Israeli settlers with military escort toured Solomon’s Pool south of Bethlehem, closing the area for Palestinians. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Some 400 Israeli settlers also toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles northwest of Gaza City, causing damage but no injuries were reported. Israeli settlers attacked Palestinian homes in Hebron, smashing several windows using rocks. In East Jerusalem, 4 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli settlers razed land and set up caravans and construction material in Jabal al-Mintar, intending to build an illegal outpost. In Gaza, Israeli forces opened fire on agricultural lands and shepherds east of Khan Yunis; no injuries were reported. Israeli forces also made incursions to level land east of Rafah. The Israeli government approved its proposal to legalize the Mevo’ot Yeriho settlement in the Jordan Valley at a meeting in the area. Israeli prime minister Benjamin Netanyahu said that the final approval will be given by the next government after the Israeli elections on 9/17. Netanyahu also said that the U.S. peace plan would be released immediately after the Israeli elections. A PA presidential spokesperson criticized the Israeli decision to hold the cabinet meeting in the Jordan Valley. (HA, WAFA 9/15)

In the West Bank, Israeli forces summoned an 8-year-old girl for interrogation for allegedly harassing Israeli settlers in Hebron. By the Gaza fence, 1 Palestinian was killed after he crossed into Israel and opened fire on 3 Israeli soldiers, injuring all 3. Israeli forces subsequently shelled a Hamas outpost east of Khan Yunis. Off the coast of Gaza, Israeli naval forces opened fire and fired flare bombs at Palestinian fishermen. Israeli forces also opened fire on farmers east of Khan Yunis, damaging a tractor. Israel’s transportation minister and member of Knesset Bezalel Smotrich wrote on Facebook that the approval for 715 housing units in Area C for Palestinians yesterday (7/30) was made “to prevent the establishment of an Arab terror state in the heart of Israel, to protect all of our Land of Israel and develop settlement and sovereignty in all its spaces.” The spokesperson for PA president Mahmoud Abbas, Nabil Abu Rudayna, said of the approval for the Palestinian housing units, “[t]he Palestinian people have the right to build on all of their land occupied in 1967 without the need for a permission from anyone. It was reported that Israel struck targets near Quneitra in Syria; no injuries were reported but there were reports of damage to structures. (HA 8/1)

U.S. president Donald Trump’s son-in-law and senior adviser Jared Kushner and U.S. special representative for international negotiations Jason Greenblatt met with Jordan’s King Abdullah and Israel’s prime minister Benjamin Netanyahu in Jordan. According to media reporting, King Abdullah stressed that a 2-state solution must include East Jerusalem as the Palestinian capital. (HA 7/31; FOX 8/1)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The Chilean president Sebastián Pinera met with PA officials in East Jerusalem and toured the Haram al-Sharif compound. (HA 6/26)

The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

In the West Bank, a group of Israeli settlers from the Yitzhar settlement attacked a Palestinian family in the village of ‘Urif south of Nablus. A video shows the Israeli settlers hurling rocks at the Palestinian family while the family takes cover, injuring 1 and causing moderate damage to property, including 2 vehicles. In Hebron, a Palestinian man was rushed to a hospital after being shot in the face by Israeli forces. In East Jerusalem, 5 Palestinians were arrested in late-night raids; 1 of the detained was Adnan Gheith, the PA governor of Jerusalem. Mohammed Shtayyeh was sworn in as new PA prime minister in Ramallah by President Mahmoud Abbas. The former prime minister Rami Hamdallah resigned in January. Of the 22 cabinet members in the new cabinet, 17 are new in their position. (AJ, HA, WAFA 4/13)

In the West Bank, an Israeli soldier assaulted a Palestinian shepherd in Hadidiya in the Jordan Valley. Elsewhere in the West Bank, a 17-year-old Palestinian was injured after being hit in the head by an Israeli fired rubber-coated bullet. The attack happened as Israeli forces raided Muthalath al-Shuhada south of Jenin; Palestinians in the village responded to the raid by throwing stones at the soldiers. At least 4 Palestinians were detained in late-night raids in and around Hebron, Hizma, and Tulkarm. In East Jerusalem, a Palestinian family demolished their own home to avoid the excessive Israeli demolition fees. Along the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen. Hamas political leader Yahya Sinwar said Israel and Hamas had reached an agreement through Egyptian mediators that included expanding the list of items allowed into Gaza and easing restrictions on import and export and passage of traders. (HA 4/6)

In a controversial interview with Israeli Channel 12, Prime Minister Benjamin Netanyahu said that if he wins the upcoming Israeli elections, he “will extend sovereignty but I don’t distinguish between the settlement blocs and the isolated ones, because each settlement is Israeli and I will not hand it over to Palestinian sovereignty.” Netanyahu further stated, “I will not divide Jerusalem, I will not evacuate any community and I will make sure we control the territory west of Jordan.” Netanyahu also said that the evacuation of Khan al-Ahmar “it will happen, I promised and it will happen at the soonest opportunity.” Netanyahu’s statements were largely understood as a pledge to annex the West Bank. Palestinian foreign minister Riyad al-Maliki responded that Netanyahu would face a “real problem” if he is serious, adding that Palestinians would resist such policy. (WAFA 4/6; AJ, HA, HA 4/7)

At the World Economic Forum on the Middle East and North Africa in Jordan, the Omani foreign minister Yusuf bin Alawi bin Abdullah said at a panel that Palestinians should reassure Israel that it is not under threat in the Middle East. Yusuf bin Alawi’s comment was quickly rebuked by Jordanian foreign minister Ayman Safadi, stating that the Arab Peace Initiative stipulates that normalization with Israel is based on Israeli withdrawal of occupied Palestine. In a speech to the Republican Jewish Coalition in Las Vegas, NV, President Donald Trump told the audience that in the lead-up to announcing that U.S. was moving its embassy to Jerusalem, he ignored calls from world leaders. Trump further referred to Israeli prime minister Benjamin Netanyahu as “your prime minister” to the largely Jewish-American audience. (MDW, 4/7)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum; 1 Palestinian was hospitalized after being shot in his mouth by a rubber-coated bullet. Israeli forces also violently dispersed Palestinians protesting in Ni‘lin village. Elsewhere in the West Bank, Israeli settlers threw stones at Palestinians driving on Route 60 near Burqa; no injuries were reported. Parts of Route 60 south of Bethlehem were closed for a marathon arranged by Israeli settlers. An Israeli settler critically injured a 15-year-old Palestinian by ramming into him with his car by Tuwanah near Hebron. Palestinians were detained at a flying checkpoint east of Jenin. In East Jerusalem, 3 Palestinians were arrested: 1 during a late-night raid in the Old City of Jerusalem and 2 at Haram al-Sharif. In Gaza, 1 Palestinian was critically wounded by an Israeli sniper using live ammunition during the weekly Great March of Return protest. A new settler bypass road in the Nablus district of the West Bank was approved for construction by the Israeli Ministry of Defense. The road will bypass the Palestinian town Huwwara and parts of the road will be built on Palestinian-owned land previously seized by Israel. (MNA 4/5)

PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Hours after the Israeli Air Force bombed several Hamas sites across Gaza, Israeli prime minister Benjamin Netanyahu says that Hamas should not expect Israel to abstain from a full-scale assault on Gaza because there is an Israeli election coming up on 4/9. “I suggest to Hamas—don’t count on it,” he adds. “We will do everything necessary to restore security and quiet to the area adjacent to the Gaza Strip and to the south in general.” (TOI 3/10)

In response to an Israeli television personality saying that Israel is a country for all its citizens, Israeli prime minister Netanyahu says that Israel is a state for Jews alone. “Israel is not a state of all its citizens. According to the Nation-State Law that we passed, Israel is the nation-state of the Jewish People—and them alone.” (HA 3/11)

The 2 men are accused of opening the al-Rahma Gate area of the sanctuary to protesters on 2/22. Along with 4 other Waqf officials, they are barred from Haram al-Sharif for a week. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. Israeli settlers bulldoze 30 dunams (approximately 7.5 acres) of Palestinian land south of Nablus. In East Jerusalem, Israeli forces assault and injure a Palestinian and arrest a 2d during a raid in Jabal Mukabir. They arrest 3 more Palestinians during raids in Qalandia refugee camp and Qatanna. At a formal ceremony in New York City, PA president Mahmoud Abbas assumes chairmanship of the UN’s Group of 77 and China, pledging to “pursue the path paved by previous chairs” and to “strive to carry forth the legacy and traditions of our group in addressing the challenges before us for achieving progress and prosperity for our peoples and states.” The group comprises 134 member states, making it the UN’s largest bloc. Meanwhile, PA foreign minister Riyad al-Maliki says that the Palestinians still intend to move forward with their bid for full membership at the UN this month, despite a likely U.S. veto. They also arrest 1 Palestinian during a raid in Hebron; and patrol near Hebron, Tulkarm, and Qalqilya. The Hamas-run Interior Ministry in Gaza announces that 5 Palestinians have been arrested in connection with the break-in to the offices of the Palestinian Broadcasting Corporation on 1/4. A Hamas spokesperson says that all 5 men are former employees of the PA government in Gaza whose salaries the PA recently suspended. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss the recent escalation of tensions between Hamas and Fatah, among other regional issues.
