In the West Bank, Israeli forces order Palestinian farmers to leave their lands near Tubas for undisclosed reasons. They also evacuate and demolish a structure in the Netiv Ha’avot settlement outpost near Jerusalem. The remaining 15 buildings in the outpost are to be demolished by 3/2018. The IDF arrests 2 Palestinians during a late-night raid in Bethlehem, and patrols near Hebron and Nablus. In East Jerusalem, the Israeli police arrest an Islamic Waqf guard at Haram al-Sharif and ban him from entering the Old City for 20 days. Israeli forces also arrest 2 Palestinians during raids in Ras al-Amud. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Hours after employees of the Hamas-run government prevent former PA civil servants from entering government offices in Gaza City, Fatah and Hamas agree to temporarily delay the transfer of government ministries to 12/10. Under their 10/12 reconciliation agreement, administrative control over Gaza was supposed to be transferred to the PA by today (see JPS 47 [2]). The delay is meant to diffuse tensions that have arisen since, according to a joint statement. (AFP, HA 11/20)

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. They do not reach a resolution on the issue of Hamas’s military wing, however. (TOI, WAFA 11/23)

Along Gaza’s border, IDF troops open fire on and then arrest 2 Palestinians as they are attempting to cross into Israel near Bayt Lahiya (1 Palestinian is injured). The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

After 3 days of talks in Cairo, Hamas and Fatah announce that they have reached a new national reconciliation agreement. They do not release the text of the agreement, but according to Palestinian and Egyptian officials close to the talks, the PA is set to lift the sanctions imposed on Gaza earlier this year and Hamas agreed to hand over control of Gaza to the PA by 12/1, inter alia. Egypt’s State Information Service releases a statement announcing that the 2 sides have “agreed on procedures” for reconciliation, acknowledging that “division between the 2 sides” remains. The statement says Cairo will host a follow-up meeting on 11/21. (AFP, HA, MDW, MNA, NYT, PNN, TOI, WAFA, YA 10/12)

Thousands of Palestinians gather in the streets of Gaza City to celebrate the Palestinian reconciliation deal. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian youths throwing stones at them outside a settlement near Hebron (there are no serious injuries), and patrol near Hebron during the day. In East Jerusalem, hundreds of Israeli settlers march through the Old City, chanting slogans, throwing rocks, and smashing car windows. They assault and moderately injure a Palestinian shop-owner. Israeli forces arrest 4 Palestinian youths who attempt to stop the settlers’ attacks. Israeli forces also impose a curfew on Issawiyya and arrest 1 Palestinian driving in the neighborhood. The U.S. State Dept. announces that the U.S. is withdrawing from UNESCO. “This decision was not taken lightly, and reflects [. . .] continuing anti-Israel bias at UNESCO.” The withdrawal goes into effect at the end of 2018. Shortly after the State Dept.’s announcement, Israeli PM Netanyahu’s office announces that Israel is following the “brave and moral” U.S. decision and leaving UNESCO as well. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb outside Nablus late at night, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 3 Palestinians are injured. IDF troops also arrest 2 Palestinians during late-night raids in and around Tulkarm, and patrol near Tulkarm and Hebron. Israeli settlers throw stones at Palestinian vehicles outside the Huwwara checkpoint near Nablus, causing minor damage. In East Jerusalem, approximately 628 Israeli settlers tour Haram al-Sharif for a 3d day in a row, marking the Jewish holiday Sukkot. Hamas and Fatah officials resume talks on a possible national reconciliation agreement under the oversight of Egyptian intelligence officials in Cairo. They discuss ways that the PA can effectively administrate in Gaza, including the operation of the border crossings and issues related to the economy and security. In the evening, the 2 sides issue a joint statement: “We thank Egypt for its sponsorship in achieving reconciliation and ending division and we look forward to continuing talks [. . .] in the same high spirits.” Talks are expected to continue all week. In East Jerusalem, Israeli police arrest a Palestinian security guard at Haram al-Sharif after he stops an Israeli settler from assaulting a Palestinian child who was attempting to enter the sanctuary. Meanwhile, approximately 55 Israeli settlers tour Haram al-Sharif. In the West Bank, IDF troops patrol near Nablus during the day. In central Israel, an Israeli settler is found dead in an industrial area outside Kafr Kassim. Israeli security sources say he was likely killed for “nationalistic reasons.” (HA, YA 10/4; MNA, PCHR 10/5)

A senior Fatah official says that a delegation of Fatah and Hamas officials are set to visit Cairo next week to continue negotiations on a possible national reconciliation agreement. (MNA 10/4; WAFA, YA 10/5)

Following another round of talks in Cairo, both internal and with Egyptian intelligence officials, Hamas releases a statement pledging to dismantle the administrative committee established earlier this year, to allow the PA to resume operations in Gaza, to resume reconciliation talks with Fatah, and to participate in general elections. Fatah Central Committee member Azzam al-Ahmad, who is also in Cairo, welcomes Hamas’s statement and says that Hamas and Fatah are set to take tangible steps toward reconciliation, including bringing PA control back to Gaza, in the coming days. In East Jerusalem, Israeli forces demolish parts of the outer wall of a Palestinian cemetery outside the Old City. In the West Bank, an IDF raid in Tuqu‘ near Bethlehem sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. IDF troops also arrest 4 Palestinians during late-night raids in and around Hebron, Bethlehem, and Qalqilya, and patrol near Jenin throughout the day. Israeli settlers confront Palestinians at the elementary school in Jubbet al-Dhib inaugurated on 9/10, but Palestinians drive them away nonviolently.  After a 2d day of meetings in Cairo, Hamas’s top officials release a statement expressing willingness to “immediately” sign a new national reconciliation agreement with Fatah and disband the administrative committee set up in Gaza earlier this year. They reportedly tell Egyptian intelligence officials that they would allow the PA to take charge in Gaza and carry out new elections only if all Palestinian factions participated in a follow-up conference to elect a new national government. The PASF issues a press release explaining that the 9/4 arrest of Youth Against Settlement founder Amro stemmed from his engagement in “actions that would cause internal strife” and his “contacting foreign parties to undermine the work of the PA.” Amro was released on bail on 9/10. (WAFA 9/11)

PA minister of education Sabri Saidam visits the Jubbet al-Dhib school that the IDF dismantled on 8/22 and 9/9 to celebrate its rebuilding and opening. Elsewhere in the West Bank, Israeli forces confiscate machinery from a Palestinian farm near Tubas. Palestinians throw stones at Israeli forces on patrol in Tulkarm and nearby Nur Shams refugee camp, sparking minor clashes; there are no serious injuries. IDF troops arrest 11 Palestinians during late-night raids in and around Hebron, Tulkarm, Jenin, and Ramallah, and patrol near Hebron. In East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking minor clashes with Palestinian youths; there are no serious injuries. They also arrest 5 Palestinians during raids in Silwan. In Cairo, Hamas leader Ismail Haniyeh chairs the first meeting of Hamas’s top officials since their election earlier this year (see JPS 46 [4] and 47 [1]). They discuss relations with Egypt, the possibility of reconciliation with Fatah, and their regional position. Several Hamas officials then meet with top Egyptian security officers to discuss the Rafah border crossing and other bilateral issues. (TOI 9/10; TOI 9/11)

In the West Bank, Israeli forces impose a curfew on Kafr Haris near Salfit, arrest 1 Palestinian during a raid in the village, then escort approximately 1,000 Israeli settlers to perform religious rites at a site nearby. IDF troops arrest 9 Palestinians and issue 1 arrest summons during raids near Nablus, Ramallah, Hebron, and Bethlehem, and patrol near Jenin and Hebron. Mohammed Tahsin al-Bazam, a Palestinian man, is killed in the Swedish town of Limmared. The Swedish police (8/21) will report that “several people wearing masks entered the apartment through a balcony and shot the man inside. They disappeared after the shooting as quickly as they arrived.” Palestinians in Gaza, including the local Fatah branch, accuse Israel’s spy agency, the Mossad, of assassinating the man. In the West Bank, Israeli forces confiscate a Palestinian garbage truck during a raid nr. Nablus. IDF troops arrest 4 Palestinians during late-night raids nr. Nablus and patrol nr. Hebron during the day. In East Jerusalem, at least 700 Jewish settlers tour Haram al-Sharif in the morning to commemorate Tisha B’Av. Israeli police remove 9 who attempt to pray at the sanctuary. Israeli forces conduct an arrest raid in Shu‘fat, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Jabaliya r.c., causing no damage or injuries. In s. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. In the West Bank, DFLP activists erect a new memorial in Jenin to Khaled Nazzal, the party leader assassinated by Mossad agents in 1986, hours after IDF troops came under fire while removing the original on 6/30. Late at night, IDF troops rearrest Khalida Jarrar, a leader of the Popular Front for the Liberation of Palestine (PFLP) and Palestinian Legislative Council (PLC) mbr., during a raid of her home in Ramallah. She was released from Israeli prison on 6/3/2016, having served 12 mos. on charges related to her PFLP membership. IDF troops arrest 6 more Palestinians during late-night raids in and around Hebron and Ramallah. In East Jerusalem, a Palestinian family demolishes its own home in Issawiyya to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya for the 2d day in a row, causing no damage or injuries. Along Gaza’s border, Israeli forces arrest a Palestinian reportedly attempting to cross into Israel in search of a job. PA atty. gen. Ahmad Barrak blocks 11 websites affiliated with Hamas and exiled Fatah leader Mohammad Dahlan. He says the sites violate “rules of publications” banning defamation and misinformation. (AJ, JP, MNA 6/16)

In the West Bank, an Israeli settler driver allegedly rams a Palestinian youth nr. Hebron, causing serious injuries. Israeli settlers and IDF troops surround a Palestinian school in Tuqu‘ village nr. Bethlehem. The soldiers arrest 2 teachers and 1 student who allegedly threw rocks at the settlers. IDF troops raid a printing shop in Ramallah, seizing $18,000 worth of equipment. They also arrest 2 Palestinians during a late-night raid nr. Ramallah, patrol during the day nr. Hebron and Qalqilya; and violently disperse Palestinian and international activists at a protest encampment outside Yatta village nr. Hebron; there are no serious injuries. The IDF injures 4 Palestinians in further clashes at a checkpoint nr. Qalqilya. In East Jerusalem, Israeli forces arrest 6 Palestinians during violent raids in Issawiyya and Hizma. PA pres. Abbas meets with U.S. special rep. for international negotiations Jason Greenblatt in Ramallah to discuss the Dignity Strike. “We asked the American side to intervene in guaranteeing [our] prisoners’ rights and achieving their humane demands,” Abbas later tells the Fatah Central Comm. (JP, TOI 5/25)

Greenblatt also meets with Israeli PM Netanyahu to follow up on U.S. pres. Trump’s visit to the region on 5/22–23. The PM’s office then denies a report that the U.S. is pushing for Israel to transfer parts of Area C to Area B, increasing Palestinian control of the West Bank, as a goodwill gesture. (JP 5/26)

The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) Yoav Mordechai says that the Israeli govt. will acquiesce to the PA’s 4/27 request to reduce the electricity supply to Gaza (see JPS 46 [4]). The PA, which typically pays NIS 40 m. (approx. $11.2 m.) per mo. for Israel to transfer electricity to Gaza, will reduce its monthly payments to NIS 25–30 m. (BBC, JP, MNA, TOI, YA 5/25; AP 5/31)

Israeli forces shoot and kill a Palestinian youth in the Old City of Jerusalem after she allegedly attempts to stab an Israeli police officer at Damascus Gate, causing no injuries. Palestinian witnesses say that she did not pose a threat to the police, and that she was “executed in cold blood.” Elsewhere in East Jerusalem, the Israeli police open a new station in Shu‘fat r.c. It’s the first of 5 new stations planned across East Jerusalem as part of the NIS 1 b. plan to increase security announced in 8/2016 (see JPS 46 [1]). Meanwhile, Israeli forces arrest 6 Palestinians during late-night raids in Silwan and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr Dayr al-Balah and Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. The IPS releases footage, taken on 4/27 and 5/5, purportedly showing Marwan Barghouti eating cookies and candy in his prison cell. Barghouti, the Fatah leader who organized the Dignity Strike, is currently being held at Kishon Prison. Some IPS sources say that they provided him with the food to see if they could get him to break his strike. Barghouti’s lawyer and various Palestinian leaders dismiss the videos as forgeries. Israel’s Ministerial Comm. for Legislation approves a new version of the so-called nation-state bill, which would cancel Arabic’s status as an “official language” of Israel and codify Israel’s status as the “national home of the Jewish people”. Disagreements over previous drafts of this bill led to the dissolution of the Knesset and national elections in 3/2015 (see JPS 44 [3, 4]). Unlike earlier drafts, the version approved today does not subordinate Israel’s democracy to its Jewish character. (HA, JP, TOI 5/7)

Approximately 100 Israeli settlers smash windows and attempt to break into a home in ‘Urif village nr. Nablus before Palestinian residents of the village force them away. IDF troops then violently disperse the residents of ‘Urif; 4 Palestinians and 1 IDF soldier are injured. Israeli settlers also throw stones at Palestinian homes and vehicles in nearby Huwwara, lightly injuring 1 Palestinian and causing no serious damage. Meanwhile, hundreds of Palestinians gather across Gaza, Israel, and the West Bank to demonstrate in solidarity with the prisoners. IDF troops shoot and kill a Palestinian driver at a junction nr. the Gush Etzion settlement after his car collides with the back of a bus, injuring an Israeli settler. The IDF describes the driver as an “assailant,” despite photographic evidence to the contrary. IDF troops raid the alleged attacker’s home nr. Jerusalem late at night, issuing arrest summons to his mother and 2 brothers. Meanwhile, the IDF arrests 3 Palestinians during late-night raids in Nablus, Qalqilya, and nr. Hebron; and patrols nr. Hebron throughout the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Palestinian women incarcerated at Israel’s Hasharon Prison launch protests in solidarity with the 1,500-plus Palestinian prisoners who declared a mass hunger strike on 4/17 (dubbed the Dignity Strike). IPS forces raid Section 14 of Ofer Prison nr. Ramallah, conducting searches and destroying the belongings of some prisoners. Separately, an IPS legal advisor informs Fatah leader Barghouti’s lawyers that they will be allowed to visit their client soon. They were reportedly denied access on 4/18. Meanwhile, Israeli forces violently disperse Palestinians marching through Abu Dis, East Jerusalem, in solidarity with the prisoners. (MNA 4/19; HA 4/20)

The Israel Prison Service (IPS) suspends the family visitation rights of the Palestinian prisoners who went on hunger strike on 4/17. IPS has also reportedly confiscated the phones, clothes, and sheets of 7 prisoners who joined the strike; and denied lawyer Jawad Boulus’s request to visit his client Marwan Barghouti, the Fatah leader who is credited with organizing the strike and who is being held in solitary confinement. Meanwhile, dozens of Fatah supporters set up a tent in Tuqu‘ nr. Bethlehem to show solidarity with the prisoners. Palestinian citizens of Israel set up a similar tent in Umm al-Fahm, and a Palestinian family in Salfit goes on hunger strike in solidarity with their imprisoned relatives. (JP, MNA, WAFA 4/18)

PA pres. Abbas says that he may take “unprecedented steps” to end the Hamas-Fatah rivalry that prevents the PA from taking control of Gaza. “These days, we are in a dangerous and tough situation that requires decisive steps, and we are [ready] to take these decisive steps. Therefore, we are going to take unprecedented steps in the coming days to end the division,” he says. The Gaza-based Ministry of Interior announces that it will begin accepting applications for jobs in the security forces from female Palestinians. The change in policy marks the first time females will be hired as security forces since 2014. (MNA 4/13)

In Beijing, PA FM al-Maliki calls on China to play a more active role in the Palestinian peace effort, including support for Palestinian initiatives in international forums. Human Rights Watch (HRW) calls on the Egyptian govt. to “immediately disclose” whether or not it is detaining the 4 Palestinian men, all reportedly Hamas affiliates from Gaza, who were abducted on 8/19/2015 as they traveled by bus from the Rafah border crossing to Cairo. HRW says that Al Jazeera published a photograph purporting to show 2 of the men in a Cairo facility in 8/2016. The report reads, “incommunicado detention violates basic protections for both civilians and fighters under Egypt’s code of criminal procedure, which requires authorities to bring criminal suspects in front of a prosecutor within 24 hours and prosecutors to charge the detainee based on evidence or release the person immediately. It also violates international law, which requires that all detainees, regardless of their particular status, be brought ‘promptly’ (i.e., within days) before a judicial officer or equivalent to review the legality and necessity of their detention.” (HRW 4/13)
