Israeli forces delivered a stop-work order for a Palestinian-owned house near Tubas. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. 8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. Israel’s prime minister Benjamin Netanyahu announced via Twitter that 300 new settlement units in the Dolev settlement would be sent for approval to the Planning Committee. It was reported by the Lebanese state-run media outlet National News Agency that Israel attacked a base for the Popular Front for the Liberation of Palestine – General Command with 3 missiles in Qusaya in Northern Lebanon, causing damage to structures but no injuries. Iraqi president Barham Salih and prime minister Adel Abdul-Mahdi condemned Israel’s attack on Iraqi groups on 8/25, calling it an “attack on Iraqi sovereignty.” The U.S. Department of Defense issued a statement opposing Israel’s attacks in Iraq, saying that the U.S. supports Iraqi sovereignty and opposes “external actors” operating in Iraq. Israel’s transportation minister and member of Knesset Bezalel Smotrich wrote on Facebook that the approval for 715 housing units in Area C for Palestinians yesterday (7/30) was made “to prevent the establishment of an Arab terror state in the heart of Israel, to protect all of our Land of Israel and develop settlement and sovereignty in all its spaces.” The spokesperson for PA president Mahmoud Abbas, Nabil Abu Rudayna, said of the approval for the Palestinian housing units, “[t]he Palestinian people have the right to build on all of their land occupied in 1967 without the need for a permission from anyone. In Gaza, 2 bodies were found under the rubble of an apartment building destroyed by Israeli missiles in Bayt Hanun; this brings the comprehensive death toll to 32 Palestinians from the weekend’s violence. The Israeli army announced that all Gaza and West Bank crossings into Israel will be closed from midnight (Israeli time) 5/6 to midnight 5/9 for the Israeli celebrations of Memorial Day and Independence Day. After the cease-fire reached between Hamas and Israel in the late hours of 5/5, Israeli prime minister Benjamin Netanyahu said in a statement, “the battle is not over and requires patience and level-headedness. We are prepared to carry on.” The comment indicates that the Israeli bombing campaign is not over. A Hamas spokesperson said in response to Netanyahu’s statement: “Netanyahu’s declarations are ridiculous. The resistance factions have succeeded in deterring and humiliating his military. Our message is that this round is over, but the conflict will not be until we get our rights.” (HA 5/6)

The Israeli supreme court overturned Prime Minister Netanyahu’s decision to prevent 181 Palestinians from the West Bank to partake in a joint Memorial Day ceremony in Tel Aviv. However, only 100 Palestinians will be allowed to attend the Memorial Day ceremony. The event is organized by Combatants for Peace, a group of Israelis and Palestinians working for reconciliation. Netanyahu’s decision was 1st made public on 5/1. (HA 5/6)

U.S. acting secretary of defense Patrick Shanahan said that the U.S. was sending an aircraft carrier to the Middle East because of indications of a “credible threat by Iranian regime forces.” (AJ 5/6)

In the West Bank, 8 Palestinians were arrested during late-night raids in and around Ramallah, Tulkarm, Hebron, and Jericho. During a raid in Hebron, surveillance camera recordings were confiscated and solar panels were damaged. East of Ramallah, Israeli forces uprooted 120 olive trees. In ‘Urif, Israeli settlers attacked a Palestinian high school by throwing stones at the building, causing moderate damage. In East Jerusalem, 3 Palestinians were arrested; 2 during late-night raids in Issawiyya and 1 near the Haram al-Sharif compound. In Gaza, Israeli shelling continued for the 3d day in a row, killing 19 Palestinians and wounding 29. Several buildings in Gaza were completely destroyed and others were damaged. 3 Israelis were killed by rockets from Gaza and 4 people were wounded in Israel, including a Thai national. U.S. president Donald Trump tweeted, “Once again, Israel faces a barrage of deadly rocket attacks by terrorist groups Hamas and Islamic Jihad. We support Israel 100% in its defense of its citizens . . . To the Gazan people—these terrorist acts against Israel will bring you nothing but more misery. In the West Bank, Israeli forces destroyed a water pipeline supplying the village of Bayt Dajan east of Nablus. Israeli forces also demolished an animal barn near Yatta in a confrontation with local Palestinians protesting the demolishing; several Palestinians were injured. Late at night, Israeli settlers with Israeli military escort stormed ‘Urif near Nablus. Several Palestinians were injured, and 1 Palestinian-owned vehicle was vandalized. Israeli forces imposed a curfew on Huwwara after a Palestinian allegedly attempted to stab an Israeli settler; Palestinian teens were also reported to have been throwing rocks at an Israeli settler vehicle. The PA returned the full amount of the deducted tax revenue Israel transferred to the PA. The PA have on several occasions reiterated that it would not accept any tax revenue transfer that is not the full amount. Hamas and Islamic Jihad in Palestine (PIJ) condemned the Israeli attack on Gaza on 5/1. A PIJ official warned that any further aggression would be responded to with hits on Israel’s “biggest cities.” (HA 5/2)

In an interview at the Washington Institute for Near East Policy, U.S. president Donald Trump’s son in-law and senior adviser Jared Kushner said in response to a question of why the U.S. administration had not taken a position on the 2-state solution, that, “[i]f you say ‘two-state’, it means one thing to Israelis and another to Palestinians, so we told ourselves—let’s try not to say it.” (AJ, HA 5/3)

The Israeli security service Shin Bet announced that it had arrested a Palestinian from the West Bank who had planned an attack in Jerusalem close to Israeli election day. According to Shin Bet, the attack was planned with Hamas operatives in Gaza. Elsewhere in the West Bank Israeli forces arrested 16 Palestinians during late-night raids in and around Nablus, Bethlehem, Jenin, Tulkarm, and Ramallah. 3 Palestinian land surveyors were attacked by Israeli settlers in Ras Karkar west of Ramallah; all 3 were treated at a hospital for their injuries. In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . Elsewhere in the West Bank, a 17-year-old Palestinian was injured after being hit in the head by an Israeli fired rubber-coated bullet. The attack happened as Israeli forces raided Muthalath al-Shuhada south of Jenin; Palestinians in the village responded to the raid by throwing stones at the soldiers. In a controversial interview with Israeli Channel 12, Prime Minister Benjamin Netanyahu said that if he wins the upcoming Israeli elections, he “will extend sovereignty but I don’t distinguish between the settlement blocs and the isolated ones, because each settlement is Israeli and I will not hand it over to Palestinian sovereignty.” Netanyahu further stated, “I will not divide Jerusalem, I will not evacuate any community and I will make sure we control the territory west of Jordan.” Netanyahu also said that the evacuation of Khan al-Ahmar “it will happen, I promised and it will happen at the soonest opportunity.” Netanyahu’s statements were largely understood as a pledge to annex the West Bank. At the World Economic Forum on the Middle East and North Africa in Jordan, the Omani foreign minister Yusuf bin Alawi bin Abdullah said at a panel that Palestinians should reassure Israel that it is not under threat in the Middle East. Yusuf bin Alawi’s comment was quickly rebuked by Jordanian foreign minister Ayman Safadi, stating that the Arab Peace Initiative stipulates that normalization with Israel is based on Israeli withdrawal of occupied Palestine. Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. U.S. president Donald Trump tweets, “After 52 years it is time for the United States to fully recognize Israel’s sovereignty over the Golan Heights, which is of critical strategic and security importance to the State of Israel and Regional Stability!” His tweet reverses decades of U.S. policy and runs counter to several UN Security Council resolutions and international law. It comes in response to Israeli prime minister Benjamin Netanyahu’s call for the international community to recognize Israeli control over the Golan Heights, and it is widely seen as a boon for Netanyahu’s chances the upcoming Israeli election on 4/9.
