The Israeli navy fires 4 shells at Palestinian fishing boats off the Bayt Lahiya coast, causing no damage or injuries, but forcing fishermen to retreat to shore. In Rafah, Fatah security officer Maj. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF makes an overnight arrest raid on Silat al-Harithiyya, exchanging fire with and fatally shooting 2 wanted Islamic Jihad mbrs.; conducts arrest raids, house searches in Bayt Sahur (raiding the offices of the Islamic Association), Dahaysha r.c. nr. Bethlehem. The Fatah-Hamas ceasefire in Gaza generally holds, though just after it is announced, PA Preventive Security Force (PSF) mbrs. controlled by Abbas fire on a group of Hamas mbrs. in Gaza City, sparking an exchange that leaves 2 PSF mbrs. dead. Israel closes the Rafah border to prevent Haniyeh fr. returning to Gaza, alleging that Haniyeh’s delegation intended to bring in some $30 m. in cash donations collected during his 16-day regional tour. In response, 10s of Hamas mbrs. raid the Rafah crossing, exchanging fire with expelling Presidential Guard mbrs. guarding the post, occupying the transit hall on the Palestinian side of the border, later trading fire with Egyptian border police, leaving 15 Palestinians (mostly Hamas mbrs.) injured. Late in the evening, Israel allows Haniyeh to cross Rafah without the money, which is escorted to the Arab League by 2 Hamas officials under an arrangement brokered by Egyptian intelligence chief Omar Sulayman. Suspected Fatah mbrs. fire on Haniyeh’s convoy as it crosses into Gaza in an apparent assassination attempt, killing Haniyeh’s bodyguard, wounding his son and a political adviser, more than 10 other Palestinians; Hamas accuses fmr. PA security chief and powerful Fatah PC mbr. Muhammad Dahlan of orchestrating the attack; Dahlan denies responsibility. Separately in Gaza, PA security forces arrest PRC mbr. Israeli naval vessels fire on Palestinian fisherman off the coast nr. Rafah, wounding 3. In the West Bank, a Palestinian stabs, wounds a private Israeli security contractor at Qalandia checkpoint outside Jerusalem. The IDF conducts arrest raids, house searches in ‘Askar r.c., Balata r.c., Tulkarm r.c. and nr. Bethlehem, Hebron, Jenin, Nablus, Qalqilya; begins work on a new segment of the separation wall s. of Tulkarm that will isolate 2,000 d. of Palestinian land btwn. the wall and the Green Line. In Gaza, the Israel Defense Forces (IDF) pulls out of al-Shuka nr. Rafah, ending a 3-day incursion, during which 7 Palestinian homes were destroyed, roads and water networks were damaged; makes an air strike on the homes of a mbr. of the Popular Resistance Comms. (PRCs) in Jabaliya refugee camp (r.c.), a mbr. of the Hamas-dominated Executive Support Force (ESF) in Rafah (also destroying 3 neighboring houses) after warning the residents to leave; makes air strikes destroying another home in Rafah, 1 in Bayt Lahiya, a workshop in Khan Yunis also giving advanced warning; bulldozes 3 homes nr. the Sufa crossing in Rafah; sends bulldozers into Abasan nr. Khan Yunis to level land. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. In Gaza, the IDF launches air strikes destroying the homes of 5 Palestinian militants in Jabaliya, Gaza City, and Rafah after warning residents to leave, destroying the homes of 2 bystanders, wounding 1 bystander. Hamas, Islamic Jihad fire at least 13 rockets fr. Gaza into Israel, killing 1 Israeli woman in Sederot (marking the 1st fatality in a rocket strike since 7/05, the 7th fatality since rocket strikes began in 1/02; see Quarterly Update in JPS 123), wounding 2 Israelis in Ashqelon and Sederot, damaging a home. The IDF expands operations in n. Gaza, launching an air strike on a minivan in Gaza City, assassinating Hamas cmdr. Luay alBurnu, 2 other Hamas mbrs.; shelling Jabaliya r.c., killing 1 Hamas mbr., wounding 4; later making an air strike on Jabaliya, killing 2 Hamas mbrs., wounding a by stander in what may be an assassination. An IDF sniper fatally shoots a 12-yr.-old Palestinian girl in the head in Gaza; the IDF say he was aiming at an armed Palestinian. In Bayt Hanun, the IDF fatally shoots a Hamas mbr. in exchanges that also leave an IDF officer seriously wounded; fires an antitank rocket to demolish the home of a Palestinian militant, collapsing the walls of a neighboring home, killing a Palestinian civilian; demolishes at least 4 other Palestinian homes; continues house to house searches; lifts the curfew for 3 hrs. to let residents buy food. IDF operations along the Rafah border also continue. In ongoing operations in Bayt Hanun, the IDF overnight fires tear gas, stun grenades, exchanges gunfire with Palestinian militants in al-Nasir Mosque, sending bulldozers in to demolish parts of the structure, prompting some gunmen to surrender. During the day the IDF fatally shoots 2 Palestinian women, wounds around 40 who are part of a group of 2,000 women heeding Hamas’s call to position themselves outside the mosque as human shields; the IDF claims that wanted gunmen were hiding among the women; some 60 gunmen inside the mosque escape; the IDF bulldozes the entire mosque. (Later, 1,000 Palestinian women march outside Egypt’s diplomatic mission in Gaza City, denouncing Israel’s actions and calling for Egypt’s intervention.) During the day, the IDF also expands operations to Bayt Lahiya and Jabaliya r.c., killing at least 9 Palestinians (including 4 Hamas mbrs., 2 Palestinian medics in an ambulance), shelling areas, making at least 1 air strike destroying a Palestinian home; makes an air strike on a car in Gaza City (assassinating Hamas mbrs. In response to Palestinian rocket fire on 10/13, Israeli DM Amir Peretz approves an escalation in IDF border operations in Gaza. Overnight, the IDF pulls out of Abasan but sends tanks, troops into n. Gaza nr. Jabaliya r.c., exchanging fire with Palestinian gunmen, conducting air strikes on a house, engaging in armed clashes nearby, killing at least 4 Hamas mbrs., 2 bystanders, wounding 15 before withdrawing; launches air strike on Rafah, which destroys a Palestinian house (warning the residents in advance to evacuate, damaging several nearby houses); bulldozes a Palestinian home in Bayt Hanun. The IDF also sets up a new Palestinian detention center inside Israel nr. the Gaza border. In the West Bank, the IDF sends troops into Tubas nr. Jenin, firing on downtown areas, wounding 3 Palestinian children; conducts arrest raids, house searches, random ID checks in and around Hebron. In Gaza, the IDF continues operations in Abasan, directing tank fire at residential areas, killing 1 Palestinian woman inside her home, wounding a man, bulldozing 120 d. of agricultural land; makes an air strike on a car driving in Bayt Lahiya, killing 3 Hamas mbrs. (‘Adil al-Maqusi, Muhammad al-Taluli, Rasim Zhahir) allegedly en route to fire rockets into Israel, wounding 1 bystander; makes an air strike on a car in Gaza City, assassinating Fatah Mujahiddin Brigades mbr. Gaza, killing a 15-yr.- old Palestinian farm worker, wounding 3, claiming that the teenager, who was working in a field, approached an abandoned rocket launcher used on 10/7 with plans to retrieve it; in separate incidents fires at 2 Palestinians who stray near the n. Gaza border fence, seriously wounding a mentally handicapped man in his 50s, lightly wounding a 2d man; fires on 2 Palestinians scavenging metal nr. the central Gaza border fence, wounding 1; sends troops into al-Shuka late in the evening, fatally shooting a Palestinian civilian on the street for no apparent reason. In Gaza, the IDF withdraws troops fr. Bayt Lahiya after 3 days of operations; fires missiles fr. a drone at a car moving btwn. Gaza City and Bayt Hanun, wounding 3 AMB mbrs. (Ahmad Abu al-Kas, Ayman al-Dar‘awi, Haytham Abu Hassanain), 7 bystanders in a failed assassination attempt; makes an air strike destroying the home of a Hamas mbr. in Abasan (warning residents in advance to leave), damaging 6 nearby homes and a kindergarten. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, in Qalqilya, nr. Jenin (firing on residential areas). Jewish settlers in Hebron throw stones at Palestinians. The AMB threatens to kill 3 senior Hamas leaders (including Damascus-based leader Khalid Mishal, Interior M Siyam) whom they accuse of sedition, “so these filthy people can be made an example.” Scattered Fatah-Hamas violence is reported during the day, with at least 1 Palestinian wounded in Rafah. In Gaza, the IDF fatally shoots a Palestinian fisherman off the coast of Gaza; sends tanks into southeastern Bayt Hanun, firing on industrial areas, heavily damaging a factory and 2 houses; fires missiles fr. a helicopter gunship destroying a workshop in Khan Yunis, killing 1 Palestinian child (age 15), wounding a 2d (age 16) sleeping in a house nearby; bulldozes 20 d. of agricultural land e. of Jabaliya r.c. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin town and r.c. (firing on residential areas), Tamun. As Fatah-Hamas tensions continue, Fatah gunmen fire on the car of Hamas-affiliated Dep. PM Sha‘ir in Nablus, wounding his 2 bodyguards, who return fire, wounding 1 Fatah mbr.; Sha‘ir is not in the car at the time. Fatah gunmen also force the closure of the Agriculture, Interior, and Local Government Min. offices and set fire to offices of Hamas-affiliated PC mbrs. in Bethlehem; attack, vandalize a women’s center, Islamic school run by Hamas in Nablus. In addition, unidentified masked gunmen kidnap, temporarily hold a Hamas-affiliated Finance Min. official in Nablus; attack an Islamic center in Qabatya; vandalize the Prisoners’ Friends Association office, a law office, and a car in Jenin. Fatah militants also enforce a general strike in several areas across the West Bank, forcing stores, private schools to close in a show of force against Hamas, fatally shooting a restaurant owner in Jericho who refuses to comply. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus (firing on residential areas). In Gaza City, 1,000s of Fatahaffiliated civil servants, security officers burn tires, block roads, fire in the air to protest the Hamas-led government’s failure to pay all back salaries and against banks for taking much of the partial payments received in commissions and payments toward existing loans. In Dayr al-Balah, an ESF mbr. throws a grenade at Fatah-affiliated PA security forces, wounding 3 Palestinians. Elsewhere in Gaza, unidentified Palestinian gunmen fatally shoot a PSF officer. In the West Bank, the IDF raids Bethlehem, surrounds and partially demolishes a Palestinian home, fires on stone-throwing youths who confront them (wounding 4), arrests 1 Palestinian; conducts arrest raids, house searches in and around Jenin, in Qalqilya, nr. Hebron; demolishes 2 sheds nr. Bethlehem that were built without permits; issues military orders confiscating 100 d. of land w. of Bethlehem to complete construction of a section of the separation wall nr. Route 60, linking Jerusalem with the s. West Bank and separating Bethlehem fr. its western environs. On the Rafah border, Egyptian border police interrupt a smuggling operation into Gaza, seizing 32 automatic rifles, 28 pistols, a large amount of ammunition; the smugglers flee. An Israeli military court orders the release of 15 PC mbrs. and 3 PA cabinet mbrs. affiliated with Hamas arrested in the IDF crackdown on the Hamas-led PA on 6/28–29; the prosecution appeals the decision, meaning the 18 will remain jailed until the appeal is heard. In an air strike, the IDF demolishes the home of a Hamas mbr. in Gaza City, severely damages several surrounding homes, wounding 4 Palestinians; sends special forces in to al-Shuka, raiding a PA security office, detaining 3 PA security officers for several hrs.; sends troops into Dayr al-Balah reportedly in search of a smugglers tunnel, conducting arrest raids and house searches, demolishing 1 Palestinian home, bulldozing 50 d. of agricultural land and 2 wells but apparently not finding a tunnel. In the West Bank, the IDF conducts arrest raids, house searches nr. Bethlehem, Hebron, Ramallah; demolishes a poultry farm nr. Jenin to make way for the separation wall. The IDF makes 2 air strikes on cars in Rafah r.c., assassinating 4 Hamas mbrs., wounding 27 bystanders, including 5 children); sends troops, 15 armored vehicles, accompanied by drones, into Khuza‘a, occupying Palestinian homes as operational posts, firing on residential areas, killing 1 Palestinian and wounding 3 on the roof of their home; shoots, wounds a Palestinian shepherd who strays nr. the central Gaza border fence. In the West Bank, the IDF arrests Force 17 head Mahmud Damra on charges of orchestrating a 2000 attack that killed 3 Israelis and numerous attacks since then; conducts arrest raids, house searches in and around Nablus. In Gaza City, 1,000s of Fatah-affiliated PA security officers rampage through Gaza City, firing in the air, vandalizing the PC offices, demanding the payment of their overdue salaries. Meanwhile in the West Bank, Fatah gunmen enforcing the Government Employees Union strike intimidate other PA businesses fr. opening as well, prompting the whole West Bank to observe a general strike for safety. The UN reports that Lebanon has deployed only about 3,000 troops to s. Lebanon (2,000 along the border with Syria, 1,000 along the coast). Israel continues daily overflights of Lebanon in violation of the 8/14 truce, IDF troops are still in s. Lebanon, and the Israeli air and naval blockade are still in place, but no new clashes btwn. As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered. Overnight, the IDF makes air strikes outside a Palestinian r.c. s. of Tyre, wounding 1 person, lands 2 naval commando units (reportedly wearing Lebanese army uniforms) nearby, raids an apartment building housing Hizballah mbrs. allegedly involved in long-range rocket attacks on Israel, clashing with Hizballah mbrs. for 3 hrs., killing 4 suspected Hizballah mbrs., 1 Lebanese soldier at a nearby checkpoint, 2 bystanders before withdrawing. During the day, the IDF continues air strikes, hitting 170 targets in s. Beirut, and n. of Hermel; drops leaflets over Sidon, warning residents to leave prior to imminent strikes there; continues ground operations in some 20 villages in s. Lebanon, leaving 2 IDF soldiers dead, at least 9 wounded in clashes in Aita al-Sha‘b, Taybeh. Hizballah fires 160 rockets into n. Israel (140 of them in a 90 min. period in the evening), killing 3 Israeli Palestinians in Arab al-Aramshe, also hitting targets in Haifa, Kiryat Shimona, Ma’alot, Nahariya, Safad, Shlomi, Tiberias, wounding a total of 54 Israelis. The IDF continues operations al-Shuka, making air and artillery strikes on buildings allegedly housing Hamas and Islamic Jihad weapons caches, exchanging fire with Palestinian gunmen, conducting house-tohouse searches, prompting residents to flee, leaving 2 Palestinian civilians, 1 Palestinian militant dead, at least 1 Palestinian wounded. Late in the evening, the IDF expands operations deeper into Rafah, making air strikes on militant targets in heavily residential areas, killing 1 Islamic Jihad mbr., 2 other armed Palestinians, a Palestinian woman and her 2 children, wounding at least 3 Palestinians; also destroys the remaining parts of a PA security barracks. Also in Gaza, the IDF makes an air strike destroying a home in Shatti r.c. nr. Gaza City after warning residents to evacuate. In the West Bank, the IDF conducts arrest raids in Tulkarm town; patrols in Tulkarm r.c.; conducts random ID checks in Hebron. Palestinians fire 4 rockets toward Israel, but all land inside Gaza, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. The IDF operates in 20 villages in s. Lebanon, most of them less than 2 mi. inside the border, engaging in intense clashes with Hizballah (particularly in Bint Jubayl, Maroun al-Ras, Marwahin, Rajmin), with Hizballah killing 4 IDF soldiers, wounding 4, destroying at least 4 APCs in Aita al-Sha‘b and Taybeh. The IDF also continues air strikes across Lebanon, including in s. Beirut (hitting houses of senior Hizballah and Hamas mbrs.), Blat, Nabatiyya, Rashaya, Taybeh, in the Biqa‘ Valley, and in the far n. nr. the border with Syria. Hizballah for the 1st time fires 2 Khaybar-1 rockets (range up to 50 mi, payload up to 200 lb), striking Afula, 30 mi inside Israel, just n. of the West Bank; fires more than 100 rockets into n. The IDF expands Operation Summer Rains overnight, sending 50 tanks, troops back into n. Gaza in and around Gaza City, engaging in intense clashes with and conducting air strikes on Palestinian gunmen, leaving at least 7 Hamas mbrs., 5 Islamic Jihad mbrs., 9 civilians dead, at least 57 Palestinians wounded, bulldozing wide tracts of land. In at least 3 incidents in Jabaliya r.c., the IDF phones Hamas mbrs. warning them to evacuate their houses, then conducts air strikes destroying the homes. The IDF also closes the Qarni crossing. Palestinians fire 13 rockets fr. Gaza into Israel, lightly injuring 1 Israeli in Sederot. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Kafr Qadim nr. Qalqilya, surrounds a home, evacuates and checks residents, demolishes the home, arrests 1 Palestinian, injures 1; bars a Palestinian heart attack victim fr. crossing a checkpoint to reach a Qalqilya hospital, allowing him to die; patrols, searches cars in Yatta nr. Hebron; conducts arrest raids, house searches in and around Hebron, and in al-Fara‘a r.c. nr. Jenin, Nablus. In Rafah, a Palestinian is killed in an exchange of fire btwn. PA security forces, armed Palestinians. Israeli security sources reveal that Israeli-Canadian citizen Falah, arrested on 7/8 and held without access to a lawyer, was detained for photographing a military antenna nr. Ras al-Naqura, alleging that he was sent “to photograph and report where rockets have landed in Israel,” noting that he visited Beirut, Tehran within the last 2 yrs.; Falah, who was arrested before Hizballah’s 7/12 cross-border raid and the firing of rockets into Israel, said the photos were for academic purposes, he did not know the antenna was military, and his trips to Lebanon, Iran were public knowledge. The IDF faces intense fighting in s. Lebanon, where some 100 Hizballah mbrs. ambush an elite IDF Golani Brigade unit in Bint Jubayl, pinning them down for 1 hr. under a heavy barrage of mortars, antitank rounds, RPGs, and small-arms fire before they could return fire, killing 8 IDF soldiers, wounding at least 22; the IDF estimates that it killed around 20 Hizballah mbrs. A 9th IDF soldier is killed, 5 are wounded by antitank fire in clashes nr. Maroun al-Ras. Meanwhile, the IDF continues air strikes nr. Beirut and in s. Lebanon, including hitting an Amal command center and the Hizballah headquarters in Tyre. In Anjar nr. the Syrian border, a truck carrying emergency food, medical supplies donated by the UAE (see 7/18) is hit, killing the Syrian driver. Hizballah fires around 150 rockets into Israel, striking Carmiel, Haifa, Jish, Safad, Tiberias. Israel allows 2 Jordanian military transports carrying humanitarian aid to land at Beirut airport, though it still will not provide safety guarantees for trucks transporting the supplies southward on the coastal highway or across the border fr. Syria, where relief goods for 20,000 people have been stockpiled. Overnight, the IDF launches heavy missile barrages and air strikes on s. Beirut suburbs (leveling wide swaths around the Hizballah headquarters) and s. Lebanon, hitting a major power station. In response, Hizballah fires some 20 rockets on Haifa, killing 8 Israelis and wounding 7 at a rail yard, hitting the city’s main oil refinery and gas depot, and a busy downtown street at rush hour; the IDF says that 4 of the rockets fired were Iranian made Fajr missiles (which, if confirmed, would mark Hizballah’s 1st use of the weapons), but Hizballah says it fired only Raad-2 and Raad-3 missiles. The IDF strikes back during the day, ordering Lebanese to evacuate 7 villages in s. Lebanon; hitting at least 80 targets across Lebanon, killing at least 45 Lebanese and wounding more than 100, including killing 20 in an air strike on a government civil defense building in Tyre (also wounding 50) and 8 dual Canadian citizens in a strike on a minibus in s. Lebanon; also killing a Ghanaian UNIFIL soldier and his family in an air strike on his house; leveling an apartment building in s. Beirut, knocking out electricity in many areas of the capital. In Gaza, the IDF makes air strikes on an AMB car carrying rockets to a launch site nr. Bayt Hanun (the targets escape unharmed, 2 bystanders are wounded; a PA security officer later sent to retrieve the deserted car is killed by IDF fire that also wounds 2 bystanders) and on a bridge in n. Gaza; allows the Erez crossing to open for several hrs. for the import of food, medical supplies. The International Comm. of the Red Cross (ICRC) reports that 3 Palestinians with medical problems stranded on the Egyptian side of the Rafah border, closed since 6/25, have died of heat stroke; that some 4,000 Palestinians, including 578 “urgent humanitarian cases” are now waiting on the Egyptian border for reentry to Gaza. A 12- yr.-old Palestinian dies of injuries received in the IDF shelling of Bayt Lahiya on 7/6. In the West Bank, the IDF conducts arrest raids, house searches nr. Bethlehem, and in and around Hebron, Nablus. Overnight, Hamas mbrs. fire on a group of AMB mbrs. in Gaza City, wounding 5 and kidnapping 2; in retaliation, the AMB kidnaps 2 Hamas mbrs.; all 4 abducted men are released by early morning.
