In the West Bank, Israeli settlers uprooted 12 olive trees in Salfit and vandalized Palestinian property in al-Twana in the Masafer Yatta area. Israeli forces shot and killed 3 Palestinians, including a 12-year-old during raids in Balata refugee camp, Beita, and Burqa. Israeli forces also shot and injured 5 people during raids in Balata refugee camp, Habla, and Burqa. Israeli forces also issued stop work orders for 8 homes in al-Khader. 76 Palestinians were arrested during late-night raids in and around ‘Azzun, al-Arroub refugee camp, Nablus, Balata refugee camp, Jenin, Tubas, Bethlehem, Aroura, and Abu Dis. 3,130 Palestinians have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces shot, injured, and arrested a Palestinian child in Jabel Mukaber. In Gaza, Israeli airstrikes killed around 270 Palestinians, including 30 in an airstrike on an UNRWA school in Jabalia refugee camp, 15 in Khan Yunis, 14 in Rafah, 10 in the Sheikh Radwan neighborhood of Gaza City, and 5 in Nuseirat refugee camp. Israel also bombed the Zeitoun neighborhood, Bani Suhaila, al-Daraj, and al-Tufah. Israel said it had assassinated Hamas naval commander Omar Abu Jallah. Israeli forces also attacked the Indonesian Hospital’s main gate, power generators, and administrative office. Elsewhere, Israeli forces arrested al-Shifa Hospital director Mohammad Abu Salmiya and other medical staff. After the arrest, the Gaza Ministry of Health suspended coordination with the WHO. 4 wounded Palestinians died during an evacuation from the Turkish-Palestinian Friendship Hospital to Khan Yunis. Israel said it attacked 300 sites in Gaza during the day. Rockets were fired from Gaza at Israel; no injuries were reported. In Lebanon, Israeli forces attacked several sites, saying they had been used to fire 35 rockets toward Israel, causing damage to 2 homes. The Gaza Media Office reported that 14,800 Palestinian have been killed, including 6,000 children and 4,000 women, and around 35,000 have injured in Israeli airstrikes on Gaza since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 220 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 54 children. More than 2,885 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.7 million Palestinians, more than 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 18,000 gallons of fuel and 80 truckloads of aid entered Gaza via the Rafah crossing. 433 foreign nationals and 17 wounded Palestinians were evacuated to Egypt. Qatar announced that the ceasefire will begin at 7 a.m. on 11/24 with 13 captives being released to Israel at 4 p.m. The ceasefire was reportedly delayed due to a disagreement over the list of captives that would be released. The Israeli High Court of Justice rejected 2 petitions against the prisoner exchange, saying the court did not have justification to intervene in the ceasefire deal. Israel said Palestinians will not be allowed to return to the north of Gaza during the ceasefire. Israeli defense minister Yoav Gallant said he expected the Israeli attacks on Gaza to continue for 2 months after the ceasefire period is over. Displaced Palestinians returning to the homes they fled from in al-Qanoub near Sa’ir said Israeli settlers had demolished and stolen all their belongings, including 5 homes, tents, and solar panels. The settlers had threatened the Palestinians with displacement or death. (WAFA 11/23)

A delegation of foreign ministers from Arab and Islamic countries, including the PA, Jordan, Saudi Arabia, Egypt, Turkey, Indonesia, and Nigeria met with French president Emmanuel Macron in Paris, discussing the situation in Gaza. Israeli Channel 12 reported that National Security Minister Itamar Ben-Gvir had instructed police not to deal with Israeli settler violence against Palestinians. Ben-Gvir also instructed prison authorities to use “an iron fist” in repressing celebrations of prisoner releases. (AJ 11/23)

Spanish foreign minister Jose Manuel Albares said before a meeting in Israel between Prime Minister Sanchez and Israeli president Isaac Herzog and prime minister Benjamin Netanyahu that Spain wants to recognize a Palestinian state in the “very short term,” adding the existence of a Palestinian state is the “best guarantee for peace in the Middle East.” During the meeting with Netanyahu, Sanchez proposed an international conference to settle the overall conflict. In the West Bank, 1 Palestinian child succumbed to injuries sustained from Israeli forces on 10/30 in Zawata. Israeli settlers set fire to vehicles and buildings in Deir Sharaf, set fire to olive trees in Jit, and threw stones on a road between the 2 towns, causing damage. Israeli settlers also attacked Palestinian homes in Shaab al-Butum in the Masafer Yatta area, causing damage. Elsewhere, Israeli settlers attacked a motorist in the Jordan Valley, destroying his car; the man was able to escape. 1 Israeli settler wearing an Israeli military uniform was shot and killed near Beit Lid. Israeli forces shot and killed 4 Palestinians, including 1 child, during raids in Qalqilya, Jenin, and al-Bireh. Israeli forces also shot and injured 9 Palestinians during raids in Huwwara, Jenin, al-Bireh, and Qalqilya. Elsewhere, Israeli forces assaulted 1 Palestinian man in Salfit. Israeli forces also demolished 6 vending stalls in Jalamah. 65 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli forces raided the Makassed Hospital, arresting patients from Gaza. In Gaza, Israeli military spokesperson Daniel Hagari said Israel forces had surrounded Gaza City completely. At least 256 Palestinians were killed and 671 injured in Israeli airstrikes in Gaza. Israeli airstrikes also killed Palestine TV journalist Mohammed Abu Hatab and 10 members of his family in what Palestine TV called a deliberate assassination of its employee. UNRWA said 4 UNRWA shelters were hit by Israeli airstrikes, killing 23 displaced Palestinians. 2 Palestinians were wounded by machine gun fire from an Israeli tank in al-Quds Hospital in Gaza City. The Ministry of Health in Gaza said at least 9,061 Palestinians had been killed, including around 5,980 women and children, and 22,911 had been injured in Israeli airstrikes on Gaza since 10/7. At least 1,800, including 940 children, have been reported missing. 134 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 37 children. More than 2,274 have been injured. Israel said 20 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.5 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. For the second day in a row, around 400 foreign passport holders and about 60 injured Palestinians were evacuated to Egypt via the Rafah crossing. 102 truckloads of humanitarian aid entered Gaza. Israeli prime minister Benjamin Netanyahu called on Palestinian civilians to move south from northern Gaza, despite Israeli forces having seized control of the 2 main roads leading from north to south. Israeli forces have been reportedly opening fire at civilians traveling on the roads. (AJ 11/2)

The Israeli security cabinet decided to deduct funds from the PA tax revenue that is used in Gaza, in addition to the funds it deducts from the PA that are said to be used for paying stipends to the families of Palestinian prisoners and Palestinians killed by Israel. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. Israeli military chief of staff Herzl Halevi said Israel would allow fuel to enter Gaza to keep hospitals running. However, Prime Minister Netanyahu’s office rejected the move. Haaretz reported that the Israeli military is setting up a program to train and arm Israeli settlers to guard Israeli settlements. The military said it was willing to overlook criminal records in hiring the settlers to guard the settlements. (HA 11/2)

The Bahraini parliament said the country had recalled its ambassador to Israel and frozen economic ties. Israel’s ambassador to Bahrain left Manama shortly after. UN secretary general Antonio Guterres said in a report issued by the UN that Israel has used disproportionate force in the West Bank in recent years, saying some killings “appeared to amount to extrajudicial executions.” (AP 11/3)

The UN Refugee Agency said it would cut the number of Palestinian refugee families that receive cash assistance in Lebanon by a third from next year, citing budget restraints. (AP 11/2)

Chilean president Gabriel Boric met with U.S. president Joe Biden at the White House. After the meeting Boric said the Israeli response to Al Aqsa Floods operation on 10/7 had been disproportionate and unacceptable and condemned both Hamas and Israel. Boric, who recalled Chile’s ambassador to Israel on 10/31, said he would not relay what Biden had said to him about the conflict. (HA 11/2; AJ 11/3)

The U.S. House of Representatives passed a bill that would provide $14.3 billion in aid to Israel and deduct the same amount from the Internal Revenue Service (IRS). The bill was unlikely to pass in the Senate due to the deduction in funds from the IRS and the lack of funding for Ukraine. Senator Chris Murphy (D-CT) said the civilian deaths in Gaza were unacceptable and called on Israel to “immediately reconsider its strategy and shift to a more deliberate and proportionate counterterrorism campaign.” Senator Dick Durbin (D-IL) called for a ceasefire, among the U.S. senators to do so. Sweden said it would donate an additional $13.4 million to Gaza on top of its $50 million in aid to Palestinians for 2023. Norway said it will increase its support to Gaza via UNICEF by $2 million. Saudi Arabia said King Salman had donated $8 million and Crown Prince Mohammed bin Salman had donated $5 million to a relief campaign for Palestinians in Gaza. (AP, NYT 11/2)

In the West Bank, Israeli settlers with a military escort raided Duma, setting cars on fire and attacking Palestinians. Israeli forces shot and injured a Palestinian with live ammunition who was trying to fend off the settlers. Israeli settlers also set fire to a tent near Kisan; the Palestinian couple who owned the tent were later reported missing. Elsewhere, an Israeli settler attempted to ram Palestinians on a street in Tuqu’. Israeli settlers also threw stones at Palestinian vehicles traveling west of Jericho, causing damage. Israeli forces also shot and killed a Palestinian who allegedly attempted to ram soldiers at a checkpoint in Hebron using a tractor. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, killing a Palestinian and injuring 1 other with live ammunition. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, killing 1 person and injuring 5 with live ammunition and others with baton rounds and tear gas. The Gaza Ministry of Health reported that as of 9:30 p.m. at least 687 Palestinians had been killed and 3,800 injured in Gaza, while 17 Palestinians, including 4 children, had been killed and 295 injured in the West Bank and East Jerusalem since 10/7. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Hamas leader Ali Barakeh said only half a dozen members of Hamas planned the attack on Israel on 10/7 and none of its allies were informed but Hezbollah and Iran would join the battle if “Gaza is subject to a war of annihilation.” (AJ, REU, REU, REU 10/9; AJ, AP, HA 10/10)

PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. In a statement, bin Salman’s office said Saudi Arabia “continues to stand with the Palestinian people in their pursuit for their legitimate rights, striving for a dignified life, realizing their hopes and aspirations, and achieving a just and lasting peace.” (AJ, WAFA, WAFA, WAFA 10/9)

Israeli military spokesperson Hagari said Israel had regained control in all communities surrounding Gaza but that Palestinian militants still could be in the area. (HA 10/9)

Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. The UN Security Council convened a meeting on the situation in Gaza without releasing a statement. Secretary-General Guterres called for an immediate ceasefire and said 137,000 Palestinians were sheltering in UNRWA facilities. U.S. secretary of state Antony Blinken deleted a tweet on X in which he said he “encouraged Turkey’s advocacy for a cease-fire.” The tweet was replaced by language that supported Israel’s “right to defend itself.” (HA 10/9)

Hungary, Bulgaria, and Poland evacuated hundreds of their own citizens and European and Israeli nationals from Israel. (HA, HA 10/9)

The U.S., Germany, the UK, France, and Italy issued a joint statement of support for Israel, saying the countries are coordinating to “ensure Israel is able to defend itself, and to ultimately set the conditions for a peaceful and integrated Middle East region.” (AP, REU 10/9; HA, HA 10/10)

Russian foreign minister Sergey Lavrov condemned violence against Palestinians and Israelis and criticized the U.S. for its “destructive policy” of undermining the Quartet by monopolizing Israeli-Palestinian dialogue during a press conference with Arab League secretary-general Ahmed Aboul Gheit. The EU, Germany, and Austria said they suspended all aid to Palestinians in response to Hamas’ operation in Israel. None of the aid in question is delivered to Hamas. Later EU countries, including Ireland, France, Spain, and Luxembourg, objected to the EU Commission's decision and EU Crisis Management commissioner Janez Lanercic said the EU aid would continue. The Bank of Israel said it will sell $30 billion of foreign currency to maintain the shekel’s stability in light of the war with Hamas. The shekel had lost 10% of its value compared to the dollar in 2023 before the war. (AJ, ALM, HA, REU 10/9)

In the West Bank, Israeli settlers vandalized water pipelines in Kisan. Israeli forces shot and killed 1 Palestinian during a raid in Zawata. Israeli forces also seized 2 Palestinian-owned vehicles in al-Hadidya in the Jordan Valley. In East Jerusalem, Israeli settlers assaulted 3 Palestinians in a public park. Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. The 2 Palestinian leaders met in preparation for the summit of Palestinian political parties in Cairo on 7/30 where reconciliation will be discussed. After being exposed in a leak on 12/7, PLO executive committee member Hanan Ashrawi released a statement confirming that she had submitted a letter of resignation to PA president Mahmoud Abbas. Ashrawi met with President Abbas on 11/24 and subsequently handed her resignation on 11/26. In a statement Ashrawi said that her resignation was leaked by “senior sources,” despite her agreement with Abbas that her resignation would not be publicized until the end of the year. Ashrawi said she had resigned because she “believe[s] that it is time to carry out the required reform and to activate the PLO in a manner that restores its standing and role . . . [and because] the Palestinian political system needs renewal and reinvigoration with the inclusion of youth, women, and additional qualified professional. It is incumbent upon us all to assume our individual responsibilities and to carry out our duties with honesty and integrity, including by facilitating this needed change.” Later in the day, President Abbas accepted Ashrawi’s resignation. An Israeli military court allowed a plea bargain for an Israeli soldier who shot and killed a 23-year-old Palestinian man in March 2019. The Israeli soldier shot the Palestinian man while he was assisting another man who had been shot by Israeli forces while tending to his car that had broken down. According to the plea deal, he will serve 3 months community service and receive a 3-month suspended sentence for 2 years in exchange for confessing to negligent manslaughter. The lawyer representing the Palestinian family said that “[t]he army is sending a clear message that soldiers who kill or injure Palestinians will not be punished.” (HA 12/9; AJ, IN, WP 12/10)

In the West Bank, Israeli settlers with military escort threw stones at Palestinians protesting settlement expansion west of Salfit; Israeli forces also beat several Palestinian protesters. Israeli forces delivered demolition notices for 3 Palestinian-owned homes in Ya‘bad and demolished 1 house in al-Khadir; 1 house under construction and 1 well near Halhul; and 2 shacks in Qalqilya. 13 Palestinians were arrested during late-night raids in and around Izzariya, Anata, Bethlehem, Ramallah, Jericho, and Jenin. In East Jerusalem, 1 Palestinian family started demolishing their own home in Jabal Mukabir to avoid paying exorbitant Israeli demolition fees; 6 people were displaced. A court in Israel rejected a lawsuit brought by 1 Palestinian-Israeli on behalf of his nephew and niece who have to travel outside the city of Carmiel to go to school as there are no Arabic-speaking schools in their city. The suit asked for the city to pay their expenses for traveling to the Arabic-speaking school, but the Israeli court dismissed the suit, citing the Jewish Nation-State Law saying the city’s Jewish character had to be preserved. The judge wrote in his ruling, “Carmiel, a Jewish city, was meant to establish Jewish settlement in the Galilee . . . Establishing an Arabic-language school . . . [and] funding school rides for Arab students . . . could change the demographic balance and damage the city’s character.” (Adalah, HA, HA 11/30)

Saudi Arabia allowed Israeli airlines to fly over their airspace for commercial flights 1 day before the 1st commercial flight between Israel and the UAE was set to happen. The flight was said to be at risk of being canceled; however, according to a U.S. official, U.S. special advisor to the president Jared Kushner and Saudi officials were able to “reconcile the issue.” Special Advisor Kushner is scheduled to visit Saudi Arabia, Kuwait, and Qatar this week. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans. We condemn these irresponsible statements by the PA chairman, who has already been trying for a while to subdue our people in Gaza in this difficult and dangerous moment in history.” In the same speech, Abbas criticizes the Trump administration’s peace efforts, specifically calling out U.S. ambassador to Israel Friedman. “Son of a dog,” he says of Freidman. “You are a settler and your family are settlers.” Friedman later responds, “Is that anti-Semitism or political discourse? Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. He says that the outcomes of the conference must include international acceptance of Palestinian statehood, consensus on a 2-state solution based on the pre-1967 armistice lines, the establishment of a multilateral mechanism to facilitate negotiations on all final status issues, and a timeline for implementation. The Associated Press reports that the U.S. State Dept. recently notified the Palestinians that the Palestine Liberation Organization (PLO) diplomatic office in Washington could be forcibly closed unless they enter peace negotiations with Israel (see Update). In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop. Meanwhile, Palestine Liberation Organization (PLO) Executive Committee member Hanan Ashrawi says that the PLO has decided to submit an official request to the International Criminal Court to investigate Israeli settlement activity in the West Bank and East Jerusalem. In his 3d report to the UNSC since the passage of Resolution 2334 denouncing Israel’s settlements in 12/2016, UN Special Coordinator Nickolay Mladenov says that Israel is not adhering to the resolution, noting that Israeli officials continue to use “provocative rhetoric” about the settlements, and that settlement growth has actually accelerated since the resolution passed. Several international human rights groups, including Amnesty International, condemn PA pres. Abbas for arresting Youth Against Settlements founder Amro on 9/4. The Hamas-run energy authority in Gaza announces that it is exploring alternative means of paying for Egyptian fuel transfers, since the PA is blocking Hamas’s fuel payments (see 7/8). PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss Israeli settlement activity and bilateral relations, including Cairo’s improving ties with Hamas. It’s unclear if the crash was an intentional ramming attack or not. Elsewhere in the West Bank, the IDF shuts down the entrances to Husan village nr. Bethlehem after unidentified assailants open fire on Israeli settlers’ vehicles in the area. IDF troops arrest 7 Palestinians during patrols nr. Tulkarm, Nablus, and Bethlehem, as well as in and around Ramallah and Hebron; and patrol nr. Salfit and Hebron during the day. The raids in Ramallah spark clashes with stone-throwing Palestinian youths, but there are no serious injuries. In the evening, PASF troops violently suppress a demonstration in al-Am‘ari r.c. nr. Ramallah in protest of PA pres. Abbas’s recent decision to expel a Fatah official from the party. Further PASF clashes break out in Balata r.c. nr. Nablus and in Jenin; 2 Palestinians are injured.
