The Likud Central Committee unanimously approves a resolution calling on the party’s leaders, including PM Netanyahu, to extend Israeli sovereignty to West Bank settlements: “On the 50th anniversary of the liberation of the regions of Judea and Samaria [the West Bank], including Jerusalem our eternal capital, the Likud Central Committee calls on the Likud’s elected officials to act to allow free construction and to apply the laws of Israel and its sovereignty to all liberated areas of Jewish settlement in Judea and Samaria.” (TOI 12/31; HA, NYT 1/1)

The IDF arrests 5 more Palestinians during late-night raids in Qalqilya and near Salfit, Jenin, and Hebron; and patrols near Hebron and Tulkarm. More than 20 Israeli settlers enter a Palestinian school in Burin village near Nablus, sparking clashes with stone-throwing students; 2 students are injured and 2 Palestinian vehicles are damaged. PA FM al-Maliki says that the Palestinian leadership has decided to request, at a summit planned for 1/6 in Amman, the implementation of the Amman Summit resolutions of 1980, which stipulated a political and economic boycott of any country that moves its embassy in Israel to Jerusalem. He also says that the PA will lobby in countries where Israeli diplomats are pressing governments to move their embassies to Jerusalem, and that they will wait for a new composition of the UNSC before resubmitting their application for full membership at the UN. IDF troops violently disperse them in Tulkarm, Bethlehem and nearby al-‘Arub refugee camp, and along Gaza’s border near Gaza City, Khan Yunis, and Rafah; 14 Palestinians are injured. Meanwhile, an elderly Palestinian woman suffers a fatal heart attack late at night when Israeli soldiers raid her home near Jericho. They also shoot and seriously injure a Palestinian they claim was attempting to stab Israeli soldiers outside the Ariel settlement. The IDF demolishes a tunnel leading from Gaza into Israel near Kibbutz Nirim. “The tunnel that was thwarted today was a very significant tunnel and [built] to higher standards than what we are used to seeing,” a spokesperson says. (HA, NYT, TOI 12/10)

Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Shaath says that some forms of communication have continued throughout the recent crisis, but that communication about the peace process has been “interrupted.” (TOI 12/10)

Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. PA FM al-Maliki says that the Trump administration is reconsidering its threat, 1st reported on 11/17, to shutter the PLO office in Washington, following the Palestinians’ refusal to comply with their demands. He says that in the meantime, the Palestinians have decided to freeze contacts with the U.S. “In practice, by closing the office they are freezing all meetings and we are making that official.” A State Dept. spokesperson responds, “In our view, communications are not frozen.” She says that Trump administration officials are in contact with Palestinian officials “about the status of that PLO office in Washington, as well as having conversations with them about our larger efforts on the part of a lasting and comprehensive peace process.” (HA, TOI 11/21)

IDF troops shoot and seriously injure a Palestinian youth, allegedly after he drives his car into Israeli civilians, first at the Efrat junction, and later at the Gush Etzion junction near Bethlehem, injuring 2. After the first collision, the Palestinian drove on to Gush Etzion, where he hit and moderately injured the 2d Israeli. He was shot when he exited his vehicle. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin) and Kafr Qaddum near Qalqilya; no Palestinians are seriously injured. The Associated Press reports that the U.S. State Dept. recently notified the Palestinians that the Palestine Liberation Organization (PLO) diplomatic office in Washington could be forcibly closed unless they enter peace negotiations with Israel (see Update). Secy. of State Rex Tillerson reportedly told the Palestinians that the decision stemmed from Palestinian Authority (PA) pres. Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). In an interview with former Arkansas governor Mike Huckabee, U.S. pres. Trump says he is giving the peace process “a shot” before he “even think[s] about moving the U.S. embassy to Jerusalem.” Trump repeatedly promised to move the U.S. embassy from Tel Aviv to Jerusalem while on the campaign trail in 2016. In the West Bank, IDF troops shut down the main road in Biddu, a village near Jerusalem, sparking clashes with stone-throwing residents; 7 Palestinians are injured (Biddu is 1 of the 9 Jerusalem-area villages still under lock-down following the deadly shooting at Har Hadar on 9/26). In the northern Jordan Valley, Israeli forces demolish water pipes and raze a road in a rural area outside Atuf. IDF troops then violently disperse Palestinian farmers, human rights activists, and religious leaders marching through Atuf in protest; 1 Palestinian is arrested and 1 is injured. In a meeting with top settler leaders, Israeli PM Netanyahu says that Israel must honor its commitment to the Trump administration to limit settlement construction and not be “piggish.” He also boasts that he had convinced the Trump administration to ignore any distinction between the settlement blocs and isolated settlements. Interpol announces that its general assembly has approved Palestine’s petition for full membership, with 75 countries voting in favor, 24 against and 34 abstaining. “The State of Palestine considers this membership and the responsibilities that it entails as an integral part of its responsibility toward the Palestinian people and a moral commitment to the citizens of the world,” the PA says in a statement. In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop. Meanwhile, Palestine Liberation Organization (PLO) Executive Committee member Hanan Ashrawi says that the PLO has decided to submit an official request to the International Criminal Court to investigate Israeli settlement activity in the West Bank and East Jerusalem. In his 3d report to the UNSC since the passage of Resolution 2334 denouncing Israel’s settlements in 12/2016, UN Special Coordinator Nickolay Mladenov says that Israel is not adhering to the resolution, noting that Israeli officials continue to use “provocative rhetoric” about the settlements, and that settlement growth has actually accelerated since the resolution passed. In East Jerusalem, the Israeli authorities evict a Palestinian family from their Sheikh Jarrah home of 53 years, allowing Israeli settlers to move into the property. When the family protests, Israeli police assault and arrest 2 of the men, moderately injuring 1 (they will be released on 9/6). The settlers claim to be descendants of the home’s pre-1948 owners. Several international human rights groups, including Amnesty International, condemn PA pres. Abbas for arresting Youth Against Settlements founder Amro on 9/4. Meanwhile, Amro goes on hunger strike to protest his “arbitrary arrest,” according to his brother Ahmad. Mohammed Tahsin al-Bazam, a Palestinian man, is killed in the Swedish town of Limmared. The Swedish police (8/21) will report that “several people wearing masks entered the apartment through a balcony and shot the man inside. They disappeared after the shooting as quickly as they arrived.” Palestinians in Gaza, including the local Fatah branch, accuse Israel’s spy agency, the Mossad, of assassinating the man. In the West Bank, Palestinians throw stones at an IDF unit conducting a raid in ‘Aqabat Jabir r.c. nr. Jericho, lightly injuring 1 soldier. IDF troops arrest 7 Palestinians and issue 3 arrest summons during late-night raids in and around Hebron, Tulkarm, Ramallah, and Bethlehem; and patrol nr. Salfit and Hebron. They also confiscate a bus nr. Nablus, alleging that it was transporting “rioters” to Israeli checkpoints. In the West Bank, IDF troops shoot and injure a Palestinian youth after he allegedly attempts to cross into Israel nr. Qalqilya. Israeli forces shut down the main entrance to Kobar, the Ramallah-area hometown of the Palestinian who stabbed 4 Israeli settlers at the Halamish settlement on 7/21. They also raid several homes in the village; arrest 4 Palestinians during late-night raids nr. Jenin and Bethlehem, and patrol nr. Salfit and Hebron. In East Jerusalem, approximately 140 Jewish settlers tour Haram al-Sharif in the morning. Israeli forces keep Haram al-Sharif closed for a 2d day in a row, following the deadly attack in the Old City on 7/14. Islamic Waqf officials say that Israeli troops are stationed at all the sanctuary’s entrances. The atmosphere outside the sanctuary becomes increasingly tense, with intermittent confrontations and violent incidents. In nearby Silwan, Palestinians throw Molotov cocktails at Israeli forces on patrol, lightly injuring 1. In the West Bank, unidentified assailants open fire on an Israeli plated vehicle driving nr. Ramallah, lightly injuring the Palestinian driver. IDF troops arrest 1 Palestinian and confiscate a car during late-night raids nr. Hebron; and patrol in and around Qalqilya, Salfit, and Hebron. Following the 7/14 deadly attack at Haram al-Sharif, Israeli PM Netanyahu announces a series of security measures to be implemented at the sanctuary: metal detectors will be installed at every entrance, surveillance cameras will be installed around the perimeter, and “more security measures will be taken . . . later on.” He also says that the sanctuary will be “gradually reopened” beginning at noon on 7/16. IDF troops shoot and kill a Palestinian driver outside Tuqu‘ village nr. Bethlehem after he allegedly rams his vehicle into a group of Israeli soldiers, injuring 1. An IDF spokesperson says that the troops opened fire when the driver exited his vehicle brandishing a knife. Elsewhere in the West Bank, Israeli settlers visit a holy site outside Kafr Haris nr. Salfit, sparking clashes between their IDF escort and Palestinian youths in the village; there are no serious injuries. IDF troops arrest 3 Palestinians and confiscate NIS 2,000 (approx. $600) during raids nr. Nablus and Ramallah, and patrol nr. Nablus and Hebron. In East Jerusalem, Israeli forces escort Israeli settlers on their way to take over a Palestinian-owned building in Silwan. An Israeli settler shoots and kills 1 Palestinian and injures another outside Huwwara village nr. Nablus. A video of the incident shows that he drove his car into a group of Palestinians who then surrounded him, brandishing stones, and he opened fire. The shooting occurs amid clashes between IDF troops and Palestinians marching in solidarity with the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike. The IDF decides not to investigate the ramming and shooting as a criminal incident. Later in the day, the IDF shuts down the nearby Huwwara checkpoint while dozens of settlers gather to “show their presence” to Palestinians in the area.
