Israeli forces also blocked an agricultural road near Qusra with dirt mounds. Elsewhere, Israeli forces dismantled and seized 2 residential structures in al-Ouja, displacing 12. Israeli forces also raided Bayt Liqya, leading to a confrontation with Palestinians; 3 were injured by rubber-coated bullets and others suffered tear-gas related injuries. 32 Palestinians were arrested, including 2 at a checkpoint near Burqa and 30 during late-night raids in Abu Dis, Tuqu‘, Madama, Tell, Kafr al-Labad, Kafr Abbush, Illar, Ya‘bad, Fahma, and Tayba. Haaretz reported that declassified material from the Shin Bet revealed that Israel funded and ran the Khaim prison together with the South Lebanon Army in the southern part of Lebanon. The documents revealed that from 1985 to 2000, prisoners in the Khaim prison were tortured and held in indefinite detention without a trial. (HA 3/23)

In the West Bank, Israeli forces violently dispersed Palestinian protests of the U.S. administration’s peace plan throughout the West Bank for the 4d day in a row: 1 Palestinian was shot by live ammunition at the Qalandia checkpoint; 1 was injured by live ammunition in Nabi Salih; 1 was hit with a tear gas canister to her face near Tubas; and others suffered rubber-coated bullet and tear-gas related injuries. A Palestinian family started demolishing their own home in Abu Dis to avoid exorbitant Israeli demolition fees. Israeli settlers uprooted 700 apricot and almond tree seedlings in Sabastiyya; Israeli settlers also broke windows of a Palestinian-owned home in Madama. In East Jerusalem, Israeli forces stormed the Haram al-Sharif compound, leading to clashes with worshippers; 10 people were reported injured by rubber-coated bullets and 3 were arrested. In Gaza, for the 3d consecutive day, Israeli forces struck targets in Gaza. Subsequently, 2 rockets were fired at Israel; 1 was intercepted and the other landed in an open area, causing no damage or injuries. 14 Palestinians were injured by Israeli forces as they were protesting near the Gaza fence, including 10 who were hit by live ammunition. 1 minor Palestinian succumbed to wounds sustained during the Great March of Return protest on 10/11/19. The man was wanted in connection to the drive-by shooting attack that led to the injury of 7 Israeli settlers on 12/9. After the killing, IDF troops raid the alleged attacker’s home in nearby Kobar village, detaining his extended family, arresting his father and brother, sparking clashes with residents of the area; 3 Palestinians are injured. Separately, they arrest 4 other Palestinians accused of conspiring to perpetrate the 12/9 attack and confiscate the vehicle they allegedly used during raids in and around Ramallah. An Israeli newborn succumbs to complications stemming from the drive-by shooting attack outside the Ofra settlement on 12/9. At least 20,000 Palestinian protesters gather along Gaza’s border, marking the 2d consecutive Friday of the Great March of Return. They set fire to hundreds of tires and roll them toward the border fence (some Palestinians say that the burning tires are meant to create a smokescreen to defend protesters from Israeli snipers). IDF troops violently disperse the protesters near Gaza City, killing 7 and injuring at least 250. For the 2d week in a row, the U.S. blocks a Kuwait-backed effort to get the UNSC to call for an independent and transparent investigation into the IDF’s violent crackdown on the Great March of Return. According to Palestinian UN envoy Riyad Mansour, 14 of the 15 members of the UNSC support the effort. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. A senior but unnamed official within Israel’s Ministry of Foreign Affairs tells the media that Israel has been invited to join the UNHRC’s Western European and Others Group. The development was made possible by Israel ending its boycott of the UNHRC in 10/2013, as well as agreeing to participation in its Universal Periodic Human Rights Review process. On 11/6, ambassadors of the U.K., Australia, Canada, Germany, France, and the U.S. sent a letter to the UN institutions in Geneva to urge the inclusion of Israel in the regional group.
