Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. Meanwhile, after a number of Jewish settlers perform religious rituals at Haram al-Sharif, the Israeli police temporarily suspended Jewish visitation rights to the sanctuary. In the West Bank, Israeli forces confiscate water pumps and tanks from Bedouin villages in the n. Jordan Valley. IDF troops arrest 8 Palestinians during late-night raids nr. Hebron, Nablus, and Tulkarm; and patrol nr. Hebron during the day. In East Jerusalem, Israeli forces arrest 10 Palestinians during raids in Silwan, al-Tur, Issawiyya, and Shu‘fat r.c. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

Israeli forces shoot and kill a Palestinian youth in the Old City of Jerusalem after she allegedly attempts to stab an Israeli police officer at Damascus Gate, causing no injuries. Palestinian witnesses say that she did not pose a threat to the police, and that she was “executed in cold blood.” Elsewhere in East Jerusalem, the Israeli police open a new station in Shu‘fat r.c. It’s the first of 5 new stations planned across East Jerusalem as part of the NIS 1 b. plan to increase security announced in 8/2016 (see JPS 46 [1]). Meanwhile, Israeli forces arrest 6 Palestinians during late-night raids in Silwan and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr Dayr al-Balah and Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli settlers assault Palestinian farmers protesting the expansion of a settler bypass road nr. Ramallah; there are no serious injuries. IDF troops confiscate surveillance tapes, arrest 8 Palestinians, and issue 2 arrest summons during late-night raids in and around Bethlehem, Qalqilya, and Hebron; and patrol nr. The Egyptian authorities open the Rafah border crossing for the 2d of 3 planned days. They also announce that the crossing will be open an additional day on 5/9. (WAFA 5/7)

The IPS releases footage, taken on 4/27 and 5/5, purportedly showing Marwan Barghouti eating cookies and candy in his prison cell. Barghouti, the Fatah leader who organized the Dignity Strike, is currently being held at Kishon Prison. Some IPS sources say that they provided him with the food to see if they could get him to break his strike. Barghouti’s lawyer and various Palestinian leaders dismiss the videos as forgeries. Israel’s Ministerial Comm. for Legislation approves a new version of the so-called nation-state bill, which would cancel Arabic’s status as an “official language” of Israel and codify Israel’s status as the “national home of the Jewish people”. Disagreements over previous drafts of this bill led to the dissolution of the Knesset and national elections in 3/2015 (see JPS 44 [3, 4]). Unlike earlier drafts, the version approved today does not subordinate Israel’s democracy to its Jewish character. (HA, JP, TOI 5/7)

IDF troops conduct a raid on a house in al-Bireh nr. Ramallah in which they shoot and kill Basel al-Araj, a prominent Palestinian activist. Two other Palestinians are injured in confrontations with Israeli forces following the raid. Elsewhere in the West Bank, IDF troops shut down a workshop nr. Nablus, arrest 7 Palestinians during late-night raids nr. Jenin, and patrol nr. Salfit and Hebron. Israeli forces demolish a Palestinian home under construction in s. Hebron. Israeli settlers assault Palestinian farmers nr. Nablus, injuring 2. In East Jerusalem, Israeli forces conduct overnight raids in Issawiyya, sparking minor clashes with stone-throwing youths; 5 Palestinians are arrested and 3 are issued arrest summons. Meanwhile, Palestinian youths gather outside the Jerusalem Municipality complex nr. the Old City to protest the Israeli authorities’ closure of their school in Sur al-Bahir on 2/23. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Dayr al-Balah, causing no damage or injuries. Israeli forces conduct a limited incursion to level land nearby. Israel’s Knesset passes a law barring foreign nationals who call for economic, cultural, or academic boycotts of Israel or “area under its control,” such as Israel’s settlements in the occupied Palestinian territories (oPt), from receiving entry visas or residency rights. The interior minister is granted the right to make exceptions on a case-by-case basis. (HA, JP, NYT 3/7)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces prevent mourning Palestinians from burying a recently deceased woman in the Bab al-Rahma cemetery nr. the Old City. In the West Bank, IDF troops arrest 11 Palestinians and issue 1 arrest summons during late-night raids in and around Nablus, Bethlehem, Qalqilya, and Hebron; and patrol nr. The Israeli police decide to extend, by 1 hour, the time allotted every day for non-Muslims to visit Haram al-Sharif. They are now allowed to access the site from 7:30 A.M. to 11 A.M. (MNA 12/5)

Israel’s Knesset passes a preliminary reading of a new draft of the so-called regulations bill that would retroactively authorize many Israeli settlement outposts, except Amona, which is still scheduled to be evacuated and demolished by 12/25. The bill is expected to receive a 1st reading on 12/7. (HA, JP, MNA, TOI, YA 12/5)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s settlements, the separation wall, and occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 1 Palestinian is killed in Gaza and 3 are injured. Elsewhere in the West Bank, IDF troops clash with stone-throwing Palestinians outside Tuqu‘ village nr. Bethlehem; 1 Palestinian is injured. IDF troops issue 2 Palestinians arrest summons during late-night raids nr. Hebron and patrol nr. Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in the Old City and Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. As its closure of Hebron and its surrounding district continues, the IDF conducts raids in and around the city, arresting 6 Palestinians, destroying some property, and sparking clashes in both Dura and Sa‘ir (2 Palestinians are injured). IDF troops arrest 11 Palestinians during further raids and house searches in Qalqilya, and nr. Bethlehem and Jenin; and patrol during the day nr. Jenin, Ramallah, and Qalqilya. Israeli forces also raze a swath of Palestinian land nr. Ramallah. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis and open fire on Palestinian farmers nr. Bayt Hanun late at night, causing 1 minor injury. Israel’s Knesset passes the so-called NGO bill into law, 57–48, following a 6-hour debate in which opponents of the bill cited numerous international reports criticizing the bill’s chilling effect on freedoms of speech. Inter alia, the law requires NGOs receiving more than 50% of their budget from public foreign entities to reveal the sources of their funding in all communications with public officials, on TV, newspapers, billboards, and online. In a major attack in East Jerusalem, Israeli forces shoot and kill 2 Palestinians at a gate to the Old City after the 2 allegedly carry out a stabbing attack on a group of Israelis, killing 1 and injuring another (a 2d Israeli civilian is killed by Israeli crossfire). Meanwhile, Israeli forces shoot and injure 4 Palestinian students n. of the city on the pretext that they were throwing stones; assault and arrest 3 Palestinians in a nearby village; arrest 4 Palestinians on raids in Jabal Mukabir and the Old City. In the West Bank, IDF troops arrest a Palestinian in c. Hebron when they allegedly find her carrying a knife through a checkpoint. They also raid 2 villages nr. Ramallah and ‘Askar r.c. nr. Nablus, sparking minor clashes with stone-throwers and injuring 14 Palestinians. The IDF conducts further house searches and raids in 1 village nr. Jenin, Tubas, Tulkarm, in and around Hebron, and in 2 villages nr. Nablus, arresting 16 Palestinians; patrols in Tulkarm, as well as 4 villages, al-Fawar r.c., and al-‘Arub r.c. nr. Hebron. Israeli forces reopen a street leading to Ramallah, having kept it closed for mos. Along Gaza’s border, Israeli forces conduct a limited incursion e. of al-Bureij r.c. to level land. The Israeli Knesset passes into law, 53–48, a new measure formalizing the role of the World Zionist Organization’s Settlement Division, giving the Israeli govt. more control over certain policies in West Bank settlements. (+972 12/29)

For the 4th day in a row, hundreds of Gazans gather along the s. border with Israel to protest the recent Israeli crackdown, and the IDF violently disperses them, injuring 2 and detaining 1 of dozens who briefly break through the border fence. In a related development, an Israeli military source says that the IDF’s Southern Command has ordered soldiers to focus on using tear gas and firing warning shots in the air in their efforts to disperse groups of Palestinians nr. the border fence. The source says there has been no official change in the rules of engagement, but that the IDF’s commanders hope to reduce the number of Palestinians killed in similar confrontations. Small-scale attacks and stabbings continue amid the ongoing wave of violence in the oPt and Israel. In East Jerusalem, Israeli forces shoot and kill a Palestinian man outside the Old City overnight after he allegedly attempts to stab a border police officer, according to the Israeli police, but Palestinian witnesses contest the claim. Later, 2 Palestinian youths attack a group of Israeli settlers nr. Shu‘fat, stabbing and seriously injuring 2. Israeli police shoot the attackers, killing 1 and injuring the other. Around the same time, Israeli police shoot and seriously injure a Palestinian youth after she stabs and injures 2 Israelis in Shaykh Jarrah. In West Jerusalem, IDF troops shoot and kill a Palestinian on a bus nr. Chords Bridge after he attempts to stab 1 of them and take a gun. Meanwhile, IDF troops clash with and violently disperse Palestinians throwing stones and protesting in various neighborhoods in East Jerusalem and the West Bank, injuring 29 Palestinians. Elsewhere in the West Bank, IDF troops conduct raids in 1 village each nr. Salfit and Ramallah, sparking clashes with stone-throwing Palestinian youths in both cases; 2 Palestinians are injured. Late at night, Israeli forces raid a village nr. Ramallah, surrounding a Palestinian’s home, firing live rounds through the windows, and sparking clashes with Palestinian stone-throwers, injuring 1 Palestinian and arresting 3. They arrest another Palestinian on a late-night raid nr. Hebron. In Israel, Israeli police arrest a senior official of the Northern Branch of the Islamic Movement in Rahat on charges related to incitement. The Israeli Knesset passes, 41–11, the 1st reading of 2 bills designed to deter stone-throwing, including mandatory minimum sentences and the imposition of penalties on parents of minors convicted for such crimes. The 2 bills comprise several measures agreed to by the security cabinet on 9/24 and the full cabinet on 10/11 (key provisions of the measures will pass into law on 11/2). (JP, KNE 10/13)

Israel’s High Court of Justice reaffirms its 2014 order to demolish a synagogue in the West Bank settlement Givat Ze’ev, rejecting a petition from settler leaders. The court orders the synagogue’s demolition within 1 week (the demolition deadline will be delayed to 11/19, following another petition). (JP 10/13)

Further escalating tension in East Jerusalem, Israeli authorities confiscate an area of land in the historic Bab al-Rahma Islamic cemetery outside the Old City. Palestinian youths then raze the barbed wire fence erected around the confiscated area. IDF troops shoot and injure 3 Palestinian youths in Aida r.c. during clashes that erupt amid late-night raids. The IDF also conducts late-night raids nr. Ramallah and in al-Am‘ari r.c., arresting 3 Palestinians and issuing arrest summons to 3 others. Israeli settlers damage an electricity transmission tower in Kafr Qaddum, causing a blackout in the village. Separately, an Israeli settler rams his car into a Palestinian shepherd, lightly injuring the man and killing 7 of his sheep. Cross-border gunfire from a Hamas military site in n. Gaza strikes 3 houses in an Israeli kibbutz, causing minor damage. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. The Israeli Knesset passes, 45–14, the 1st reading of a so-called counterterrorism bill that would, inter alia, allow persons convicted of expressing public support for designated terrorist groups to be sentenced to 3 years in prison and allow any charity affiliated with Hamas to be designated a terrorist organization. The bill, supported by right-wing parties and Zionist Union, must pass a review in comm. and 2 more readings before becoming law. (NYT, YA 9/2; HA, YA 9/3)

In Gaza, IDF troops level land e. of the Gaza Valley along the border fence. In the West Bank, Israeli forces issue a stop-work order to Palestinians constructing a UN Development Programme–funded well in a village nr. Tubas; patrol in al-‘Arub r.c. and 2 villages nr. Hebron. In East Jerusalem, Israeli forces bar Palestinian children from entering Haram al-Sharif while a group of right-wing Jewish activists tours the sanctuary; arrest a Palestinian on a raid nr. the Old City. The PA announces that 5 new ministers will be sworn in on 7/31, implementing the cabinet “reshuffle” that the PLO leadership approved on 6/30. Hussein al-Araj will serve as min. of local governance; Sabri Saydam will serve as min. of education; Samih al-Abed will serve as min. of transportation; Sufian Sultan will serve as min. of agriculture; and Abeer Odeh will serve as min. of national economy. Hamas calls the move “unconstitutional and outside consensus”. (MNA 7/30)

After an all-night session, Israel’s Knesset passes, 46–40, the 2d and 3d readings of a bill to allow force-feeding of prisoners on hunger strike that was approved by the Israeli cabinet on 6/14. The new law will allow judges to approve force-feeding if there is a clear threat to an inmate’s life. (AFP, AP, HA, JP, MNA, TOI, WAFA, YA 7/30)

IDF troops on the Gaza border e. of Gaza City open fire on agricultural lands along the border fence, causing no injuries. In the West Bank, IDF troops conduct late-night raids and house searches in 2 villages nr. Hebron and 1 nr. Nablus, arresting 3 Palestinians; patrol during the day in 2 villages nr. Hebron and 1 nr. Jenin. Israeli forces demolish a scrap-selling facility nr. Hebron and another structure nr. al-Jalaita. In East Jerusalem, Israeli forces arrest 5 Palestinians on late-night raids in the Old City, Silwan, and Kafr ‘Aqab , as well as 1 Palestinian as he is exiting Haram al-Sharif. Israel’s Knesset passes into a law an amendment to the penal code that will allow convicted stone-throwers to be sentenced to 10–20 years in prison. Furthermore, state prosecutors will no longer have to prove that those accused were trying to damage cars or harm people in order to secure convictions. (HA, TOI, YA 7/21)

The EU Council reaffirms its commitment to the Middle East peace process and the 2-state solution, saying in a statement that it now depends on a “fundamental change” in Israeli policy. The council also calls on the Israeli govt. to “halt plans” to evacuate and relocate the Palestinian village Susiya nr. Hebron, for the PA to take “greater responsibility” in Gaza, and for the EU to fully implement its policies regarding Israel’s settlements. (AFP, EU press release, MEMO, YA 7/20; JP, MNA 7/21)

The UNSC unanimously approves a res. endorsing the nuclear deal announced by the P5+1 and Iran on 7/14. The UN, U.S., and EU will begin preparing to lift sanctions, so they can do so immediately when the IAEA reports that Iran has, by the end of 2015, accounted for its past and present nuclear activities and undertaken steps to constrain its nuclear program. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Ahead of the meeting, Netanyahu opposes the French initiative, saying “we will forcibly reject any attempt to force upon us international dictates”. (JP 6/17; HA, MNA, NYT, TOI, WAFA 6/21)

The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). He calls on Netanyahu and the IDF to allow the flotilla to reach Gaza without their interference. (HA 6/21; MEE, MNA, WAFA 6/22)

Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. In the Gaza Strip, IDF troops e. of Khan Yunis shoot live ammunition and smoke bombs at Palestinians protesting the Israeli occupation and blockade nr. the border fence, causing no injuries. Late at night, IDF troops e. of al-Bureij arrest 3 Palestinians approaching the border fence to attempt to cross into Israel. In 3 separate incidents off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in c. Hebron and nr. Bethlehem; patrols nr. Hebron and Qalqilya. IDF troops arrest a Palestinian in c. Hebron on the suspicion that he was going to enter al-Ibrahimi Mosque with a knife. In 2 separate incidents nearby, Israeli settlers hit a Palestinian and an Israeli photographer for the human rights organization B’Tselem with their cars, injuring both. Israeli forces deliver stop-work orders to Palestinians constructing 2 homes in Bayt Umar nr. Hebron and confiscate a tractor being used for the project; demolish 2 farmhouses, a well, 800 dunams of crops, and 500 m of stone walls in a village s. of Nablus. In East Jerusalem, Israeli forces arrest a Palestinian man at Haram al-Sharif and another on a raid in the Old City. MK Masud Ghnaim (United Arab List) says that the newly united list of non-Zionist parties will not join a coalition formed by PM Netanyahu or his chief rivals, MKs Herzog and Livni, but that it would support a center-left bloc, confirming the stance presented by MK Ahmad Tibi on 1/17. (TOI 2/1)

In the Gaza Strip, gas shipments are held as a result of a dispute between the Palestinian Ministry of Finance in Gaza and the Palestinian Gen. Directorate of Petroleum. In the West Bank, an Israeli settler stabs a Palestinian man e. of Hebron, causing moderate injuries. Hours later, Israeli settlers attack a 12-year-old Palestinian in the H2 area of Hebron, causing major bruising. In response, the IDF sets up several mobile checkpoints around Hebron, and later detain and beat 1 Palestinian. Following the 3 incidents, hundreds of Israeli soldiers and a group of private settler security officers conduct military drills n. of Hebron. They also conduct house searches nr. Hebron and Salfit. Elsewhere, Israeli settlers and soldiers continue leveling land around the Ahiya outpost nr. Nablus. Hours before the Knesset is set to vote on whether to hold early elections, Israeli PM Netanyahu and opposition leader, Kadima party head Shaul Mofaz, make the surprise announcement that Kadima has agreed to join the governing coalition and that they will form a new unity government rather than send the country to early elections (see 5/6/12). The deal is contingent on meet 3 Kadima demands: (1) that Mofaz becomes a vice PM and “special minister in charge of the process with the Palestinians” (already agreed by Netanyahu); (2) that the Knesset passes legislation requiring all Israeli citizens including the ultra-Orthodox to perform military service if they are to receive government benefits; and (3) that unspecified elections reforms are enacted. With Kadima’s 28 Knesset seats, the coalition deal gives Netanyahu control of 94 of 120 seats in parliament and leaves no single faction in a position to topple the government. The deal is also a benefit to Netanyahu from the standpoint that he can keep Barak, a strong ally on the Iran issue, as DM. Israel’s High Court rejects appeals for the release of Islamic Jihad administrative detainees Diab and Halahleh, who have been on hunger strike for 69 days.
