In the West Bank, Israeli settlers set up a mobile home on Palestinian land east of Nablus. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron, Tubas, and Bethlehem; and patrol near Hebron. In East Jerusalem, Israeli forces demolish the foundation of a building under construction in Shu‘fat refugee camp. They also arrest 3 Palestinians during raids in Bayt Hanina and al-Tur. After days of speculation and rumors, U.S. pres. Trump calls PA pres. Abbas to tell him that he plans to move the U.S. embassy in Israel to Jerusalem and to invite the Palestinian leader for a meeting at the White House before the end of the month. According to a PA spokesperson, Abbas warns Trump of the “dangerous repercussions.” Trump also calls Israeli PM Netanyahu, Saudi king Salman bin Abdulaziz, Jordanian king Abdullah, Russian pres. In response to Pres. Trump’s plan to recognize Jerusalem as Israel’s capital and to move the U.S. embassy there, several Palestinian factions and Islamist groups jointly declare 3 “days of rage” to begin on 12/6. Later, the U.S. Consulate General in Jerusalem issues a travel warning calling on U.S. citizens to avoid the West Bank and the Old City of Jerusalem. (HA, TOI 12/5)

Lebanese PM Saad Hariri formally rescinds his resignation, which threw Lebanon and much of the Middle East into turmoil when he announced it on Saudi television on 11/4 (see JPS 47 [2]). (AA, REU, TOI 12/5)

In the West Bank, IDF troops arrest 2 Palestinians and issue 2 arrest summons during late-night raids near Hebron, Bethlehem, and Jenin, and patrol near Ramallah, Nablus, Jenin, Hebron, and Salfit. Israeli settlers cut down 40 olive trees in a Palestinian orchard near Nablus. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in Silwan. In southern Israel, Israeli forces demolish a home in the Palestinian Bedouin village of Umm Qabu. IDF troops shoot and injure a Palestinian youth at a bus stop outside the Kiryat Arba settlement near Hebron, allegedly after he attempts to stab a settler. They leave the injured youth lying on the ground without receiving treatment before arresting him and taking him to a hospital in Israel. In a video released later, the youth can be heard pleading for water and explaining that he was attempting to commit suicide. Israeli forces demolish 8 homes and 6 retaining walls in Steih Dyouk village near Jericho. They also arrest a Palestinian living outside Yatta near Hebron before demolishing his home. The IDF arrests 7 Palestinians and issue 1 arrest summons during late-night raids in and around Nablus, Hebron, Tulkarm, and Salfit, and patrols near Jenin and Hebron. Israeli settlers uproot 27 olive trees on Palestinian land outside Burin village near Nablus. Meanwhile, PASF troops conduct a raid in Yatta overnight, sparking a brief firefight with the wanted Palestinians and their affiliates; 1 Palestinian is killed and another is seriously injured. In East Jerusalem, Israeli forces demolish a building in Silwan and a 2-story apartment building in Ras al-Amud, and arrest 1 Palestinian during a late-night raid in Qalandia refugee camp. The UN’s World Tourism Organization announces that the Palestinian bid for membership has been postponed until the body’s next meeting in 2019. The PA reportedly decided to suspend its bid following heavy U.S. pressure, according to a senior Israeli official. (HA, TOI 9/13)

Along Gaza’s border late at night, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In East Jerusalem, Israeli forces demolish parts of the outer wall of a Palestinian cemetery outside the Old City. In the West Bank, an IDF raid in Tuqu‘ near Bethlehem sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. IDF troops also arrest 4 Palestinians during late-night raids in and around Hebron, Bethlehem, and Qalqilya, and patrol near Jenin throughout the day. Israeli settlers confront Palestinians at the elementary school in Jubbet al-Dhib inaugurated on 9/10, but Palestinians drive them away nonviolently.  After a 2d day of meetings in Cairo, Hamas’s top officials release a statement expressing willingness to “immediately” sign a new national reconciliation agreement with Fatah and disband the administrative committee set up in Gaza earlier this year. They reportedly tell Egyptian intelligence officials that they would allow the PA to take charge in Gaza and carry out new elections only if all Palestinian factions participated in a follow-up conference to elect a new national government. The PASF issues a press release explaining that the 9/4 arrest of Youth Against Settlement founder Amro stemmed from his engagement in “actions that would cause internal strife” and his “contacting foreign parties to undermine the work of the PA.” Amro was released on bail on 9/10. (WAFA 9/11)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s occupation, settlements, and separation wall in 3 villages near Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum near Qalqilya, and along Gaza’s border near Jabaliya refugee camp; 4 Palestinians are injured. Elsewhere in the West Bank, the IDF arrests a Palestinian in central Hebron, allegedly for carrying a knife, arrests 1 Palestinian during a late-night raid near Tulkarm, and patrols near Hebron, Nablus, and Salfit. IDF troops shoot and kill a Palestinian driver n. of Hebron after he allegedly rams a group of Israeli soldiers, injuring 2, according to the IDF. The IDF later raids the driver’s home nearby and interrogates his brother. Elsewhere in the West Bank, Israeli forces deliver stop-work orders to 2 Palestinian families building homes in al-‘Arub r.c. nr. Hebron. IDF troops conduct raids in Bayt Umar village nr. Hebron, sparking minor clashes; there are no serious injuries. They also arrest 8 Palestinians during raids in and around Qalqilya, Bethlehem, Hebron, Ramallah, and Nablus; and patrol nr. Amid heightened tensions at Haram al-Sharif, Israeli forces violently disperse Muslim worshippers gathered outside the sanctuary to protest the new Israeli security measures; at least 2 Israeli police officers and 14 Palestinians are injured (1 seriously). The Israeli police remove 1 Jewish settler from the sanctuary after he starts to pray. The Saudi press reports that King Salman has sent a message to the Israeli govt. via the U.S. calling for Israel to reopen Haram al-Sharif to Muslim worshippers without the new security measures. Israeli PM Netanyahu reportedly sent a message back to Salman saying that the status quo would remain at the sanctuary, and inviting Saudis to inspect it for themselves. (HA, JP, TOI, WAFA, YA 7/28)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops conduct late-night raids in Qalqilya, sparking clashes with stone-throwing youths; 5 Palestinians are injured. They also patrol nr. Ramallah and arrest 3 Palestinians and issue 3 arrest summons during further raids nr. Hebron, Tubas, and Nablus. Israeli settlers erect what appears to be an illegal outpost on Palestinian lands nr.
