In the West Bank, Israeli settlers threw stones at Palestinian vehicles west of Ramallah and south of Hebron, causing damage. Israeli settlers also threw stones at 1 Palestinian vehicle near Silwad, causing damage. Elsewhere, Israeli settlers attacked 1 Palestinian American man working his land in Mukhmas near the Ramat Migron settlement outpost, causing severe injuries. The man was arrested by Israeli soldiers before being released after showing proof that he owns the land during his interrogation. Israeli settlers also opened fire at 1 Palestinian vehicle traveling in Tarqumiyah, injuring 1. Israeli forces shot and injured 2 Palestinians during a late-night raid in Turmus ‘Ayya. Israeli forces also shot and injured 3 Palestinians during a late-night raid near Tulkarm. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Ram, injuring 1 Palestinian minor who lost 1 of his eyes after being hit with a baton round. In East Jerusalem, between 50,000-80,000 Muslim worshippers prayed at the Haram al-Sharif compound on the 1st Friday in the month of Ramadan. Some 25,000-40,000 of them were from the West Bank. Israel only allowed Palestinians 50 years or older to enter East Jerusalem from the West Bank for Friday prayers. Past years have seen more than 200,000 Muslim worshippers pray at the compound on the 1st Friday of Ramadan. Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, injuring 2 with baton rounds and arresting 2 others. Off the coast of Gaza, Israeli naval forces detained 6 Palestinian fishermen within 3 nautical miles northwest of Rafah in 2 separate incidents before confiscating their 3 boats. In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. In Gaza, Palestinians protested outside of the UNRWA headquarters against the 2-year working plan signed between the U.S. state department and UNRWA. The agreement conditions U.S. aid on monitoring of UNRWA aid recipients’ affiliation with militant groups and monitoring of school curriculum. (AJ 10/5)

The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. The Czech Republic announced that it will buy an air defense system from the Israeli state-run company Rafael Advanced Defense Systems Ltd. The deal is worth $630 million and will provide the Czech Republic with the Spyder system. (AJ 10/5; MEMO 10/6)

U.S. senator Rand Paul (R-KY) delayed a vote in the Senate on the $1 billion bill providing additional military aid to Israel, allegedly to replenish the Iron Dome missile defense system. The bill would have passed immediately if all 100 senators agreed to pass it. Instead, it will have to go through the formal process before it can be passed. (HA, HA 10/5)

In the West Bank, Israeli settlers planted trees near al-Farisya and ‘Ain al-Hilweh. Israeli forces delivered a stop-work order to 1 Palestinian for his agricultural fields and seized 1 bulldozer. 9 Palestinians were arrested during late-night raids in and around Tulkarm, Qalqilya, Beit Fajjar, al-Bireh, Dura, Bayt Liqya, Bayt Rima, and Jaba‘. In East Jerusalem, around 100 Israeli settlers toured the Haram al-Sharif compound for the 2d day in a row. 2 Palestinians were arrested during raids in Isawiya and Shu‘fat. PA president Mahmoud Abbas and Israeli defense minister Benny Gantz spoke on the phone. According to Gantz’s office, the 2 discussed trust-building steps between Israel and the PA and Gantz gave Abbas best wishes on the occasion of Eid al-Adha. Their conversation was the 1st between Abbas and an Israeli minister since 2017, when Abbas spoke to then prime minister Benjamin Netanyahu. A freedom of information request revealed that the director general of the Israeli interior ministry lives in a house in the illegal settlement outpost Keida, which has had a demolition order against it since 2008. The interior ministry said in a statement that its minister Ayelet Shaked “is pleased that the director-general of her ministry lives in Keida.” (HA 7/20)

King Abdullah II of Jordan met with U.S. president Joe Biden in the White House. King Abdullah II was the 1st Middle Eastern leader to visit President Biden in Washington, as the U.S.-Jordanian relationship was tarnished during the Donald Trump administration due to the 1-sided peace proposal made by the administration. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. On 7/20, Prime Minister Bennett called the CEO of Unilever, the parent company of Ben & Jerry’s, to criticize the decision and Israel’s ambassador to the U.S. Gilad Erdan urged states with anti-BDS laws to take legal action against Ben & Jerry’s. The Israeli president Isaac Herzog likened the Ben & Jerry’s decision to terrorism. Ben & Jerry’s is known to engage publicly on progressive issues. Both founders of the company are Jewish-Americans. Israeli forces also raided a mosque near Jaba‘ to prevent restoration work. 4 Palestinians were arrested during late-night raids in and around Tulkarm, Sa‘ir, and Hebron. In the West Bank, Israeli settlers used pepper spray on 3 Palestinians at the Wadi Qana nature reserve near Salfit and vandalized 5 vehicles. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israel began allowing Jewish worshipers at the Haram al-Sharif compound for the 1st time since the beginning of Ramadan on 4/12; some 250 Jewish worshipers with military escort visited the compound; 9 Palestinians were arrested for protesting the settler incursion. 10 other Palestinians were arrested during raids in Bayt Hanina, al-Tur, and the Old City. In Israel, 1 Israeli woman succumbed to injuries sustained in a fall while seeking shelter on 5/15, raising the Israeli death toll from the Hamas-Israel escalation to 13. Israeli police released a statement saying it had arrested 1,550 people since 5/9 who have taken part in violent and non-violent protest throughout Israel. Over 70% of the people arrested were Palestinian citizens of Israel, prompting Adalah to call it a “war” against Palestinian demonstrators. The Jordanian foreign ministry condemned Israel’s continued violations of status quo agreements in East Jerusalem, specifically the continued raids on the Haram al-Sharif compound and policy reversal in allowing Jewish worshipers at the compound. (WAFA 5/23)

U.S. secretary of state Antony Blinken said that the Biden administration is committed to “giving Israel the means to defend itself,” despite growing calls among democrats and activists to condition U.S. military aid to Israel. (AJ 5/23)

The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Israeli settlers with military escort raided Kafr Haris and Sabastiyya, closing off areas of both towns for Palestinians. Israeli forces issued demolition orders against 64 Palestinian-owned structures in Ras al-Ahmar. Israeli forces also delivered demolition notices for 2 residential structures and 2 agricultural structures in al-Jiftlik. 19 Palestinians were arrested during raids in and around Ras Karkar, Dayr Jarir, Bayt Umar, Yatta, Tulkarm, Jenin, and Tubas. In East Jerusalem, Israeli forces demolished 1 car repair shop, 1 garage, 2 rooms in Issawiyya, and seized vending stalls near the Haram al-Sharif compound. 1 Palestinian was arrested during a house raid in Ras Khamis. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

An Israeli planning commission approved 540 new settlement units in Har Homa in East Jerusalem between the city and Bethlehem. The Jerusalem District Planning Committee will need to give the final approval to 540 units on 4/21. The PA condemned the decision. (HA, WAFA 4/7; MEMO, TOI 4/8)

Palestinian human rights activist Issa Amro was acquitted of all charges in a Palestinian court. He had been charged with insulting higher authorities, causing public strife, and disturbing public order after writing criticism about the PA. (Twitter 4/7; Twitter 4/8)

Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. The U.S. also said it was ready to lift “sanctions that are inconsistent with the JCPOA [Joint Comprehensive Plan of Action]” on Iran. The announcement came as indirect talks about the U.S. rejoining the Iran nuclear deal, brokered by the EU, were underway in Vienna. (HA 4/8)

Axios reported that the U.S. has asked Israel to provide the water to Jordan it requested last month, but that Israel is said to withholding due to prime minister Benjamin Netanyahu’s personal feud with King Abdullah II, which has been growing in recent months and straining the 2 countries’ relationship. In the West Bank, Israeli forces handed a demolition order for a Palestinian-owned house in al-Twana sheltering 10 people; 1 other resident in al-Twana received a stop-work order. Israeli forces also confiscated 1 Palestinian-owned bulldozer in Tulkarm. 3 Palestinians were arrested during late-night raids in and around Ramallah and Dura. In East Jerusalem, the Israeli supreme court ruled that 1 78-year-old man in Silwan could be evicted from his home after his landlord sold the house he was living in to the settler organization Elad. Israeli forces stormed the Bab al-Rahma area of the Haram al-Sharif compound. Israeli forces also delivered demolition notices for 1 mosque and the house of a Fatah official in Silwan. 2 Palestinian families started demolishing their own homes in Jabal Mukabir. The Israeli settler that in July 2015 burned the house of a Palestinian family, killing 1 18-month-old and his parents and severely burning 1 other child, was sentenced in an Israeli court to 3 life sentences. (GDN, REU 9/14; AJ 9/15; JP 9/16)

The Unified Palestinian Leadership for Popular Resistance, an umbrella organization formed on 9/3 after a meeting between the major Palestinian factions in Gaza and the West Bank, including Fatah and Hamas, declared 9/18 a day of mourning over the normalization agreements between the UAE, Bahrain, and Israel. Ahead of the signing ceremony on 9/15 formalizing the UAE and Bahrain’s normalization with Israel, PA prime minister Mohmmad Shtayyeh condemned the deal, calling it “a dark day in the history of the Arab nation and of the Arab League,” and further stated that, “[t]omorrow the Arab peace initiative dies, as will the Arab consensus.” He also said that his government has recommended to PA president Mahmoud Abbas that the PA reevaluate its relations with the Arab League. Israeli prime minister Benjamin Netanyahu landed in Washington D.C. ahead of the signing ceremony for the normalization deals with Bahrain and the UAE on 9/15. His delegation notably did not include his coalition partners defense minister Benny Gantz and foreign minister Gabi Ashkenazi. A spokesperson for the Qatari foreign ministry ruled out that Qatar would normalize relations with Israel before peace is made between Israel and Palestine. (HA 9/14; AJ 9/15)

Israeli settlers and military escort toured Joseph’s Tomb in Nablus, leading to confrontations with Palestinians; tear-gas related injuries were reported. Israeli forces demolished a residential structure, displacing 10 people in Bayt Umar. 19 Palestinians were arrested during raids in and around Qalqilya, ‘Azun, Tulkarm, Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli authorities banned the former mufti of Jerusalem, Shaykh Ikrima Sabri, from entering the Haram al-Sharif compound for 4 months. PA prime minister Mohammad Shtayyeh said that the PA would not trade Israeli-withheld PA tax revenue for political concessions, saying “[t]he question of Palestine is not that of money, but of rights, dignity and freedom.” (WAFA 6/5)

The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. In its response, the PA said that ending agreements with Israel and the U.S. does “not in any way purport to, nor does it, legally affect the question [of the ICC jurisdiction relating to Israeli war crimes in the occupied Palestinian territories] presently before the Chamber.” (HA 6/5; WAFA 6/6)

Syrian state media and the British-based Syrian Observatory for Human Rights (SOHR) reported Israeli air strikes in Hama. According to SOHR, 9 people were killed, including 4 Syrians. According to Syrian state media, Syrian forces intercepted 1 Israeli attack. (HA 6/4; AJ 6/5)

In the West Bank, Israeli forces violently dispersed a Palestinian demonstration in support of Palestinian prisoners in Israeli jails, causing tear gas inhalation injuries and 1 arrest. 10 other Palestinians were arrested during raids in and around Jenin, Tulkarm, Ramallah, and Hebron. Israeli forces also seized fruit and vegetable stands near a checkpoint south of Dhariyya. 1 Palestinian girl was injured when an Israeli settler car hit her by Jab’a southwest of Bethlehem. In East Jerusalem, 8 Palestinians were arrested, 4 at the Haram al-Sharif compound and 4 during late-night raids in Issawiyya. Israel and the PA agreed that the PA can collect fuel taxes directly rather than receiving the taxes from Israel. The agreement is likely a work-around to alleviate the PA economy, while the PA still refuses to accept the Israeli-collected taxes since Israel is withholding part of the taxes that Israel perceives will be paid to Palestinian prisoners and their families. The PA also announced that it would start paying back money it owes to its civil servants who have only received 60% of their salaries since February. The PA pledged to pay its civil servants 110% of their salaries for August. (AJ, HA 8/22)

In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years.
