U.S. Secy. of State Kerry tells the House Foreign Affairs Cmte. that the Obama administration is requesting that negotiators be given time to do their jobs in talks with Iran, and for Congress to hold off on passing any new sanctions-related bills. Kerry affirms that it is a “very delicate diplomatic moment.” U.S. Senate Banking Cmte. chmn. Tim Johnson (D-SD) says he will not back new sanctions legislation at this time. Meanwhile in Geneva, Iranian delegation head Hamid Baeedinejad says that talks with the IAEA are going smoothly. The meeting is also attended by officials from the U.S., China, Britain, France, Germany, Russia, and the EU. (JP, REU 12/10)

U.S. Defense Secy. Hagel meets with the Qatari emir Shaykh Tamim bin Hamad and DM Hamad bin Ali al-Attiyah, and signs a 10-year defense cooperation agreement that will govern interaction between U.S. and Qatari forces. (REU 12/10)

U.S. Secy. of State Kerry heads to Amman, Jordan, and holds talks with King Abdallah and FM Nasser Judeh, with the king praising the “trust” Kerry has among all sides in the Israeli-Palestinian peace process. At a joint press conference with Judeh, Kerry says that Israeli and Palestinians leaders had reaffirmed to him their commitment to negotiations. Later that day, Kerry holds another round of talks with Abbas, in Amman. In media interviews, he also reveals he will return the next day for another meeting with Netanyahu, an unplanned addition to the trip. In an interview broadcast on Israeli television, Kerry warns that without a peace deal, Israel could face a 3d intifada and “increasing isolation” and “delegitimization.” (AFP, AP, REU 11/7)

Swiss scientists say that tests show Yasir Arafat died with high levels of radioactive polonium in his body, but do not say that this was definitively the cause of death. Palestinian officials demand an international investigation into the “killing” of their former leader, according to PLO official Wassel Abu Yousef. (AFP, BBC, REU 11/7)

Diplomats from Iran and the P5+1 group begin talks in Geneva, coordinated by the EU’s Catherine Ashton, in an attempt to work out the details of a deal to end the dispute over Tehran’s nuclear program. (HA, REU 11/7)

An unnamed diplomat says that Jordan will replace Saudi Arabia on the UNSC for a 2-year term, after Riyadh rejects the position out of anger with the body’s inability to take what it deems appropriate action with regard to issues like Syria and Israeli-Palestinian relations. (AP 11/8)

U.S. Pres. Obama says in a speech at the White House that he has asked Congressional leaders to postpone a vote authorizing force while a “diplomatic path”is pursued, a reference to a Russian proposal to achieve the destruction of Syria’s chemical weapons stockpile. In response to Moscow’s proposal, France pushes for a UN res. that would be under Chapter 7 and threaten “serious consequences” for non-compliance—a framework immediately rejected by Russia. The Syrian govt., meanwhile, accepts the Russian idea. (AFP, AP, NYT, REU 9/10)

In the West Bank, the IDF conducts house searches and arrest raids in Qalqilya and 1 village nr. Hebron at night; patrols in 1 village nr. Qalqilya at night. Jewish settlers from Beit El nr. Ramallah throw stones at Palestinian vehicles, while in a separate incident, settlers uproot some 40 Palestinian olive trees in the s. Hebron hills. In East Jerusalem, Jerusalem municipality-owned bulldozers level lands to make a trench between Issawiyya village and French Hill settlement, at the request of the latter’s residents. Palestinian official Nabil Shaath tells the media that U.S. Secy. of State Kerry had “guaranteed us in writing” that talks would start from the 1967 lines, with State Dept. spokesperson Marie Harf subsequently denying such a document. (NYT 9/9)

The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. Syrian FM Walid Muallem welcomes the Russian proposal as a way of preventing “an American aggression.” (AFP, AP, REU 9/9)

The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. In the West Bank, IDF forces shoot and injure 1 Palestinian in clashes provoked by an IDF arrest raid in Dahaysha r.c. nr. Bethlehem. Senior PLO official Hanan Ashrawi says that the Palestinians may turn to UN bodies in response to Israeli settlement construction even before the current peace negotiations have come to a conclusion. In remarks made during a tour of East Jerusalem settlements, Ashrawi tells journalists “if Israel does not stop, then we have to move.” Meanwhile, Israel’s High Court of Justice rules that 30 structures in the Amana outpost in the West Bank should be demolished, but gives no evacuation date and leaves room for an appeal. A suspected chemical weapons attack takes place in Ghouta, a rebel-held suburb of Damascus, with wildly differing claims of fatalities (from a few hundred to over 1,000). Opposition forces blame the Bashar al-Asad regime, a claim denied by the govt. The UNSC holds an emergency meeting in response and calls for clarity, welcoming Ban Ki-moon’s call for a prompt investigation by UN inspectors. The U.S.-France-UK-drafted res. was changed to accommodate objections from Russia and China. (AFP, REU 8/21)

EU FMs meet for an emergency session in response to events in Egypt and agree to suspend the sale of security equipment and arms. EU foreign policy chief Catherine Ashton says that “recent actions of the military have been disproportionate.” (NYT 8/19; AFP 8/21)

U.S. Secy. of State John Kerry meets with Israeli justice minister Tzipi Livni and Special Envoy Yitzhak Molcho in Amman, their 4th meeting since Kerry’s arrival in the region on 5/23. Kerry also meets with Palestinian pres. Mahmud Abbas in Amman, their 3d meeting of the trip, before returning to Washington. Kerry tells reporters before he leaves the region that he expects answers from both Netanyahu and Abbas within one or 2 weeks. (HA 5/27)

During talks in Brussels, EU foreign ministers fail to reach agreement on supplying arms to Syrian rebels but reinstate sanctions on Damascus and lift an arms embargo for the opposition. Member states like Britain and France are now free to go it alone in sending weapons should they see fit at some point. (NYT, REU 5/27)

In the West Bank, IDF soldiers demolish 2 structures in Oz Zion, a Jewish settlement outpost nr. Ramallah. The IDF also patrols in al-‘Arub r.c. nr. Hebron and 2 villages nr. IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in nonviolent demonstrations against the Israeli occupation and in solidarity with Palestinian prisoners. The demonstrations are held in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. Bethlehem (al-Ma’sara), 1 village nr. Hebron (Bayt Ummar), al-Haraiek area nr. The European Union missions in Ramallah and Jerusalem express serious concern over Israel’s demolition of 22 structures across 8 locations in the West Bank and East Jerusalem earlier in the week that displaced 28 Palestinians. The EU statement notes that some of the destroyed structures were funded by member states. (JP 4/27)

U.S. Pres. Barack Obama hosts Jordan’s King Abdullah II at the White House, with discussions to include the Syrian crisis, as well as Jordan’s political and economic developments. Speaking to reporters in the Oval Office before the meeting, Pres. Obama says he would respond ‘‘prudently’’ and ‘‘deliberately’’ to solid evidence Syria has used chemical weapons, a development he describes as a ‘‘game changer’’ for Washington (see 4/23). A report by the European Union’s consuls general in East Jerusalem and Ramallah is leaked, revealing that the diplomats have urged the EU to implement economic sanctions against Israeli settlements in the West Bank and East Jerusalem. The recommendations include that the EU ‘‘prevent, discourage and raise awareness’’ of direct investments by European companies in settlements. A previous leaked report (see JPS 163) had warned that Israeli settlement activities were ‘‘closing the window’’ on the 2-state solution, and encouraged the EU to look at ways of stopping ‘‘financial transactions in support of settlement activity.’’ (AP, HA 2/27)

At talks in Kazakhstan, Iran’s top official Saeed Jalili praises an offer of international concessions that would both allow Tehran to keep a limited amount of highly enriched uranium and also lead to the removal of some trade sanctions. Meanwhile, Israeli PM Benjamin Netanyahu says Iran should be threatened with intensified sanctions and military measures—while in Washington, House Foreign Affairs Committee Chairman Ed Royce introduces a bipartisan bill to move the U.S. to work with the European Union in cutting Iran’s access to the euro. White House spokesperson Jay Carney says that Pres. Obama will visit Israel, the West Bank, and Jordan in the spring, but states that Obama will not present a new peace initiative on the trip. (NYT 2/5, HA 2/6)

Likud-Yisrael Beiteinu begins talks with Yair Lapid’s Yesh Atid party over a possible coalition, with the latter expected to present a lengthy list of demands. (HA 3/2)

Chief PLO negotiator Saeb Erakat says that the PA will not return to negotiations until Israel stops settlement construction and releases Palestinian prisoners. He also says that there would be no EU initiative to resume peace talks without U.S. involvement. Meanwhile, PM Netanyahu’s aide Yitzhak Molho announces he will be stepping down from the Likud-Yisrael Beiteinu coalition negotiation team in order to remain as the PM’s special envoy for peace negotiations with the Palestinians. Israeli DM Ehud Barak tells a security conference in Munich that Israel means what it says with regard to threats to take preemptive action against its enemies. The comment is taken as hint of admission that Israel was behind the air strike in Syria. U.S. officials now say that the attack targeted a weapons shipment bound for Lebanon but also caused collateral damage to a nearby research center, an explanation for the discrepancy between accounts of the target (see 1/30, 1/31). Meanwhile, UK newspaper the Sunday Times reports that Israel is considering establishing a 10-mi. buffer zone inside Syria to protect itself from rebels. (AP, JP, WP 2/3)

Unidentified Israeli officials tell the Jerusalem Post that unofficial, informal talks under EU auspices are taking place between Israeli and Palestinian academics and former political and military leaders. These discrete dialogues are looking at final-status issues like Jerusalem in order to come up with recommendations for steps that could be taken by both sides. (JP, REU 1/8)

Israel’s Jerusalem municipality demolishes a Palestinian home in Silwan in East Jerusalem on the basis that it was built without a permit. Israel’s education min. Gideon Sa’ar convenes an unscheduled meeting of the Council for Higher Education in order to officially endorse the university status of Ariel settlement’s college. Speaking at Ariel University on the same day, PM Netanyahu says the settlement will ‘‘always remain under Israeli sovereignty.’’ (HA, JP 1/8)

Palestinian PM Salam Fayyad says that the PA is on the verge of bankruptcy, but that he is not afraid of popular protests against the PA similar to those that took place in 9/2012 (see Quarterly Update in JPS 166). Fayyad points out that international aid to the PA dropped from $1.8 b. in 2008 to $1 b. in 2011. (JP 1/8)

Pro-Asad Palestinian factions in Damascus call for a cease-fire after a month of fighting in Yarmuk r.c. A statement signed by the PFLP–GC, the Democratic Front for the Liberation of Palestine, and the Nidal Front says that Palestinians in Syria must remain ‘‘neutral.’’ (AJE, Guardian 1/8)

The EU and Russia issue a statement condemning Israeli plans for settlement expansion, citing in particular the proposed E1 development in East Jerusalem. Israeli PM Netanyahu says on Israeli television that he will ignore international condemnation. Meanwhile, adviser to PA pres. Abbas, Nimr Hammad, says that Palestine may complain to the ICC if the UNSC fails to take substantive action over Israeli settlement construction. (JP, MNA, REU 12/21)

Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih) and 1 village nr. Palestinian refugees begin to return to Yarmuk r.c. nr. Damascus after a deal was brokered by UN-Arab League peace envoy Lakhdar Brahimi’s representative Mokhtar Lamani to keep the fighting out of the area. UNRWA estimates that around 100,000 of the camp’s 150,000 inhabitants fled during recent clashes, many taking refuge in the parks and squares of the capital. (AFP, AP 12/21)

EU diplomats meet in Brussels to discuss the possibility of all 27 EU mbr. states writing to the Israeli government to protest recent settlement expansion news. No agreement is reached. British foreign secretary William Hague rules out sanctions against Israel, but says further steps would be considered if the expansion plans were not rescinded. In a letter to UN secy.-gen. Ban and the UNSC, the Palestinians accuse Israel of planning further ‘‘war crimes’’ by expanding Jewish settlements, and urge Israel to be held to account. Speaking in Bethlehem, PA FM Riyad al-Maliki says that the PA will seek to capitalize on the European support to increase international pressure on Israel. (HA, MNA, REU 12/4)

In occupied East Jerusalem, Israeli bulldozers arrive in the Palestinian neighborhood of al-Tur to demolish a home located on the premises of a designated national park, but lawyers secure a delay. Also, after 2 yrs. in which the Israeli Interior Ministry demolished no homes, supervisors begin patrols in occupied East Jerusalem to prepare for the resumption of demolitions of ‘‘illegally built’’ homes. Palestinian authorities in Nablus report that Israel is changing procedures at al-Hamra checkpoint, controlling Palestinian movement between the n. West Bank and Jordan Valley, so that Palestinians will no longer need permits to cross. Meanwhile, the IDF demolishes a mosque in a village in the s. Hebron Hills nr. Yatta and 2 structures nr. Nablus. The IDF patrols in 1 village each nr. Jericho, Ramallah, and Tulkarm in the morning, and 1 village each nr. The UNGA approves a resolution 174–6 (with 6 abstentions) calling on Israel to join the Nuclear Nonproliferation Treaty (NPT) and open its nuclear program for inspection. Those voting against were Israel, the U.S., Canada, the Marshall Islands, Micronesia, and Palau. (AP 12/4)

The Israeli governmentt announces it will confiscate the VAT tax revenues it has collected for the PA during 11/2012, and use the NIS 460 m. of funds to offset the PA’s debt to Israel’s Electric Corporation. On 11/11, Israel’s fin. min. Yuval Steinitz had warned of such a measure in response to the UN bid. (HA 12/2)

The Israeli newspaper Ha’Aretz reports that 5 senior European ambassadors—from Britain, France, the EU, Germany, and Holland—have communicated strong opposition to Israel’s 11/30 plan to expand settlements and develop the E1 area outside of East Jerusalem. An anonymous British diplomat tells the paper that ‘‘London is furious with the decision over the E1 corridor.’’ UN secy.-gen. Ban Ki-moon describes Israel’s plan as an ‘‘almost fatal blow’’ to prospects for peace. Israeli PM Netanyahu dismisses the international criticism at the weekly cabinet meeting, saying that Israel ‘‘will carry on building in Jerusalem and in all the places that are on the map of Israel’s strategic interests.’’ (AFP, HA, REU 12/2)

Addressing 1,000s of Palestinians in Ramallah on his return from the UN, Palestinian pres. Abbas says he will resume national reconciliation efforts soon. Responding to recent Israeli air strikes and cross-border shootings in Gaza that killed 6 Palestinians, Hamas’s IQB for the 1st time in more than a year fires a barrage of at least 45 rockets (including at least 10 Grads) fr. Gaza into Israel; 1 rocket damages an Israeli police barracks and injures 2 police officers, but the others land in open areas. The IQB says it is aiming predominantly at open areas to minimize the severity of its rocket fire and to ‘‘send a message’’ to Israel. In the West Bank, Jewish settlers set fire to a mosque in the village of Jaba nr. Bethlehem and spray graffiti on its walls warning the Israeli government against evacuating the unauthorized settlement outpost of Ulpana (5 buildings, 30 families). This is the 12th mosque vandalized by Jewish settlers since 1/2011. Jewish settlers also vandalize the car of the settler leader negotiating the terms of Ulpana’s evacuation with the Israeli government. OCHA reports that in the previous week, the IDF carried out several significant demolitions in Israelicontrolled Area C: 14 residential structures and 11 animal pens in the al-Hirma bedouin community near Bethlehem (64 displaced, including 37 children); 6 seasonal residential structures in the Jordan Valley (20 displaced); 1 residential structure nr. The P5+1 and Iran close 2 days of ‘‘intense and tough’’ nuclear talks in Moscow. Both sides say that the talks were so detailed and so heated that they need a break to digest all that has been discussed and to confer with their governments. Iran reportedly offers to halt enrichment of uranium to 20% purity if the international community acknowledges Iran’s right to enrich uranium and immediately rolls back sanctions. The P5+1 refuses to delay or waive sanctions until Iran meets specific benchmarks of compliance. Ashton announces that the sides plan to send technical experts to Istanbul on 7/3 ‘‘to make sure all clearly understood the nature of both sides’ proposals’’ and to gauge the prospects for narrowing gaps and holding more negotiations. Unidentified U.S. and Western officials confirm to the Washington Post (6/20) that the U.S. and Israel jointly developed the Flame virus to map and monitor Iran’s computer networks in preparation for a major cyberwarfare campaign. They said, however, that Israel deployed the virus unilaterally, without consulting the U.S., leading to its premature detection by Iran and to development of critical Iranian countermeasures. U.S. intelligence officials had hoped that Flame would reside undetected on Iran’s networks for years sending back valuable information. Computer experts said (WP 6/20) that Flame contained ‘‘DNA-like evidence’’ linking it to the Stuxnet virus (see QU in JPS 158). This would make the Stuxnet and Flame attacks the first recorded sustained cyber-sabotage campaign against a state. (WP 6/20)

Lebanon releases 9 Islamists (7 Lebanese, 1 Palestinian, 1 Saudi) tied to Fatah al-Islam who were among the approximate 180 people detained during the 2007 clashes between Fatah al-Islam and the Lebanese army in Nahr al-Barid r.c. in n. Lebanon (see QU in JPS 145–46). (WT 6/20)

Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements. Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible.
