer Qatari-funded diesel fuel to Gaza, as reported on 10/4. Abbas later confirms that he is considering possible response, including a suspension of the approximately $100 million that the PA transfers to Gaza per month. A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. He says they agreed to form a national unity govt. comprising Hamas, Fatah, and other factions, and to hold legislative and presidential elections within 6 mos. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). Residents of the area say he was repairing a section of the tunnel that had been damaged by Egyptian forces when it collapsed. In Israel, an unidentified assailant stabs and injures an Israeli Jewish youth in Ramla, then flees the scene. The Israeli police later arrest a Palestinian in connection with the attack. In the West Bank, Israeli forces issue 11 stop-work notices to homes and agricultural structures under construction nr. Salfit and Hebron. On the 2d day of Palestinian national reconciliation talks in Doha, Hamas and Fatah officials reach a tentative agreement. They pledge to form a new unity govt., prepare for a new round of presidential and parliamentary elections, and reaffirm their commitments to previous agreements.
