For a 4th day in a row, Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in Tulkarm, Salfit, Bethlehem, at Huwwara checkpoint near Nablus, al-‘Arub refugee camp near Hebron, and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, Gaza City, al-Bureij refugee camp, and Rafah; at least 24 Palestinians are injured and 8 are arrested. Meanwhile, Israeli forces confiscate Palestinian agricultural equipment near Nablus. IDF troops arrest 21 Palestinians during late-night raids near Ramallah, Jenin, Bethlehem, Nablus, and Salfit; and patrol near Hebron throughout the day. Palestinians throw rocks at Israeli settler cars near Jerusalem, lightly injuring 1 minor. In East Jerusalem, Israeli forces uproot a number of trees in a cemetery outside the Old City and arrest a Palestinian attempting to stop them. Along Gaza’s border, IDF troops open fire on Palestinian lands near Jabaliya refugee camp, causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya late at night, causing no damage or injuries. In West Jerusalem, Israeli police arrest a Palestinian youth after he allegedly stabs and injures 1 of them at the Central Bus Station. They later uncover a message the alleged attacker posted on Facebook indicating that he was motivated, at least in part, by the 12/6 U.S. recognition of Jerusalem as Israel’s capital. The IDF demolishes a tunnel leading from Gaza into Israel near Kibbutz Nirim. “The tunnel that was thwarted today was a very significant tunnel and [built] to higher standards than what we are used to seeing,” a spokesperson says. (HA, NYT, TOI 12/10)

Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Shaath says that some forms of communication have continued throughout the recent crisis, but that communication about the peace process has been “interrupted.” (TOI 12/10)

Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. The 2 sides neglect to set a new deadline, and the future of the reconciliation process is therefore unclear. (AFP, TOI 12/10)

In Gaza, a Palestinian man is killed in a tunnel collapse nr. Rafah. In the West Bank, IDF troops shoot and critically injure a Palestinian youth by the separation wall nr. Jenin. The young man will succumb to his injuries late at night. They also conduct house searches and raids in Tulkarm, 1 village and al- ‘Azza r.c. nr. Bethlehem, and 1 village nr. Nablus, arresting 6 Palestinians; patrols in 5 villages nr. Jenin, al-‘Arub r.c. and 1 village nr. Hebron, and 1 village each nr. Ramallah, Qalqilya, and Tulkarm. Overnight, Israeli forces demolish 4 residential structures in the n. Jordan Valley and a home nr. Jenin; conduct a large drill nr. Tubas that leads to fire damage on 3,000–4,000 dunams of farmland. Israeli settlers chop down over 100 almond, grape, and olive trees outside Hebron. Unknown Palestinians throw Molotov cocktails at an Israeli settler’s car nr. Nablus, injuring 1 and causing damage. In East Jerusalem, hundreds of Palestinians gather in al-Tur for the funeral of the Palestinian youth killed by Israeli forces on 4/24, defying the Israeli attempt to restrict the funeral to 70 mourners. Minor clashes break out with Israeli forces, but there are no serious injuries. (The Israeli authorities withheld the teen’s body until early this morning and they required his family to pay approximately $5,000 to get it back.) UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries. A PA unity govt. delegation travels to Gaza to address the ongoing wage crisis. Inter alia, they are tasked with counting the number of PA employees from before 2007 to determine how many of the Hamas-run govt.’s civil servants hired after 2007 can remain employed. Meanwhile, the Gaza Chamber of Commerce organizes a hearing about the National Solidarity Tax Law, which Hamas passed on 4/18 to levy a new import tax on “non-basic” goods. Also, a 3-story building in Dayr al-Balah collapses after being damaged during OPE last year. Meanwhile, Egyptian security forces shoot and injure a Palestinian exiting a tunnel on the Egyptian side of the border nr. Rafah. In the West Bank, Israeli forces demolish a synagogue in a settlement outpost nr. Hebron early in the morning. The IDF conducts house searches and raids in Nablus, a nearby village, and Balata r.c., arresting 31 Palestinians, most affiliated with Hamas. They also arrest a Palestinian on a raid in al-Fara‘a r.c. nr. Jenin and patrol in 3 villages each nr. Hebron and Tulkarm, and 1 nr. Jenin. Nr. East Jerusalem, Israeli forces demolish a mobile home in Bayt Hanina. In Israel, an Israeli man assaults a Palestinian worker from Jenin in a shop in Umm al-Fahm. Israel’s COGAT Mordechai announces that starting today, Palestinian vehicles from the West Bank will be allowed to enter Jerusalem. In the 1st of 2 planned stages, over 100 Palestinian doctors are allowed to enter. Unrestricted travel for Palestinian businessmen and women will follow in the next phase. Palestinian cars have been banned from Jerusalem since the onset of the 2d intifada in 2000. (JP, MNA 4/14; HA 4/15)

In Syria, Palestinian residents of Yarmouk r.c. report that ISIS has begun retreating from previously held positions in the camp. Meanwhile, UNRWA sets up a distribution mission in a village nr. the camp to provide humanitarian assistance to refugees fleeing Yarmouk. (AFP, WAFA 4/14)

The U.S. Senate Foreign Relations Comm. unanimously approves, 19–0, an amended version of the Iran Nuclear Agreement Review Act, which would give Congress an opportunity to approve or disapprove of any agreement made between the P5+1 and Iran and increase congressional oversight on verification of the deal. Off the coast of Gaza nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces confiscate a bulldozer in e. Nablus that Palestinians were using to open a road in the area. Elsewhere, IDF troops injure a Palestinian child and confiscate several solar panels in a raid in a bedouin village nr. Abu Dis. The IDF conducts house searches and raids in 1 village nr. Ramallah, ‘Askar r.c. nr. Nablus, and al-Fara‘a r.c. nr. PA Finance Min. Shukri Bishara announces that PA employees earning more than NIS 2,000 ($515) per mo. will only receive 60% of their salaries for 3/2015 on 4/2, despite the Israeli govt.’s 3/27 pledge to unfreeze the transfers of tax revenues collected on behalf of the PA. In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. On the sidelines of the security conference in Munich, U.S. Secy. of State Kerry meets with reps. of the 3 other mbrs. of the Middle East Quartet. In a statement, they call for a resumption of peace negotiations and for all parties to avoid actions that may “prejudice final status issues.” (REU, TOI, YA 2/8)

Hours later, they demolish and evacuate the camp for a 3d time. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in Jalazun r.c. and 4 villages nr. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. William Schabas resigns after 5 mos. as head of the 3-mbr. UNHRC’s commission investigating possible war crimes committed during OPE. In his resignation letter, Schabas cites Israeli allegations of bias and says he does not want to detract from the report’s findings. Also, dozens of Palestinian health professionals gather outside the Ministry of Health building to protest unpaid salaries. In the West Bank, a Palestinian youth is moderately injured when he sets off a piece of unexploded Israeli ordnance left over after recent IDF exercises nr. ‘Ayn al-Hilwa in the Jordan Valley. The IDF conducts arrest raids and house searches nr. Hebron and Jenin. In East Jerusalem, IDF troops conduct house searches and arrest raids in the Old City. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. U.S. House of Reps. minority leader Nancy Pelosi (D-CA) calls Israeli PM Netanyahu and asks him to postpone or cancel his planned 3/3 congressional address. Netanyahu also speaks to Sens. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. U.S. Pres. Obama speaks to Israeli PM Netanyahu on the telephone, saying it is “strategically imperative” to reach a humanitarian cease-fire that “leads to a permanent cessation of hostilities based on the 11/2012 cease-fire agreement.” Obama also expresses support for the Egyptian diplomatic efforts and affirms that the PA must be part of the solution for the Gaza Strip. Meanwhile, Hamas leader Mish‘al says on U.S. television that a lasting cease-fire must be based on lifting the blockade. Also, Hamas calls for a 24-hour humanitarian cease-fire to mark ‘Id. Late at night, the UNSC agrees on a presidential statement drafted by Jordan calling for “an immediate and unconditional humanitarian cease-fire.” Israel, however, rejects the calls from Hamas and the UNSC. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 1 is injured by a bullet, and Ni‘lin, where 2 are injured by bullets. In addition, Jewish settlers attack 2 Palestinians in Bayt Hanina, seriously injuring 1. In East Jerusalem, Israeli security forces clash with Palestinians after worshippers under the age of 50 are banned from entering Haram al-Sharif, injuring around 40. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. The IDF continues its attacks on the Gaza Strip from land, sea and air, killing 78 Palestinians, including 25 people from a single family nr. the border with Egypt and 10 who die in Khan Yunis after shells hit their home repeatedly as they try to flee. An air strike on a tower in c. Gaza City kills 11, including 5 children. IDF troops shell al-Aqsa Hospital in c. Gaza, killing 4 and wounding 70. Palestinian fighters kill 9 Israeli soldiers during the fighting on the ground. Al-Qassam Brigades target Haifa, Tel Aviv, and Ashdod with rocket fire, with over 50 rockets fired into Israel, causing no injuries. In an al-Qassam Brigades operation, 12 Palestinian fighters enter Israel by a tunnel nr. Bayt Hanun and attack an IDF site, killing 4 and destroying a jeep with an RPG shell. Ten of the Palestinian fighters are killed in the operation and the other 2 return through the tunnel. In the West Bank, the IDF conducts house searches and arrest raids in Hebron, 1 nearby village and al-Fawar r.c., and 1 village nr. Qalqilya at night; patrols in 2 villages nr. Speaking in a televised address, former Hamas PM Haniyeh says that “Gaza has decided to end the blockade by its blood and its heroism,” adding, “We cannot go back to the silent death” of the siege. Israeli DM Ya’alon tells a parliamentary comm. that the operation will continue “as long as necessary until the completion of the task.” However, Ya’alon mentions that the Israeli govt. would welcome the PA unity govt. exercising authority in Gaza, in an apparent reversal of policy. In Doha, Hamas leader Mish‘al meets with Pres. Abbas for the 1st time since the war began. PA spokesperson Abu Rudayna reiterates the PA leadership’s call for an immediate cease-fire as a way of realizing “the national goals of the Palestinian people.” In Cairo, UN Secy.-Gen. Ban holds talks with Egyptian FM Shoukri aimed at pressing for an immediate truce. Secy. of State Kerry also arrives in Cairo to facilitate the cease-fire talks. Kerry announces that the U.S. will send $47 m. in humanitarian aid to Gaza. Meanwhile, the IDF requests access to the U.S. War Reserves Stockpile based in Israel to resupply its munitions. The IDF continues its assault on the Gaza Strip by air and sea, and intensifies its ground offensive, especially in the Shuja‘iya neighborhood in e. Gaza City, killing 149 Palestinians. Palestinian fighters kill 13 Israeli soldiers and injure 53 others. In the West Bank, IDF troops open fire on Palestinians gathered to demonstrate in Hebron, Ramallah, and the surrounding areas, injuring dozens in Hebron, Qalandia, and Jalazun r.c. The rallies are celebrating the reported capture by Palestinians in Gaza of a live Israeli soldier. The IDF conducts house searches and arrest raids in 2 villages nr. In Tel Aviv, PM Netanyahu says that the IDF is carrying out “complex, deep, intensive activity” in the Gaza Strip, for which there is “very strong support within the international community.” At the same press conference, DM Ya’alon says that in his “assessment,” the “lion’s share of the tunnels” will be destroyed “in another 2 or 3 days.” In the evening, the UNSC holds an emergency meeting, at the request of Jordan’s reps., and expresses “serious concern about the growing number of casualties.” Mbrs. call “for an immediate cessation of hostilities.” In Doha, UN Secy.-Gen. Ban meets with Qatari emir Shaykh Tamim bin Hamad al-Thani and PA Pres. Abbas. While there, Ban condemns what he calls the “atrocious action” of the IDF in killing “dozens more civilians.” Hamas leader Mish‘al visits Kuwait for talks with the emir, whose country currently holds the rotating presidency of the Arab League. Among these are 4 children, who are killed when IDF troops shell a beach nr. Gaza City, an attack witnessed by a number of international journalists. IDF troops also destroy the house of a high-ranking Hamas political figure. Palestinians fire more than 60 rockets into Israel, including rockets aimed at Ashqelon and Ashdod. Iron Dome batteries intercept 4 of the projectiles. Rockets cause damage in Ashdod and Tel Aviv, and 1 soldier is injured. After Hamas rejected the Egyptian cease-fire proposal the previous day, Dep. Hamas leader Abu Marzuq meets Egyptian officials and offers terms Hamas seeks in a cease-fire deal, such as “fully lifting the blockade on Gaza, including opening all the crossings and releasing the rearrested prisoners.” (See the Quarterly Update in JPS 173 for more on Hamas’s terms.) Pres. Abbas meets with Abu Marzuq in Cairo, and separately with Egypt’s Pres. al-Sisi and FM Sameh Shoukri, as well as Arab League chief al-‘Arabi. He also speaks with Hamas leader Mish‘al by telephone. Meanwhile, Secy. of State Kerry says that the U.S. is doing “everything in our power” to end the violence, in remarks he makes on an official visit to Luxembourg.
