In the West Bank, Israeli settlers physically assault and pepper spray a Palestinian man in Nablus during a raid near Joseph’s Tomb. Israeli settlers also begin constructing a settlement outpost in al-Muarajat. Israeli forces shoot and kill an 11-year-old child and injure 2 others during a raid in Burin. Israeli forces also shoot and kill a 16-year-old child during a raid in al-Am’ari refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian child in Fawwar refugee camp. Israeli forces also punitively demolish the home in Jenin of a Palestinian man killed by Israeli forces in May 2023. Meanwhile, Israeli forces raid Tulkarm and Nur Shams refugee camp, uprooting streets. Israeli forces also arrest 55 Palestinians during late-night raids in and around Hebron, Tubas, Bethlehem, Qalqilya, and Ramallah. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Rafah, Bayt Lahiya, Jabalia refugee camp, and Nuseirat refugee camp, killing at least 124 people. More than 30,534 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 71,920 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 413 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 107 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. A White House readout of the meeting says Harris reiterates Israel’s right to defend itself, expresses deep concern for the humanitarian situation in Gaza, and urges Hamas to accept a 6-week ceasefire. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. Israeli forces also seize a bulldozer during a raid in Bidya. Meanwhile, Israeli forces also arrest 30 Palestinians from Gaza in Barta’a and 5 others in Nablus, Beit Furik, Jalazone, Jericho, and Tubas, including a Palestinian child in Jericho who was released as part of the ceasefire prisoner swap in November 2023. 9 Palestinians prisoners released as part of the deal have been arrested again. In Gaza, Israeli forces bomb Khan Yunis, Gaza City, Dayr al-Balah, and Rafah, killing at least 96 people. 2 babies die at the Kamal Adwan Hospital due to dehydration. 2 rockets are fired at Ashkelon, both are intercepted. 2 Israeli soldiers die in combat. In Lebanon, Israeli forces bomb Ayta ash Shab, Sidon, and Tyre. Hezbollah fires anti-tank missiles at an Israeli airbase in the Mount Meron area, causing damage. The Israeli military’s Central Command commander Yehuda Fuchs signs an order to allow the Mitzpeh Yehuda settlement outpost to be turned into a new settlement called Mishmar Yehuda that initially would have 3,600 housing units and later expand to 13,600 housing units. Hamas official Basem Naim says Hamas has not received the U.S., Israeli, Egyptian, and Qatari ceasefire counterproposal. Reuters reports that the proposal’s first stage includes a 40-day ceasefire, a prisoner exchange ratio of 1 Israeli to 10 Palestinians, that both parties end military operations, a halt to Israeli arial reconnaissance operations for 8 hours a day, and a gradual return of Palestinians to northern Gaza except for men of military age. The second stage would see Israeli forces leave densely populated areas, at least 500 trucks carrying aid enter daily, 200,000 tents and 60,000 caravans enter Gaza, and Israel allow the rebuilding of hospitals and bakeries and allow heavy machinery to enter Gaza to remove rubble. Al-Maliki also briefs the UN Human Rights Council on the situation in Gaza. President Mahmoud Abbas and Prime Minister Mohammed Shtayyeh meet with Japanese foreign minister Tsuji Kiyoto in Ramallah. Israeli economy minister Nir Barakat tells reporters at the World Trade Organization conference in Abu Dhabi that “in the wars Israel had we had a dip in the economy but immediately after we had a huge spike in innovation. And the knowledge and the experience Israel is gathering in this round of violence is second to none . . . U.S. treasury secretary Janet Yellen says Israel has started transferring the PA’s tax revenue to the PA upon request from the U.S. and that she urged Prime Minister Netanyahu to reverse the ban on Palestinians from the West Bank working in Israel. President Joe Biden meets with House speaker Mike Johnson (R-LA) at the White House, urging him to pass the Senate supplemental funding bill providing aid to Israel and Ukraine. Secretary of State Antony Blinken speaks with Saudi foreign minister Faisal bin Farhan Al Saud and UAE foreign minister Abdullah bin Zayed Al Nahyan, discussing the situation in Gaza and the establishment of a Palestinian state. USAID administrator Samantha Power says the U.S. will provide an additional $53 million in humanitarian assistance to Palestinians in Gaza and the West Bank. At the Michigan presidential primaries, an effort to challenge President Biden’s Gaza policy gains support as more than 100,000 voters vote “uncommitted” which organizers had urged people who are angry with Biden’s approach to do in the Democratic primary. In the West Bank, Israeli settlers used pepper spray on 3 Palestinians at the Wadi Qana nature reserve near Salfit and vandalized 5 vehicles. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israel began allowing Jewish worshipers at the Haram al-Sharif compound for the 1st time since the beginning of Ramadan on 4/12; some 250 Jewish worshipers with military escort visited the compound; 9 Palestinians were arrested for protesting the settler incursion. 10 other Palestinians were arrested during raids in Bayt Hanina, al-Tur, and the Old City. In Israel, 1 Israeli woman succumbed to injuries sustained in a fall while seeking shelter on 5/15, raising the Israeli death toll from the Hamas-Israel escalation to 13. PA presidency spokesperson Nabil Abu Rudeineh warned that Israel’s lockdown of Shaykh Jarrah and continued attacks on the Haram al-Sharif compound could lead to an end of the ceasefire, which went into effect on 5/21, and asked the U.S. to intervene to keep the calm. (WAFA 5/23)

Israeli police released a statement saying it had arrested 1,550 people since 5/9 who have taken part in violent and non-violent protest throughout Israel. Over 70% of the people arrested were Palestinian citizens of Israel, prompting Adalah to call it a “war” against Palestinian demonstrators. The Jordanian foreign ministry condemned Israel’s continued violations of status quo agreements in East Jerusalem, specifically the continued raids on the Haram al-Sharif compound and policy reversal in allowing Jewish worshipers at the compound. (WAFA 5/23)

U.S. secretary of state Antony Blinken said that the Biden administration is committed to “giving Israel the means to defend itself,” despite growing calls among democrats and activists to condition U.S. military aid to Israel. (AJ 5/23)

The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. In the West Bank, Israeli settlers set fire to dozens of dunams of farmland south of Nablus and threw stones at Palestinian-owned houses. Israeli settlers and Israeli forces had initially accused Palestinians of starting the fire; however, a video showed that it was the Israeli settlers that ignited the farmland. The video also showed 4 Israeli soldiers watching as the settlers attacked without intervening. 4 Palestinians were injured by Israeli forces using rubber-coated bullets at the weekly anti-settlement demonstrations in Kafr Qaddum. Other protesters in Kafr Qaddum and in Ni‘lin suffered from tear gas inhalation. In East Jerusalem, thousands of Palestinians worshipped at the Haram al-Sharif compound for the 2d Friday of Ramadan. Males between 13 and 40 from the West Bank were banned from entering East Jerusalem by the Israeli authorities. A 63-year-old Palestinian man died of a stroke at an Israeli checkpoint on his way for the Friday prayer at Haram al-Sharif. His stroke was assessed to be caused by overcrowding at the checkpoint. Syrian state news reported that the Syrian military had intercepted a number of Israeli missiles fired toward Damascus from the Golan Heights. (HA 5/17)

The German parliament passed a motion condemning the Boycott, Divestment and Sanctions movement as anti-Semitic and called for the German government to cut funding to projects supporting boycotts of Israel. Both Israeli lawmakers and academics called on German politicians not to support the motion prior to the vote. (HA 5/16; HA 5/17)

In the West Bank, Israeli forces arrested 13 Palestinians in late-night raids in and around Far‘un, Jenin, Bethlehem, Hebron, Tulkarm, Nablus, and Qalqilya. Elsewhere in the West Bank, Israeli forces demolished 2 greenhouses near Bethlehem and a residential structure under construction in Khirbat Jabara south of Tulkarm. Israeli forces also sealed off a road between al-Tuwwana and al-Karmel east of Yatta. In East Jerusalem, a day after the Israeli supreme court rejected local residents’ appeal to protect their East Jerusalem homes from demolition, Israeli forces began demolishing the 60 residential structures housing 500 Palestinians. Several Palestinians were wounded trying to protect their homes. Elsewhere in East Jerusalem, a Palestinian home was demolished by Israeli forces in Bayt Hanina, displacing 7 Palestinians that also were fined $11,000. Israeli forces also arrested 6 Palestinians in East Jerusalem; 2 of the arrested were Palestinian minors who reportedly had thrown Molotov cocktails at an Israeli police station. The Israeli ambassador to the UN Danny Danon said that Israel would not start annexing parts of the West Bank until the Trump administration’s peace plan is unveiled. U.S. president Donald Trump’s son-in-law and senior adviser Jared Kushner told a group of ambassadors that the peace plan will not be released until after the end of Ramadan in early June. More than 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return. The march’s organizing committee called for increased participation today to mark Naksa Day. Some protesters fly incendiary kites across the border fence into Israel, sparking small fires. IDF troops violently disperse the demonstrations near Gaza City, Rafah, Jabaliya refugee camp, Khan Yunis, and al-Bureij refugee camp; 4 Palestinians are killed and at least 100 are injured, including 2 paramedics. The killings bring the death toll stemming from the Great March of Return to 121. Earlier, IDF drones drop firebombs on protest tent camps and piles of tires along the border fence, sparking a number of minor fires and causing moderate damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp on 2 separate occasions, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians protesting the Israeli occupation in Kafr Qaddum near Qalqilya (1 Palestinian is injured); arrest 2 Palestinians during late-night raids near Salfit and Bethlehem; and patrol near Hebron. Israeli settlers set fire to a Palestinian farmer’s supplies outside Burin near Nablus and leave racist graffiti on the walls nearby. In East Jerusalem, tens of thousands of Muslim worshippers pray at Haram al-Sharif, marking the final Friday of Ramadan. Israel’s Public Security Minister Erdan decides to permit Jews and other nonMuslims to visit Haram al-Sharif in the last 10 days of Ramadan, marking a deviation from Israeli policy in recent years. Many Palestinians see Erdan’s decision as a breach of the status quo at the sanctuary. Meanwhile, Israeli forces raid Haram al-Sharif in the morning before a right-wing Jewish activist tour of the site, arresting 2 Palestinians, and sparking clashes with worshippers; 12 Palestinians and 1 Israeli police officer are injured. In the West Bank, IDF troops arrest 8 Palestinians during late-night raids and house searches in and around Hebron, Nablus, and Bethlehem; and patrol during the day nr. Hebron and Salfit. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. The Israeli press reports that Israel and Turkey have finalized agreements on all remaining sticking points in their negotiations over reconciliation, and that they plan to announce a final deal on 6/27. An Israeli official says that Turkish pres. Recep Tayyip Erdoğan agreed to an additional document that will renew Turkish efforts to negotiate with Hamas to secure the release of the remains of 2 IDF soldiers who died in Gaza during Israel’s 2014 Operation Protective Edge. The Egyptian authorities open the Rafah border crossing for the first of 2 planned days ahead of Ramadan on 6/6. At the end of the day, around 800 Palestinians are stranded at the crossing due to the 7:00 P.M. curfew Egypt imposes on the n. Sinai Peninsula. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops violently disperse Palestinians demonstrating against the occupation in Kafr Qaddum nr. Qalqilya; 1 Palestinian is injured. In the West Bank, the IDF shuts down a major checkpoint nr. Nablus for “security reasons.” IDF troops violently disperse Palestinian activists demonstrating nr. al-‘Arub r.c. and in Kafr Qaddum nr. Qalqilya; several Palestinians are lightly injured. The IDF conducts late-night raids and house searches in Nablus and 1 village nr. Hebron, arresting 4 Palestinians; patrols during the day in 4 villages nr. Ramallah. Israeli forces confiscate 2 construction vehicles Palestinians are using to build a road nr. Salfit. In the West Bank, IDF troops conduct late-night raids in 2 villages nr. Nablus and 1 nr.
