U.S. special envoy Mitchell ends a 2-day visit to the region aimed at securing Israeli and Palestinian agreement to resume direct peace talks by 9/1 based on a letter of assurances fr. the Quartet. After separate talks with Abbas in Ramallah and Netanyahu in Jerusalem he is unusually upbeat and says he is optimistic that direct talks will resume soon, but gives no details. He leaves Dep. Asst. The IDF announces that for the month of Ramadan (8/10–9/10) it is extending operating hours at some checkpoints along the separation wall in the Bethlehem, Jenin, and Ramallah to facilitate travel to Jerusalem; removing earthen mounds along 3 routes in Nablus, Ramallah, Hebron to improve traffic flow; and issuing an additional 200 visitor permits for nationals of select Arab countries to enter the West Bank. Israel has also, however, limited Palestinian access to Jerusalem during Ramadan to men over 50 and women over 45 years of age. Meanwhile, the IDF conducts late-night arrest raids, house searches in Hebron, nr. Ramallah. As a goodwill gesture to mark the start of Ramadan, Hamas authorities in Gaza release 100 Fatah-affiliated prisoners, while the PA in the West Bank releases 8 Hamas-affiliated prisoners (MNA 8/11; PCHR 8/12, 8/19; OCHA 8/20)

In the West Bank, the IDF patrols Qalandia r.c. nr. Ramallah, firing rubbercoated steel bullets, sound bombs, tear gas at stone-throwing Palestinians who confront them, wounding 1 (possibly a bystander); fires rubber-coated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2); conducts late-night raids, house searches nr. On the 3rd Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 190,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering, and 80 people (primarily women and children, and 20 of whom are hospitalized) are injured. Unidentified assailants fire 2 Katyusha rockets (the 1st in 6 mos.) fr. Lebanon into Israel, causing no reported damage or injuries. In retaliation, the IDF fires at least 14 missiles toward the port of Tyre and sends fighter jets across the border; no casualties are reported in either attack. (NYT, WP 9/12; JPI 9/24)

Unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. The body of a Palestinian initially reported missing after the IDF’s 8/25 air strike on the Rafah border is recovered fr. a destroyed smuggling tunnel. (WJW, PCHR 9/3)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas inhalation) and at Palestinian activists, some of whom throw stones at IDF troops, demonstrating against the separation wall in Bil‘in (injuring 1 Palestinian and exposing 10s of others to tear gas); closes the entrance to al-Ma‘sara, fires sound bombs and tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall there, beating a number of them (injuring 2, including a 9-yr.-old child); conducts late-night raids, house searches in Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., nr. Islamic Jihad and the PRCs in n. Gaza take joint responsibility for a predawn rocket strike on the IDF’s Zikim base nr. the Gaza border that hits a tent full of sleeping soldiers, critically wounding 1, seriously wounding 2, moderately wounding 7, marking the highest casualty toll in a rocket strike to date; another 60 soldiers are lightly injured or treated for shock. The IDF responds with air strikes, shelling on suspected rocketlaunching sites in n. Gaza, hitting a home in Bayt Hanun, wounding 4 Palestinian children and an adult. Palestinians retaliate by firing 7 mortars fr. Gaza into Israel, causing no damage or injuries. The Israeli DMin. begins drafting an assessment for DM Ehud Barak of the impact of cutting water, electricity, fuel services to Gaza. In the West Bank, the IDF demolishes 21 agricultural structures in Anata nr. Jerusalem for being too close to the separation wall and a settler bypass road; conducts arrest raids, house searches in and around Hebron and Nablus, nr. Jenin and Tulkarm; issues military orders shutting the Ibrahimi Mosque/Tomb of the Patriarchs to Muslims for 5 days during Ramadan so that Jewish settlers may celebrate concurrent Jewish holidays. Jewish settlers fr. Avraham Avino, escorted by IDF troops, occupy the roof of al-Aqtab Mosque (seized by the IDF in 1994 after the Ibrahimi Mosque/Tomb of the Patriarchs shooting), begin construction on it to expand their outpost. In Gaza, the IDF continues operations in Abasan, directing tank fire at residential areas, killing 1 Palestinian woman inside her home, wounding a man, bulldozing 120 d. of agricultural land; makes an air strike on a car driving in Bayt Lahiya, killing 3 Hamas mbrs. (‘Adil al-Maqusi, Muhammad al-Taluli, Rasim Zhahir) allegedly en route to fire rockets into Israel, wounding 1 bystander; makes an air strike on a car in Gaza City, assassinating Fatah Mujahiddin Brigades mbr. Raja’i al-Labban, wounding a 2d Fatah mbr.; makes a late-night air strike on Rafah destroying a Palestinian home (after warning residents to leave), severely damaging 5 others, cutting power to some areas; conducts arrest raids in Wadi al-Silqa. Jewish settlers nr. Ramallah prevent Palestinians fr. reaching their olive groves; Israeli border police intervene to disperse the settlers. Overnight and throughout the day, Hamas mbrs. angered over the assassination of a local leader on 10/12 engage in fierce clashes with Fatah mbrs. in Bayt Lahiya, leaving a 14-yr.-old Palestinian dead, around 50 Palestinians injured. Overnight, the IDF deploys an artillery battery outside the s. Gaza Strip (since Operation First Rain, artillery has been positioned in Nahal Oz, outside the n. Gaza); begins massing troops in the Gaza border in case the Israeli cabinet calls for ground operations; conducts arrest raids, house searches in the n. West Bank targeting mostly Islamic Jihad mbrs. During the day, the IDF begins erecting a massive new checkpoint (the Zaatara checkpoint) s. of Nablus at Tapuach Junction that will sever the Nablus and Jenin districts from the rest of the West Bank, creating a northern West Bank canton; the crossing, which is similar to the Qalandia checkpoint that Israel has said will be treated as an international crossing, was approved by the IDF Central Command 9 mos. ago and should begin operation in 2 mos. An IDF drone fires on a car in n. Gaza that launched rockets toward Sederot (causing no damage), killing AMB mbr. Majid Nattat. Soon after, Palestinians fire another 2 rockets and a mortar toward Sederot, and the IDF carries out 2 air strikes on 2 roads leading to Bayt Lahiya; no injuries are reported in the exchange. Later, the IDF carries out another 3 air strikes on n. Gaza, causing no reported injuries; fires stun grenades to disperse Palestinians hoping to cross the al-Ram checkpoint into Jerusalem to mark the final Friday of Ramadan at al-Aqsa mosque. Late in the evening, the IDF launches F-16 air strikes on uninhabited areas of n. Gaza; patrols, shoots out street lights in Nablus; conducts arrest raids, house searches in Hebron. Palestinians then fire an antitank rocket at the Erez crossing, causing no damage or injuries. Meanwhile, 10,000s of Palestinians attend the Gaza funerals of the 7 Palestinians killed in the 10/28 Muhanna assassination; AMB, Hamas, Islamic Jihad hold massive armed marches, firing automatic weapons in the air in violation of their agmt. with the PA not to carry or use weapons in public. Jewish settlers fr. Kiryat Arba, escorted by IDF soldiers, severely beat 2 Palestinians in Hebron. Separately, Jewish settlers fr. Kiryat Arba vandalize several Palestinian homes in Hebron. Jewish settlers fr. Ramat Yishai violently beat 2 Palestinian teenagers in Hebron; the IDF intervenes and detains 1 Palestinian. Mofaz orders the eviction of 15 Jewish settler families living in the unauthorized enclave of Amona in Hebron. Ramadan begins; the IDF restricts access to Jerusalem for Friday prayers. The IDF shells Jabaliya r.c. fr. the surrounding hills to the east; carries out an air strike on the camp, killing 1 Hamas mbr., 2 AMB mbrs; fatally shoots a 65-yr.-old Palestinian woman eating dinner in her Jabaliya home. In the evening, the IDF withdraws troops to the periphery of most n. Gaza population centers, formally ending Operation Days of Penitence. The UN estimates that during the 17-day operation, the IDF killed 114 Palestinians, demolished as many as 95 Palestinian homes, leveled more than 1,000 d.; Palestinian Center for Human Rights puts the figures at 112 Palestinians killed, 87 houses demolished, 839 d. leveled. The IDF says that soldiers killed a number of AMB, Hamas, Islamic Jihad military cmdrs. and destroyed a number of factories and workshops where Qassams could be made, that Palestinians fired 14 Qassam rockets fr. the area during the 17-day period. Palestinians fire 2 Qassams at Sederot today, causing no damage. Late in the evening, the IDF bulldozes another 3 Palestinian homes, 2 stores in Bayt Hanun. The IDF also shells residential areas of Rafah; conducts arrest raids in Nablus; arrests 2 Jewish settlers who attack Palestinians harvesting olives outside Hebron. Jewish settlers fr. Shilo nr. Ramallah attack Palestinians harvesting olives in neighboring al-Mughayyir; IDF soldiers observe but do not intervene. All Palestinian factions agree to halt attacks inside Israel, for 1 wk., conditional on Israel suspending assassinations; Hamas, Islamic Jihad, the PFLP reject calls to halt attacks on Israeli targets in the West Bank, Gaza. Hrs. later, IDF helicopters fire 2 missiles at the car of Islamic Jihad's Sidir in Hebron in a 2d assassination attempt. Sidir jumps fr. his car before the missiles strike, receiving only minor injuries, but 2 cars behind his are destroyed, killing 2 Palestinian children, injuring at least 2 adults.
