A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. In the West Bank, 4 Palestinians were arrested during late-night raids in and around Tulkarm and Bethlehem. In Bayt Umar, Israeli forces injured 1 Palestinian firing live ammunition at his abdomen. In East Jerusalem, Israeli forces detained 4 Palestinian journalists from Palestine TV. They were all released later in the same day. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. In the West Bank, Israeli forces shot and injured a Palestinian man using rubber-coated bullets as he was trying to enter Israel at a checkpoint southwest of Jenin. Elsewhere in Hebron, a video showed Israeli soldiers assaulting 1 Palestinian man and his 5-year-old boy. Israeli forces also delivered a stop-work notice for a house near Ya‘bad. Israeli settlers stole olive harvests from Palestinian farmers in Luban al-Sharqiyya. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, and Silwad. In East Jerusalem, Israeli forces demolished a Palestinian-owned home in Silwan. 2 Palestinians were arrested during late-night raids in Issawiyya. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. The European Union donated $17.84 million to the PA to help make payments for PA civil servants and pensioners as the PA faces economic hardship due to Israel withholding part of its tax revenue. (WAFA 11/5)

In the West Bank, Israeli forces violently dispersed a protest in al-Bireh against the treatment of Palestinian prisoners in Israeli jails; 8 injuries were reported. Elsewhere, in Ramallah, Palestinians suffered tear-gas related injuries during an Israeli military raid. Israeli forces also arrested 27 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, Salfit, Qalqilya, Hebron, Abu Dis, and Tulkarm. Israeli settlers with military escort raided an archeological site in Sabastiyya and Joseph’s Tomb in Balata. In East Jerusalem, the Israeli magistrate court ordered the eviction of a Palestinian family of 13 from their home in Silwan. The lawsuit was brought by the settler organizations Ateret Cohanim and Elad. 28 Palestinians were arrested during late-night raids in and around Issawiyya and Silwan. A court in Jerusalem upheld the Israeli Coordination of Government Activities in the Territories decision not to allow the majority of players and staff of the soccer team Khadamat Rafah travel permits to the West Bank for a match in the Palestinian soccer cup championship. The match was originally scheduled for 7/3, but the players and staff had not been able to obtain the permits to travel to the West Bank for the match for more than 2 months. The winner of the final game between Khadamat Rafah and Balata FC would represent Palestine at the Asian Cup. (AP, HA 9/23; AJ 9/25)

In the West Bank, Israeli forces demolished a water line and irrigation network in ‘Ayn al-Bayda in the Jordan Valley. Israeli forces also arrested 7 Palestinians during raids in and around Bethlehem and Qalqilya. In East Jerusalem, 1 Palestinian was arrested near Bab al-Rahma on the Haram al-Sharif compound. In the West Bank, Israeli forces seized 3 barracks and a water pump generator in Za’atra near Bethlehem. Israeli forces also handed demolition notices to several families in Qalandia. 2 Palestinians were arrested during late-night raids in Jenin. In East Jerusalem, a Palestinian man was killed by Israeli policemen in Issawiyya. The policemen said after the incident that they shot the man because he was lighting firecrackers in their vicinity. Other Palestinians were injured by rubber-coated bullets during the incident. Earlier in the day, Palestinians and Israeli activists were protesting the Israeli raids that have occurred in Issawiyya in the past 3 weeks. At least 5 Palestinians were arrested in East Jerusalem, including 4 in Wadi al-Juz. In Israel, Israeli officials reported 17 fires allegedly ignited by incendiary balloons launched from Gaza. In the West Bank, Israeli forces demolished a Palestinian-owned building in Hebron. Elsewhere in the West Bank, Israeli forces demolished a residential structure and 4 barns southwest of Bethlehem. The demolition led to a confrontation with members of the family owning the structures, causing 1 injury. In Tammun near Tubas, Israeli forces uprooted dozens of olive trees and demolished a water well. 6 Palestinians were arrested during late-night raids in and around Hebron and Jenin. Secretary general of the PLO Saeb Erakat released a statement, reading, “This is an official announcement that Palestine will not attend the Manama meeting . . . We reiterate that we did not mandate anyone to negotiate on our behalf.” Erakat’s statement was in response to the U.S.-led summit of the economic component of U.S. president Donald Trump’s peace plan. In the West Bank, Israeli forces shot and injured a Palestinian in ‘Araba near a military checkpoint after he allegedly fired shots toward Israeli soldiers. Another Palestinian later turned himself in to Israeli forces after they threatened to demolish his house if he resisted. Israeli authorities alleged that he had partaken in the shooting. Israeli forces razed land and uprooted dozens of olive trees on a Palestinian-owned plot of land near Bethlehem. Israeli forces also arrested 7 Palestinians during late-night raids in and around Ramallah and Qalqilya. In the Jordan Valley, Israeli authorities delivered stop-work orders for the construction of solar panels. In East Jerusalem, Israeli forces demolished a car repair shop in al-Thouri, 2 residential structures that left 5 Palestinians homeless, and several animal sheds. PA president Mahmoud Abbas reiterated that the PA would not accept any of the tax revenue that Israel is withholding unless it is the full amount. In the West Bank, over 20,000 Israeli settlers visited the al-Ibrahimi Mosque in Hebron while the holy site was sealed off for Muslim worshippers. In Sabastiyya, Israeli settlers escorted by Israeli forces stormed an archeological site. Meanwhile, the village was sealed off by Israeli forces impeding the movement of its Palestinian residents. Elsewhere in the West Bank, 11 Palestinians were injured when Israeli settlers escorted by Israeli forces stormed Joseph’s Tomb near Nablus. Israeli prime minister Benjamin Netanyahu announced that he is planning to name a town in the occupied Golan Heights after U.S. president Donald Trump. Netanyahu said that it was a gesture of appreciation for the U.S. recognition of Israeli sovereignty over the Golan Heights. (MNA 4/24)

At a Time magazine event, President Trump’s senior adviser and son in-law Jared Kushner indicated that the U.S. “peace plan” does not include a sovereign Palestinian state. Kushner said that past negotiations over a 2-state solution had failed and that “New and different ways to reach peace must be tried.” When asked directly if 2 states are part of the U.S. plan, Kushner responded, “If people focus on the old traditional talking points, we’re never going to make peace.” (HA 4/24)

In the West Bank, an Israeli soldier assaulted a Palestinian shepherd in Hadidiya in the Jordan Valley. Elsewhere in the West Bank, a 17-year-old Palestinian was injured after being hit in the head by an Israeli fired rubber-coated bullet. The attack happened as Israeli forces raided Muthalath al-Shuhada south of Jenin; Palestinians in the village responded to the raid by throwing stones at the soldiers. At least 4 Palestinians were detained in late-night raids in and around Hebron, Hizma, and Tulkarm. In East Jerusalem, a Palestinian family demolished their own home to avoid the excessive Israeli demolition fees. Along the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen. Hamas political leader Yahya Sinwar said Israel and Hamas had reached an agreement through Egyptian mediators that included expanding the list of items allowed into Gaza and easing restrictions on import and export and passage of traders. (HA 4/6)

In a controversial interview with Israeli Channel 12, Prime Minister Benjamin Netanyahu said that if he wins the upcoming Israeli elections, he “will extend sovereignty but I don’t distinguish between the settlement blocs and the isolated ones, because each settlement is Israeli and I will not hand it over to Palestinian sovereignty.” Netanyahu further stated, “I will not divide Jerusalem, I will not evacuate any community and I will make sure we control the territory west of Jordan.” Netanyahu also said that the evacuation of Khan al-Ahmar “it will happen, I promised and it will happen at the soonest opportunity.” Netanyahu’s statements were largely understood as a pledge to annex the West Bank. Palestinian foreign minister Riyad al-Maliki responded that Netanyahu would face a “real problem” if he is serious, adding that Palestinians would resist such policy. (WAFA 4/6; AJ, HA, HA 4/7)

At the World Economic Forum on the Middle East and North Africa in Jordan, the Omani foreign minister Yusuf bin Alawi bin Abdullah said at a panel that Palestinians should reassure Israel that it is not under threat in the Middle East. Yusuf bin Alawi’s comment was quickly rebuked by Jordanian foreign minister Ayman Safadi, stating that the Arab Peace Initiative stipulates that normalization with Israel is based on Israeli withdrawal of occupied Palestine. In a speech to the Republican Jewish Coalition in Las Vegas, NV, President Donald Trump told the audience that in the lead-up to announcing that U.S. was moving its embassy to Jerusalem, he ignored calls from world leaders. Trump further referred to Israeli prime minister Benjamin Netanyahu as “your prime minister” to the largely Jewish-American audience. (MDW, 4/7)

In the West Bank, during the funeral procession for the 23-year-old Palestinian man killed 4/1 during a late-night raid in Qalandia refugee camp in the West Bank, 2 Palestinians, both minors, were injured and taken to a hospital after Israeli forces shot at the crowd. Elsewhere in the West Bank, a 3-story Palestinian-owned building in Bir Oneh near Bethlehem was demolished by Israeli forces. In Hebron’s Israeli-controlled area, students and teachers were injured when Israeli forces fired tear gas next to a school. Israeli settlers vandalized the Palestinian town of Dayr Jarir by spraying racist graffiti and cut down some 400 grapevines and 150 almond trees. In East Jerusalem, a 2-story Palestinian-owned building was demolished by Israeli forces in Shu‘fat refugee camp. The owner of the demolished building later in the day received a bill of over $40,000 for the demolition cost. In Gaza, a 25-year-old Palestinian succumbed to wounds sustained on 3/30 during the Great March of Return protests. The man was shot by Israeli snipers. This brings the death toll stemming from the Great March of Return to 218. Off the coast of Gaza, 1 Palestinian fisherman was injured by Egyptian navy forces firing live ammunition toward fishermen. 4 other Palestinian fishermen were detained by the Egyptian forces. One day after an Egyptian delegation arrived in Gaza to help ease the escalating tensions between Israel and Hamas, a senior Hamas official says, “I think the Israeli side is also not interested in war on the eve of elections.” The delegation is reportedly discussing a possible cease-fire agreement, under which the Israeli authorities would increase humanitarian aid to Gaza in exchange for calm along the border fence. “The Egyptian delegation is doing everything it can to lower tension and prevent war in the Gaza Strip,” the official adds. Two days after sealing it, Israeli forces re-open al-Rahma Gate to Haram al-Sharif. A senior Islamic Waqf official says that Jordanian officials were actively engaging with the Israeli authorities to re-open the gate throughout the closure. Later in the day, Israeli forces assault a number of Palestinian protesters congregating outside after the mid-day prayer; 19 protesters are arrested and several are injured. Meanwhile, hundreds of Palestinians gather along Gaza’s border fence to continue the Great March of Return and cheer on approximately 20 Palestinian ships sailing in a symbolic challenge to Israel’s blockade. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

PA minister for civilian affairs Hussein al-Sheikh says that the Trump administration has asked U.S. and international banks to stop working with the PA in an effort to pressure the Palestinian leadership into accepting their long-awaited Palestinian-Israeli peace plan. “Major international financial institutions and parties have begun to accede to an American request to impose a tight financial siege on the [PA],” he says. “The sanctions began with preventing the transfer of an Iraqi grant worth $10 million, which was handed over to the Arab League recently. Haaretz reports that Israeli government officials have informed the Jerusalem District Court of their intention to invoke a legal justification approved by Attorney General Avichai Mandelblit in 12/2018 to retroactively authorize several settlement housing units build on Palestinian land near the Ariel settlement. PLO secretary general Saeb Erakat says that Polish officials recently invited the Palestinians to attend the upcoming security conference in Warsaw, where U.S. officials are reportedly set to unveil some details about their long-awaited Palestinian-Israeli peace plan. “Our position remains clear,” he says. “We are not going to attend this conference and reiterate that we have not mandated anyone to talk on behalf of Palestine.” (TOI 2/8; MNA 2/10)

Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. At a formal ceremony in New York City, PA president Mahmoud Abbas assumes chairmanship of the UN’s Group of 77 and China, pledging to “pursue the path paved by previous chairs” and to “strive to carry forth the legacy and traditions of our group in addressing the challenges before us for achieving progress and prosperity for our peoples and states.” The group comprises 134 member states, making it the UN’s largest bloc.
