Israeli forces ordered a Palestinian to stop working his land in al-Twana and handed a stop-work order for a retaining wall in Teqqua. 2 Palestinians were arrested near Jenin and Bethlehem. In East Jerusalem, Israeli forces notified PA governor of Jerusalem Adnan Gheith that he was banned from entering the West Bank for another 6 months. 4 Palestinians were arrested, including a journalist and her interviewee, in the Old City and al-Tur. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of Dayr al-Balah. In Israel, Israeli police shot and killed 1 Palestinian-Israeli man suffering from a mental disability after being called by his mother to his family home in Haifa; the family criticized the Israeli police’s handling of the situation, saying that despite the man brandishing a knife, they could have subdued him with non-lethal means. The PA foreign ministry summoned the representatives from Bulgaria, the Czech Republic, and the UK because of the countries’ change of vote on Palestinian issues at the UN Human Rights Council. Bulgaria voted against Palestine and the UK and Czech Republic abstained. (WAFA 3/29)

In the West Bank, Israeli settlers attacked Palestinian farmers harvesting olives in Bayt Furik. Israeli forces demolished 1 house under construction near Yatta. Israeli forces also assaulted 1 Palestinian in Bidya before arresting him. 8 Palestinians were arrested during raids in and around Ramallah, Qalqilya, Tulkarm, and Salfit. Egypt opened the Rafah crossing. It is planned to be open until 11/5. People entering Gaza must isolate at an isolation facility for 21 days before being able to enter the general public. (MEMO 11/1)

In the West Bank, Israeli settlers vandalized some 100 Palestinian-owned olive trees in al-Mughayyir. Israeli forces uprooted 60 olive trees and razed land in Salfit. Israeli forces also delivered stop-work orders for 3 houses in al-Khadir. Elsewhere, Israeli forces demolished 1 house in Taybeh. 12 Palestinians were arrested in and around Sabastiyya, Dura, Bethlehem, Jenin, Jericho, Ramallah, and Huwwara. In East Jerusalem, 1 Palestinian family started demolishing their own home in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Issawiyya; during the raid, clashes erupted, leading to tear-gas related injuries. At the UN security council, PA foreign minister Riyad al-Maliki called for an international peace conference to resolve the Palestinian-Israeli conflict. (WAFA 10/26)

The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. General al-Burhan also stated that Sudan still supports a Palestinian state within the 1967 borders and urged Israel to engage the Arab Peace Initiative. (HA 10/26)

In the West Bank, Israeli settlers attacked Palestinian farmers and stole olives from the farmers in Dayr Sharaf near Nablus. Israeli forces clashed with Palestinians during a raid near Ramallah; tear-gas related injuries were reported and 1 glass door was damaged by a tear gas canister. Al-Ibrahimi Mosque was closed by Israeli authorities for Palestinians from midday. 18 Palestinians were arrested, including 17 during late-night raids in and around Tulkarm, Nablus, Jenin, and Bethlehem, and 1 Palestinian was arrested at a checkpoint near Salfit. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. Along Gaza’s border, an Israeli drone bombs a Palestinian motorcycle near Rafah, causing no damage or injuries. The IDF does not comment on the strike. In the evening, hundreds of Palestinians gather along the border fence near Rafah to set tires on fire, throw stones, and otherwise continue the Great March of Return. IDF troops violently disperse the demonstrations, injuring 5 protesters. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. They also deliver stop-work orders to a Palestinian home under construction in western Hebron; confiscate heavy equipment from a construction site in southern Hebron; and uproot approximately 300 olive tree seedlings from a Palestinian grove north of the city. Meanwhile, IDF troops arrest 3 Palestinians during late-night raids near Jenin, Hebron, and Salfit; and patrol in and around Tulkarm, Hebron, and Ramallah. In East Jerusalem, dozens of Palestinians gather outside Haram al-Sharif to protest the recent Israeli incursions at the sanctuary; 4 are arrested when Israeli forces disperse the protests. Meanwhile, Israeli forces arrest 60 Palestinians across the city ahead of planned protests at Haram al-Sharif on 2/22. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. One Palestinian is shot and killed and at least 9 others are injured during clashes with Israeli settlers and IDF troops in al-Mughayyir village near Ramallah (1 settler is lightly injured as well). The clashes reportedly stemmed from a dispute at a Palestinian olive grove outside the village. The nature of the dispute is unclear. Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Elsewhere in the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Ramallah and Bethlehem; and patrol near Jenin and Nablus. An Israeli settler attacks 2 Palestinians with an axe near Salfit, causing them both light injuries. Settlers chase Palestinian children from an olive grove near Hebron. In East Jerusalem, Israeli forces shoot and kill a West Bank Palestinian during a high-speed chase outside the Old City. The Israeli police later say that the man was suspected of driving a stolen vehicle. Separately, a Palestinian demolishes 2 rooms of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops fire tear gas at a group of Palestinian minors setting tires on fire and rolling them toward the border fence near al-Bureij refugee camp; 1 Palestinian is injured. Separately, IDF troops arrest a Palestinian attempting to cross the border fence armed with a knife and wire cutters. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Jabaliya refugee camp, causing no damage or injuries. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

IDF troops shoot and kill a Palestinian in central Hebron after he stabs and lightly injures an Israeli soldier. Elsewhere in the West Bank, IDF troops arrest a Palestinian at a checkpoint near Nablus when he is found to be in possession of a knife. They conduct overnight raids in Tulkarm, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 6 Palestinians on further raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Nablus and Hebron. Israeli forces raze 14 dunams (approximately 3.4 acres) of Palestinian land outside Hebron, uprooting approximately 320 olive and almond trees and demolishing 3 water wells. They uproot an additional 60 olive and orange saplings from Palestinian land near Jericho. Israeli settlers puncture the tires of 7 Palestinian-owned vehicles and leave racist graffiti on nearby walls in Marda village near Salfit overnight. Along Gaza’s border overnight, IDF troops violently disperse dozens of Palestinians setting fire to tires, lighting fireworks, and otherwise continuing the Great March of Return near al-Bureij refugee camp; 4 Palestinians are injured. Meanwhile, hundreds of Palestinians gathering near Jabaliya refugee camp to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops stationed along the border fence and Israeli naval forces disperse the demonstrations; 46 Palestinians are injured (4 seriously). Israeli firefighters put out 3 fires in open areas near Ashqelon that were reportedly sparked by incendiary kites and balloons flown from Gaza. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

In the West Bank, IDF troops violently disperse Palestinians demonstrating outside Ofer Prison near Ramallah in solidarity with Palestinian prisoners; there are no serious injuries (4 Palestinians are arrested). They also violently disperse Palestinians protesting U.S. president Trump’s 12/6/2017 recognition of Jerusalem as Israel’s capital in al-Bireh; there are no serious injuries. The IDF arrests 12 Palestinians during raids near Salfit, Tulkarm, Jenin, and Ramallah; violently assaults and injures a Palestinian at a mobile checkpoint near Ramallah; and patrols near Hebron and Nablus. Israeli forces raze almost 50 dunams (approximately 12 acres) of Palestinian land planted with olive trees, clearing space for the extension of the separation wall near Jenin. Israeli settlers slaughter 20 sheep and steal approximately 70 more from a Palestinian shepherd working near Nablus. They also visit religious sites outside a village near Nablus, sparking clashes between their IDF escort and Palestinian residents in the area; there are no serious injuries. In a meeting of Israel’s security cabinet, IDF Lt. Gen. Gadi Eisenkot says it was a “mistake” to return 2 Palestinian corpses to their families last week. He says that the protocol for returning such corpses has since been changed, but does not offer any details. (TOI 2/21)

The UNGA adopts Resolution ES-10/L.22 rejecting U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, with 128 countries in favor, 35 abstaining, and 9 opposing, including the U.S. and Israel. After the vote, PA pres. Following a day of punitive demolitions and clashes in Qalandia refugee camp (r.c.), thousands of Palestinians march in the funeral of the 2 Palestinians killed by Israeli forces the previous day. Later, Israel Defense Forces (IDF) troops clash with stone-throwers in the camp, injuring 5 Palestinians. Israeli forces demolish 9 residential structures and animal barns nr. Hebron early in the morning, and later clash with Palestinian protesters in the area. PM Benjamin Netanyahu’s security cabinet outlaws the Northern Branch of the Islamic Movement in Israel, citing the group’s “dangerous incitement.” After the announcement, Israeli forces arrest a senior mbr. of the movement during a raid in Umm al-Fahm, and Israeli courts issue orders to shut down 17 organizations and groups that operate on behalf of the movement. Sarayat al-Shaykh Umar Hadid, a small armed group in Gaza, fires 2 rockets into Israel, causing no damage or injuries. In a Twitter post, the group claims that the attack was revenge for Hamas’s killing of the leader of a small Islamist group on 6/2. The Palestinian National Comm. against Israeli Punitive Measures announces a boycott of products manufactured by 6 major Israeli companies—Tnuva, Jafora-Tabori, Osem, Prigat, Strauss, and Elite. Mahmoud al-Aloul says that merchants will have 2 weeks to remove the products from their shelves, then they will be subject to random checks from special inspectors.
