In the West Bank, Israeli settlers attacked 1 Palestinian working on rehabilitating a road east of Yatta and damaged the excavator he was using. Israeli forces delivered demolition notices for 20 residential structures in Rujeib, a house under construction, and an agricultural shack in Battir. Israeli forces also seized a mobile home in Khallet al-Nahleh, south of Bethlehem. Elsewhere, Israeli forces shot and injured 1 Palestinian who tried to enter Israel through a hole in the separation wall near ‘Anin before arresting him. 13 Palestinians were arrested during late-night raids in and around Jenin, Jenin refugee camp, Rummana, Tulkarm, and Qarawat Bani Hassan. In East Jerusalem, 44 Israeli settlers toured the Haram al-Sharif compound. Israeli settlers led by Israeli MKs from HaTzionut HaDatit (The Religious Zionist) party Bezalel Smotrich and Orit Strock harassed Palestinian residents under eviction threat in Shaykh Jarrah. 1 Palestinian family demolished their own home in Issawiyya. 5 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and al-Sudaniyya; no injuries were reported. After meeting in a Hamas office, various political and military factions in Gaza issued a warning to Israel to ease the blockade. The factions said that if Israel does not comply, they would allow the launching of incendiary balloons and protests by the Gaza fence. (AJ, MEMO 6/23)

Iran said it had foiled a drone attack on a building belonging to the Iranian Atomic Energy Organization in Karaj City, 25 miles west of Tehran. According to the New York Times, the building was on a list of potential targets Israel had presented to the U.S. and which the Trump administration had approved for targeting by Israel. The U.S. seized the domain name for the news site Palestine Today and more than 30 Iranian and Iranian-linked websites, including state-run news agencies. (HA, MEE, REU 6/22; AJ 6/23)

The EU provided the PA and Palestinian banks with a loan of $425 million to help keep the Palestinian economy going as it is facing an economic crisis due to the Israeli occupation and the COVID-19 pandemic. (HA 6/22)

In the West Bank, Israeli forces violently dispersed Palestinians protesting against the new Israeli settlement outpost Evyatar near Beita, injuring 20. Israeli forces also demolished 1 agricultural structure in al-Khadir and 2 agricultural structures in Abu Tayyah. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 5th day in a row. 2 Palestinians were arrested during late-night raids in Yamun and Jalazun refugee camp. In East Jerusalem, Israeli forces raided Issawiyya and confiscated Palestinian flags, leading to a confrontation with Palestinians; 1 was arrested. 3 others were arrested during raids in al-Tur, Silwan, and the Old City. The PA said it still intends to work with Israel on an exchange of COVID-19 vaccines after the PA canceled a deal with Israel on 6/18, saying that the vials received by Israel did not meet the agreed standards. The head of Israel’s central command force Tamir Yadai rejected an appeal by Israeli settlers in the Evyatar settlement outpost to not evacuate it. (HA 6/21)

The new Israeli government decided to postpone a vote on the 2003 emergency regulation, the Provision to the Citizenship and Entry Law, which blocks family unification between Israeli citizens and Palestinians from the West Bank and Gaza. The regulation has been extended yearly since 2003, but the new government coalition did agree that the racist regulation should be extended. The regulation ends on 7/6 and the parties said they would work on a compromise. If the order expires, interior minister Ayelet Shaked is presumed to use her authority to reject family reunification applications from Palestinian citizens of Israel. An Israeli court released the deputy leader of the northern faction of the Islamic Movement in Israel, Shaykh Kamal Khatib, into house arrest after arresting him on 5/14, accusing him of incitement to violence. (MEMO 6/21)

Israeli prime minister Naftali Bennett said Israel would change its approach to Hamas, stating that “our enemies will learn the rules—we won’t tolerate violence, we won’t tolerate trickles (of rocket), we won’t understand or accept ‘rebels’.” Prime Minister Bennett also said his approach was “one of initiative, decisiveness and suspicion.” (HA, TOI 6/20)

In the West Bank, Israeli settlers vandalized vehicles and set fire to 15 dunams (3.7 acres) of agricultural land in the Masafer Yatta area. 6 Palestinians were arrested, including 4 during late-night raids in and around Tubas and Nablus, and 2 at checkpoints near Huwwara and in Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinian and Israeli protesters near Shaykh Jarrah, demanding that they end the lockdown of the area. 9 Palestinians were arrested, including 5 during house raids in Issawiyya and the Old City and 4 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Dayr al-Balah; no injuries were reported. In Israel, thousands demonstrated in Tel Aviv for “a joint future” for all Israelis after days of violence among Israeli citizens. PA president Mahmoud Abbas spoke with Qatari emir Sheikh Tamim bin Hamad Al Thani about the recent Israeli attacks on Gaza and East Jerusalem. Emir Al Thani promised to help organize other nations in ending Israeli attacks on the al-Aqsa Mosque. President Abbas also spoke to the emir of Kuwait, Nawaf Al‑Ahmad Al‑Jaber Al‑Sabah, and the Egyptian security delegation that had been working as intermediaries between Israel and Hamas before the ceasefire. The mayor of Lydda Yair Revivo threatened Palestinian-Israeli councilwoman Fida Shehade that he would send the Shin Bet after her because she had criticized the city’s treatment of its Palestinian-Israeli residents. (HA 5/23)

The UN security council (UNSC) released its 1st statement since the escalation of violence against Gaza on 5/10, calling for adherence to the ceasefire. The statement mourned the loss of civilian lives, called for humanitarian aid to Palestinians, and reiterated its support for a 2-state solution. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. In the West Bank, Israeli settlers set fire to a field planted with wheat crops near al-Mughayyir, causing extensive damage. Israel deployed more forces to the West Bank, increasing the number of military forces by 50%. Israeli forces seized 1 excavator east of Yatta. 1 Palestinian was arrested at the Qalandia checkpoint. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters by the Damascus Gate plaza, injuring 3. Israeli forces also violently dispersed Palestinian protesters at the Hebrew University near Issawiyya, injuring 2 and arresting 3; 3 Israeli police officers were reportedly lightly injured. Earlier, Israeli settlers attacked 1 Palestinian in the area, leading to several other Palestinians coming to his defense. Elsewhere, Israeli forces closed off Shaykh Jarrah to prevent Palestinians from entering the neighborhood and violently dispersed Palestinians in the area, leading to 19 injuries, including 5 that required treatment at a hospital. 6 Palestinians were arrested during raids in and around the Haram al-Sharif compound, Bayt Hanina, Shu‘fat, and Sur Bahir. In Gaza, Israel said incendiary balloons from Gaza started several fires in Israel. 2 rockets were also reportedly fired from Gaza toward Israel; no damage was reported. Israeli forces subsequently attacked Dayr al-Balah, causing damage. Israeli forces also violently dispersed Palestinian protests against Israeli aggression in East Jerusalem near the Gaza fence east of Khan Yunis, injuring 1 protester with live ammunition and 2 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters east of al-Bureij refugee camp; no injuries were reported. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Israeli prime minister Benjamin Netanyahu said, “[w]e firmly reject pressure not to build in Jerusalem. And sadly, these pressures have been increasing recently. I say to our closest friends: Jerusalem is the capital of Israel. Just as every nation builds its capital and builds in its capital, we also reserve the right to build Jerusalem and build in Jerusalem. This is what we have done, and this is what we will continue to do.” His comments came after days of international condemnation of Israeli efforts to evict Palestinians in East Jerusalem, replacing them with Israeli settlers. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. President Abbas also discussed the situation with Tunisian president Kais Saied. (HA, REU, WAFA, WAFA 5/9)

U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression. In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Israeli settlers with military escort raided Kafr Haris and Sabastiyya, closing off areas of both towns for Palestinians. Israeli forces issued demolition orders against 64 Palestinian-owned structures in Ras al-Ahmar. Israeli forces also delivered demolition notices for 2 residential structures and 2 agricultural structures in al-Jiftlik. 19 Palestinians were arrested during raids in and around Ras Karkar, Dayr Jarir, Bayt Umar, Yatta, Tulkarm, Jenin, and Tubas. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

An Israeli planning commission approved 540 new settlement units in Har Homa in East Jerusalem between the city and Bethlehem. The Jerusalem District Planning Committee will need to give the final approval to 540 units on 4/21. The PA condemned the decision. (HA, WAFA 4/7; MEMO, TOI 4/8)

1 Palestinian prisoner in administrative detention suspended his 47-day-long hunger strike after being promised that Israel would set a date for his release. (WAFA 4/7)

Palestinian human rights activist Issa Amro was acquitted of all charges in a Palestinian court. He had been charged with insulting higher authorities, causing public strife, and disturbing public order after writing criticism about the PA. (Twitter 4/7; Twitter 4/8)

Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The Jordanian government has banned all national outlets from covering the issue. U.S. president Joe Biden assured Abdullah II of his support in a call. (AJ, AP, REU 4/6; AJ, AP, HA, HA, REU 4/7)

The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. The U.S. also said it was ready to lift “sanctions that are inconsistent with the JCPOA [Joint Comprehensive Plan of Action]” on Iran. The announcement came as indirect talks about the U.S. rejoining the Iran nuclear deal, brokered by the EU, were underway in Vienna. (HA 4/8)

Axios reported that the U.S. has asked Israel to provide the water to Jordan it requested last month, but that Israel is said to withholding due to prime minister Benjamin Netanyahu’s personal feud with King Abdullah II, which has been growing in recent months and straining the 2 countries’ relationship. The trial against Israeli prime minister Benjamin Netanyahu began after many delays. Prime Minister Netanyahu is charged with fraud, bribery, and breach of trust. Netanyahu’s trial began on the same day as Israeli president Reuven Rivlin started consulting with Israeli party leaders to determine who will go 1st at trying to form a government. The Jerusalem Post reported that the pharmaceutical company Pfizer has halted shipments of 700,000 doses of the COVID-19 vaccine to Israel because the country owes the company payment for 2.5 million doses of vaccines already delivered. Israel made a deal with the company, allowing them to use more collected data by the Israeli health system, and paid more per dose than any other country. (JP 4/5)

Former Jordanian crown prince Prince Hamzah bin Hussein, who was put under house arrest on 4/3, said in a voice recording that he will not stay silent, thus disobeying the Jordanian army’s orders not to communicate with anyone. Prince Hamzah is accused of being part of a plot against his half-brother King Abdullah II. Later in the day, Prince Hamzah was said to have pledged allegiance to King Abdullah in a letter after talking to his and Abdullah II’s uncle Prince Hassan. In the West Bank, Israeli settlers vandalized some 100 olive saplings in Qusra. An Israeli settler also opened fire at PA Lands and Water Authority employees working near al-Twana; no injuries were reported and the settler was detained by Israeli forces. 1 Palestinian was arrested at a checkpoint southwest of Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Jabal Mukabir and Israeli forces razed land east of Issawiyya. In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. Israel confiscated the PA foreign minister Riyad al-Maliki’s VIP travel permit upon his return to the West Bank because he had met with the ICC chief prosecutor Fatou Bensouda on 3/18. The PA foreign ministry called Israel’s decision an “attack against the State of Palestine.” The foreign minister of Luxembourg Jean Asselborn said his country deeply regretted the retaliatory action by Israel. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. U.S. president Donald Trump announced that Morocco had decided to normalize relations with Israel in a deal where the U.S. reverses decades of policy to recognize Moroccan sovereignty over the Western Sahara. As part of the deal, Morocco will open a diplomatic office in Tel Aviv and Israel in Rabat, which eventually will be turned into embassies; both will also grant overflight rights to each other. The UN recognizes the legitimate rights of the Sahrawi people to self-determination as it does the Palestinian people. U.S. officials later told Reuters that the U.S. is negotiating with Morocco to sell 4 sophisticated drones to the country. According to the prime minister of Morocco Saad-Eddine El Othmani, the king of Morocco Mohammed VI and PA president Mahmoud Abbas spoke on the phone after the announcement of the normalization deal. Prime Minister El Othmani also said Morocco still rejects the U.S. peace plan and remains “supportive of the Palestinian cause.” Hamas called the normalization deal a betrayal while the PA has been silent. Moroccans protested the normalization in several cities after the announcement. It was reported by the New York Times that the U.S. also promised Morocco to facilitate an investment of $3 billion over 3 years as part of the deal. PLO secretary-general Saeb Erakat was transferred from his home to a hospital in West Jerusalem for treatment of COVID-19. Erakat had a lung transplant 3 years ago, making him more vulnerable to the virus.
