In response to UNSC Res. 2334 passed on 12/23, Israeli DM Lieberman orders the reduction of civil and diplomatic ties with the Palestinians. Israel’s defense establishment will, however, continue to coordinate with the Palestinian security apparatus as usual. (HA, JP 12/25; MNA, YA 12/26)

A Palestinian stabs and injures an Israeli settler inside his home in the Efrat settlement nr. Bethlehem. After the attack, Israeli forces crack down on Palestinian villages nr. Bethlehem, setting up mobile checkpoints and clashing with stone-throwing Palestinians in multiple locations; there are no serious injuries. They also violently suppress the annual “Santa Claus March” in Bethlehem, causing no serious injuries. Elsewhere, a Palestinian youth succumbs to injuries sustained during clashes with the IDF nr. The UNSC passes Res. 2334, the anti-Israeli settlement measure that Egyptian diplomats circulated on 12/21, with 14 votes in favor and the U.S. abstaining. The res. contains no enforcement protocols, but it could facilitate lawsuits against Israel at the International Criminal Court (ICC), sanctions on Israel’s settlement building, and more boycotts of settlement products. After the UNSC vote, U.S. secy. of state Kerry says that he plans to “speak further to the vote . . . and share more detailed thoughts, drawn from the experience of the last several years, on the way ahead.” Some of Kerry’s aides say that he intends to lay out a “comprehensive vision for peace.” (YA 12/23; HA 21/24)

In the West Bank, IDF troops arrest 10 Palestinians and confiscate equipment from a printing house during late-night raids in and around Hebron, Nablus, Bethlehem, and Tulkarm; and patrol nr. Hebron during the day. Along Gaza’s border, IDF troops open fire on Palestinian shepherds and bird hunters nr. Khan Yunis, causing no injuries. An Israeli sniper shoots and kills a Palestinian youth during major clashes sparked by an IDF raid overnight in Bayt Rima village nr. Ramallah. The IDF temporarily shuts down entrances to the village after the clashes. Elsewhere in the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 5 Palestinians during late-night raids nr. Nablus, Hebron, Tulkarm, and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces begin building a road leading to a settlement outpost nr. Nablus. Late at night, armed Palestinians allegedly shoot and injure an Israeli settler driver nr. Rantis village nr. Ramallah. Israeli forces then close the entrances to Rantis and 3 other villages in the area (Rantis and Shuqba village will be reopened on 1/13). In East Jerusalem, Israeli forces conduct raids nr. the Old City and in Shu‘fat r.c., arresting 4 Palestinian youths and shutting down several shops. Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. The new deal is contingent on Israel’s High Court permitting a 1-mo. stay of its evacuation order for Amona. (HA, JP, MNA, NYT, TOI, YA 12/18; JP 12/19)

Ramallah, which are nr. the site of the alleged settler-involved shooting on 12/14. IDF troops arrest Palestinians during latenight raids nr. Hebron and Salfit, and patrol nr. Nablus and Hebron during the day. In East Jerusalem, Israeli forces conduct raids in Hizma overnight, sparking clashes with stone-throwing residents; several Palestinians are injured. The UNRWA employees’ union in Gaza announces that it will escalate its protests against the agency in response to its failure to fill teaching job vacancies this year. UNRWA claims that negotiations are still ongoing, but the union says that they failed to reach an agreement and that the agency decided to end negotiations. (MNA 12/16)

In Tunisia, a Hamas-affiliated flight engineer specializing in drone technology is shot and killed in his car in the city of Sfax. The Tunisian press will report that Israel’s Mossad is responsible. (YA 12/16)

Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Bayt Umar nr. Hebron, and Kafr Qaddum nr. Qalqilya. Elsewhere in the West Bank, IDF troops raid several areas nr. Tubas, confiscating a garbage truck and tractors, and delivering several stop-work orders to Palestinians constructing a power line. They also arrest 1 Palestinian and issue 1 arrest summons during late-night raids nr. Hebron, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces raid a children’s center in Silwan following reports of stone throwing in the area; they make no arrests. The Israeli govt. informs the High Court of Justice that it has decided to return 7 corpses of Palestinians killed in violent attacks against Israelis in recent mos., but only if the families agree to certain conditions. The decision comes in response to the families’ petitions. The Israeli authorities say that the cases of 3 other corpses must be studied further because of their relation with Hamas and the security cabinet’s 12/8 ruling on the matter. (HA, MNA, YA 12/9)

In and around East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Hizma village and Qalandia r.c. Late at night, they conduct raids in Shu‘fat r.c., sparking minor clashes with stone-throwing residents; there are no serious injuries. In Israel, Israeli forces demolish 2 homes in a bedouin village nr. Beersheba. A Jerusalem Municipality planning comm. approves the construction of 770 settler residences in the Gilo settlement in East Jerusalem. City officials say that the plans, initially approved in 2013, were “undergoing routine processes of allocation regarding roads and public spaces.” (MNA 12/9)

Israel’s Knesset passes a 1st reading of the new draft of the so-called regulations bill, which passed a preliminary reading on 12/5 and would retroactively authorize illegal settlement outposts in the West Bank. (HA, JP, MNA, TOI, YA 12/7; MNA 12/8)

A senior Israeli official says that Israeli PM Netanyahu has rejected French pres. François Hollande’s invitation to a mediated meeting with PA pres. Abbas after the next French-organized peace summit, which is set for 12/21. Later, Netanyahu calls Hollande personally to discuss the invitation. He tells the French pres. that he would be happy to meet with Abbas, but only if the conference is canceled. (HA, JP, YA 12/7)

At the Saban Forum at the Brookings Institute in Washington, Israeli defense minister (DM) Avigdor Lieberman says that the Knesset should postpone work on the so-called regulations bill, which would retroactively authorize all of Israel’s illegal settlement outposts in the West Bank, including Amona, until U.S. pres.-elect Donald Trump takes office. “The key to the future of the settlements is reaching understandings with the U.S. on this issue,” he says. In the West Bank, IDF troops arrest 5 Palestinians during late-night raids nr. Hebron and Qalqilya. They also shoot and injure a Palestinian attempting to cross into Israel nr. Bethlehem. Meanwhile, Coca-Cola inaugurates its 1st bottling plant in Gaza, kicking off full operations at the $20m. facility (partial operations began in 4/2016). The plant employs 120 Palestinians from Gaza, and the company plans to employ up to 270 within 3 yrs. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops arrest a Palestinian attempting to cross into Israel nr. Bayt Lahiya. They do not inform his family, who will spend the next 2 days searching for him. (The Israeli govt. will release a statement on 12/28 announcing that the man is a Hamas military operative. His family will deny the report, asserting that he has no affiliation with Hamas and that he is mentally unstable.) In the West Bank, IDF troops arrest 7 Palestinians during late-night raids in and around Hebron, Bethlehem, and Ramallah; and patrol nr. Qalqilya and Hebron. Israeli settlers assault a Palestinian returning from work s. of Jerusalem. He suffers serious injuries, and the settlers flee the scene. Islamic State of Iraq and al-Sham (ISIS) fighters in Syria launch mortars at IDF troops patrolling along the border in the Israeli controlled Golan Heights, causing no injuries. The IDF returns fire, bombing a car armed with a heavy machine gun. 4 ISIS fighters are reportedly killed. Approximately 1,000 UNRWA employees go on strike in Gaza City to protest the agency’s failure to fill vacant positions and to pay full salaries to many employees. In the West Bank, IDF troops shoot and injure a Palestinian from Bethlehem as he is attempting to cross into Israel for work. They also arrest 5 Palestinians during late-night raids in and around Nablus and nr. Ramallah; and patrol nr. Qalqilya and Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Silwan. In Israel, a mosque in Lydda is fined around NIS 726 (approx. $200) in accordance with Israel’s “pollution and nuisance” law for using loudspeakers to broadcast the call to prayer at night. The Israel Land Authority announces that the bedouin village Umm al-Hiran will be demolished on 11/22. The village’s residents are to be evacuated and relocated to a nearby municipality to make way for the construction of a new Jewish settlement called Hiran. (EI 11/23)

In the West Bank, Israeli forces demolish a residential structure and a community center in Umm al-Khayr village and a water well nr. Hebron, as well as a residential structure outside Bayt Jala nr. Bethlehem. IDF troops conduct a raid in Nablus late at night, sparking clashes and a brief firefight between their PASF escort and armed Palestinians; 1 Palestinian is killed and 3 PASF troops are injured. The IDF arrests 2 Palestinians and confiscates a number of appliances during further raids in Ramallah and nr. Hebron; and patrol during the day nr. Hebron. Meanwhile, the Israeli authorities announce that they have approved a master plan for future development of Tinnik village nr. Jenin. Israel, which rarely permits Palestinian building in Area C, has been authorizing new projects in the context of DM Lieberman’s “carrot-and-stick” policy. A small Salafi group fires a rocket from Gaza into Israel, which explodes in Sderot, causing no injuries and minor damage. Holding Hamas responsible, the IDF fires tank shells and launches at least 25 air strikes on Hamas military sites in Bayt Hanun, Khan Yunis, and Gaza City, causing substantial damage. After the air strikes, the Israeli press reports that Hamas sent a message via a 3d party pledging to try to deescalate tensions and to stop small armed groups from firing more rockets. Meanwhile, an Israeli jet crashes on its return trip from a sortie in Gaza, killing the pilot and injuring another Israeli airman. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. Bensouda is still conducting the preliminary examination into alleged war crimes that she initiated in 1/2015 at the Palestinians’ request. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." Israeli naval forces intercept the ship Zaytouna around 35 naut. mi. off the coast of Gaza and peacefully arrest its all-female crew of solidarity activists. The takeover and escort to the port of Ashdod are “uneventful,” according to the IDF. The women are then detained at Givon Prison ahead of their likely deportation. PLO secy.-gen.
