In the West Bank, 2 Israeli settlers were shot and killed while driving through Huwwara. Around 400 Israeli settlers then raided Huwwara and the surrounding villages ‘Asira al-Qibliya, Za’atara, Yasuf, Odala, and Burin in what was described as a pogrom, killing 1 Palestinian, wounding more than 200, and damaging 75 houses, including 35 that were burned, and 265 cars over a 5-hour period. 6 Israeli settlers were reportedly arrested, 4 of whom were released on restrictive conditions. The mayor of Huwwara estimated that around $5 million worth of property was damaged. Israeli soldiers were criticized for being present without preventing the attacks. Israeli forces shot and injured 1 Palestinian during a raid in Tuqu’. Israeli forces also seized 1 vehicle and 2 tractors in Khirbet Humsa and leveled land in Birin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces made incursions and leveled land northeast of Beit Hanun. In response to the events in Huwwara, PA president Mahmoud Abbas called the raid terrorism and said he held the Israeli government responsible. Palestinian MK and leader of the Ta‘al party Ahmad Tibi compared the settler raid to Kristallnacht. MK for the Otzma Yehudit Party Zvika Fogel expressed support for the settler raid, saying it was a useful deterrence against attacks on Israeli settlers. Opposition leader Yair Lapid of Yesh Atid responded by saying “MK Fogel must go to jail for inciting terror.” Israel’s chief of the central command Yehuda Fuchs called the settler attacks a pogrom. U.S. State Department spokesperson Ned Price said that the U.S. condemns “today’s violence in the West Bank, including the terrorist attack that killed two Israelis and settler violence, which resulted in the killing of one Palestinian, injuries to over 100 others, and the destruction of extensive property.” Price later said that the U.S. expects Israel to hold the perpetrators accountable and compensate lost homes and property. Officials from the PA, Israel, the U.S., Egypt, and Jordan attended a summit in Aqaba, Jordan, to discuss the deterioration of security in the West Bank. A joint communique stated that Israel and the PA “confirmed their joint readiness . . .  to end unilateral measures for a period of 3-6 months. This includes an Israeli commitment to stop discussions of any new settlement units for 4 months and to stop authorization of any outposts for 6 months.” The parties agreed to meet again in Sharm El Sheikh, Egypt next month. Israel’s national security advisor Tzachi Hanegbi said Israel would not roll back the decision to legalize nine settlement outposts and to advance 9,500 settlement housing units. The new head of the Israeli Civil Administration, finance minister Bezalel Smotrich, said on Twitter “there will be no settlement freeze. Not even for one day,” and that the Israeli military would continue to conduct raids in all areas of the West Bank. Prime Minster Benjamin Netanyahu also later said that “[t]here will not be any freeze.” Hamas condemned the PA for partaking in the summit. In the West Bank, the Shin Bet arrested 3 Palestinian relatives of the Palestinian man who was stabbed to death by an Israeli settler on 6/21 near the Ariel settlement. The 3 were also eyewitnesses to the killing and had given their testimony to Israeli police before being arrested. Israeli forces shot and injured 2 Palestinians at the Taibe checkpoint near Tulkarm. Elsewhere, Israeli forces shot and injured 1 Palestinian using a baton round during a raid in Nur Shams refugee camp. 12 Palestinians were arrested during late-night raids in Nur Shams refugee camp, Qaryut, Beit Umar, and al-Khader. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian family demolished their own home in Wadi al-Juz, displacing 2. 2 Fatah activists were arrested. Israel’s economy ministry said the Israeli cabinet had approved issuing 3,500 additional permits for Palestinians to work in manufacturing and services to relieve an Israeli shortage of skilled workers. (REU 6/26)

The Wall Street Journal reported that senior Israeli military officials partook in a meeting in March this year with top officials from Egypt, Jordan, Saudi Arabia, Qatar, the U.S., and representatives from Bahrain and the UAE in Sharm El Sheikh. At the secretive meeting, the officials were reported to have discussed efforts to combat Iranian missile and drone capabilities. The reporting comes 1 week after Israel’s defense minister Benny Gantz said that Israel is working with Arab partners in what he called “Middle East Air Defense Alliance.” (HA, WSJ 6/26; HA, MEMO 6/27)

In the West Bank, 1 Palestinian man hit 1 Israeli soldier with his car in a crash near the Halamish settlement near Deir Nidham. Israeli forces arrested the Palestinian man who also sustained injuries; it was unclear if he hit the soldier on purpose. Israeli settlers threw stones at Palestinian vehicles near Sabastia and closed a road between Jenin and Nablus. Israeli settlers with military escort also closed an entry to al-Lubban al-Sharqiya. Israeli forces shot and injured 5 Palestinian protesters with rubber-coated bullets at a checkpoint near Birzeit University; others suffered tear-gas related injuries. Israeli forces also uprooted 40 dunams (9.9 acres) of land planted with olive and almond saplings, demolished agricultural structures in Battir, and demolished 1 residential tent in Bayt Jala, displacing 6. 9 Palestinians were arrested during raids in Beit Sahour, Dheisheh refugee camp, Tulkarm, Bir al-Basha, Jaba‘, and Kobar. In East Jerusalem, 1 Palestinian was arrested during a raid in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian farmers northeast of Beit Hanun, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City, damaging 1 boat; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of al-Shuka. In the Naqab desert, Israeli police violently dispersed Palestinians protesting a forestation program designed to displace Palestinian Bedouins from their land near Sawa; 16 were arrested and 2 Israeli police officers were reportedly injured. There were also reports that stone-throwers had attacked 1 bus, that large stones had been placed on railway tracks, forcing a train to stop, and that 1 Israeli journalist was assaulted and his car set on fire. Israeli authorities charged 1 Israeli police officer with assaulting 1 Palestinian woman by ripping off her hijab, pulling her hair, and hitting her in East Jerusalem. (HA 1/11)

The Israeli supreme court ruled that the Israeli interior ministry cannot continue to deny Palestinians married to Israeli citizens residency rights, using a temporary ban that expired in July 2021. Interior minister Ayelet Shaked has instructed her ministry to hold up Palestinian applications for family unifications. (HA, WAFA 1/11)

IDF troops open fire on 3 Palestinian minors crossing Gaza’s border fence near al-Maghazi refugee camp; 1 Palestinian is critically injured. In the West Bank, Israeli settlers throw rocks at a Palestinian home in southern Hebron, injuring 2 Palestinians. Later, IDF troops shut down a number of streets in central Hebron, clearing the way for Israeli settlers to perform religious rites in the area. Some settlers throw stones at Palestinian property in the area, causing damage. IDF troops also arrest 1 Palestinian during raids near Ramallah; and patrol in and around Tulkarm and Hebron. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. Meanwhile, IDF troops stationed e. of Khan Yunis fire on Palestinian protesters approaching the border fence, causing several to suffer from tear gas inhalation. Off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops briefly detain the gov. of Ramallah and threaten her with “direct targeting” if she continues her participation in the weekly nonviolent protests in Nabi Salih. They also arrest a senior PA official at a demonstration in Nabi Salih nr. Ramallah commemorating Land Day (upcoming on 3/30). (He will be released on 3/29.) The IDF conducts house searches and raids in 1 village nr. Tulkarm; patrols in 3 villages nr. Ramallah, 2 each nr. Jericho and Hebron. Israeli settlers assault 4 Palestinian farmers in another village nr. Hebron, causing no injuries. In East Jerusalem, Israeli forces conduct a raid in Silwan late at night. The 26th Arab League summit begins today, with reps. of all the mbrs. as well as UN Secy.- Gen. Ban, gathering in Sharm al-Shaykh, Egypt, to discuss the recent violence in Yemen, Palestinian affairs, and other issues. At the summit, PA Pres. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. The 2d round of direct talks opens in Sharm al-Shaykh, Egypt, with Mubarak hosting Abbas, Netanyahu, and Clinton for the first day of meetings with talks now set to continue in Jerusalem on 9/15 and Ramallah on 9/16, and thereafter alternating between Jerusalem and Jericho. As Abbas and Netanyahu meet in Egypt, Israel’s Jerusalem city planners schedule a meeting for 10/7/2010 to debate construction of 1,362 new settlement housing units in Givat HaMatos s. of the Old City btwn. Gilo and Talpiot settlements. In addition, the Israeli construction company Na’out HaPisga, citing business losses, resumes construction of 2,400 settlement housing units in Mod’in Ilit settlement west of Ramallah that had been halted under the settlement freeze. In Gaza, IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land in the no-go zone to clear lines of sight, firing 4 artillery shells at armed Palestinians in the area, seriously wounding 1 and cutting electricity to nearby areas. Late in the evening, armed Palestinians on the n. Gaza border fire an antitank missile at IDF troops operating inside Israel, causing no damage or injuries; IDF troops fire back, killing 1 armed Palestinian, seriously wounding at least 1 other. In the West Bank, the IDF conducts arrest raids, house searches, patrols in 5 villages nr. Qalqilya between late afternoon and late evening; also conducts late-night arrest raids, house searches nr. In Tel Aviv, Israeli police fatally shoot an East Jerusalem Palestinian who is handcuffed and in custody on charges of car theft, claiming that the Palestinian attacked an officer, who accidentally shot him. The IDF launches a predawn raid on Balata r.c. and Hebron, placing the area under curfew, sparking clashes that leave 30 Palestinians wounded. The IDF also fires on a PSF post outside Bayt Hanun, killing a PSF officer; imposes a closure on Nablus; lifts the closure on Ramallah; demolishes a Palestinian home in Tulkarm; conducts arrest raids in Jaba, Kafr Haris. 2 Palestinians die of injuries received earlier. Israel releases some 100 Palestinian detainees, including Ahmad Jubara, the longest-serving detainee, jailed in 1975 for staging a bombing that killed 14 Israelis. The Palestinian woman who carried out a suicide bombing on 1/27 is identified as Wafa Idriss, a Red Crescent volunteer medical worker who reportedly was distraught over the Palestinian casualties inflicted by the IDF. Most recently, a boy she treated, who had been shot by the IDF and left in a coma died, on 1/25. AMB claims she was "one of our female fighters," but family and friends say she had no connection to the group; she also was not religious, never attended al-Najah University.
