In response to COGAT’s 5/25 announcement of a reduction in Israel’s electricity supply to Gaza, Hamas releases a statement threatening “consequences” if the reductions are implemented. Tubas, confiscating a garbage truck and tractors, and delivering several stop-work orders to Palestinians constructing a power line. The Israeli govt. informs the High Court of Justice that it has decided to return 7 corpses of Palestinians killed in violent attacks against Israelis in recent mos., but only if the families agree to certain conditions. The decision comes in response to the families’ petitions. The Israeli authorities say that the cases of 3 other corpses must be studied further because of their relation with Hamas and the security cabinet’s 12/8 ruling on the matter. (HA, MNA, YA 12/9)

In the Jerusalem and Hebron areas, 2 Palestinians are killed in alleged ramming attacks. First, an Israeli settler shoots and kills a Palestinian driver nr. the Kefar Adumim settlement after he injures 2 Israeli soldiers with his car. While the Israeli media claims it was an intentional car-ramming, Palestinian sources report that the man was in a car accident with the settler driver. The victim’s brother was killed in a similar incident on 11/22.IDF troopsshoot and kill a Palestinian driver in Bayt Umar nr. Hebron after he rams a group of Israeli soldiers, injuring 5 of them. Afterward, the IDF seals the main entrance to the village. Israeli civilians assault a Palestinian worker in Beit Shemesh w. of Jerusalem, causing moderate injuries. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. In the West Bank, the IDF shoots and injures a number of Palestinians in various clashes. Outside al-Jalazun refugee camp (r.c.) nr. Ramallah, Palestinians throw stones over the perimeter fence in the direction of the Beit El settlement, and IDF troops shoot and wound 9 with live ammunition, none seriously. In the Abu Dis neighborhood of East Jerusalem, Palestinians open a small hole in the separation wall during protests marking Nakba Day (5/15), and IDF troops respond by opening fire with rubber-coated metal bullets, causing a few, non-serious injuries. In al-‘Arub r.c. nr. Hebron, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets after residents throw stones at an army patrol. In Bayt Umar village nr. Hebron, the IDF shoots and wounds 1 Palestinian with a rubber-coated metal bullet, in clashes sparked by an army patrol. In addition, there are also clashes between Jewish settlers and Palestinians, after the settlers set fire to lands of Nablus area villages. After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. Hamas sends a message to Israel stating that it is doing everything possible to prevent rocket fire. Before the UNSC vote reaffirming the illegality of Jewish settlements, U.S. Secy. of State Hillary Clinton phones Abbas to warn him that that U.S. aid could be cut if the vote goes ahead. In Ramallah, the PLOEC and FCC opt to go ahead with the vote saying, “The Palestinian leadership will reject American demands even if our decision leads to a diplomatic crisis with the Americans. In a major speech to the Saban Center in Washington, U.S. Secretary of State Clinton says the admin. has concluded that talks on extending the Israeli settlement freeze would come to nothing and opted to revive shuttle missions between the Israeli and Palestinian sides, trying to get them to discuss all core issues simultaneously and offering U.S. bridging proposals when appropriate. The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip.
