Thousands of right-wing Jewish activists visit Hebron to pray at al-Ibrahimi Mosque, commemorating Yom Kippur. In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after he assaults a right-wing Jewish activist and allegedly attempts to stab an Israeli police officer. A Palestinian eyewitness says that the deceased was not trying to stab anyone and that he was only “defending himself” from the Jewish activist. Errant Israeli fire from the incident damages the windows of a nearby shop and a number of vehicles in the area. Meanwhile, approximately 326 right-wing Jewish activists tour Haram al-Sharif throughout the day to commemorate Yom Kippur. Israeli police assault and injure 7 Palestinians and arrest at least 5 others amid the ensuing confrontations at the sanctuary. Along Gaza’s border, IDF troops violently disperse hundreds of Palestinians gathering near Bayt Hanun to continue the Great March of Return for a 5th day in a row; 2 Palestinians are killed and at least 45 are injured. Unidentified sources in Gaza tell the Israeli press that Hamas is working to escalate the weekly Great March of Return protests in order to pressure Israel and Egypt into resuming the backchannel talks on a long-term cease-fire, which have reportedly been suspended for the past few weeks. For a 4th day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in Tulkarm, Salfit, Bethlehem, at Huwwara checkpoint near Nablus, al-‘Arub refugee camp near Hebron, and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, Gaza City, al-Bureij refugee camp, and Rafah; at least 24 Palestinians are injured and 8 are arrested. Meanwhile, Israeli forces confiscate Palestinian agricultural equipment near Nablus. IDF troops arrest 21 Palestinians during late-night raids near Ramallah, Jenin, Bethlehem, Nablus, and Salfit; and patrol near Hebron throughout the day. Palestinians throw rocks at Israeli settler cars near Jerusalem, lightly injuring 1 minor. In East Jerusalem, Israeli forces uproot a number of trees in a cemetery outside the Old City and arrest a Palestinian attempting to stop them. Along Gaza’s border, IDF troops open fire on Palestinian lands near Jabaliya refugee camp, causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya late at night, causing no damage or injuries. In West Jerusalem, Israeli police arrest a Palestinian youth after he allegedly stabs and injures 1 of them at the Central Bus Station. They later uncover a message the alleged attacker posted on Facebook indicating that he was motivated, at least in part, by the 12/6 U.S. recognition of Jerusalem as Israel’s capital. The IDF demolishes a tunnel leading from Gaza into Israel near Kibbutz Nirim. “The tunnel that was thwarted today was a very significant tunnel and [built] to higher standards than what we are used to seeing,” a spokesperson says. (HA, NYT, TOI 12/10)

Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Shaath says that some forms of communication have continued throughout the recent crisis, but that communication about the peace process has been “interrupted.” (TOI 12/10)

Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. The 2 sides neglect to set a new deadline, and the future of the reconciliation process is therefore unclear. (AFP, TOI 12/10)

Tensions in the Hebron district remain high as the IDF maintains restrictions on Palestinian movement in Hebron and the surrounding district and conducts patrols in the region throughout the day. IDF troops conduct raids in Yatta overnight, sparking clashes with stoneand bottle-throwing residents (2 Palestinians are injured). Movement in Yatta has been restricted since 6/8. The IDF conducts further raids and house searches in and around Hebron, as well as nr. Qalqilya and Bethlehem, issuing arrest summons to 4 Palestinians and arresting 2. Unidentified Palestinians open fire on an Israeli settler driving nr. Bethlehem, causing damage and no injuries. A Palestinian suffers minor burns when a flare left by Israeli forces ignites in Jenin. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. PA pres. Abbas meets with French pres. Hollande in Paris to discuss the French peace initiative in light of recent events. Hollande says that France is determined to build on the 6/3 summit. Meanwhile, in an interview with the Times of Israel, the dir. gen. of Israel’s Foreign Ministry, Dore Gold, says that Israel will probably not attend a follow-up summit in Paris, if invited, because it would “undermine the whole peace process,” reiterating Israel’s opposition to the French efforts. In East Jerusalem, around 50,000 Palestinians pray at Haram al-Sharif for ‘Id al-Adha. Non-Muslim visitors are barred from the sanctuary, pursuant to the Israeli authorities’ 9/21 order. In the early morning, Israeli forces arrest 1 Islamic Waqf guard at the sanctuary. Late at night, Israeli forces arrest 5 Palestinians on raids in Silwan and Sur al-Bahir. On Gaza’s border e. of Khan Yunis, Israeli forces arrest 3 Palestinians attempting to cross into Israel for work. The PA announces that 5 new ministers will be sworn in on 7/31, implementing the cabinet “reshuffle” that the PLO leadership approved on 6/30. Hussein al-Araj will serve as min. of local governance; Sabri Saydam will serve as min. of education; Samih al-Abed will serve as min. of transportation; Sufian Sultan will serve as min. of agriculture; and Abeer Odeh will serve as min. of national economy. After an all-night session, Israel’s Knesset passes, 46–40, the 2d and 3d readings of a bill to allow force-feeding of prisoners on hunger strike that was approved by the Israeli cabinet on 6/14. In the West Bank, an Israeli officer shoots and kills a stone-throwing Palestinian youth during clashes nr. the Qalandia checkpoint s. of Ramallah. There are no other serious injuries. The Israeli atty. gen.’s office announces that the state will amend the proposed bill allowing the force-feeding of hunger-striking prisoners that was approved by the Israeli cabinet on 6/14. In response to complaints from civil society organizations, the softer version of the bill only allows force-feeding if “there is a real possibility that within a short time the prisoner is at risk of death or irreversible disability.” (HA 6/23)

In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. However, other reports say that conversations about dissolution have been going on for mos. (HA, MNA, NYT 6/16)

Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. The State’s prosecutors argued for the court to approve the punitive demolition of the whole home, as was initially ordered in the wake of the shooting. (JP, MNA, TOI, YA 6/16; HA 6/17)

IDF maj.-gen. Sami Turgeman, cmdr. of the IDF’s s. operations, says that the recent rockets fired from Gaza “are isolated incidents” and that the IDF will not launch “an operation in the Strip because of them.” He reaffirms that Israel holds Hamas responsible for all rockets from Gaza, but notes that it is making efforts to stop the small Salafist groups from launching the attacks. According to a senior Israeli official, China recently informed Israel that it will not allow any of its citizens to work on Israel’s West Bank settlements. The restriction comes in the context of bilateral trade negotiations, which Israeli finance min. Moshe Kahlon initiated to facilitate his broader push to expedite construction of housing across Israel. Kahlon is hoping to have thousands of foreign workers come, replacing the current system of private construction firms hiring foreign workers as needed, which has resulted in a series of labor law violations and international criticism. Since 2011, Israel has signed similar agreements with Thailand, Sri Lanka, Bulgaria, Moldova, and Romania, bringing more than 12,000 foreign workers to Israel. (HA, TOI 6/7; AFP 6/8)

In an interview with Haaretz, ICC prosecutor Bensouda says she is considering war crimes investigations into Palestinians and low-ranking Israeli soldiers. Her comments indicate an expanded scope from previous speculation that only high-level Israeli officials would be targeted. UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. The U.S. Senate Foreign Relations Comm. unanimously approves, 19–0, an amended version of the Iran Nuclear Agreement Review Act, which would give Congress an opportunity to approve or disapprove of any agreement made between the P5+1 and Iran and increase congressional oversight on verification of the deal. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers.
