In Gaza, police arrest 2 Palestinians for allegedly planting an explosive outside al-Quds Open University. In Hebron, hundreds of Palestinians and international activists gather at the entrance to al-Shuhada Street (closed since 1994) to protest the occupation. Elsewhere, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 areas nr. Ramallah (Bil‘in, Ni‘lin, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 5 Palestinians are moderately injured by rubber-coated metal bullets. The IDF also patrols in 2 villages nr. Qalqilya. In the Gaza Strip, IDF troopsstationed along the n. border open fire on a group of stonethrowing Palestinians, injuring 4. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. Following the call, senior PLO and Fatah officials postpone their meeting to discuss a response until 12/14. (JP, MNA 12/13)

In the West Bank, IDF troops shoot and kill 2 Palestinian teenagers outside Ofer prison nr. Ramallah during protests held on the 66th annual day of Nakba commemoration. There are conflicting reports about whether they are shot with live ammunition or rubber-coated metal bullets. Thousands of Palestinians participate in Nakba Day protests across the West Bank and Gaza Strip, including rallies jointly organized by different political factions. In Hebron, IDF troops injure 11 demonstrators with rubber-coated metal bullets. In Gaza City, a large crowd gathers to support of the right of return and to protest continued negotiations with Israel. In East Jerusalem, Israeli police violently disperse a rally, injuring 6. The IDF conducts house searches and arrest raids in 1 village nr. Nablus at night; patrols in 2 villages nr. Hebron in the afternoon, and in 3 villages nr. Hebron, 2 villages nr. U.S. Secy. of State Kerry meets with Israeli chief negotiator Livni in London, a day after meeting with PA Pres. Abbas. The State Dept. describes the meeting as “informal,” and no details of their discussions are released. (ToI 5/15)

In the Gaza Strip, IDF troops conduct a limited incursion nr. Dayr al-Balah to level land close to the border fence. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron and Nablus at night; patrols in 1 village nr. Jericho in the morning, in 1 village nr. Qalqilya in the afternoon, and in 2 villages nr. Hebron, 1 village nr. Ramallah, Qalqilya and Tulkarm at night. Unknown assailants throw a petrol bomb at a Jewish settler’s car nr. Hamas’s armed wing Izzeddin al-Qassam Brigades claims direct responsibility for digging the tunnel under the Gaza-Israel border recently exposed by the IDF. Meanwhile, Israeli authorities open Kerem Shalom border crossing for truckloads of imports including commercial commodities and limited amounts of fuel and gas for domestic use. Journalists demonstrate in Ramallah to demand the reopening of the Gaza Strip offices of Ma’an News Agency and Al-Arabiya, which have been shut since the summer. Meanwhile, the PA Public Workers’ Union announces a general strike to begin on Wednesday in all govt. offices in the West Bank, due to an industrial dispute about rising living costs requiring a commensurate increase in wages. Gunmen shoot dead 3 people including a child outside a Coptic church in Cairo, opening fire on congregation mbrs. as they leave the church. In the Sinai, gunmen attack Egyptian security forces nr. Shaykh Zuweid in the Sinai, injuring 3. Meanwhile, some 3,000 student supporters of ousted pres. Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. At one such rally today, IDF soldiers clash with residents in Abu Dis, East Jerusalem, shooting and injuring 1. In the West Bank, Jewish settlers destroy hundreds of almond and olive trees in Bayt Dajan nr. Nablus, while in Dayr Jarir nr. Ramallah, settlers attack Palestinian property and set fire to 10 vehicles. The IDF patrols in 1 village nr. Jenin and 1 village nr. Tulkarm in the morning, and in 1 village nr. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

In response to recent escalating rocket and mortar fire, IDF warplanes and helicopters carry out 7 early morning air strikes on 2 caravans nr. Khan Yunis (no injuries), a cheese factory in Gaza City (injuring 3 Palestinian children nearby), and a metal foundry in Nussayrat r.c. (no injuries) that Israel claims were weapons factories and arms depots, warning of broader retaliation if rocket attacks continue. The U.S. urges both sides to display restraint. Hrs. later, Hamas issues a statement saying it is working with Gaza factions to reimpose the cease-fire with Israel before it escalates out of control, but also condemns the Israeli air strikes for aggravating the situation and calls on the international community to press Israel to keep retaliation in check. The IDF raids Qalqilya, killing (possibly assassinating) local PFLP leader Ra'id Nazil, detaining 16 Palestinians. The IDF also conducts arrest raids into Jenin and Nablus, arresting 26 Palestinians. In Bethlehem, IDF snipers again fire on the Church of the Nativity, seriously injuring 2 Palestinians, who are evacuated for treatment; 4 PSF officers surrender to the IDF. In Ramallah, 100s of Palestinians demonstrate outside the PA compound against Arafat's confinement, clash with the IDF, leaving 11 injured. In Gaza, 15,000 Palestinians attend a Hamas rally calling fo the continuation of the armed intifada. Palestinians fire mortars at an IDF checkpoint, detonate a bomb outside Kefar Darom settlement in Gaza, causing no damage. In response, the IDF shells the PA naval police headquarters in Dayr al-Balah, residential areas of Khan Yunis; sends tanks, troops into Khan Yunis for 3 hrs. to conduct extensive searches. The IDF also conducts arrest raids in Abu Dis, Azariyya. Some 2,000 Palestinians in Gaza City and 15,000 Palestinians in Nablus rally in support of Arafat. In Gaza and Nablus, 1,000s of Palestinians angry over the PSF's excessive use of force against protesters on 10/8 defy the PA's ban on demonstrations, conduct protest marches, and clash with police again, setting 1 PSF office on fire in Nussayrat camp. Meanwhile, the IDF directs shells, gunfire at residential areas of Gaza City; bulldozes 100 dunams of Palestinian land in al-Qarara, damaging 1 home, destroying 3 tents, plus water and electricity systems. In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Ramallah). The U.S. had hoped Arafat and Barak would sign a document outlining the agmts., but the Arafat would do so only if the text included provisions for an international inquiry, which Barak rejected.
